PAL takes delivery of RP’s 1st Boeing 777 

Philippine Airlines (PAL) took delivery late last night ( 19 November 2009 ) of its first Boeing 777-300ER aircraft following its delivery flight from Boeing’s headquarters in Seattle , Washington , USA . 

The extended range jet is the first 777 to join PAL's fleet and is one of two leased 777-300ERs the airline will use for major international routes like Hong Kong (starting November 24), Tokyo (February 2010) and Sydney and Melbourne (by mid-March 2010).  

To celebrate the arrival of PAL's newest and most technologically-advanced aircraft, the airline is offering a new low-fare promo on selected domestic destinations. These domestic routes will be flown using PAL’s current fleet of Boeing 747s, Airbus A340s, A330s, A320s and A319s. 

Fares as low as P777 are available for a limited period between Manila and 11 domestic destinations – Laoag, Legazpi, Puerto Princesa, Cebu, Bacolod, Iloilo, Kalibo, Tagbilaran, Tacloban, Dumaguete and Roxas. 

Eight Mindanao destinations, meanwhile, have fares as low as P1,777 – Davao , Cagayan de Oro, Cotabato, Dipolog, General Santos, Zamboanga, Ozamiz and Butuan. 

The all-in (inclusive of VAT), one-way fares are on sale from November 19 to 25. Travel period is between December 1 to 25, 2009 and February 1 to March 25, 2010 .

Surigao Norte bares plan for Mindanao Week of Peace

Surigao del Norte (20 November) – The provincial government of Surigao del Norte is now in full gear for the preparation of this year's Mindanao Week of Peace, which is scheduled on November 26 to December 2, 2009. The theme for the celebration is "Think Mindanao, Feel Mindanao, Bring Peace to Mindanao".

DILG Surigao del Norte Prov’l Director Rodulfo Nasi bared a number of activities during the Provincial Development Council-Development Administration Committee meeting last Thursday, Nov. 19 at the PPDO Conference Room, Capitol Compound, Surigao City, and this include the opening salvo at the Provincial Convention Center dubbed as Peace Caravan: 3rd Peace Day Celebration on Nov. 26, 2009. And on Nov. 27, the National Commission on Indigenous Peoples (NCIP) in partnership with the Surigao del Norte Renal Disease Control Program (REDCOP) will distribute bundles of joy to the IP community of Brgy. Magtangale in San Francisco town.

While Nov. 29 has been assigned as Peace Sunday to all local churches throughout the province, the Bureau of Fire Protection (BFP) regional office, on the other hand, will hold a concert for peace at the City Hall Canopy on that same day.

A forum on Climate Change and Disaster Risk Reduction and Awarding of 2009 Cleanest & Greenest LGU will highlight the December 1 activity at the provincial convention center. PNP arrests wanted persons 

On November 18, 2009 at around 10:30 in the morning, personnel of Alegria Municipal Police Station arrested one Bredo Dandan Verano, 34 years old, married and a resident at Purok-1, Barangay San Pedro, Alegria, Surigao del Norte. Suspect was arrested by virtue of WOA issued by Hon. Lou Neuva, Presiding Judge of 5th MCTC, Bayugan-Sibagat, Agusan del Sur for Illegal Possession of Deadly Weapon docketed under criminal case number 8882. Said person is now detained at Alegria Municipal Police Station for proper disposition. 

On November 19, 2009 at around 5:45 in the morning, personnel of Dinagat Municipal Police Station arrested a rape suspect at Barangay Cayetano, Dinagat, Dinagat Island. Said suspect was identified as Justiniano Gemao, of legal age and a resident of said place. He was arrested by virtue of Alias Warrant of Arrest (WOA) issued by Hon. Judge Evangeline Yuipco Bayana of RTC Branch 32, Surigao City for the said crime docketed under criminal case number 1186. Said suspect is now detained at Dinagat Municipal Police Station for proper disposition. (PNP-13/ PIA-Caraga)

Report on loose firearm 

One alias “Isagani”, of legal age, married and a resident of Barangay Mahogany, Butuan City voluntarily surrendered one unit .22 caliber revolver (Paltik) without serial number to elements of Butuan City Police Station (BCPS) 1 at around 9:00 O'clock in the morning, November 18, 2009. Said firearm is now under the custody of BCPO for proper disposition. 

At around 1:00 o'clock in the afternoon of the same date, elements of Surigao City Police Station were able to retrieved one unit .22 caliber Colt revolver with defaced serial number from the drop box of unwanted firearms. 

On the other hand, at around 4:00 o'clock in the afternoon, one unit caliber .38 revolver with defaced serial number was retrieved from the drop box of unwanted firearms of Gigaquit Municipal Police Station. Recovery of carnapped vehicle 

An alleged carnapped motorcycle Honda XRM 110, color black with plate number 2468 and driven by one Gemma Bernal Malaza was intercepted by personnel of Alegria Municipal Police Station while conducting checkpoint along the National Highway of Alegria, Surigao del Norte on November 17, 2009 at around 1:45 in the afternoon.

Said motorcycle was carnapped on November 16, 2009 at around 2:00 O'clock in the morning at Trento, Agusan del Sur by the suspects identified as George Havana and Elizabeth Gonzales and it was being rented by Gemma Malaza for P150.00 from the suspects. After Gemma Malaza was being investigated, elements of Alegria Municipal Police Station and Alegria Patrol Base led by PInsp. Cauilan, conducted joint operation, which resulted to the arrest of one George Havana, 19 years old and a resident of Trento, Agusan del Sur. Said suspect and motorcycle are now under the custody of Alegria Municipal Police Station for proper disposition. (PNP-13/ PIA-Caraga)

Report on shooting incident 

On November 19, 2009 at around 2:30 in the morning, one June Tan Villa of legal age, single and a resident of Purok-6A, Buhangin, Butuan City was shot with undetermined caliber of firearm by suspect known as alias "Paw-paw" at Barangay San Ignacio, Butuan City. Victim sustained gunshot wound on the back portion of his head and he was brought to Elisa R. Ochoa Maternity Hospital for medical treatment and still under observation.

Initial investigation disclosed that the victim went to the said place to meet the suspect but instead he suddenly shot the victim. Motive of the incident is still being investigated and cartographic sketch is now being prepared by BCPO for possible identification and arrest of the suspect. (PNP-13/ PIA-Caraga)

Report on rescue operation 

On November 18, 2009 at around 10:30 in the morning, elements of Cabadbaran Municipal Police Station led by SPO1 Delfin Mission and WCPC PNCOs SPO1 Tejanne Zarsozo and PO2 Marilou Mallare responded to the report that a certain 8 month-old baby girl was allegedly sold by her unknown mother to a certain Rakma Amerol, 48 years old, a resident of Purok-1, Barangay 8, Cabadbaran, Agusan del Norte.

The responding team successfully rescued the child and properly turned-over to the DSWD Staff Josie Lelis Demoral. Appropriate case is being prepared for filing in court against the suspect. (PNP-13/ PIA-Caraga)

Progress report regarding robbery incident that transpired on November 16, 2009 at Purok-2, Barangay La Purisima, Prosperidad, Agusan del Sur victimizing one Marlyn Aligato Madronero. A case of Robbery with Violence Against or Intimidation of person was filed against the suspects Joseph Fernandez De Guzman and Richard Basmayor Golez at RTC, Branch 6, Patin-ay, Prosperidad, Agusan del Sur docketed under criminal case number 7131 dated November 18, 2009. Palace enjoins state workers, private sectors to participate “Global Warming and Climate Change Consciousness Week”

BUTUAN CITY (19 November) – President Gloria Macapagal Arroyo recently signed Memorandum Circular 186 enjoining officials and employees in all departments, agencies and instrumentalities of the national government, including government-owned and controlled corporations to actively participate in the observance of “Global Warming and Climate Change Consciousness Week” from November 19 to 25, 2009.

In the circular signed by the president, it was stated that in pursuant to Proclamation No. 1667, dated November 18, 2008, the period November 19 to 25, 2008 and every year thereafter has been declared as the “Global Warming and Climate Change Consciousness Week”.

The said proclamation aims to create awareness on global warming and climate change by pursuing broad and intensive information and educational campaign to inform the general public the awesome and terrifying consequences of this phenomenon and to secure the collective cooperation of the Filipino citizens, as well as the collective action of private and public sectors at all levels in finding solutions to this concern.

The week-long celebration will be spearheaded by Presidential Adviser on Global Warming and Climate Change (OPACC), in cooperation with the Presidential Task Force on Climate change (PTFCC).

Among the highlights of the activity include the convening of a national organizing committee for the observance of the week-long celebration. This will be headed by OPACC in cooperation with PTFCC.

Members of the PTFCC who are designated as committee members are: DENR, DOE, DA, DOST, DOTC, DepEd, DILG, DPWH, DOH, DFA, NEDA, PIA, PAGASA, CHED, TESDA, NWRB, LMP, and LCP, including other relevant government agencies, especially media organizations with OPS-PIA (government TV stations: NBN-4, RPN-9, IBC-13, Radyo ng Bayan) with the support of the Kapisanan ng mga Broadkaster ng Pilipinas (KBP).

Also, holding of the Friday Climate Change Briefing with President Arroyo as a “Media Summit on Climate Change,” developed into a national telethon over government TV stations, for a National Action Agenda on Climate Change Mitigation and Adaptation.

With these developments, the president enjoins the concerned agencies and organizations for the active participation in all activities and events for the week, and to conduct separate climate change activities such as fora, lectures, film showing, tree planting, painting, poetry and poster contests and other similar activities in respective government agencies throughout the week, with the special participation of the Cabinet Cluster on Education composed of DepEd, CHED, and TESDA, as well as the National Commission for Culture and the Arts (NCCA).

PIA bares agency’s tasks under RA 9729

BUTUAN CITY (19 November) – Following the issuance of Memorandum Circular 186 signed by Executive Secretary Eduardo Ermita on November 12, 2009 enjoining all public and private sectors to actively participate in the observance of “Global Warming and Climate Change Consciousness Week,” the Philippine Information Agency (PIA) recently bared the agency’s responsibilities under Republic Act 9729, otherwise known as the Climate Change Act of 2009.

In a memorandum signed by PIA Secretary Conrado A. Limcaoco, Jr., all employees of the agency are tasked to disseminate information on climate change.

According to Sec. Limcaoco, “under Republic Act 9792, known as Climate Change Act of 2009, the Philippine Information Agency is responsible for disseminating information on climate change, local vulnerabilities and risk, relevant laws and protocols and adaptation and mitigation measures.”

With this, Limcaoco added that PIA will provide communication support to climate change activities nationwide by providing media coverage to climate change activities, producing and disseminating print and broadcast releases, column feeds and feature articles on the government’s adaptation and mitigation measures.

The agency will also facilitate the inclusion of climate change issues in radio/TV public affairs programs and different media fora, as well as to conduct briefings on climate change adaptation and mitigation measures with various sectors in cooperation with other government agencies involved in the program;

Also, the agency is mandated to support the IEC activities of other government agencies involved in the program, and to elicit the support of media organizations and associations of media practitioners and government information officers in the promotion of the government’s mitigation and adaptation measures.

With the aforementioned tasks, all Regional Offices nationwide are required to submit climate change communication activities accomplishment report monthly, including clippings of print releases, broadcast releases and photos of communication activities. (Robert E. Roperos, PIA-Caraga)

DENR PUBLIC STATEMENT ABOUT THE ISSUES AND CONCERNS ON THE TAGUIBO RIVER WATERSHED FOREST RESERVE, BUTUAN CITY

The integrity and credibility of the Department of Environment and Natural Resources, (Regional Office XIII) as a government agency mandated to preserve and protect the environment and natural resources of the country is once again being challenged with regard to the issues and concerns affecting the Taguibo Watershed Forest Reserve, Butuan City. In effect, however, it brought a negative perception that the DENR “is doing nothing” to address the problem which this Office claim on the contrary.

There are three (3) major prevailing issues that were raised about the Taguibo River Watershed Forest Reserve that need to be looked into and addressed upon by the DENR and other concerned agencies of the government. The watershed area is also an ancestral domain as being claimed pursuant to RA 8371 otherwise known as “Indigenous Peoples Rights Act of 1997” which made the management of the watershed a very complex one. The current issues confronting the management of the watershed include:

1. Illegal cutting of trees.
2. Illegal mining
3. Illegal road construction and rehabilitation.


WHAT THE DENR HAS DONE ABOUT THESE ISSUES AND CONCERNS ?

1. Illegal Cutting of Trees: 

The DENR has established forest and mineral checkpoint at Sitio Mahayahay, Barangay Anticala in Butuan City by virtue of Special Order No.386 series 2009 which strengthened the forest protection campaign in that area. 

 This checkpoint has replaced the one established at Barangay Anticala on September 3, 2009 where 8 DENR personnel have been abducted by a group of armed men headed by a former CAFGU member Leonardo Andot Behing last October 21,2009. The establishment of this DENR-led and CCPD facilitated checkpoint was one of the agreements reached by the Watershed Multi-Sectoral Task Force to serve as deterrent to would-be violators in the conduct of illegal mining and timber cutting particularly within the Taguibo River Watershed Forest Reserve. 

Records show that on September 26, 2009, about 700 pieces of mixed dipterocarp lumber and flitches have been apprehended at the checkpoint by the DENR personnel. The apprehended forest products were taken at the CENRO office compound in Barangay Bading, Butuan City.

The DENR has also established another checkpoint at sitio Dandalanon, in Sibagat under the supervision of the CENR Officer of Bayugan, Agusan del Sur in reply to the concern of Fr.John Young of the Save Taguibo Network Inc. and Fr. Leo Madelo and the public in general, to check the movement of illegal forest products at the other possible exit points within the watershed.

The Task Force Watershed has also formed an independent composite fact-finding team through the facilitation of the Caraga Conference for Peace and Development (CCPD) headed by its convenor Bishop Juan de Dios M. Pueblos of the Diocese of Butuan City. The team conducted an onsite investigation at Sitio Tagubon in Barangay Anticala towards Sitio Malinhawod , San Antonio, R.T.Romualdez, Agusan del Norte on September 4, 2009.

In their report dated September 11, 2009, one of the findings reported by the composite fact-finding team is the presence of 44 pieces of newly-felled trees of mixed species, lumber and flitches. These trees were reportedly uprooted and cut down at the height of road construction and rehabilitation activities in the area. 

The PENR Officer of Agusan del Norte, Rosendo Asunto was immediately ordered to retrieve the illegally-cut timber. Criminal case with violation of Section 77 and Section 78 of PD 705 as amended by PD 1559 was filed against certain persons including the officers of the United Lumad Mining Corporation headed by Mr. Roger Patanao for illegal cutting of trees before the Provincial Prosecution Office ,Hall of Justice in Libertad, Butuan City on September 24,2009. The case is in progress. The other persons who were included in the criminal complaint filed by the DENR are Walterson Celiaclay,Sr , Warlito Mandag and Krause Murondoz , all residents of San Antonio, RTR, Agusan del Norte.

2. On Illegal Mining activities at the Taguibo River Watershed Reserve :

The DENR through the Composite Fact Finding Team found approximately 230 Metric Tons of newly extracted Manganese ores at the Sorting Areas Nos. 6,7 and 9.

On September 14, 2009, DENR Caraga Regional Executive Director Edilberto S. Buiser ordered the Mines Geo Sciences Bureau (MGB) Director Engr.Alilo Ensomo to issue the Cease and Desist Order (CDO) against ULMC and the filing of appropriate case in court and to retrieve all illegally-extracted ores found in the area. 

The MGB Regional Director subsequently filed a complaint for theft of minerals against ULMC with the Provincial Prosecutors Office- Agusan del Norte on October 13, 2009. 

A Confiscation Order was issued by RED Buiser, in favour of the government for the two hundred thirty (230) metric tons of newly extracted manganese ores particularly located at the identified mined areas 7, 9 and the designated sorting area.

Meanwhile, the Honorable Governor Erlpe John M. Amante issued Stoppage Order on September 30, 2009 for the illegal mining activities at Sitio Malinhawod addressed to the Barangay Captain concerned.

DENR-R13 thru MGB-13 is exerting effort to haul the confiscated manganese ores that are stockpiled in the sorting areas and will be sealing those inside the mined pit in order to avoid contamination of these manganese ores to the water sources in the watershed
   
The MGB is expected to haul the confiscated manganese ore at the sorting area immediately. These ore products will be deposited at CENR office in Tubay, Agusan del Norte for safekeeping.
The tunnel or portals where the rest of the manganese deposits are stored will be also sealed by the MGB to stop and prevent unauthorized persons from entering upon it and to prevent contamination.

3. On Illegal road construction and rehabilitation:

The Composite/Multisectoral team composed of representatives from the NCIP, NEDA, Butuan City Water District, Butuan City Environment and Natural Resources Officer (ENRO) and the DENR from the regional office, CENRO Nasipit , CENRO Cabadbaran , MGB and EMB had conducted an onsite inspection at the watershed area on May 26,2009 and found the following:  

a) Two dump trucks and one backhoe reportedly used in the widening,gravelling and quarrying of the old logging road at Sitio Iyao, Barangay Anticala toward the boundary of Barangay San Antonio, R.T.Romualdez , Agusan del Norte. The records later showed that the heavy equipments were registered to the United Lumads Mining Corporation (ULMC).

b) On their report dated September 11, 2009, the composite/multi-sectoral team has confirmed the illegal road construction traversing from Sitio Tagubon, Anticala to Sitio Malinhawod leading to sorting area of manganese ores , areas 3,6,7 and 9 at San Antonio, R.T.Romualdez, Agusan del Norte with an estimated length of 11.26 kilometers and 8 to 10 meters wide. There were also felled trees along the way caused by the road construction activity. 

Immediately, the DENR took actions about the findings. On September 22, 2009, the Environment Management Bureau (EMB) issued a Notice of Violation ( NOV) to ULMC proprietor Roger Patanao alias Datu Paglaum for conducting road construction activity without Environmental Clearance Certificate (ECC) as provided under Section 4 of PD 1856. Upon proper deliberation, an Order was issued by EMB-R13 Regional Director Ester Olavides penalizing ULMC in the amount of Php 50,000.00 for conducting road construction/rehabilitation without ECC within the watershed, in violation of Section 4 of PD 1586 and its Implementing Rules and Regulations.

Meanwhile, the DENR-R13 thru the facilitation of the CCPD has initiated move to activate and reorganize Taguibo Watershed Management Council during their meeting last September 9, 2009. The Council will serve as the governing body that will oversee the management of the watershed.

The council is composed of the following:

The members are the Caraga Conference for Peace and Development (CCPD), LGU of Agusan del Norte, LGU of Agusan del Sur, LGU of Butuan City, LGU of R.T. Romualdez, LGU of Cabadbaran, all in Agusan del Norte, LGU of Sibagat, Agusan del Sur, Father Saturnino Urios University( FSUU)-Save Taguibo Watershed Network, National Irrigation Adminstration (NIA) Regional Office, National Economic Development Authority (NEDA), NCIP, Philippines Information Agency (PIA) , DILG, Mines and Geo-Sciences Bureau-DENR, Environment Management Bureau-DENR, the Philippine National Police Caraga Region, and the 402nd Philippine Army ,4th Infantry Division. 

Meanwhile, the DENR-R13 created a team composed of technical personnel from the DENR and other stakeholders headed by PENRO Sixto C. Badua of Agusan del Sur per DENR Regional Special Order Nos. 370 and 374 to look into alleged issue on the internal conflict between the IPs and CBFMA holders in Sibagat, Agusan del Sur. 

The DENR with the support of the people, will do its best possible to preserve and protect the 4,367.44 hectare -Taguibo River Watershed Reserve being the primary source of potable water and irrigation.

DENR shores up forest checkpoints to protect the Taguibo Watershed Forest Reserve 
  
BUTUAN CITY –The DENR regional office in Caraga region has strengthened its forest and mineral monitoring checkpoints at sitio Mahayahay, Anticala in Butuan City as part of its effort to protect the Taguibo Watershed.  

The DENR Regional Executive Director Edilberto Buiser has issued Regional Special Order No. 386 2009 on November 04, 2009 assigning certain DENR personnel at Mahayahay Checkpoint which will be manned by two teams. The checkpoint will be directly supervised by Forester II Greg Bayotas, Chief of the Forest Protection and Law Enforcement Unit (FPLEU), of CENRO Nasipit.  

At the same time, another Special Order (S.O.) was issued by the RED Buiser directing PENRO Sixto C. Badua of Agusan del Sur and the CENRO of Bayugan Consolador Mantilla to set up another checkpoint at the vicinity of Dandalanon, to monitor and check the movement of all forest products coming from the Community-Based Forest Management Agreement (CBFMA) in Sibagat and Bayugan.

This decision of the DENR officials was reached in answer to the clamor and request of the city residents through Bishop Juan de Dios Pueblos who insisted that a checkpoint should be strengthened at the Taguibo Watershed area to deter illegal activities that may destroy the rich natural resources at the watershed which is considered the vital source of potable water of the city’s half a million residents.

CENR Officer for Nasipit, Agusan del Norte Jaime C. Acebu said the PNP police Regional Chief Supt. Lino de Guzman Calingasan has also given his assurance to established a police detachment in the area to provide police protection to the innocent people against the lawless elements. 

CENRO Acebu has also tasked the DENR personnel to conduct a round-the-clock monitoring of all movements of forest products and natural resources in the area on periodic rotation of assignment. They will also conduct regular patrol in close coordination with the Barangay Chairpersons, in the areas covered by their operation . 

CENRO Acebu said that aside from the police detachment, the Philippine Army also maintain a regular base patrol unit in the area that will also provide security of the DENR personnel assigned at the Checkpoint.

The establishment of DENR checkpoints in the area was an offshoot of the report of illegal cutting of trees, mineral extractions and road construction by unauthorized company at an area in the Taguibo Watershed.

Most areas of the watershed are considered ancestral domain and shall be governed under RA 8371 or the Indigenous Peoples Rights Act of 1997. 
 
Director Buiser said the DENR has taken the necessary steps to prevent kidnapping of the DENR personnel in the future considering that the DENR checkpoint at Barangay Anticala was the same area where, a group of armed Manobo tribesmen headed by a certain Leonardo “Andot” Behing abducted 8 DENR personnel recently. The DENR hostages were released after 5 days owing to moral pressure.

Meanwhile, the DENR will look into the issues and problems of the indigenous people at the mountain villages of Sibagat, AGusan del Sur. 

The team of DENR technical personnel headed by PENRO Badua of Agusan del Sur is expected to coordinate with the NCIP Director Atty. Jake Dumagan, the local officials, and the leaders of the Manobo Tribal council to work out for possible solutions to the problems being raised by the lumads in Sibagat and Bayugan in that province.  

Specifically, the team will take up measures that may further improve the living conditions of the indigenous community and slowly reduce their dependency on the forest resources as major source of income. (Herzon F. Gallego, DENR-Caraga)

Report on illegal drugs

On November 17, 2009 at 2:00 in the afternoon at Purok-7, Barangay 16, Ong-yiu, Butuan City, personnel of City Anti Illegal Drug Special Operation Task Force and PNP personnel of Butuan City Police Station 2 led by PSINSP Alex A Celiz served the Search Warrant number 02-2009 (1066-2009), issued by Hon Judge Francisco F Maclang of RTC Branch 3, Libertad, Butuan City against Jamael Dorowan Camid of aforementioned place.

Seized during the operation were 64 sachets of suspected shabu; one 6120 Nokia cell phone and cash money amounting to 605.00 in different denominations. The search was witnessed by Barangay Officials of Brgy. Ong-yiu, lawful occupants and media personalities. Subject person and seized items were brought to Butuan City Police Office for documentation. PNP arrests wanted person

On November 18, 2009 at 10:09 in the morning at Purok 1, Barangay Tolosa of said municipality, a certain Macris Lacano, 27 years old and Roger Espina, 22 years old, both single, laborer and residents of Purok 1, Barangay Tolosa, Cabadbaran, Agusan del Norte were arrested by joint team from 143rd RMG Company led by PINJSP Abraham U Mangelen and Cabadbaran Police Station led by PISNP Renato Badajos by virtue of WOA docketed under CC no. 10852 for theft with recommended bailbond amounting to Php 12,000.00 each issued by Hon Judge Nemesio S CaΓ±ete of 4th MCTC Cabadbaran-RTR dated November 12, 2009. Report on loose firearm

On November 18, 2009 at 8:30 in the morning, PNP personnel of RTR Municipal Police Station retrieved one improvised shot gun from their Unwanted Firearm Drop Box located at RTR Municipal Hall. Said firearm is now under the custody of RTR Municipal Police Station for proper disposition. 

At 9:00 in the morning of the same date at Barangay Mahogany, Butuan City, PNP personnel of Butuan City Police Station 1 conducted operation on LOI Kontra Boga which resulted to the voluntary surrendered of one unit Caliber .22 revolver (paltik) without serial number by one alias “Isagani”, of legal age, married and resident of said place. Report on illegal gambling 

On November 16, 2009 at 4:30 in the afternoon at Market Site District, Mangagoy, Bislig City, a certain Edwin Loy, 38 years old, married, jobless and resident of Purok-2, Caramcam District, Mangagoy, Bislig City was apprehended by SPO2 Emeliano Salazar Jr of Bislig City Police Station while in the act of illegal gambling activity known as last two digit. Confiscated from his possession were bet money amounting to Php 285.00; two filled-up stub and one piece ballpen. Suspect and confiscated items were brought to Bislig City Police Station for proper disposition. 

Again the team proceeded to Jeepney Terminal, Mangagoy, Bislig City and arrested one Nonito Bais, 29 years old, married, jobless and resident of Purok-2, Castillo Village, Mangagoy, Bislig City while in the act of illegal gambling activity known as last two digit. Confiscated from his possession were bet money amounting to Php 310.00; two pieces filled-up tally sheet; one piece filled-up stub and one piece ballpen. Report on vehicular accident 

On November 17, 2009, one unit Nissan automobile Sedan, color black, bearing plate no. XKU 710, owned and driven by one Roneco Seno, 40 years old and resident of Valee Rosa Subdivision, Zamboanga City while traveling along national highway at Barangay Tagcatong, Carmen, Agusan del Norte accidentally fell down to the hilly portion of the road. Report on robbery incident 

On November 16, 2009 at 6:30 in the evening at Purok-2, Barangay La Purisima, Prosperidad, Agusan del Sur, a certain Marlyn Madronero, 38 years old, widow, businesswoman and resident of said place was robbed by three suspects identified as Richard Golez, single, jobless and resident of said place; Joseph De Guzman, 23 years old, married, jobless and resident of Puork-17, Brgy. Sta Irene of said municipality and alias “Jongjong Tondag”, cousin of the victim, also resident of La Purisima of same municipality.

Initial investigation disclosed that while the victim was about to close her store, suspects armed with homemade shotgun and knife barged inside the store and poked a knife to her. Suspects ordered her to proceed to the room where the money was place. Suspects carted away cash amounting to Php 100,000.00 and fled to unknown direction.

Victim immediately reported the incident to the Barangay Officials and CVOs of said place and immediately conducted hot pursuit operation which resulted to the arrest of Richard Goles on November 17, 2009 at 5:30 in the morning. The incident also reported to Prosperidad Municipal Police Station and immediately conducted hot pursuit operation which resulted to the arrest of Joseph De Guzman. Voyage of Balangay nearing Caraga Region

BUTUAN CITY – The handcrafted Diwata ng Lahi is now on its 5th leg taking the Mactan-Butuan route which will travel a total distance of 265 nautical miles, sailing for 20 days and done visiting Mactan, Argao, Dumaguete and is currently in Bohol.
.
The crew headed by Art Valdez still had their chance to watch the Pacquiao-Cotto fight before sailing off to nearby Bohol municipality from Dauis to Loay.
.
After Bohol, Diwata ng Lahi will dock Maasin in Leyte, San Bernardo in Limasawa then Jabonga and Cabadbaran in Agusan del Norte and is expected to arrive in Butuan on November 27.
.
The city government of Butuan has prepared a fiesta atmosphere in welcoming the Diwata ng Lahi as soon as it enters Butuan Bay until it docks at PPA Port.
.
The renovation of Balangay Shrine in Ambangan, Libertad nearly completes in time for the scheduled visit of the Diwata ng Lahi crew. 
.
Balangay Shrine is very significant being the site where the remains of the ancient boats, locally known as Balangay was dug up, a proof of evidence of pre-Hispanic Filipino civilization.
.
Former President Corazon Aquino even issued in 1987, Proclamation 86 which declared the Balangay boat as national cultural treasures and the site where they were discovered as archaeological site.
.
A cultural show will be held during the stop-over of the Diwata ng Lahi and part of promoting environmental awareness is the conduct of coastal clean-ups and tree planting activity.
.
Diwata ng Lahi will stay in Butuan at Luna Compound in Bading-building site of the Butuan Balangay- to undergo some repairs as it prepares for a much longer journey continuing the 6th leg in January 2010, almost finishing its Philippine leg before proceeding to other parts of Southeast Asia in 2010 and on to Madagascar off Africa in 2011.

A longer duration of its stay in Butuan will give the public an opportunity to navigate Agusan River on board Diwata ng Lahi and witness test sailing of Butuan Balangay.

By the time Diwata ng Lahi arrives Butuan Mr. Jody Navarra of the Butuan Boat Building Committee said, Art Valdez will officially announce who made it as crew members of Butuan Balangay crew.
.
He added, “There would be high possibility that Butuan Balangay Crew composed of only 4 namely, Toto and Nico Calo, Lemzar Manginsay and Sato Raypon will be accepted. However, Art Valdez might also decide not to choose any of them.”

PNP elements of Jabonga Municipal Police Station led by PSINSP Jonathan C Satentes flagged down one Fuso Truck loaded with assorted species of round logs driven by one Romecito Balaba, 31 years old, married and resident of Purok-1, Barangay Taguibo, Butuan City.

Said truck registered under the name of Julius Artiaga of Bingkilan, Butuan City bearing plate no. LMK 151.
.
Initial investigation disclosed that said round logs were taken from the watershed area of Jabonga, Agusan del Norte with an estimated volume of 15 cubic meters and with an estimated market value amounting to Php 40,000.00. Upon verification, no pertinent documents shown for the legality of cutting and hauling said logs. On November 15, 2009 at 12:35 afternoon at Gateway Hotel, Km. 2, Barangay Luna, Surigao City, PNP elements of Surigao City Police Station apprehended a certain Michael David Hollomon, American national, 46 years old, married and resident of Indiana, U.S.A. and his wife Armin Degrano Hollomon, alias “Fe Lipao”, 30 years old, both resident of Bantayan Island, Cebu.
Suspects were apprehended for violation of section 6, Para A of RA 9042 (large scale illegal recruitment) victimizing Ellan Joy Cortes Camporedondo, Genevieve Guerra Camporedondo, both of legal age and businessmen; Ederio Sulapas Rendon, Gerlie Ablos Puyales, Frechie Catin Sendiong, Charisse Mae Gesta Gerona, private employees and all residents of Surigao City.

Feature: Chrysotile industry faces ’scientific reality’ 
Insists chrysotile asbestos is safe

MANILA, PHILIPPINES (NOVEMBER 17) – The IARC (International Agency for Research on Cancer) study in March 2009 reconfirming the carcinogenicity of all forms of asbestos – including chrysotile – and confirming that there is sufficient evidence that asbestos causes ovarian cancer provides the ‘new evidence’ and ’scientific reality’ on the issue, replied the Trade Union Congress of the Philippines (TUCP) and the Associated Labor Unions (ALU) to the chrysotile industry’s claim that those against chrysotile asbestos must be open to ‘new evidence’ and ’scientific reality’.

Studies by independent experts, individuals and organizations must be the basis when citing scientific and medical studies and the IARC is one such organization with experts on the subject, TUCP and ALU said further in a consultation on 4 November 2009 on developing a national program for the elimination of asbestos related diseases (NPEAD) called by the Occupational Safety and Health Center (OSHC) of the Department of Labor and Employment (DOLE) and attended by other government agencies and stakeholders.

Chrysotile is ’safe’, used in malls
.
The Association of Chrysotile Industry of the Philippines (ACIP) maintained that chrysotile is safe and that the industry has been in existence for more than 50 years with no casualties. Negligible fiber exposure due to ‘controlled use’ does not pose hazards to human health. Chrysotile is less dangerous than the other forms of asbestos and is safer and better than substitutes.

To prove its point, ACIP said SM and other malls, the Iglesia ni Kristo and Gawad Kalinga use asbestos products in their buildings. The MWSS (Metropolitan Water and Sewerage System) also asked ACIP to operate its water pipes made of asbestos because the pipes are still in good condition compared with other pipes.
.
Since the industry believes that chrysotile is not hazardous, listing it in the PIC (Prior Informed Consent) process of the Rotterdam Convention is not warranted. But the Environmental Management Bureau (EMB) said the PIC process would help track the entry of chrysotile in the country when the Bureau of Customs (BOC) suggested cross checking the EMB and BOC records on import clearances to address misdeclaration of imports.

Medical surveillance and mesothelioma cases
.
The Occupational Safety and Health Center, the Department of Health (DOH) and the World Health Organization (WHO) requested sufficient medical records of workers of ACIP members to determine the health status of their workers. Companies engaged with asbestos should be doing medical surveillance of their workers, which is far more different from medical records of a few workers shared by ACIP.

The Philippine Cancer Society confirmed that lung cancer is the number one killer disease in the country and asbestos could be a factor. They will separate mesothelioma cases – cancer caused only by asbestos – when getting reports from hospitals to find out the effects of asbestos on public health. Building of Butuan Balangay Starts
.
BUTUAN CITY – The construction of the second replica of Balangay has begun at Luna Compound in Bading this city.
.
It was estimated to be finished within 33 days and undergo test sailing on December before it sails off for the 6th of 10 leg journey joining the Diwata ng Lahi by January 2010 of the Kaya ng Pinoy Foundation Voyage of the Balangay project.

A team of 8 Badjao’s from Sibuto and Sitangkay in Tawi-Tawi who built the first Balangay replica now called Diwata ng Lahi are the one’s who also tasked to build the Butuan Balangay using their ancient method and carpentry tools.

The Master Balangay Builder, Professor Judail Muyong along with his 5 crew members to complete the team of 8 Badjao’s, will be arriving on November 15 to build Butuan Balangay.

The Badjao’s were said to have acquired the knowledge of building the Balangay from their ancestors.
.
The Balangay is a plank boat adjoined by a carved-out plank edged through pins and dowels instead of metal nails.
.
It was first mentioned in the 16th Century in the Chronicles of Pigafetta, and is known as the oldest Pre-Hispanic watercraft found in the Philippines, large enough to hold 60 to 90 people and used for cargo and raiding purposes, a proof that Butuan played a central role in trade. 
.
Diwata ng Lahi measured 15 meters long by 3 meters wide, but Butuan Balangay will be 20 meters long by 3 meters wide.
.
There were nine Balangays discovered in the late 1970’s in Butuan City by archaeologists from the National Museum of the Philippines. 
.
The first Balangay now preserved and displayed in Balangay Shrine in Ambangan, Libertad, this city.
.
It was radiocarbon tested and was dated to year 320. The second boat was dated to 1250, and is now located at the Maritime Hall of the National Museum in Manila. The third Balangay was transferred to the Butuan Regional Museum and is still undergoing preservation. The six other boats, which are yet to be excavated, remain in their original waterlogged condition which is proven to be the best way to preserve the said artifacts. (Jocelyn E. Lanuza Surfing Festival opens

TANDAG, SURIGAO DEL SUR (NOVEMBER 17) - The Lanuza Surfing Festival Celebration will be opened on Tuesday November 17 at Stage 1, Boulevard in Lanuza Surigao del Sur to be joined by international surfers from Australia and Korea and local surfers from Manila, Aurora, Siargao and other parts of the country.

Rogelio Sering Info Officer on a phone patch interview said, this year’s event competition are the following: 1st International Surfing Open; 5th International Longboard Invitational, 6th Wahine Surfing Open for women and 7th National Surfing Open.

On its first day of celebration, Agri, Agro and Eco Tourism Fair will be open in Lanuza Municipal Hall. Environmental Show to be performed by a theater group of Tandag and Cagwait will be seen at 4:30 in the afternoon. The Festival Welcome Opening Program will be highlighted with a Fire Dance/Sports unlimited followed by a Live Band Disco to be held at Stage 1, Boulevard.

The second day will be the opening of the 7th National Surfing Open to be held at Doot Poktoy and Pinoy Games/Sports unlimited will be done in two separate venues. General Alarm Band-BFP will perform Live and Open Disco/Sounds in the Boulevard during the evening.

The 3rd day will be the Opening for 6th Wahine Surfing Open competition and Surf ‘n Plant a Tree at Doot Poktoy. There will also be a Surfers Night Gala Show in the evening.

The 4th day will be the Opening for the 1st International Surfing and 5th international Longboard Invitational. It will also be the time for the final competition of the 6th Wahine Surfing Open and 7th National Surfing Open. At night will be the 1st “Dyosa ng Lanuza ‘09”, which will showcase Rene Salud’s Filipiniana Collection and Agsam fashion accessories, accessories made locally by Lanuzanons.

On Day 5, Motocross Elimination will be held in Gamuton Track and there will also be a Gawad Kalinga turn-over of 10 units of Houses to qualified beneficiaries. There will also be a live band and open sounds/disco at Boulevard during the night.

On the last day will be the final competition for the International Longboard and 1st International Surfing at Doot Poktoy. During the night will be the Hip-hop Dance Contest and Awarding of prizes to all winners.

Report on loose firearms
.
Elements of Butuan City Police Station (BCPS) 5 led by PSI Ferdinand Dacillo conducted Barangay visitation at Brgy Manila de Bugabos, Butuan City on November 14, 2009 at around 8:00 O'clock in the morning. During the aid visitation, one Cecilio Donoso, Brgy Captain of the said place voluntarily surrendered one (1) unit caliber .38 revolver without serial number and one (1) live ammunition.

On the other hand, at 9:00 O'clock in the morning of same day, a certain Carlos Disin, of legal age, married and a resident of Sitio Dalingdingan, Brgy Pinamangculan, Butuan City voluntarily surrendered one (1) unit caliber .38 revolver with defaced serial number to elements of BCPS 3. Explosion incident 
.
One unit of 40mm projectile also known as M203 grenade launcher was accidentally exploded inside the store owned by one Jaime Mangubat at P-1, Brgy Jagupit, Santiago, Agusan del Norte on November 14, 2009 at around 7:30 in the evening. Said incident resulted to serious injuries of the three victims identified as: Jefrel Tupos Mangubat; Erwin Tupos Larong; and Jomar Bahan Petalino, all of legal ages and a residents of the said place. Said victims were brought to Cabadbaran Emergency Hospital for medical treatment.

Initial investigation disclosed that the threevictims were having a drinking spree at the said store. Jefrel Mangubat went home and returned to the group carrying the said 40mm projectile and showed it to his companions. After few minutes, he threw the said projectile to the ground, which resulted to the said explosion. Incident report on Pacquiao-Cotto boxing bout

On November 15, 2009 at around 2:00 O'clock in the afternoon, one Concordio Jorege Paredes, 70 years old, married and a resident of P-5, Brgy Lapu-Lapu, Butuan City died while watching the Pacquiao-Cotto boxing bout. Initial investigation disclosed that the said victim and his son Jonathan Saligumba Paredes were watching the said boxing bout at Yetan eatery located at J.C. Aquino Avenue , Butuan City , when at the second round of the said bout, victim fell down from the chair and became unconscious. Said victim was immediate brought by his son to MJ Santos Hospital but pronounced dead on arrival by the attending physician due to cardiac arrest. Remains of the victim now lies at St. Peter Funeral Homes.

Recovery of unidentified male cadaver 
.
On November 14, 2009 at around 9:00 O'clock in the morning, joint elements from Lanuza MPS led by PInsp. Renars Salubre and 58th IB, Philippine Army led by Col Jalad conducted retrieval operation at Kilometer 18, Brgy Pakwan, Lanuza, Surigao del Sur, which resulted to the recovery of one unidentified male person with heavy built, black complexion and estimated age from 30-50 years old, which was buried 50 meters away from the highway. Said cadaver was believed to be member of the NPA/CTs and it was dug out at around 1:00 O'clock in the afternoon of same date and was brought to Madrid , Surigao del Sur for possible identification and proper disposition.

Illegal discharge of firearm 
.
Service firearm of PO1 Jahzeel Mabras, 28 years old, married, PNP member presently assigned at Malimono MPS accidentally burst while attending a birthday party at the residence of retired PNP member Edgardo Bonotan. When the said firearm burst, the bullet hits the cemented ground then recoiled and hitting the neck of one Sheena Pajo Amalia, 24 years old, single and a resident of the same place. Victim was brought to Caraga Regional Hospital and now under medical treatment. Said service firearm is a caliber 45 Norinco pistol bearing serial number BA 098333, registered by virtue of Executive Order 817 otherwise known as "Firearms Amnesty Program". Said police officer is now under the custody of the Chief of Police of Malimono MPS, while the case is under investigation. Surigao del Norte Police Provincial office assures the victim's family that the case shall be given appropriate action, if evidence warrant, appropriate case shall be filled against the suspect. PNP arrests wanted persons
.
A Rape suspect was apprehended by elements of Tandag Municipal Police Station (MPS) led by SPO2 Loreto C, Suarez at Granex Copra Buyer, Brgy Rosario, Tandag, Surigao del Sur on November 12, 2009 at around 9:00 O'clock in the morning. Suspect was identified as Rexan Lavilla Datites, 20 years old, single and a resident of Purok Quintos, Brgy Mabua, Tandag, Surigao del Sur. Said suspect was arrested by virtue of Warrant of Arrest issued by Hon. Judge Ermelindo Andal of RTC Branch 27, Tandag, Surigao del Sur for the said crime docketed under criminal case number 5489 with no recommended bail bond. Arrested suspect is now detained at Tandag MPS for proper disposition.

On the other hand, at 2:30 in the afternoon of the same day, joint elements of RTR MPS led by Pinsp. Adrian Antonio, OIC and 1403rd RMG led by PInsp Abraham Mangelen apprehended a certain Patricia Latunan, 64 years old at P-4, Brgy Poblacion 1, RTR, Agusan del Norte. She was arrested by virtue of Warrant of Arrest issued by Hon. Judge Dax Gonzaga Xenox of RTC Branch 34, Cabadbaran, Agusan del Norte for the crime of Qualified Theft docketed under criminal case number 09-82 with recommended bail bond of P24,000.00. Said suspect is now detained at 1403rd RMG Coy for proper disposition.

Recovery of carnapped motorcycle 
.
One Honda XRM motorcycle color yellow with plate number MR-1489, engine number XRM110ME-7094870 and chassis number XRM 12058-094870 was being intercepted by personnel of BCPS 4 led by PInsp. Chito P. Querubin while they were conducting checkpoint along the National Highway , P-1, Brgy Ampayon, Butuan City at around 9:50 in the evening, November 12, 2009. Said motorcycle was owned by Christina Gultiano Villahermosa, of legal age, married and a resident of P-16, Mandacpan, Brgy San Vicente, Butuan City . Said motorcycle was allegedly carnapped and driven by the suspect Bingo Cinco Sales, 20 years old, single and a resident of Bingkilan, San Vicente, Butuan City when intercepted. Initial investigation disclosed that the said motorcycle was parked by the owner's son Rolly Cris Gultiano Villahermosa at R. Calo Street , Butuan City and he discovered missing on or about the same time it was intercepted. Suspect and said motorcycle were turned-over to the Theft and Robbery Unit (TRU) of BCPO for proper disposition.

Report on shooting incident

On November 12, 2009 at around 9:05 in the evening, PSI Nemesio Espinoza, Chief of Police (COP), Tago MPS received a cellphone call from Hon. Merculito Quico, Brgy Captain of Brgy Umbay, Tago, Surigao del Sur that there was a shooting incident at the said place. Elements of Tago MPS proceeded to the said area and found out that one Roger Racasa Baes, 31 years old, single and a resident of Purok Avocado-Maroon, Brgy Purisima, Tago, Surigao del Sur was shot to death by one Eric Lozada Elimanco, 34 years old, married and a resident of Brgy Umbay, Tago, Surigao del Sur with the use of caliber .38 revolver.

Victim sustained multiple gunshot wounds on the different parts of his body, which resulted to his instantaneous death, while the suspect voluntarily surrendered to Tago MPS and now detained at Tago Municipal Jail for proper disposition. Motive-jealousy. (PNP-13/ PIA-Caraga)
