AgSur finds ways to address unemployment problem

Hundreds of jobseekers today gathered at the provincial capitol ground to push their luck hoping to obtain stable and decent job here and abroad, as the two-day, 1st Mega Job Facilitation Fair opens and the launching the GMA Employment Kiosk.

The activity also became an information caravan where different partner agencies of the Department of Labor and Employment (DOLE) and the local Public Employment Service Office (PESO) took time informing the public of the services their respective agencies can offer.
.
According to DOLE Regional Office representative Lilian Solis, it is in the GMA Employment Kiosk where jobseekers can research job openings here and abroad, including the names of employers who are in need of technical, clerical and managerial positions, including the salary rate of the different positions.
.
“The GMA Employment Kios is a one-stop-shop directly connected via internet to DOLE, OWWA, TESDA and other government agencies who are at stake in helping our Filipino brothers and sisters have an easy way in processing their documents and to have access and correct information on the jobs that correspond to their qualification, knowledge and abilities”, Lilian Solis said.

In an interview with Provincial PESO Manager Divina Lagumbay, she said every year, her office, in partnership with DOLE, conduct jobs fair here at the provincial capitol. 
.
“But this one is unique, because we have invited our different government agency partners to present their participation in order that we can facilitate easy and accessible processing of documents to the jobseekers. As you can see, we have here our National Bureau of Investigation (NBI) for the clearance, the Department of Foreign Affairs (DFA) for mobile passport processing, the National Statistics Office for personal document authentication, the Overseas Workers Welfare Administration (OWWA) for our OFWs who need our assistance to find job in our country. We also invited three big international companies that are in-charge in hiring nurses who wants to work abroad”, Divina Lagimbay said.

According to Lagumbay, Gov. Maria Valentina Plaza did not think twice in acquiring the GMA Employment Kiosk for the province because the lady governor saw the importance of the machine in helping the Agusanons acquire decent and stable jobs that will be their foundation in molding better life for their families and become good citizens of the country.

The two day activity also became a birthday gift for former governor Eddiebong Plaza who celebrates his birthday on August 21.

440 tech-voc scholars march on grad rites

CABADBARAN, AGUSAN DEL NORTE (August 20) – Mr. Roger A. Melendes, a polio victim and resident of Brgy. Calibunan here, pedaled his way atop his three-cycled bike just to come early afternoon to attend his graduation rites at the NORMISIST Gym this 18th day of August 2009.

He was feeling somewhat thrilled knowing that he will receive the proof and fruit of his labor, courtesy of his being an I-CARE scholar of Congressman Edelmiro A. Amante of the 2nd District of Agusan del Norte in tandem with the Pangulong Gloria Scholarship Program bankrolled by TESDA.  
.
As a testimony, he was too happy to point out that graduating from his short-term technical-vocational course, which is Computer Hardware Servicing NC II, “is one of the highlights of my life. While I graduated from the Bachelor of Science in Information Technology, majoring in Electronics, my real passion and longing is to learn about computers. So, when the opportunity craned its neck, I immediately grabbed it. And I thank God for the likes of Cong. Amante and the TESDA agency, for putting up such scholarship program for a poor guy like me.”

Actually, he was one of those 440 scholars, supported by Cong. Amante in tandem with TESDA, who marched up on stage on said day. The statistics bespeaks an amount of PhP4,584,196.00 spent by the Congressional District of Amante and TESDA for the 440 scholars. The total amount was inclusive of Training Cost, Training Support Fund, and Assessment Fee per scholar, which stood at an average of PhP10,418.63 spent per trainee.

The event itself was a joint graduation exercises marshaled by and between the technical vocational institutions here composed of Bishop Haden Institute (BHI); Candelaria Institute (CI); New Northern Mindanao Colleges, Inc. (NNMCI); Northern Mindanao State Institute of Science and Technology (NORMISIST) Cabadbaran Campus; and the TESDA Provincial Training Center (PTC). As for statistics of graduates per school, BHI had 25; CI contributed 75; NNMCI supplied 75; NORMISIST put in 121; and PTC added 164.

Numerous courses were offered under said scholarships such as Automotive Servicing COC; Building Wiring Installation NC II; Carpentry NC II; Commercial Cooking NC II; Computer Hardware Servicing NC II; Computer Programming NC IV; Consumer Electronics Servicing NC II; Dressmaking NC II; Driving NC II; Food and Beverage Services NC II; Masonry NC II; and Visual Graphics Design NC III.

OIC-Provincial Director Leo V. Velez mentioned during his graduation message that the name of the game in the field for TESDA, the Office of Congressman Amante, and the concerned tech-voc schools is to up the ante by assisting the graduates in finding and landing a good job related to their respective fields of expertise. He indicated however that the graduates should be diligent enough in order to pass the TESDA assessment so that they will be awarded with the necessary National Certification for them to be job-fit and job-ready both here and abroad.

Ms. Malou Pasadillo, a graduate of NORMISIST, gamely shared her feedback about the tech-voc scholarship itself: “I am one of those privileged scholars who was given this opportunity to acquire special skills in this time of difficult financial condition. I am very happy and thankful to the Administration of Pres. Gloria Macapagal Arroyo and Cong. Amante . . . for conceiving this scholarship. It was hard for me to be in school due to financial constraints but thank God that through this scholarship I was able to have the NC II competency in Food and VBerage Services. TESDA-SdS launches its blue desk services
.
A TESDA SDS Blue Desk service was launched on August 05, 2009. During the day there were twelve (12) job hunters whose applications were facilitated on line (4) and Eight (8) referrals for local employment.

Meanwhile, Career Guidance Counseling was also extended to some applicants who came to seek and enroll for skills training offered by the Access for Youth training and Employment Center.
.
Another campaign on this program happened on August 12-13, 2009 at SSPSC-SSIT Conference Center at Cantilan, Surigao del Sur. It was doubly festive considering that the SSIT Alumni Association spearheaded the conduct of Service Caravan of various agencies of which TESDA played a vital role.

The two-day Blue Desk intervention provided the TESDA Pangulong Gloria Scholarship Graduates the opportunity to apply and receive their license on their own qualifications. A total of 67 National Certificates II on Computer Hardware Servicing (CHS), 22 for Shielded Metal Arc Welding (SMAW) and 42 for Personal Computer Operation were issued.

Job referrals (5) to the Department of labor and Employment with Employers present, release of Special Orders for 16 TEKBOK Graduates, awarding of Scholarship Vouchers on Dressmaking NC II (35) and Computer Hardware Servicing NC II (24) for SSIT and Saint Michael College respectively was also done.

The PGS Scholars were also enjoined to undergo Business Counseling in partnership with the Department of Trade and Industry.

Likewise, counseling on how to apply for the National Certificates, interview on their prior learning’s/experiences, career guidance, provision of information re: accreditation for a Training Center and Assessment Venue and Apprenticeship program were all facilitated to various groups, individuals who flocked for TESDA services.

PNP arrests wanted persons

On August 18, 2009 at 6:00 am, PNP members of Cabadbaran Municipal Police Station led by PCINSP Zosimo L Duarte Jr apprehended one David Pablo, 40 years old, married, resident of Purok 7, Barangay La Union, Cabadbaran, Agusan del Norte by virtue of warrant of arrest (WOA) dated August 11, 2009 issued by Hon Judge Edgar G Manilag of RTC Branch 33, Butuan City for the crime of kidnapping and serious illegal detention docketed under CC no. 13558 with no bailbond recommended.

Subject person now detained at Cabadbaran Municipal Police Station for proper disposition. 

Also, at 10:00 in the morning of the same date, a certain Arnel Guazon, 22 years old, single, jobless and resident of Barangay Dap-dap, Barobo, Surigao del Sur was arrested at his place by PNP members of Barobo Municipal Police Station led by SPO1 Roger Rivas by virtue of WOA dated March 16, 2009 issued by Hon Judge Ricardo L Mosquerra III of MCTC Barobo, Surigao del Sur for the crime of direct assault upon an agent of person in authority docketed under CC no. 09-CR-004-B and with recommended bailbond amounting to Php 5,000.00.

Report on carnapping incident 

On August 18, 2009 at 6:45 in the evening, a certain Junnefer Lagrimas, 25 years old, single, resident of Rosales St., Barangay San Ignacio, Butuan City reported to Butuan City Police Station 2 that his one unit Honda XRM 110 motorcycle, color red, bearing plate no. KB 8253, engine no. XRM-13E037728 and chassis no. 13037702 while parked at 2nd gate, Salvador Calo Premium Market, Langihan, Butuan City on 6:15 in the evening of same date was carnapped by unidentified suspect/s.

PNP members of BCPS2 are now conducting follow-up operation for the possible apprehension of the suspects and recovery of said vehicle. (PNP-13/ PIA-Caraga)

Report on found dead body 

On August 18, 2009, Surigao City Police Station received telephone call from City Mayor Office informing that a male dead body was found at Purok-Malinao, Espina St., Barangay Taft, Surigao City.

Said male dead body was later identified as Fedirico Palzo, 54 years old, married, DepED employee and resident of said place. Initial investigation disclosed that the victim stayed in their old house alone while his family lived in Sta Cruz, Socorro, Surigao del Norte. 

The Victim used to go home in Barangay Sta Cruz, Socorro, Surigao del Norte on weekends. On August 10, 2009 (Monday), subject person failed to report at DepEd Office as revealed by his co-employee. The victim was reportedly suffering rheumatism and diabetes. The discovery of dead body took place when the neighboring houses noticed filthy odor coming from the house of the victim.

PNP Crime Laboratory personnel of Surigao del Norte conducted SOCO and post mortem exam to determine the cause of death. Remains now lies at Nilo Funeral parlor, Brgy Luna, Surigao City. (PNP-13/ PIA-Caraga)

Datu wants NPA out

BUTUAN CITY (August 19) –
”We want the NPAs out. We will only go back to our place once the area is cleared of NPAs and the military regains full control of the area,” says Datu Udyotan, member of the Municipal Datu Council in an interview, recently. 

Residents of Barangay Pantukan, Carrascal, Surigao del Sur evacuate following harassments of the New People’s Army (NPA’s) in the area.  

Datu Udyotan reveals that the NPA through its few sympathizers in the area prompt the residents to evacuate. Allegedly, the NPA urge the residents to make a resolution ordering the military to pull out from the area. It was learned that the resolution will be endorsed by a municipal councilor commissioned by the NPA but the councilor backed out.  

“Gihadlok sa mga NPA ang mga residente nga giyerahon ang lugar kung dili mopahawa ang mga military. Giudyokan pud nila ang mga residente nga magbuhat ug resolusyon nga magpahawa sa mga military sa maong lugar. Naa sila’y gisabot nga konsehal nga mo-indorso sa resolution apan nanalaw ang maong konsehal ug wala nadayon (The NPA threatened the residents that there will be fighting should the military resist to pullout. They also prompt the residents to make a resolution ordering the military to pull out from the area. They have commissioned a municipal councilor to endorse the resolution but the councilor recoiled),” explains Datu Udyotan. 

Failure of the rogue elements to secure the cooperation of the residents resulted to a scuffle between the government troops and the NPA prompting the residents to evacuate. 

According to reports, the rogue elements fired upon the government troops on August 3 and staged several other attacks to spawn chaos and induce the residents to evacuate. 
 
Datu Udyotan relates that on August 7, he received reports that gun fighting is ongoing at Barangay Pantukan. Upon investigation, it was found out that rogue elements are already barricading the area, two kilometers from the heart of the barangay. These resulted to the mass exodus of the residents to the nearby municipality. 

Datu Udyotan further revealed that members of the Kahugpungan sa mga Lumadnong Oragnisasyon (KASALO) visited the evacuation centers and distributed rice. He disclosed that during the distribution, KASALO members allegedly encouraged the evacuees to join evacuees at Lianga, Surigao del Sur to force the local government units to pull out the military forces at Barangay Diatagon in Lianga, Surigao del Sur. 

The lumads of Barangay Diatagon evacuated to Tandag because of the alleged instigation of the Alternative Learning Center of Agricultural and Livelihood Development (ALCADEV) Inc., a tribal school. Allegedly, ALCADEV goad the residents to leave the area because of an impending military attack due to the presence of NPA’s, a warning labeled by the military as black propaganda. 

Negotiations between the local government unit and the residents of Barangay Diatagon is at a stand still following demands of the lumads for a total pull out of troops in the area, a demand the LGU could not decide on. 

The NPA is believed to be responsible for creating scenarios to instill fear to instigate people to evacuate and pressure the local government units to pull out government troops in identified rebel infested areas in Surigao del Sur. 

For Datu Udyotan, what they want is the total pull out of the NPA forces in their area and for the military to conduct clearing operation and full control of the area. 

“Almost 90 percent of the residents in the area agreed to the presence of the military, only very few sympathize with the other group,” bared Datu Udyotan.

200 landless people received land titles from President Arroyo

BUTUAN CITY (August 19) — About 200 persons from the different depressed barangays in Butuan City have received land titles from President Gloria Macapagal Arroyo though the “Handog Titulo ni Gloria” program during a simple ceremony initiated by the Community Environment and Natural Resources Office (CENRO) Nasipit at its compound in Barangay Bading in this city last Friday August 14,2009.

Although President Arroyo was absent at the ceremony, the people who have been awarded with land patents have expressed happiness for acquiring lands that they have been tilling for years from the government. 

The Barangay Chairperson of the coastal barangay of Masao in this city Thelma Perez said she was very happy after 40 of her constituents have been awarded with the land titles by the DENR. Perez said the people were very grateful to President Arroyo for giving them the lands that they have been tilling for several years for free.

DENR 13 Regional Executive Director Edilberto S. Buiser said that each of the beneficiaries have either got an average size of 5,000 square meters for agricultural land or 100 square meters for residential lands. 

Director Buiser has sent message to the beneficiaries through a representative during the program. He said the people should take care of the piece of land that was awarded to them. He said “the integrity, honor and dignity of a person is also restored when he owns a piece of land though how small the size of it”.  

He said the distribution of lands under the Comprehensive Agrarian Reform Program (CARP) is one of the main agenda of DENR Secretary Jose Atienza ,Jr.

The distribution of patents also marked the 107th founding anniversary of the Bureau of Lands.

The other guest speaker who were invited to the occasion were Congressman Jose “Joeboy” Aquino II and Mayor Democrito Plaza II but nonetheless sent their respective representatives when they failed to come.

FMR Brings More Development Opportunities in Rural Communities

Rural Infrastructure has been considered the costliest investment yet the most fundamental aspect towards development. MRDP addresses this need by giving topmost priority in its 2nd Phase of implementation allocating a total of US$ 60 million for 5-years making it ready for the Local Government Units utilization. 

Amidst the problems encountered during the first year of implementation, the Regional Program Coordinating Office-13 in coordination with the Local Government Units involved, were still able to bring though completion two FMR projects, 10 still ongoing, and one water system facility.
In Esperanza, Agusan del Sur, the two FMR projects amounting to a total of 5.08 million pesos with a kilometer run of 2 km and 1.5 km, respectively, is now servicing farmers and the rest of the population of Barangays Cubo and Mahagkot.

Farmers’ accessibility in bringing their farm products to the market has been made easier through the FMR Project while traders can pick up farm products in the production areas with no difficulty as well.

Quality of farm products were also preserved while transportation cost and travel time was reduced thereby giving them the opportunity to gain more profit rather than lose much.  

“Before this road was improved, we use to pay P50 in transporting our farm products to the market. But now that we have this road rehabilitated through MRDP and the Local Government, we pay no more in the transport of our products because the buyers now come with their vehicles/haulers right in our areas which enabled us to save transportation cost.” (Translated from the local dialect) Mr. Henry Libertino expressed during interview. “If there is a need to transport other farm products, we only pay a minimal fare of P20 pesos compared to the previous P50.” The farmer added. Aside from these benefits, it also gave the farmers and rest of the constituent easy access to other basic social services in the municipality.

Kagawad Absalon Bersalote of Brgy. Mahagkot also expressed appreciation for the rehabilitation of Brgy. Mahagkot to Brgy. Bentahon Farm to Market Road.  

“We used to transport our corn and rice products by towing in the river which that took us up to three days in reaching the nearest market. Now that the road is in good condition, it only takes a few hours to bring our products to the market and most often, our buyers now comes to get it.” (Translated from the local dialect) said Kagawad Absalon Bersalote.

The FMR is benefitting an estimated corn production area of 400 hectares and rice area of 100 hectares.  

Completion of these farm to market roads would not have been possible without the resolute commitment of the Local Government Unit who painstakingly went through the rigorous process of the implementation. 

Mayor Leonida Manpatilan of Esperanza also expressed gratitude for having been chosen as one of the recipients of the program and vowed to allocate funding for the sustainability of the project.

MRDP in the next few months would still be packed with activities geared towards developing the capacities of the LGUs and establishing projects that will contribute in meeting the need of the people for food security, increased mobility of goods, services and people.

With the partnership of the different key players of the program, the World Bank, Department of Agriculture through the Regional Program Coordinating Office, MRDP- Program Support Office, Local Government Units, and The Prople’s Organization, MRDP shall continue to push forward in transforming the underdeveloped sectors and bring more development opportunities in Mindanao. Fishermen sails for a good catch through MRDP2

For a fisherman whose life depends solely on the abundance of the ocean, nothing is more important than having his own vessel for fishing.

Such is the case of the Doyos Eastern Coast Fishermen in Carrascal, Surigao del Sur. Having lived for several years of hitch-riding from other fisher’s boats, they would be lucky enough if they were able to bring at least a kilo of fish for their family.

But with the birth of MRDP2, life begins to take a turn for the 27 members of the Doyos Eastern Coast Fishermen Consumers Cooperative (DECFISCOCO). As one of the recipient of the Community Fund for Agricultural Development (CFAD), the Cooperative was able to avail the 200 thousand worth of subproject allocation which they use to purchase needed paraphernalia for their Hook and Line Fishing livelihood.

Working hand in hand with the Municipal Project Management & Implementation Unit, the cooperative has displayed outstanding performance during the implementation of the project where they were able to purchase 7 pumpboats instead of 5 targeted units. Due to a strengthened procurement committee, the group was able to get a discount for the equipments enabling them to purchase 2 more units which benefited other members of the organization.

Having agreed to follow the repayment scheme set by the LGU as part of the sustainability plan, two members of the cooperative were already able to pay in advance the 25 thousand worth of assistance which the organization in turn purchased additional pumpboats and fishing gears making it 9 units in all which gave income opportunities to other PO members. 

At present, the members of the cooperative are already seeing a bright future ahead of them. With an increasing fish catch of 7-10 kilos per day, they are now able to bring home to their families more that enough for their consumption and a considerable income to support the basic needs of the family.

MRDP-CFAD interventions has not only given hope to DECFISCOCO but also other thriving organizations in Carrascal such as the Bagin Fishermen MPC with their Bottom Drift Gill Net Project where they received 200 thousand and the Milkfish Cage Culture of the Bon-ot Fishermen MPC amounting to 250 thousand pesos. 

On the other hand, farmer-recipients of the working animal subprojects were also grateful for having granted the assistance which helped them in cultivating their farm lands. According to Mrs. Nenita Sotoniel of the Carrascal Tabon-tabon Farmers MPC, she is now able to save 900 pesos out from what she spends for land preparation since she no longer rents a carabao to plow her farm before going into planting.

The Local Government of Carrascal Surigao del Sur who has always been supportive to the development of agriculture and its people in the locality was also pleased with the outcome of the project which is now helping the people gain additional income. 

As such, MRDP has not only provided income generating projects but also gave equal opportunities for men and women in the rural areas thereby making them productive citizens to their community. (Emmylou T. Presilda, DA-13/ PIA-Caraga)

Report on shooting incident

On August 17, 2009 at around 1:00 o'clock in the afternoon, a person suffering from mental illness identified as one Wenefredo Monton Eco, 65 years old, armed with sharp bladed bolo, a residence of Purok-7, Poblacion, Magallanes, Agusan del Norte and suddenly entered the residence of his daughter in-law, one Dominga Estoy, 48 years old, and who was asleep at that time.

Suspect threatened to hurt her and because of fear, she ran and reported the incident to Magallanes Municipal Police Station (MPS). Elements of Magallanes Municipal Police Station led by PSI Gaudencio V Cajutol Jr. proceeded to the area to pacify the suspect but the latter hide inside the room.

After several minutes, the suspect suddenly went out, armed with the said bolo and wood stick, assaulted and hacked PO2 Bernardo Rante. SPO1 Alasaas saw that PO2 Rante was in danger, he shot the suspect once at the thigh to neutralize him, afterwards the responding police confiscated the deadly weapons.

PNP arrests wanted person 

On August 17, 2009 at around 9:00 o'clock in the morning at Hidalgo Village, Barangay Libertad, Butuan City, elements of Butuan City Police Station 2 led by SPO3 Advincula apprehended one Policarpio Cortes Pascual Jr., 62 years old, married and a resident of Purok-2, Barangay Imadejas, Butuan City by virtue of Warrant of Arrest (WOA) issued by Hon. Judge James V. Go, MTCC Branch 2, Libertad, Butuan City for the crime of Attempted Homicide docketed under criminal case number 41478 with recommended bail bond of Php12,000.00. 

Arrested person was turned-over to the issuing court for proper disposition. 

Also, at around 5:00 o'clock in the afternoon of the same date at A. D Curato Street, Butuan City, elements of Butuan City Police Station 1 led by SPO3 Alex Morgadez apprehended one Analyn Cullantes Luspo, 30 years old, single and a resident of Colrai Macabalan, Cagayan de Oro City by virtue of Alias Warrant of Arrest (WOA) issued by Hon. Judge Francisco Maclang of RTC Branch 3, Butuan City for the crime of Frustrated Murder and Revocation of Probation under criminal case number 8760.

Apprehension of a Belgian national for violation of immigration law
 

A Belgian National identified as one Noel P.E.M. Schellekens, 34 years old, married with address at Herentalsebaan 9, Malle, Belgium and presently residing at Dapa, Surigao Del Norte was apprehended by personnel from Bureau of Immigration and Surigao City Police Station at Surigao City Airport, Barangay Luna, Surigao City. 

Said person was apprehended for violation of Immigration Law (Overstaying in the Philippines). He was brought to the Office of Bureau of Immigration for proper investigation after which, he was turned-over to Surigao City Police Station for custody pending result of investigation. PIO-Dinagat Islands launched PDI Patrol

The Provincial Government of Dinagat Islands thru the Provincial Information Office in its mandate to provide responsible information has launched the province’ first local TV Program yesterday, August 17, 2009 at 7:30 in the evening which was anchored by Jimmy S. Jara.

Said program was dubbed as “PDI Patrol” which caters news, current affairs, updates and developments of the National Line Agencies (NGAs), Local Government Units (LGUs) from provincial, municipal and down to the barangays. It will also foster programs and initiatives of the Non-Government Organizations (NGOs), People’s Organizations and other private sectors.

This program will be regularly aired at every 5:00 to 6:00 o’clock in the afternoon of Mondays, Wednesdays and Fridays at DIMPC-Channel 5 in Municipality of San Jose and that of NEWS-MPC Cable Network-Channel 9 which could be seen by its subscribers in the municipalities of Basilisa, Cagdianao, Dinagat and San Jose.

“There is a need to educate on IHL…”, says CHR chief

BUTUAN CITY (August 17) – “…there is a need to educate both parties on the Geneva Conventions and the International Humanitarian Law (IHL). Based on investigations, both parties have violated the law because of ignorance,” says Director Marilyn Pintor of the Commission on Human Rights (CHR) during a press conference held here recently in commemoration of the IHL month celebration.

The statement is Director Pintor’s reply to queries on whether parties to the internal conflict in the Philippines, the New Peoples Army (NPA) and the Armed Forces of the Philippines (AFP) has committed violations to the Geneva Conventions or to the IHL. 
.
Director Pintor reveals that despite IHL there are certain violations of both parties. Foremost are the use of landmines and the alleged recruitment of minors by the NPA. Director Pintor explains that these violations usually occur because of ignorance to the IHL. 
.
Director Pintor also disclosed that violations of both parties to IHL often go unpunished because of lack of domestic laws penalizing violators of IHL. 
.
“Unfortunately, there are no domestic laws that could penalize violators of the IHL. Although some provisions of our law complement IHL, there are provisions of IHL that do not have domestic counterparts,” bared Director Pintor. 
.
Cases were already filed against those who have violated the law. Several activities were also undertaken by the commission to address the gap in the information dissemination of the law. Among these is the conduct of IHL orientation to government troops, circulation of a communiquΓ© on IHL and publication and distribution of IEC materials on IHL. 
.
Atty. Ernesto Brocoy, IHL Committee Chairman reiterates the need to widen advocacy on IHL for all concern to be able to adhere to the law. 
.
“There is really a need to reinforce IHL for both parties to adhere,” says Atty. Brocoy.
.
The press conference was conducted under the auspices of the Philippine National Red Cross (PNRC) in commemoration of the IHL month celebration. The press conference aimed to increase awareness on the basic principles of IHL and promote its observance in times of armed conflict.

To commemorate the IHL month, a walk for a cause was also conducted. Volunteers from the different schools in the city, representatives from the different local government units (LGUs) and national line agencies, as well as non-government organization participated in the activity.

Volunteers present during the “walk for a cause” also made a human formation of IHL to remind those present that even in war there are limits.

BCWD privatization: Creating equity to Butuanons access to cheaper water rates, better service
.
BUTUAN CITY (August 17) – The struggle over water is certainly not a new phenomenon. A series of discussions, meetings, SP Committee hearings have been conducted by different agencies in the government including NGO’s in an effort to resolve the Taguibo Watershed Issue that allegedly affects the quality of water supplied by Butuan City Water District (BCWD).
.
However, in the morning of August 15, a press conference was held by People’s Movement for Socio Economic Development (PMSed) with Head Convenor Roberto Rosales who presented a whole new idea that will accordingly reduce payments of water bills benefiting BCWD consumers and could result to better management of the utility.
.
In a letter dated July 3, 2009 to Local Water Utilities Administration (LWUA) Chairman of the Board, Prospero Pichay Jr. the movement proposed for BCWD’s privatization allowing consumers to become stakeholders.
.
Under the PMSed proposed privatization plan, it was being offered to pay off the existing 1 billion peso loan obligations of BCWD to LWUA.
.
 By allowing consumers to be stakeholders, it was also being proposed to convert their deposits into equity contribution and be accorded 35-45% of the total equity contribution giving the people of Butuan a chance to be members of the board, while the 55% will be offered to interested local businessmen.
.
With the contention that BCWD is to go up against privatization, instead of proposing a total overhaul of the top management level, PMSed Head Convenor Roberto Rosales said, “there will be an option of retaining them from their position as they are more knowledgeable of the operation.”
.
The Taguibo Watershed controversy have always posed a major challenge to the people of Butuan, but with the privatization plan it is now the local media industry that was being challenged by Mr. Rosales for the realization of said proposal.
.
The media, as catalyst for change will lead Butuanons in convincing the majority to support and lobby for BCWD’s conversion into a public corporation.
.
Rosales revealed, PMSed’s letter to LWUA Board Chairman Prospero Pichay seeking his support for the privatization proposal has something to do with BCWD’s 1 billion total loan to LWUA.
.
During the said press conference, part also of the revelation is LWUA’s alleged disclosure of more than 140 million loans for BCWD’s mechanical filtration plant which includes the installation of 7 micro filter projects contrary to what has been divulged to the public which is only 83 million.
.
Said micro filter supposed to be BCWD’s solution of providing continuous water supply despite turbidity in its water source in Taguibo River.
.
Another revelation according to Mr. Rosales is the fact that BCWD is not in the position to get hold of a new loan outside LWUA. 
.
“Acquiring another multi-million loan to purchase from Israel the 7 micro filters now installed by BCWD according to LWUA Board Chairman Prospero Pichay can put them in jail,” said Mr. Rosales.
.
As the technical advisory service and financial provider of water districts n the Philippines, LWUA’s policy states that a waiver has to be executed first to grant authority to water districts to obtain loans from other lending institutions if the funding requirement is not available from LWUA or the project being endorsed for funding was not approved.
.
In BCWD’s case, it needs such waiver after LWUA disapproved the granting of additional funding requirement of the micro filter project in which it did not obtain. 
.
The challenge of PMSed to the local media to build an alliance in an effort to get the public’s support to convince LWUA Board Chairman Pichay to let water consumers become part owners of BCWD and in the hope to be replicated in other areas in the country gained favourable response. 50% discounted essential drugs starts today – DOH
.
The Department of Health (DOH) today announced the start of the availability of selected essential drugs and medicines at 50% reduced prices in all drug retail outlets across the country. 
.
The good news came after President Gloria Macapagal-Arroyo accepted the letter of undertaking of pharmaceutical companies to voluntarily reduce prices of 16 common and expensive medicines and signed on July 27 Executive Order 821 that prescribes the maximum drug retail price (MDRP) for 5 selected drugs and medicines for diseases that account for the leading causes of morbidity and mortality.
.
“A total of 21 molecules/medicines and all their different preparations under the MDRP and GMA-P list will be available to the public at half their original prices starting today in all drug retail outlets and hospital pharmacies nationwide. We are very optimistic that this development will boost the purchase power of our financially-strapped fellow Filipinos who want to avail of needed medicines but cannot due to its exorbitant prices,” Health Secretary Francisco T. Duque III said.

The health chief said that the public can look up the new prices of these selected essential drugs and medicines in the posters displayed in drug retail outlets and hospital pharmacies and in newspaper advertisements.
.
Duque said that drug outlets expected to implement the MDRP and GMA-P lists include drugstores and hospital pharmacies, especially those with automated systems. He said that for those with manual systems, non-compliance by September 15 will mean penalties and sanctions after due process.
.
The health chief stressed that drugs and medicines whose generic names are listed in EO 821 could not be sold above the corresponding MDRP.
.
“Although selected branded drugs are now 50% cheaper, we, however, would like to re-emphasize that generic medicine is just as good as their branded counterparts and is generally affordable. We should always look for medicines that we can afford,” Duque advised, noting that there are Generic Menu Cards in each and every drug retail outlet that the public can look at to provide them with information on the prices of medicines and of all generic equivalents.

Duque also reminded the public that prescription medicines must only be dispensed with a doctor’s prescription and must only be bought in pharmacies and not in doctor’s clinics in compliance with the Pharmacy Law.
.
“Now that medicine prices are going down and maintenance medication and antibiotics are becoming more affordable, patients should now complete their antibiotic courses and become more compliant with their daily maintenance medicines. In doing so, we hope to achieve better health outcomes, less complications and improved quality of life,” Duque said.
.
Duque said that there will certainly be price differentials due to the lowering prices but this should not be shouldered by retailers but by manufacturers. He said that “It is now up to the drugstores and hospital pharmacies to iron out details on rebates for products/inventories that were bought at higher prices. But the assurance is there in black and white that the companies concerned will shoulder the cost for the price differentials”.

“All drug dispensing outlets, be it DOH hospitals or other government and private entities, should comply with these new policies. We are setting up complaints desks in all Centers for Health Development offices in the country to take in calls or reports regarding outlets that are not complying with the law,” Duque said. (DOH)

Sustainable Forest Management lessens ecological disasters
.
Amid wanton destruction of Philippine forests, described as the most rapid and most massive in the world, various NGOs and environmentalists see sustainable forest management a crucial undertaking as we face the global threats of climate change. 
.
Authorities say that the never-ending denudation of already limited forest cover results to ecological and economic disasters. According to a Food and Agriculture Organization (FAO) report, at least 163,000 hectares of forest is lost every year. The Department of Environment and Natural Resources (DENR) lists, “some 38 areas nationwide are prone to frequent landslides and flooding, most of which are located in the heavily denuded forest areas.”
.
While efforts have been started since the United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro in 1992, much needs to be realized. The once lush Philippine forest cover estimated at 21 million hectares in 1990 or 70% of the country’s total land area was reduced to a measly 800,000 hectares or 18% after a decade. By 2010, Philippine forest cover is projected to be reduced to an upsetting 266,666 hectares or six percent (6%).  
.
Meanwhile, House Bill 137 titled “An Act Instituting a Self-Sustaining Forest Management Program, by Providing Incentives to Tree Planters on Private Lands, Forest Lands, and other Public Lands and for Other Purposes or the “Tree for Legacy Act of 2007” filed by Aurora Rep. Juan Edgardo Angara empowers the citizenry in sharing with the national government and local government units the responsibility in the management and maintenance of ecological balance within their community.

The bill explains that “there is no single solution to all the ecological and economic disasters but the “Tree for Legacy Act” as a Forest Management Program is certainly one of them”. The bill’s objectives are consistent with Executive Order 263 and 318 in promoting community-based approaches in attaining sustainable forest management in the country. The bill encourages tree plantation development from both private and public lands, which is very important in integrated watershed management.

Ramon San Pascual, Executive Director of the Philippine Legislators’ Committee on Population and Development Foundation, Inc. (PLCPD) said, “Once enacted, this bill will provide the mechanisms in ensuring sustainable forest management that will consequently contribute in reducing ecological and economic threats posed by climate change.”

Arrest of illegal drugs suspects 
On August 12, 2009 around 10:00 in the evening at Purok-1 Barangay 9 Poblacion, Buenavista, Agusan del Norte, elements of Buenavista Municipal Police Station led by PSI Artemio S Suarez apprehended one Ronald Ramacola , 24 years old, single and a resident of the above-mentioned place for Violation of RA 9165.

Ramacola was caught possessing one small sachet of suspected shabu, two pieces empty sachet with residue of suspected shabu, one plastic container of "tawas", and aluminum foils. 
.
A case for Violation of Section 15 Article II of RA 9165 was filed at the Provincial Prosecutor's Office in an inquest proceeding under NPS no. XIII-02-INQ-09H-00065.

Report on shooting incident 
.
On August 14, 2009 around 6:30 o'clock in the morning at Purok 1-A Barangay Urbiztundo, Claver, Surigao del Norte, one Joveliano Almazan aka "Titing", 40 years old, married, a security guard of Oriental Synergy Mining Corporation (OSMC) was abducted at his residence by more or less ten armed men believed to be members of local Communist Terrorists (CTs) wearing black uniform with their weapons tied with orange signage.

Joveliano Almazan was then brought to the mountainous area of the said place and was shot to death using an unknown caliber of firearm. Meanwhile, 40 other members of the group provided blocking forces. Afterwards the CT group immediately withdrew towards Barangay Cagdianao, Claver, Surigao del Norte.
.
The victim sustained multiple gunshot wounds in his body which resulted to his instant death. Claver Municipal Police Station personnel were able to recover two spent shells of M16 at the crime scene and still conducting thorough investigation to determine the motive behind the killing and to identify the leader of the group for filing of appropriate case in court. Intercepted explosive ingredients 
.
828 sticks of dynamite and 3.6 meters of connector were intercepted by joint elements of Philippine Coast Guard, Philippine Port Authority, AFP K-9 unit, Surigao City Police Station and Surigao del Norte PPO at Lipata Ferry Terminal on August 14, 2009 at around 11:40 in the evening.

Said explosive ingredients were loaded on a ten-wheeler container truck bearing plate number UTP-813 driven by Edgar Gualtea Navarro with helper Hilarion Gualtea Escala and escorted by PO1 Moises Castillo Cuenca of Special Mobile Group/Malampataya Task Force stationed at Batangas PPO.

Initial investigation disclosed that the said items were owned by Monti-Vil Trading, one of the contractors for road development along Tandag-Barobo area to be ferried from their magazine at Comval Provincial Office compound, Nabunturan, Compostela Valley Province to Batangas.
.
However, when the composite team verified the legality of the aid items for transport, the driver and the escort failed to show pertinent documents. Intercepted items are now under the custody of Surigao City Police Station for proper disposition. (PNP-13/ PIA-Caraga)

Report on vehicular accident

On August 14, 2009 at around 11:00 o clock in the evening, one unit Hi-Lux pick-up bearing plate number LHI-258, color white driven by SSgt Rolando Ecobar, of legal age, married and a resident of Sta. Irene, Prosperidad, Agusan del Sur with two companions on board identified as Major Agapito Acebes, Philippine Army, married and a resident of Bohol and one German Lumimbay, 23 years old, single, a resident of Sibagat, Agusan del Sur and member of Cafgu Active Auxiliary (CAA) presently detailed at 401st Brigade, PA when traveling along the National Highway of Purok-7, Barangay Wakat, Barobo, Surigao del Sur and while negotiating a left curve, the driver lost control that resulted the vehicle to turn upside down.

Victims were brought to D.O Plaza Memorial Hospital, Patin-ay, Prosperidad, Agusan del Sur by the responding elements of Barobo Municipal Police Station but unfortunately, CAA German Lumimbay was pronounced dead on arrival by the attending physician while Major Agapito Acebes and SSgt Rolando Escobar are now under medical treatment. On August 15, 2009 at 10:15 in the evening at Purok 8, Cutamora Subdivision, Barangay Taglatawan, Bayugan City, a certain Jover San Juan Gilagila, 22 years old, single and a certain Wilson Sarque Esturba, 22 years old, both residents of said place were shot by Pastor Trongcoso Dultra, 55 years old, married, Local Government Employee of Bayugan City and resident of Purok-6, Barangay Maygatasan, Bayugan City using cal .45 pistol.

Victims sustained multiple GSW on the different parts of their body and were immediately rushed to New Bayugan Medical Hospital and later evacuated to DOP Memorial Hospital for further medical treatment. PNP elements of Bayugan Police Station led by PO3 Rodrigo Coton proceeded to the area and conducted hot pursuit operation which resulted to the apprehension of the suspect.

Recovered and confiscated from suspect's possession were one cal .45 pistol Norinco, model 1911, bearing serial no. 844829 and one magazine without ammunitions. Further investigation revealed that the victims together with some unidentified companions allegedly all armed with sharp bladed weapon harassed the suspect and defended himself by firing upon the aforesaid victims.

Recovered from the crime scene were three long sharp bladed instrument and two hunting knives allegedly owned by the victims and their companions. Motive-misunderstanding. Progress report to follow.

Also, at 12:00 midnight of the same date, SPO1 Jonelito Estebe, a member of Malimono Municipal Police Station was shot allegedly by Communist Terrorists (CTs) at the Gymnasium of Barangay Cansayong, Malimono, Surigao Del Norte.

Victim sustained lone gunshot wound on his neck and immediately rushed to Caraga Regional Hospital for medical treatment. Investigation conducted disclosed that SPO1 Estebe and three others policemen, all members of Malimono Municipal Police Station were performing official duties providing security during the fiesta of said Barangay when a commotion transpired inside the Barangay Gymnasium, SPO1 Estebe and his comrades responded to pacify those involved in the said trouble.

However, he was shot by the suspect afterwhich took his issued firearm, and fled heading towards Barangay Cantapoy of said municipality. Hot pursuit operation is still going on with coordination of friendly forces in the area.

Report on illegal logging

Joint elements of Malimono Municipal Police Station led by SPO3 Antonio C Cayasa and DENR personnel Mr Jerry Cortes and Mr Noel Nambatac recovered 18 pieces abandoned sawn lumbers of different sizes on August 14, 2009 at 10:00 in the morning at Barangay Cantapoy, Malimono, Surigao del Norte.

Said lumbers approximately 543.66 board feet with a total estimated market value of Php 10,000.00 were allegedly owned by a certain Susan Bujuyo, of legal age, married and resident of Opol, Misamis Oriental.

Recovered lumbers are now under the custody of DENR, Surigao City for proper disposition. (PNP-13/ PIA-Caraga)
