DOH urges Congress to pass graphic health warning bill on cigarette labels

BUTUAN CITY – Amidst clamor from the international community for the Philippines to comply with the graphic health warnings on cigarette labels of the Framework Convention on Tobacco Control (FCTC), the Department of Health (DOH) urges Congress to pass the graphic health warning bill on cigarette labels. 

The department enlisted the help of the media in advocating to the public the urgency of passing the Graphic Health Warning bill in the Philippines during the Third Quarter Media Forum on Tobacco Control at Davao City recently. 

Legislative bills (SB2377 and HB3364) have been filed on both Houses of Philippine Congress that will mandate the use of picture warnings instead of plain text warnings on no less than 50 percent of both the front and back surfaces of tobacco packages. 

The bills are aimed at presenting a more accurate depiction of real life debilitating diseases caused by tobacco smoking through strong pictorial warning messages.  

However, the bills are met with strong opposition from the tobacco industry who according to DOH are influencing the legislators not to pass the said bills. 

DOH believes that the bill could substantially reduced costs to human life and health, for both smokers and non-smokers. It is considered as the most cost effective method of informing the public of the risks of continued tobacco use. 

Research studies have shown that requiring graphic health warnings on cigarette packs is one of the best measures to prevent people from nicotine addiction. Picture warnings serve as one of the fundamental strategies employed in tobacco control. Countries like Canada, Uruguay, Thailand and Singapore are effectively implementing it and have documented considerable decrease in consumption of tobacco. 

Recent research strongly indicates that with picture warnings on cigarette packages, would-be smokers will refrain from buying them, while current smokers are encouraged to quit. Evidently, picture warnings can cause reduction in the prevalence of tobacco use. 

DOH argued that there should be no problem in the implementation of the law because the tobacco industry has been using three or five color printing in its packaging. The department further argued that the tobacco industry is already printing graphic warning design in cigarette labels in other countries, so why not in the Philippines? (Lovely Laudette D. WHO Rep eye ‘graphic warning’ as effective deterrent to smoking

Dr. Florante E. Trinidad, Technical Officer, Tobacco Free Initiative of the World Health Organization (WHO) sees picture-based warnings as effective deterrent against tobacco smoking as compared to text warnings only.
 
Speaking on the second day of the 3rd Quarter 2009 Media Forum on Tobaco Control Program held recently at the Davao Regency Resort and Hotel Davao City, Dr. Trinidad pointed out during his presentation that picture-based health warnings would increase its effectiveness, make the message more noticeable and salient and help counter the branding and imagery of the package. According to him, it also engages the audience on an emotional level and communicates information to illiterate or less literate populations.
 
He added that health warnings on tobacco packages that combine text and pictures are among the cost-effective ways to increase public awareness of the serious health risks of tobacco use and to reduce tobacco consumption.
 
He also pointed out that results of studies in other countries using picture-based warnings may tend to show that it worked. In Canada, 58 % said that it made them think more about health effects of smoking. In Brazil, about 67 % said it made them want to quit. Also from the same country, 54 % said that it made them change their opinion about health consequences of smoking. In Singapore, 28 % said that it made them smoke fewer cigarettes and one out of six avoid smoking in front of children as a result of the warnings. In Thailand, 44 % said that it had made them a lot more likely to quit over the next month and still from the same country, 53 % said that it made them think a lot about the health risks. 
 
Dr. Trinidad said that though tobacco is the leading preventable cause of death, yet it is killing 5.4 million people per year from lung cancer, heart disease and other diseases according to WHO Report on the Global Epidemic of 2008. Smoking in the Philippines, he said are among the highest in the world today. The country ranked 9th highest in the world for adult male smokers, based on the World Lung and the American Cancer Society findings. Thirty-five percent of adults are current smokers. He also pointed out that tobacco companies are targeting the women, the youth and the poor sectors. In 2008, the country ranked 16th in the world for female adult smokers.
 
Among the world’s youths, according to Trinidad, Philippines counts among the heaviest tobacco users with Filipino girls occupying 2nd place and Filipino boys occupied the 4rth slot in 2003. One in every five students, aged 13-15 currently smoke.
 
It is also equally alarming, as Trinidad pointed out, that hundreds of thousands of people who have never smoked die each year from illness related to inhalation of other people’s tobacco smoke. Half of all children worldwide are exposed to tobacco smoke particularly at home. More than 50 studies on environmental smoke and lung cancer risk in people who have never smoked, especially spouses of smokers, have been conducted during the last 25 years. Most of these studies showed an increased risk, especially for persons with higher exposures.
 
The Philippines, Trinidad said, was a signatory on June 6, 2005 of WHO’s Framework Convention On Tobaco Control (FCTC), an evidence-based treaty, in existence to combat the dangers posed by tobacco usage. It aims to reaffirm the people’s right to the highest standard of health through effective information dissemination against smoking. It also advocates for the restriction of tobacco advertising, sponsorships and promotions among ratifying countries, (which is 147 among the 193 WHO Member States), protection of the public via information and the setting up of a highly effective method of labeling and packaging.
 
Proposed measures such as Senate Bill No. 2377 and House Bill 3364 are currently filed in both Houses of Congress hopefully to implement at least three things: fortify the battle against the devastating effects of tobacco use and second-hand smoke with better health warnings, ban misleading descriptors and eliminate deceptive labeling on cigarette packs which undermine public health objectives.
 
Both measures, Trinidad said, also call for the removal of descriptors that are false or are likely to create an erroneous impression about cigarette characteristics and hazards.
 
Terms like “low tar”, “light”, “ultra light” or “mild” create an impression that products bearing such words are less harmful. Smokers of such brands of cigarettes have the same chance of getting cancer, a heart disease or a gangrene as of those who are using the regular variety, he said. (Noel B. Najarro, PNN/ PIA-Caraga)

P1.160M Davao Light, Cotabato Light fund to help PBSP’s poverty reduction projects

Poverty reduction efforts in Mindanao get a boost with a cash donation from two Aboitiz-owned electric distribution utilities. A check amounting to P1.160 million was handed over Friday morning to the Philippine Business for Social Progress (PBSP), a corporate-initiated foundation that implements poverty reduction initiatives in the area.  

The amount represents the combined unrestricted contribution of Aboitiz-run Davao Light and Power Company and Cotabato Light & Power Company to PBSP. The two corporations under the Aboitiz Group are founding members of PBSP. Of the P1.160 million P1.1M comes from Davao Light while the P60,000 from Cotabato Light. 

Davao Light Executive Vice President Manuel M. Orig turned over the check to PBSP represented by its Chairman for Mindanao Mr. Paul G. Dominguez. With Dominguez during the rites was PBSP Mindanao Regional Office manager Dr. Marilyn Muncada.

The two electric utilities have been actively involved in various poverty reduction endeavors. Davao Light has been supporting students who belong to the marginalized sector and the indigenous community pursue higher education. This is aside from constructing school buildings and other infrastructure projects designed to address poverty conditions in the area. Cotabato Light is also doing the same social engagement in its area of operation in Cotabato City.  

As members of the Aboitiz Group, the companies channel their contribution through the Aboitiz Foundation, Inc., (AFI), the Group’s corporate social development arm AFI addresses the social and economic development needs of less privileged communities in areas where its companies operate. PNP sets final reprieve to loose gun holders this October

SURIGAO DEL NORTE (October 1) - Owner of unlicensed and unregistered guns throughout the province have the whole month of October to benefit of the Philippine National Police’s (PNP) final amnesty for loose firearms, this was the statement made by Prov’l Director Sr. Supt. David Ombao recently.

Dir. Ombao said they continue to appeal to the owners of unlicensed firearms to avail of the amnesty program in compliance with President Gloria Macapagal-Arroyo’s directive to conduct intensified campaign against the proliferation of illegal firearms and to minimize election-related violent incidents brought about by the increase of loose firearms in the coming 2010 elections.

Ombao bared that under EO 817 the gun amnesty will start this October 1 and will end on the 31st of this month. However, Ombao said that they have already been doing information dissemination on loose firearms last August this year.

 “We are already doing this, since August pa. Sinimulan na naming habang pinoprocess pa yung proseso ng amnesty, meron na kaming mga dissemination program na inadvice sa amin ng higher headquarters.”

Ombao then urged all Surigaonons who are holders of firearms with expired licenses to register their guns so that they will not be penalized.  

“They will only have to secure an application form at the nearest local police station and pay a fixed amount of P650. After payment, they will be given temporary permit until the release of the permanent license.”

Also, Ombao added that for the loose firearm they will only have to pay P1,000 and it could be paid at any Land Bank of the Philippines (LBP) branch.

“After payment and filing of proper documentations, the loose firearms will then be subjected to ballistic examination at the Firearms and Explosives Division at Camp Crame in Manila and verification process will only take 2 to 3 days.”

HINATUAN SURIGAO DEL SUR (October 1) - The Filipino citizens have spoken, they wanted the total destruction of the Extortionist Syndicate Group-CPP/NPA/NDF.

During the conduct of grand pulong-pulong in Sitio Bingcongan, Brgy Bigaan, Hinatuan, Surigao del Sur by the Peace and Development Team of 36IB, on 26 September 2009, the citizens have shown their total disgust to the Communist group which left them poorer than they were before. 
As to help for the improvement of their livelihood Mrs Teofila Orlanes, the CENRO, stated her willingness to support the community on the issuance of permit for the legality of cutting the resident’s grown trees. The community also remembered the burning of Seven (7) Construction Equipment of SCP construction owned by Sergio C Pascual of Joint Ventures Inc last 16 March 2009 which totally hampered the construction of the area’s national hi-way.

The NPA’s reason was that the company failed to pay their extortion demand. This poignant incident added burden to their daily lives since the agony of waiting for another construction firm to take their place was left on their shoulders.

Testimonies from rebel returnees also exhumed the reality of their hardships which resulted from their wrong decision of joining the left armed group.

Honorable Candelario Viola Jr, the mayor of Hinatuan this Province reiterated the importance of beginning the change for our country within ourselves. No one else can uplift us from our condition except ourselves and that change can further emanate to community and incidentally national development.

Battalion Commander LtCol Dennis Godfrey F Gammad spoke of courage to stand for what is right. He encouraged everybody to identify when the help we give to others is really worth it. Do they really need to give help to those armed group where in fact they and their families need it more. The citizens should be able to classify when the help is really help and when this help becomes mass support.

As highlight for the activity, the sitio officials together with peace-loving citizens of the area hand-in-hand burned the NPA’s flag. With this action, they are willing to show the world that they wanted peace, not the peace that the communist imagine but the peace that democracy presents.

Elements of 58IB encountered communist terrorists

DAYOAN, TAGO, SDS (October 1) - Operating troops of Bravo Company 58IB, Philippine Army under 1LT MARMOL encountered more or less fifty Communist Terrorists (CTs) in an engagement at the hinterlands of Barangay Bitaugan, San Miguel, Surigao del Sur around 7 o’clock in the morning Monday (September 28).

After a three and half hours clash between the government troops and CTs, the troops were able to recover the following: one Armalite rifle, six long magazines with live ammunition, two claymore mines, one rifle grenade, one hand grenade, two sniper scope, one ICOM hand held radio, two hundred fifty one rounds of ammunition linked for a machinegun, assorted medical paraphernalia, and subversive documents. There were bloodstains found in the area which could only mean the CTs sustained fatalities while one government trooper was wounded in the encounter.

As of press time, the government troops are still in the area pursuing the CTs. The CTs are believed to be members of FC-30 and FC-19B operating in the area of Diwata Range/Complex of the North Eastern Mindanao Regional Committee (NEMRC). Suspect for killing British national nabbed

The long time searched for one of the most wanted criminal in Butuan City has ended when Personnel of Regional Intelligence Unit 13 (RIU-13) led by SPO3 Roberto S Angob under the supervision of their Chief PSUPT Samuel C Nacion together with Personnel from San Jose Municipal Police Station in Dinagat Islands province, arrested Reynante Prado, 21 years old and a resident of Purok-4, Poblacion, San Francisco, Agusan del Sur by virtue of warrant of arrest (WOA) for the crime of murder docketed under CC no. 127622 dated April 24, 2008 issued by Hon Judge Francisco F Maclang of RTC Branch 3, Hall of Justice, Libertad, Butuan City.

Reynante Prado is one among the three suspects for killing David Brash, a Baptist Church Missionary and a British National. The victim was brutally killed on the night of November 15, 2007 inside their rented room at Raagas residence, Purok-4A, Libertad, Butuan City.
.
Suspects then brought the lifeless body of British national somewhere in Barangay Tag-apua, San Francisco, Agusan del Sur, burned and dumped into a swampy area. Days after the incident, investigators from Butuan City Police Office unearthed the victim's body and arrested Annalyn Brash, wife of the victim who was then tag as one of the suspects.

Through the unceasing surveillance of RIU-13 personnel, Reynante Prado was arrested at Barangay Jurisima, San Jose, Dinagat Islands province on August 20, 2009 at 10:30 in the morning. The suspect has a monetary reward amounting to Php 90,000.00 per DILG Memo Circular No. 2009-29 dated March 9, 2009. Suspect is now detained at Provincial jail, Barangay Libertad, Butuan City per Detention Order issued by Hon Judge Godofredo B. Abul, Jr dated August 24, 2009.

Recovery of abandoned forest products

Atienza urges public to dispose of garbage properly 

BUTUAN CITY - Environment and Natural Resources Secretary Lito Atienza has urged the public to dispose of their garbage properly. 

Secretary Atienza said the garbage that are left in the streets and open areas and those thrown in waterways will contribute to the flooding similar to what has happened in Metro Manila. 

Atienza attributed the unprecedented volume of rainfall that fell on the National Capital Region and other neighboring provinces to climate change, but the garbage irresponsibly thrown in open areas and in waterways also contributed to the flooding as they blocked the flow of rainwater into the seas. 

“Garbage is the culprit, but more important is the climate change which is due to our abuse of the environment,” Atienza said. 

According to Atienza, the widespread flooding was no longer a “wake-up call” but rather an alarm on climate change, adding that unless necessary steps are taken, this week-end’s catastrophe will not be the last. 

Quoting a famous line, “God always forgives, man sometimes forgives but nature never forgives,” Atienza said that nature is already getting back at man for abusing the environment. 

The DENR chief said his agency has taken note of the tragic consequences of environmental degradation as he directed the accelerated implementation and enforcement of the Ecological Solid Waste Management Act (Republic Act No. 9003), the dredging of the Pasig river and the removal of illegal fishpens in the Laguna Lake. 

“We will soon start reviewing the list of local government units that have not moved an inch in complying with the Solid Waste Act and start filing cases,” Atienza warned of local executives who continue to defy the law. (DENR-Central News Release/ Herzon Gallego, DENR-13/ PIA-Caraga)

DENR personnel welcomes its new regional head of Forest Management Service sector

BUTUAN CITY – The DENR personnel in Caraga Regional has warmly welcomed the new Regional Technical Director for Forest Management Ali M. Bari in a simple turn-over ceremony yesterday.

Bari replaced Virgilio dela Cruz, who will go back to his former office as the Regional Technical Director of Ecological Research and Development Services (ERDS) of the same region. 

De la Cruz felt no remorse for giving him the opportunity to manage the forest management sector for eight months since he became the OIC of the office in January this year. He succeeded in minimizing illegal logging and timber poaching activities in the region in spite of the numerous “death threats” he received in the course of performing his duties and responsibilities.

The DENR Regional Executive Director for Caraga Region Edilberto S. Buiser said during the turn over rite that he expects more actions from the newly assumed RTD who is considered also an expert in forest management and equally competent with his predecessor. 

Before his assignment to DENR Caraga Region, Bari has been assigned with the National Capital Region as member of a pool of experts on forest management giving constant advice about policies concerning forestry matters to the top DENR management officials at the Central office. 

Secretary Lito Atienza is very much concern about saving the watershed and forest protection as top priority.

Education Congress for Parents tackles about “living effectively with adolescents” 

BUTUAN CITY – The Department of Social Welfare and Development Caraga Region together with the Regional Committee on the Filipino Family (RIAC-FF) conducted The Regional Parent Education Congress on September 24, 2009 in Butuan City. This is in relation to the Family Week Celebration on September 21-27, which carries the theme ‘Si Nanay: Matatag Sa Lahat Ng Bagay.” 

The congress which focused its discussion on how parents live effectively with adolescents was attended by a total of 57 parents composed of solo parents and couples coming from different line national government agencies and local government units. 

This activity was aimed at providing a venue for parents to enhance their knowledge on how to live effectively with adolescents. It also served as avenue for parents to share their experiences and best practices at home in relation to their responsibilities over their children and in coping with the stresses they have encountered having adolescent child or children. 

The objectives of the congress were to let the parents understand the dynamics of the adolescents; know the common problems encountered in raising an adolescent child; understand on how to deal with problems of adolescents and know what are the mechanics in handling these problems. 

In his message, Mr. Ramel F. Jamen, chief of DSWD Caraga’s Management Division exhorted the participants to protect and preserve the family amidst the problems and challenges that Filipino families have experienced. He underscored parenting as a critical foundation of molding individuals that one day will become part of the nurturing family. 

According to Mr. Florencio Mirafuentes, a resource person from Population Commission, Adolescence is a crucial part of human development. It is a stage in life which is characterized as a very critical period. 

Ms. Birthday Jean Ranario, DSWD Caraga Psychologist, said it is critical because it is the period of change wherein adolescents experience identity crisis. As defined, Adolescence is the state or process of growing up; the stage of development prior to maturity. 

In his talk, Mr. Mirafuentes encouraged parents to give their time, use positive discipline involvement of adolescents in decision-making and problem-solving, accept the adolescents’ uniqueness and individuality, encourage the adolescents to develop special interest and hobbies, and to stay connected with them. 

He also encouraged them to be askable parents. He explained that being an askable parent is an ART, which is is an acronym for 1)Ask your children what they think about things, issues, happenings or anything they want to talk about. 2) Recognize/find teachable moments. 3) Take time to remind your children that you’re there for them if they ever have any questions about anything. 

Lastly, he said that when talking to the adolescents about “tough issues”, use the LAST Formula - Listen actively, Ask your adolescents what he/she thinks the answer is, Sort out your emotions; sort out what message you want to give. Talk with RESPECT, at the child’s level. 

A film entitled I No Stupid 2 was also shown. The film depicts a situation of families from different levels of society having adolescent children. It showed different parenting styles that affect positively and negatively the adolescents. 

After the film showing, parents share their ideas about the film and how it relates to their own experience. One participant said that it made her realize that as parent, she has done some of the things presented in the film but there are also some which she has not applied but planned to apply it at home. The participants were one in saying that they learned a lot from the film. 

Today, the continuing threats of globalization and modernization and financial difficulties experienced by the Filipino family affect the relationship among family members especially the youth or adolescents who parents say are difficult to deal with. 

The celebration of Family Week poses a lot of challenges to parents, challenges to develop an attitude to value children equally, regardless of their gender and functional contributions to the family; encourage their children to aspire for the highest of their potentials in their study, work and abilities,; to be role models of nurturance and assertiveness. Over P5M from PBSP for Ondoy survivors 
  
In response to the urgent call to assist victims and survivors of the recent calamity that struck Metro Manila and nearby provinces, the Board of Trustees of the Philippine Business for Social Progress (PBSP), in its meeting yesterday, initially earmarked P5 million to assist communities affected by Typhoon Ondoy.

Report on shooting incident 
.
Three unidentified persons shot the victim to death at Purok-14, Barangay Bit-os, Butuan City on September 28, 2009 at around 4:30 in the afternoon. Victim was identified as one Edwin Capallar Cuinca, 37 years old, married and a resident of the above-mentioned place.

Initial investigation disclosed that while the victim was driving his service multicab with his wife on board and on their way home from their farm, they were flagged down by the said suspects. The said suspects directed the victim to disembarked from his and without apparent reason, he was shot several times hitting the different parts of his body with the used of unknown caliber of firearm.

The suspects fled to unknown direction after the incident. Victim sustained multiple gunshot wounds on his body and was brought to MJ Santos Hospital for medical treatment but declared dead on arrival by the attending physician.

Motive of the incident is still undetermined. Elements of Butuan City Police Station 5 still conducting further investigation for possible identification and apprehension of the suspects.

Also, at around 6:00 o'clock in the evening of the same date at Km. 5, Barangay Balit, San Luis, Agusan del Sur, couple identified as Aladino Ambason Badbaran, 45 years old, and his wife Damista Montilla Badbaran, residents of Said place were ambushed by unidentified suspects with the used of unknown caliber of firearm while they were on their way home on board a single Honda XRM motorcycle.

Said incident resulted to the death of Aldino Badbaran while his wife sustained gunshot wound on her left shoulder and was brought to DO Plaza Memorial Hospital for medical treatment. On September 27, 2009 at around 8:30 in the morning, one Narinder Singh, 36 years old, married and a resident of Guingona Subdivision, Butuan City was arrested by elements of Butuan City Police Station 1 at Davao City Police Station 2 by virtue of Warrant of Arrest (WOA) issued by Hon. Edgar Manilag of RTC branch 33, 10th Judicial Region, Libertad, Butuan City.

Said suspect was charged for the crime of kidnapping docketed under criminal case number13558 with no recommended bail bond. Arrested suspect was turned-over to the issuing court for proper disposition. (PNP-13/ PIA-Caraga)

Report on robbery incident

Unidentified suspects robbed the couple at Purok-1, Poblacion, Barobo, Surigao del Sur, around 7:10 in the evening of September 28, 2009. Victims were identified as Eric Abellana Duran, 36 years old, his wife Zita Duran who were residents of the said place.

Initial investigation disclosed that the victims were on their way home form peddling goods at Purok-2, Poblacion, Barobo, Surigao del Sur when unidentified suspects wearing bonnet and armed with short firearms flagged them and at gun point declared hold up.

Suspects carted away two units of cellular phones (Samsung and Nokia brand), two passbook (PNP and Enterprise Bank), Government check with the amount of PhP 50,000.00, personal check from Coronet – Wood Industries with the amount of PhP 428,000.00 and cash money amounting to PhP 380,000.00.

CSC fetes outstanding civil servants

Agriculture Director Gumersindo Lasam would have realized his goal of food self-sufficiency for the country had he not been slain. Barangay Chairman Raulito Datiles brought jobs and income to his neighborhood out of garbage. University Research Associate Alma Canama saved precious research data and equipment from rising flood.

These are some of the people who make up the roster of Outstanding Public Servants of 2009, who will be conferred the Lingkod Bayan (LB), Pagasa and Dangal ng Bayan (DNB) Awards by President Gloria Macapagal-Arroyo on September 17, 2009 at MalacaΓ±ang Palace.

Civil Service Commission (CSC) Chair Ricardo L. Saludo said, “We pay tribute to these exemplary civil servants who are the silent heroes of our bureaucracy. They are the testament of a responsive government that upholds the highest work and ethical standards.”

Saludo stressed that it is important to regularly pay tribute to exemplary state workers in order to compensate their hard work, boost morale, and allow them to be an inspiration to fellow civil servants and the public alike.

The LB Award is conferred on an individual or group of individuals for exceptional contributions resulting from an idea or performance that had a nationwide impact on public interest.

The finalists for this category are Eric E. Noble (Philippine National Police, Pangasinan); Gumersindo D. Lasam, posthumous (Department of Agriculture, Cagayan); Leandro Jun C. Lacsamana (Talavera Water District, Nueva Ecija); Maximo D. Tandang (University of the Philippines Los BaΓ±os [UPLB], Laguna); Persons with Disabilities Coordinating Office (Municipal Government of Carmona, Cavite); Naga City PSEP Team (City Government of Naga, Camarines Sur); Raulito R. Meanwhile, the DNB Award is given to an individual for performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of observance of the norms of conduct provided under Republic Act 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees.

Said norms are Commitment to Public Interest, Professionalism, Justness and Sincerity, Political Neutrality, Responsiveness to the Public, Nationalism and Patriotism, Commitment to Democracy, and Simple Living.

The DNB finalists are Estanislao N. Temblor (Naguilian Fire Station, La Union); Anunciacion D. Pagdilao (Municipal Government of Pinili, Ilocos Norte); Maxima DC. Riola (City Government of Antipolo City); Alma O. Canama (UPLB, Laguna); Cesar Q. Letada (Bureau of Internal Revenue, Legaspi City); Lourdes S. Banzuelo (Iloilo City Police Office); San Ubaldo B. Esteban (Bureau of Fire Protection, Kalinga); and Lilibeth B. Martin (Provincial Government of Abra).

The CSC’s Public Assistance and Information Office, which manages the government’s Honor Awards Program (HAP), has received a total of 201 nominations this year. After initial evaluation, only 126 nominations qualified for further screening and deliberation by the Search Committees.

The HAP, now on its 50th year, is an annual undertaking that recognizes government officials and employees who have displayed outstanding work performance. The conferment of honor awards aims to motivate or inspire government employees to improve the quality of their performance and instill deeper involvement in public service.

The HAP started in 1959 with the enactment of Republic Act 2260 which created the Employee Suggestions and Incentives Awards System (ESIAS). On October 6, 1975, Presidential Decree 807 was issued reorganizing the CSC, and along with it came a new set of rules, regulations and guidelines on ESIAS. In the following years, the award categories and guidelines were further enhanced to ensure that the HAP fully meets its objectives.

September 30 deadline of filing for career service exams; results of July 26 exams out
.
Interested applicants have until September 30 to file for the Career Service Professional and Sub-professional written examinations to be conducted nationwide on November 15, the last schedule of the year, the Civil Service Commission (CSC) announced.

The CSC said both examinations are open to Filipino citizens who are at least 18 years old, regardless of educational attainment, and have not reached the limitation on the frequency of taking the examinations.

Career service examinations, the CSC clarified, may be taken once every three months and up to four times only. Examinees who fail on the fourth attempt can apply for the same level of examination only after two years from the date the fourth failed examination was taken.

All examination applications must be filed at CSC Regional and Field Offices. Details on application requirements and procedure, and the directory of CSC Regional and Field Offices, can be accessed at the CSC website at www.csc.gov.ph.

Meanwhile, the CSC further disclosed that a total of 5,612 examinees passed the Professional and Sub-professional examinations held last July 26. Of the figure, 4,357 were passers of the Professional level. The complete list of passers by region is available at the CSC website.

Majority of passers in the Professional level came from the National Capital Region (NCR) with a passing rate of 16.08% or 1,329 passers out of 8,265 examinees. On the other hand, the highest passing rate for the Sub-professional level was achieved by the Cordillera Administrative Region (CAR) with 68 passers out of 401 examinees or 16.96%.

In terms of overall regional performance, combined results of both Professional and Sub-professional levels show that NCR and CAR top the list, posting 15.27% and 13.13% passing rates, respectively.

Other regions with notable overall performance include Region III (Central Luzon) with a 10.96% passing rate; Region VII (Central Visayas), 10.15%; Region IV (Southern Tagalog), 9.93%; Region V (Bicol), 9.33%; and Region XI (Davao Region), 9.31%.

The CSC said that passing the career service examinations results in the conferment of either Professional eligibility or Sub-professional eligibility which, together with education, experience and training requirements, is needed for permanent appointment to corresponding positions in government. PNP arrests wanted person 

On September 25, 2009 at around 1:00 o'clock in the afternoon, elements of Santiago Municipal Police Station led by Police Inspector Amadeo Muede Jr. arrested one Joel Sososco Otbo, 24 years old, single and a resident of Purok-8, Barangay Poblacion, Santiago, Agusan del Norte.

Said person was arrested at his residence by virtue of Alias Warrant of Arrest issued by Hon. Dax Xenos Gonzaga, Presiding Judge of RTC Branch 34, Cabadbaran, Agusan del Norte for the crime of theft docketed under criminal case number 2003-136.

Arrested suspect is now detained at Santiago Municipal Police Station for proper disposition. (PNP-13/ PIA-Caraga)

Confiscation of illegally sawn lumber 

Sanggunian Bayan members of Libjo, Dinagat Islands, Hon. Rogelio Magpatoc and Hon. Francisco Areglo reported to Libjo Municipal Police Station that on September 24, 2009 around 5:00 o'clock in the afternoon, they were able to confiscate abandoned sawn lumber at Sitio Villa Consolacion, Barangay San Jose, Libjo, Dinagat Islands.

Said confiscated lumber were 161 pieces in assorted sizes with an estimated volume of 1,800 board feet, and was properly turned-over to PENRO personnel, Benjamin Besin for proper disposition. (PNP-13/ PIA-Caraga)

Arrest of suspect in violation of article 254 of the revised penal code

On September 24, 2009 around 7:00 in the evening at Barangay Mabua, Surigao City, Surigao City Police Station (SCPS) personnel apprehended a certain Gil Tabilin Biancaflor, 44 years old, married, a businessman residing at Purok-2 Barangay Mabua, Surigao City for Illegal Discharge of Firearm based on the complaint of Mrs Pelgin Bolosa West also a resident of the same place.

Initial investigation conducted to the complainant disclosed that she (complainant) heard three consecutive burst of gunfire after which she saw the suspect went inside her Videoke store and drink with his cohorts inside. In the course of the investigation, PFC Milky Luza Espere, 24 years old, single, a member of the Phil Marine Battalion assigned at 2ND Marine Battalion stationed at Tawi-tawi, Jolo, Sulu and a resident of Barangay Danao, Surigao City turned-over the involved firearm one unit of caliber .45 pistol COLT MK IV series 70 with serial no. 850617 with five live ammos.

Recovered from the scene were two fired empty shells of same caliber. Biancaflor was brought to SCPS for documentation while an inquest Case in Violation of Art 2545 of RPC (Illegal Discharge of Firearm) was being prepared. (PNP-13/ PIA-Caraga)

Report on drowning incident

On September 25, 2009 around 8:00 o'clock in the morning along the seashore of Barangay La Fraternidad, Tubay, Agusan del Norte, a mining worker is believed to be drowned after falling into the sea while working in a barge. Raymun Marquez of legal age, married and a resident of Barangay Victory, Tubay employed at Sam-R Mining and Construction Corporation while working at the main ramp of the barge LCT VMG II owned by the said corporation, accidentally went off balance and fell into the sea water.  

Up to this report, Marquez' body is still not recovered due to the huge waves experienced in the area. A Rescue Operation is on going for the recovery of the victim's body. (PNP-13/ PIA-Caraga)
