Multi-million MOA on Provincial road management facility signed

The Australian Ambassador to the Philippines Rod Smith and Agusan del Sur Governor Maria Valentina Plaza strengthen another partnership by signing a Memorandum of Agreement signaling the start of a multi-million pesos Provincial Road Management Facility assistance in Agusan del Sur.

The four-year project, costing some P160 million, will cover the maintenance of provincial roads in the municipalities of Esperanza and San Francisco.

“The relationship between the Australian government and Agusan del Sur has gone a long way, and I am honored to be part of all the endeavor specially this new undertaking in support to Agusan del Sur. As the Secretary of DILG Ronaldo Puno emphasized, Agusan del Sur will always be on the top list on local development, specially on the infrastructure, as major component”, DILG Undersecretary Austere Panadero said.

According to Usec Panadero, the newly signed MOA is a new policy/ program in road maintenance in improving governance in the provinces. In Mindanao, only five provinces became the recipient of the program namely Bukidnon, Misamis Oriental and Occidental, Surigao del Norte and Agusan del Sur, being an economic-driver provinces in Mindanao that embark in new reforms.

“I want you to know that being a recipient of the project is not just a co-incidence but everything passed thru a very rigid selection process and the commitment of your province in economic development became very visible in this part of Mindanao”, Usec Panadero added.

According to Australian Ambassador to the Philippines Rod Smith, the success of numerous projects that the Australian government poured to the province became one of the factors why they choose Agusan del Sur to be one of the recipients of this multi-million project.

“As experienced in our past assisted projects in Agusan del Sur, our confidence in the administration of Gov. Maria Valentina Plaza became one of our basis that this project will again become a total success, that is why we have chosen you to be on top as recipient of this project”, Amb. Smith said.

In response, Gov. Maria Valentina “Tina” Plaza expressed her sincere gratitude to the government of Australia for all the unselfish assistance to the province for several years now thru the AusAID. Gov. Tina Plaza recalled that everything started when AusAID helped in totally eradicating malaria in the interior areas in Agusan del Sur and the child-friendly movement, among others.

“To our Australian partners, we are very grateful that you are always with us in the equitable and fair growth of development in Agusan del Sur. As I stand here, we commit ourselves to protect the projects specially the road networks because we believe this will bring positive changes in our province. With this, we now translate everything into productive success and will flourish under my administration and the rest of the administrations to come”, Gov. Tina said.

The MOA signing was witnessed by former Governor Valentina Plaza, former Governor Eddiebong Plaza, Vice Governor Santiago Cane Jr. members of the Sangguniang Panlalawigan and the mayors of Agusan del Sur. (Dave M. Suyao, PIA, Agusan del Sur)

Surigaonons to join Clean-up Drive to fight Climate Change
.
SURIGAO DEL NORTE (September 17) - Surigaonons throughout the province will again join the world’s most successful community-led global environment campaigns, the “Clean Up the World” drive to address the effect on climate change on Friday Sep. 18, 2009.

Now in its 3rd year of implementation in the province, the provincial government will again tap the different sectors in the community such as the academe, business, and religious sectors including Non-Government Organizations (NGO’s) to get involved in the conduct of a 1-day clean-up drive on sea beaches, rivers, canals, drainage systems, and other public areas that would minimize the litter problem, improve the quality of waters, prevent the spread of diseases and consequently contribute towards a cleaner and healthier province.

Prov’l Administrator Adolfo Pantilo proudly disclosed the membership of the province to the Clean Up the World, an international environmental organization based in Australia mobilizing an estimated 35 million volunteers from more than 100 countries. Being a member, Pantilo emphasized the need for the Surigaonons to accept the challenge in protecting our environment.

Meanwhile, DILG Prov’l Director Rodulfo Nasi assured the provincial government the full support of his office to the activity. “Our office is solidly behind this effort of the prov’l government.”

“We believe that environment is a special concern of the province and not only of the province but the country as well. We know the problems besetting the country and the world especially with the present problem on climate change. I think these efforts will be part of the directions of the province and having this program be implemented at the barangay level,” he added.

Nasi also believed that with everybody joining in and contributing to this effort, Surigaonons can do something for the province and for the world.

This year's theme "Communities Uniting to Combat Climate Change" encourages the participants in the Clean Up the World Weekend, which will start on Sep. 18 to 20, to take action at a local level to address the very global issue of climate change.

FITS Center launched in San Agustin, Surigao Del Sur

Every August 25 and 26, the Municipality of San Agustin in Surigao del Sur celebrates the annual Farmers and Fisherfolks’ Day. This year, the celebration was made even more special with the simultaneous launch of the San Agustin Farmer's Information and Technology Services (FITS) Center and MOA signing ceremony.

The launch provided an opportunity for more than 100 farmers, 50 fisherfolks and 100 visitors to witness and acquaint themselves with the services and benefits of having their own FITS center.

The center was conceived from Municipal Mayor Manuel Alameda’s desire to establish a center where farmers could access new technology and information about farming, particularly the Natural Farming Technology System. Through local efforts and participation, an orientation for the Farmer’s Information and Technology Services (FITS) was held last November 13, 2008 at the Surigao del Sur Polytechnic College (Main Campus). This paved the way for San Agustin's bid to have its very own FITS Center.

The proposed site of the FITS center was evaluated on April 23, 2009. At the same time, an assessment was conducted of the proposed Magsasakang Siyentista, as their partner in the promotion of the banner commodity of their municipality. On June 16, 2009, the San Agustin application was formally approved by CCARRD during the joint RRDCC and RTWG Meeting.

The FITS Information System is the first concrete step in utilizing ICT to achieve the FITS/Techno Pinoy Program’s service-oriented goals.Generally, it aims to serve as a viable tool to facilitate faster access to information to fast track the delivery of services to clients in agriculture, forestry and natural resources.

The FITS Information System was developed as a web-based system and is composed of six major databases namely: technology, experts’ profile, farmers’ profile, contact firms, publication, and technology video materials.

Visit the FITS web portal or CCARRD web portal for information and details.

Feature: The Bridge: Aftermath of the Tulay Training

Tulay is a Tagalog term for “bridge”. Bridge is defined as something that connects two points for people to pass through. This same analogy is practiced by Ms. Lynette Ysalina, a trainer at the OWWA Tulay Caraga Community Technology Learning Center (CTLC), who created the blog “The Bridge”, designed to be an instructional and communication tool for her trainees.

This blog brings CTLC trainees together by providing an avenue where they can practice the skills they have acquired from their training, receive updates on new learning skills and activities from the OWWA Tulay Center, share photos and documentation, and share stories of hardwork, successes and best practices. By blogging, the trainees are provided their own links, facilitating online bonding.

Launched last October 20, 2008, the CTLC provided Overseas Filipino Workers (OFWs) and their families free training on basic computer applications such as MS Word and Excel, email, video conferencing, online chat and blogging. These skills allowed more families to bridge social distances with the click of an icon.

The world is now a much smaller place, thanks to information technology services. With the access and knowledge on how to harness the information technology potential, no OFW will have to be isolated from their families again.

The training may be over but the learning and the communication never ends. Let’s connect now. (Melody Cocon, NCC/ PIA-Caraga)

It was learned that on September 11, 2009 at around 6:45 o’clock in the morning, the NPA fired at innocent civilians who were hitching a free ride on board SUDECOR hauling truck at Km. 9, Barangay Puyat, Carmen, Surigao del Sur resulting to the death of JONIE MONTENEGRO, 37 years old and CHRISTINE SALAHAY, 8 years old minor. One (1) SUDECOR company guard was also killed while eight (8) other civilians mostly children and women were also hit and wounded when the rebels waylaid the truck. The NPA rebels also burned down the SUDECOR truck. Mr. Tom Grafe was hit and wounded during the incident. George Madlos at Ka Oris claimed responsibility of the atrocities.

CHR Caraga condemns the dastard acts and reminds the CPP/NPA to observe the Laws on Armed Conflict or the International Humanitarian Law (IHL). In this recent barbaric attacks, the NPAs failed to observe the fundamental principle of IHL – “they shall at all times distinguish between the civilian population and combatants and between civilian objects and military objectives and accordingly shall direct their operations only against military objectives,” (Art. 14, Protocol 11)

Bicar, the unavailable power plants are the Agus I unit 2 (40 MW) & Agus 5 unit I (27 MW), which was out due to clogged up trash racks, and Agus 2 unit 1 (60MW) which is on preventive maintenance. The Pulangi Hydro Electric Plant unit 3 in Maramag, Bukidnon is also out due to low inflow and high thrust bearing temperature.
.
The Western Mindanao Power Corporation power plant’s units 3 to 10 (80 MW) in Zamboanga City are also out due to burnt power cables. STEAG Mindanao Coal Fired Power Plant (210 MW) in Villanueva, Misamis Oriental was temporarily shut down from September 11-22, 2009 for a 12-day maintenance work.
.
During this period, power distribution utilities & electric cooperatives of Mindanao will be requested to drop some of their feeders to address the generation problem and to prevent overloading of transmission lines.
.
Power supply will be limited during peak hours or from 10 AM to 4 PM and 6 PM to 8:30 PM daily based on actual system condition until the curtailment is lifted. This may result to short rotational brownouts in some areas.
.
Steps are being made to correct the problems of the power plants as soon as possible so the power supply situation in the Mindanao Grid will normalize, with comfortable level of generation reserves.
.
NGCP is the new private company that operates the country’s transmission network. It oversees over-all grid operations of the Luzon, the Visayas and the Mindanao power grids. (Glory P. Rebleza, NGCP/ PIA-Caraga)

Elementary student killed by CPP/NPA during an ambushed

DAYOAN, TAGO, SURIGAO DEL SUR (September 14)
- The life of a grade one student was taken away when a group of Communist Terrorists ambushed a logging truck plying the logging road at KM 9, Barangay Puyat, Carmen, Surigao del Sur in early morning of 11 September 2009.

The fatality identified as Christine M Salahay, 8 yrs of age was one of three casualties, the other two, employees of SUDECOR were identified as Paterno Eteng, a company guard and Jonnie Montenegro, 37, a road patcher. Other passengers were also injured.

Bernard Salahay, Christines father described her as loving and industrious daughter. He recalled that Christine, even at her early age, contributes to the family income by selling donuts and ice candy in Brgy Puyat of Carmen and Brgy Pakwan of Lanuza.
.
She sometimes was skipping from her classes when the opportunity to earn a big profit presents itself.

Christine’s mother Ingila, portrays her daughter as a future teacher or an office employee of SUDECOR in the future.

But this was not to be the case when armed men, suspected to be NPAs under George Madlos AKA Oris suddenly attacked the logging truck that inflicted a fatal wound to Christine’s neck when she was left behind the truck’s cabin when everybody else tried to escape the onslaught. She was immediately brought to the Madrid Hospital for treatment but expired several hours later while being transferred to Tandag.

This act perpetrated by the NPAs in CARCANMADCARLAN can only be described as inhuman and a clear violation of human rights. It could seem that the NPA has no respect and consideration for women and children as they carried out their terroristic act. The Salahay Family is seeking justice for the murder of their daughter.

Two other civilians survived the attack; Robert D Penig sustained gun shot wound on his head while Gaudencio A Quinonez sustained gunshot wound on his stomach. (CMO-58IB, 4ID, PA)
