DOH: Anti-H1N1 vaccine possibly available in October

Dr. Eric Tayag, chief epidemiologist of the Department of Health (DOH), hinted that A(H1N1) flu vaccine might be available in the market by October this year.

In a television interview, Dr. Tayag said the production of the vaccine is now being fast-tracked and this may be available first in the United States of America (USA).

The DOH chief revealed that the development of the anti-swine flu vaccine was not subjected to the usual rigorous step-by-step process in order to be approved due to its immediate necessity.

While the vaccine is still being developed in Australia and the United Kingdom, the DOH is reminding the public to continue practicing the following health tips:
a.) to keep your three feet distance
b.) wash your hands regularly
c.) cover your mouth when coughing
d.) stay at home if not feeling well

He warned also the public that the high risk individuals – such as people with respiratory problems, of old age, and pregnant women – should be more extra careful so as to avoid infection.

In the same interview, Dr. Tayag performed a sample of the ‘Jai Ho H1N1 campaign’ dance steps which will be launched to make the health tips on anti-influenza be more retentive in the public’s mindset.
The DOH official likewise announced that the recovery rate from A(H1N1) infection in the country is very positive saying, “halos lahat gumagaling kasi mild lang ang virus at hindi parin nagbabago”. (PIA)
AFP Officer begs ALCADEV and media to be fair and honest

BUTUAN CITY (July 24) – “I beg our friends in the media and the teachers of the ALCADEV to be fair and honest. I call on them to prove their allegations regarding our troops.” Lt. Col. Benjamin Pedralvez, Jr., 58IB Commanding Officer implores during a press conference here, in this city, recently.

The press conference is the Armed Forces of the Philippines (AFP) response amidst reports of a military combat operation in Barangay Diatagon, Lianga, Surigao del Sur that resulted to the mass evacuation of the residents in the area.

LTC Pedralvez disproves reports that his troop is conducting a military combat operation in the area.

“The troops assigned in the area are not for combat operation but for the peace and development project of the government under the Kalayaan program,” explains LTC Pedralvez.

LTC Pedralvez relates that his troops conduct research and development project in the area and have in fact completed several projects. These projects include roads, water systems and school buildings.

“We do research and development projects. We determine what the residents need and act on them. In some areas in Surigao del Sur, we have built schools, roads, water systems and even bridges,” says LTC Pedralvez.

LTC Pedralvez alleged that the mass evacuation is instigated by the Alternative Learning Center of Agricultural and Livelihood Development (ALCADEV) Inc., a tribal school.

According to him, ALCADEV coerced the residents of the area to leave their houses because the military will bomb the school and indigenous people’s (IP’s) communities due to the presence of communist terrorists in the area.

LTC Pedralvez said that this is clearly a manipulative feat of the ALCADEV to taint the image of the armed forces and spawn chaos.

“What ALCADEV is doing is clearly misguiding and misinforming the public so as to taint the image of the military and at the same time spawn chaos,” says LTC Pedralvez.

Based on reports, ALCADEV, accused by the military of misinforming the residents also points a finger to the military for branding them as leftist.

Pedralvez clarifies that they are not saying that ALCADEV is a front or an NPA group but it could be that the group is infiltrated by NPA members, which could be using the organization to further their own agenda.

Pedralvez elucidate that some of the members of the ALCADEV are actually members of the National People’s Army (NPA), the armed wing of the Communist Party of the Philippines.

“According to our intelligence reports, some members of the organization are sympathizers and even members of the left wing party,” explains LTC Pedralvez.

LTC Pedralvez also dismissed allegations of ALCADEV regarding the troops. Among these is the alleged espionage of the government troops on the residents of the area, using binoculars and other gadgets.

LTC Pedralvez said that the military is well-disciplined and are gentlemen.

LTC Pedralvez also belies reports that some troops are sleeping on the houses of the residents in the area. He challenged those who have personal knowledge on the incident to file an affidavit and take pictures.

“We couldn’t act on an allegation, so we ask them to furnish us with proofs and we will act on them. Submit an affidavit and take pictures, then we will act on it,” says LTC Pedralvez.

PNP arrests wanted person

On July 23, 2009 at 10:00 in the morning, PNP elements of Butuan City Police Office led by SPO3 Alexander Morgadez served the warrant of arrest (WOA) to a certain Daniel Esguerra, 22 years old, single and resident of Purok-2, Imadejas Subdivision, Butuan City.

Said WOA was issued by Hon Judge James V Go of MTCC Branch 2, Libertad, Butuan City for the crime of resistance and disobedience to agents of person in authority, docketed under CC no. 40271 dated July 9, 2009.

Subject person was turned over to the issuing court for proper deposition.

Also, on July 21, 2009 at 6:10 in the evening at San Isidro, Marihatag, Surigao del Sur, PNP elements of Marihatag Municipal Police Station led by PO3 Reynaldo S Macheca arrested a certain Jingle Tejero alias “Tata”, 22 years old, married and resident of said place by virtue of WOA issued by Hon Judge Alfredo P Jalad of RTC Branch 28, Lianga, Surigao del Sur for the crime of kidnapping and serious illegal detention, docketed under CC no. 2192.

Report on surrendered firearm

A certain Marshial Beran Duarte, 37 years old and resident of Barangay Maasin, Pilar, Surigao del Norte voluntarily surrendered one unit S&W 357 magnum (paltik) without serial number and with 3 live ammos to 144th RMG Company, Barangay 11, Dapa, Surigao del Norte on July 23, 2009 at 3:00 in the afternoon.

The surrender was the result of the effort made by RMG personnel by conducting dialogue and information drive at said place regarding National Firearms Control Program.

Report on vehicular accident

On July 22, 2009 at 6:30 in the afternoon, one single motorcycle with plate no. KV 8739 driven by one Ernesto Sabio, 60 years old, married and resident of District 1, Barangay Aclan, Nasipit, Agusan del Norte while running at the National Highway of Barangay Aclan going to Cagayan del Oro City was accidentally bumped by a delivery van (canter), bearing plate no. WNN 766 running on the same direction.

Said Van was driven by a certain Pablito Gonzaga, 30 years old, married, resident of Barangay Tiniwisan, Butuan City.

Motorcycle driver died instantly while the driver of the delivery van voluntarily surrendered to Carmen Municipal Police Station. Case is on the process of investigation for filing of appropriate charges in court. (PNP-13/ PIA-Caraga)

Report on illegal gambling

On July 21, 2009 at 4:55 in the evening at Barangay San Nicolas corner Diez Street, Barangay Taft, Surigao City, PNP elements of Surigao City Police Station led by PINSP Renel E Serrano apprehended the two suspects identified as one Meson Febra, 39 years old, married, tricycle driver, resident of Purok-2, Barangay San Juan, Surigao City and a certain Jason Malto, 19 years old, single, driver and resident of Purok-3, Barangay Canlanipa, Surigao City.

Suspects were actually caught engaged in illegal gambling known as Bale-bale.

Confiscated from their possessions were bet money amounting to Php 380.00 in different denominations and two pieces .25 centavos cents and other gambling paraphernalia.

Case was filed at City Prosecutor's Office in an inquest proceedings docketed under NPS-XIII05-INV-09G-00169 dated July 22, 2009.

DFA, VP Noli reiterate deployment ban to Afghanistan, Iraq

The Department of Foreign Affairs (DFA) and Vice President and presidential adviser on Overseas Filipino Workers (OFW)s Noli De Castro are urging again Filipinos who wish to work abroad to avoid countries with work deployment ban, including Iraq and Afghanistan.

This, after 10 Filipinos were among the 16 who died in a helicopter crash in Kandahar, Afghanistan.

In a radio interview, VP De Castro called on the Filipino people saying, “sana sa mga nakikinig na naghahanap ng ikabubuhay sa ibang bansa, huwag niyong patulan ang Afghanistan.”

He explained that the main reason why the DFA is implementing the deployment ban is to keep OFWs from harm’s way. “Kapit sa patalim pero manganganib naman ang inyong buhay.”

De castro explained that Filipinos are forced to work in Afghanistan because of huge compensation offer. “Malaki kasi ang alok, gaya nitong isa - $1,300 ang suweldo bilang karpentero. Marami talaga ang trabaho doon kasi may ginagawang dalawang base military.”

The Vice President assured the public that assistance is being extended to the 10 OFWs who got involved in the helicopter accident earlier. “Tulungan natin itong mga biktima – legal o illegal man ang kanilang dokumento – kasi mga Filipino din ang mga ito. Hahabulin din natin ang kanilang mga employers para maibigay ang kanilang mga benepisyo.”

VP Noli also revealed that OWWA is also looking at possible benefits which can be extended to the victims.

State-owned tanker gets P30-million claim from GSIS


Operations of a damaged oil tanker of state-owned Philippine National Oil Corp.-Shipping & Transport Corp. (PSTC) have been restored with a P30-million claim from the Government Service Insurance System (GSIS).

The GSIS, one of the country’s leading non-life insurer and reinsurer, has already turned over P30-million in insurance claim to PSTC for the repair of its vessel, M/T Emilio Jacinto.

PSTC filed a P30-million claim from the GSIS after the main engine of one of its insured vessels was damaged after unloading petroleum products in General Santos City.

M/T Emilio Jacinto, which was bought in February last year by PSTC from Hongkong-based Prime Capital Equities Ltd., began its trading operation in April 2008 carrying petroleum products. It reported damage to its main engine May of the same year.

The vessel is a sleek and compact tanker with a capacity of 33 MB. It is 90.38 meters long, 13.80 meters wide, and has a depth of 7.28 meters. Classed under Bureau Veritas, the M/T Emilio Jacinto weighs 4,100 metric tons and is under a time charter contract with Petron Corp. for 10 years.

The GSIS, as empowered by law, is engaged in the non-life insurance business and sells the following insurance products: motor car, fire, personal accident, aviation, contractor’s all risk, suretyship bond, and marine.

Its marine insurance covers risks against all loss or damage to a vessel, craft, aircraft, goods, freight, cargoes, etc.

“Our recent turnover of a P30-million check to PSTC signifies GSIS’s commitment to all of its clients. The GSIS, as one of the pillars in the non-life insurance industry, is always trying to find ways to make claims faster and more efficient,” GSIS President and General Manager Winston F. Garcia said.

Under the law, all assets, properties, and interests of the government have to be insured with the General Insurance Fund of the GSIS.

PSTC is a government-controlled corporation that has been engaged in petroleum marine transport services for the last 30 years. It is one of the key service providers of Petron, the Philippines’ largest oil refining and marketing company.

The GSIS, through its General Insurance (GI) business, earned P2.19-billion in net operating revenues in 2008, a reversal from losses of P828.61 million incurred the previous year.

The state-pension fund’s GI group generated P6.95-billion in gross revenues last year, mainly from insurance premiums and revenues from investments, from P4.49 billion recorded in 2007.

The group posted P4.61 billion in insurance premiums last year, higher than the P4.48 billion earned in 2007.

The GI Optional life insurance business, in particular, generated gross revenues of P2.61 billion in 2008. Its pre-need business, on the other hand, posted gross revenues of P233.6 million. (GSIS/ PIA-Caraga)


Bayugan LGU suspends Nole High School classes due to A(H1N1) case


BUTUAN CITY (July 23) - The Local Government Unit of Bayugan, Agusan del Sur and the school officials of Noli High School decided to suspend classes effective July 22, 2009 until July 30, 2009 because of the 1 positive case of Influenza A (H1N1) in Noli High School. This case is one of the additional 5 cases reported in the region.

The other two schools were also closed namely; Noli Elementary School and ADSPL because of its proximity to the affected school and a significant number of students have developed Influenza-Like-Illness (ILI). All of the ILI cases are already managed at home and high risk cases are being monitored closely. The local health department is continuously monitoring cases of ILI especially in other unaffected schools. Teachers, parents and students are advised to stay at home when they manifest signs and symptoms of ILI like fever, cough, nasal congestion and sore throat.

Meanwhile, there are 5 more additional cases under observations in the region bringing the total to 38 cases since the start of surveillance last May 23, 2009. Out of 38 CUOs, 9 were positive, 25 negative and 7 are still waiting for laboratory results. Close monitoring of cases with underlying conditions is being undertaken. (DOH-13/ PIA-Caraga)


BCPO stood firm to act within the bounds of law

BUTUAN CITY (July 23) – A rift between the local government of Butuan and Agusan del Norte may soon escalate following an incident at Taguibo area yesterday morning.

On July 20, the office of City Police Director Joseph Plaza received a letter from Agusan del Norte Provincial Police Director Benson Leleng asking for a security assistance for the members of the Multi-Sectoral Team who will be passing at Barangay Anticala in going to the watershed area.

The Team was tasked by the Provincial Peace & Oder Council to investigate from July 22-24 the alleged illegal mining, illegal logging and illegal road construction being done inside the watershed area part of which is in San Antonio, RTR under the jurisdiction of the provincial government of Agusan del Norte.

Yesterday morning, City Councilor Randolph Plaza, City ENRO Alexander Alaan along with members of the City Mobile Group led by City Police Director Joseph Plaza blocked the Team at Barangay Taguibo to prevent them from passing the area.

“Butuan City Police Office acted within the scope of our duty, we are just exercising police power within a defined legal or territorial area of responsibility,” stressed City Director Plaza on the incident.

It was learned, that Agusan del Norte Multi-Sectoral Team failed to coordinate with the LGU of Butuan, that raised city official’s suspicions as to the motives in going to Anticala instead of concentrating its investigation in San Antonio, RTR.

Meanwhile, City Tourism Council Chairman Daisy B. Plaza last week met with some members of the Committee on Environment of the Sangguniang Panglunsod of Butuan and discussed the possibility of establishing an independent investigative group to tackle the issue. Mrs. Plaza belied reports that the city government has done nothing to resolve the problem at the watershed.

BCWD in its complaints submitted to the Committee on Environment mentioned Mr. Erwin Plaza, son of Mayor Democrito D.Plaza II to have been involved in the illegal activity within the watershed, and implicated 2 local officials in the city.

The Sangguniang Panglunsod Committee on Public Utilities and Committee on Environment are set to conduct a joint hearing of the issue of alleged illegal logging/mining within the Taguibo watershed.

BCWD Manager Engr. Anselmo San Tian on the other hand specifically blamed the on-going illegal activities in Anticala, Butuan and San Antonio, RTR in Agusan del Norte as the primary cause of water turbidity forcing the management to shut down the infiltration gallery whenever it rains rendering the whole Butuan waterless. PNP arrests wanted person

A certain Josephus Templa Flores, 29 years old, married and a resident of Purok-1, Barangay Doongan, Butuan City was arrested by elements of Butuan City Police Station 2 (BCPS2) led by SPO3 Advincula on July 22, 2009 at around 12:00 noon for qualified theft.

Suspect was arrested by virtue of Warrant of Arrest (WOA) dated July 10, 2009, under criminal case number 13530, issued by Hon. Judge Edgar G. Manilag of RTC Branch 33, Libertad, Butuan City with recommended bail bond of twenty four thousand pesos (P24,000.00).

On July 21, 2009 at around 4:55 in the afternoon along San Nicolas corner Diez Street, Barangay Taft, Surigao City, two male suspects identified as Messon Miranday Febra, 39 years old, married, tricycle driver and a resident of P-2, Brgy San Juan, Surigao City and Jason Ravelo Malto, 19 years old, single, tricycle driver and a resident of P-3, Brgy Canlanipa, Surigao City, who were caught in the act engaged on illegal gambling locally known as "Bale-Bale" were apprehended by elements of Surigao City Police Station (SCPS) led by investigation officer PInsp Renel Estrada Serrano.

Confiscated from their possessions were gambling paraphernalia, bet money amounting to three hundred eighty pesos (P380.00) paper bills in different denominations and two pieces twenty five-centavo coins.

Report on encounter

On July 20, 2009 at about 10:30 in the morning at Barangay Agsabo, Esperanza, Agusan del Sur, elements of Alpha Company 26th IB, 41ID PA, while conducting roving patrol encountered undetermined number fully armed communist terrorists (CTs) led by unidentified commander.

Firefight ensued, which resulted to one killed in action on the government side identified as PFC Ellama while undetermined casualty on the enemy side.

Reinforcement team led by 2Lt. Esilen immediately proceeded to the encounter site and conducted pursuit operation against the fleeing CTs. (PNP-13/ PIA-Caraga)

CLEEP employs 237,601 Pinoys

National Anti-Poverty Commission (NAPC) Secretary Domingo F. Panganiban revealed that at least 237,601 Filipinos have earned employment during the last six months under the Arroyo government’s Comprehensive Livelihood and Emergency Employment Program (CLEEP).

In a statement, Secretary Panganiban said the generated jobs are in public works and services with more than P7 billion already committed of the P13.58 billion as pledged by various agencies to the CLEEP.

Panganiban reported that DPWH has hired some 46,604 workers; DA provided emergency jobs for 37,524 workers; DSWD 27,127; DTI hired some 29,545; DepEd employed 19,356 workers for its herbal soap-making project and as utility workers; and 13 other government agencies provided jobs to 77,445 Filipinos across the country.

The Secretary hinted that the figure is yet to grow as agencies are still in the process of tallying its CLEEP reports.

Accordingly, President Gloria Macapagal-Arroyo is closely watching the implementation of the project to ease the burden of the people amidst the challenges of the global economic slowdown.
In a related development, the Arroyo administration, in its relentless effort to open new and better job opportunities here and abroad, has already generated more than 6.3 million jobs since 2001 for wage employment alone in sectors like the ICT and BPO and through jobs facilitation program.

To better the workers condition, the daily minimum wage in the private sector were increased from P265 in 2001 to P382 to date, while in the government, salaries of state employees were raised four times, including this year with the first of the four tranches of the Salary Standardization Law 3 after being signed by President Arroyo. PGMA, VP Noli groundbreaks new housing project for state workers

President Gloria Macapagal-Arroyo, and Housing and Urban Development Coordinating Council (HUDCC) chairman and Vice President Noli de Castro have graced the groundbreaking of a new socialized housing project that will benefit less than 3,000 state employees.

The housing project, located within the New Bilibid Prison Reservation Property in Alabang, Muntinlupa City, will be developed on a 41-hectare property which will be offered to employees of the Office of the President (OP), the Department of Environment and Natural Resources (DENR), the Department of Justice (DOJ), the Bureau of Correctional, and the City of Muntinlupa.

HUDCC chairman and Vice President de Castro said the houses and lots will also be offered to other government employees after four months that the priority agencies’ employees were not able to buy the units through their Pagibig Fund contributions.

Project developer R-II Builders was also present through its chairman Reghis Romero III and president/CEO Pol T. Sanchez. Romero said they have one year to finish the first phase of development in 16.76 hectares covering 1,495 units which involves the construction and selling of the housing units.

Close to 3,000 government workers stand to benefit from the government housing project within the New Bilibid Prison reservation in Muntinlupa following its groundbreaking this morning by President Gloria Macapagal Arroyo and Vice President Noli de Castro.

The new socialized housing project on the 41-hectare gently rolling property will be offered to employees of Office of the President, Department of Environment and Natural Resources, the Department of Justice and its attached agency the Bureau of Correctional and the City of Muntinlupa.

In the same event, President Arroyo signed into law the Home Mutual Development Fund (HMDF) Bill with Vice President Noli de Castro, Senate President Juan Ponce Enrile, Senate Majority Leader Juan Miguel Zubiri, and Representatives Edcel Lagman & Amelita Villarosa as witnesses.

BUTUAN CITY (July 22) - Caraga Police Regional Director PCSupt Jaime Milla vowed to strictly implement the National Firearms Control Program in line with the E.O No 817. The government is now in its massive campaign against loose firearms, offering ultimate amnesty for holders of loose firearms. After this, aggressive police operations will commence against firearms law violators, and there will be no let-up in the campaign to rid our society of these tools of criminality. Stiffer penalty will now be imposed for firearms law violators. Following is the Press Statement of DIRECTOR GENERAL JESUS VERZOSA, Chief, Philippine National Police on July 16, 2009:

“As ordered by President Gloria Macapagal Arroyo pursuant to Executive Order No. 817 implementing the National Firearms Control Program, the Philippine National Police shall, henceforth, conduct aggressive interdiction operations to confiscate loose firearms in the hands of threat groups, criminal elements, civilian gun holders, and delinquent license firearms owners.

Among other objectives, The National Firearms Control Program seeks to account for all firearms in the possession of the general population including those covered by expired licenses: to account for all captured, confiscated, surrendered, deposited, abandoned and forfeited firearms in the custody of the AFP, PNP and other law enforcement agencies; to account for all firearms under custodia legis or firearms submitted as evidence in court; and to account for loose firearms in the possession of the threat groups and criminal elements.

Police operations against unregistered firearms will continue with random weapons check operations in crime-prone areas; mobile checkpoints and chokepoint operations; intelligence build-up; internal security operations; application of Search Warrants; and dismantling of private armed groups.

Part of the over-all effort in support of the program for effective firearms control is the legislative agenda that seeks stiffer penalty for possession of firearms particularly when offenders are known members of organized crime groups. We are particularly seeking legislation that will make possession of three or more loose firearms a non-bailable offense.

Among the measures on firearms as recommended during the Firearms Control Summit convened by stakeholders representing the different sectors of society, we have generated a list of more then 500,000 delinquent gun owners who have failed to renew their respective firearm licenses, thus adding to the over-all estimated 1.1 million loose firearms in the country.

Effective October 1, 2009, the PNP is offering a Final General Firearms Amnesty for loose firearms under the National Firearms Control Program.

However, as early as August 1, 2009, we will start processing applications for registration of loose firearms and renewal of expired licenses.

We are starting early in anticipation of the heavy volume of applicants when the month-long general firearms amnesty comes into effect in October. By that time, we hope we will be able to process all applications and issue the updated firearms license cards.

From August 1 until October 31, 2009, all holders of firearms with expired licenses will be given the chance to renew their expired licenses waived of penalties and surcharges.

Likewise, we are giving all holders of undocumented firearms the chance to peacefully surrender these illegal weapons during the last and final amnesty period 1-31 October to avoid criminal prosecution. At the same time, we are giving those holders of loose firearms the opportunity to legalize their ownership of these unregistered guns to become duly license firearms.

To ensure effective implementation of the Amnesty Program for loose firearms and expired licenses, we are streamlining systems and procedures to facilitate convenient and simplified processing of all firearms license applications.

This is the ultimate amnesty we are offering for holders of loose firearms. After this, aggressive police operations will commence against firearms law violators, and there will be no let-up or sacred cows in this campaign to rid our society of these tools of criminality. We are optimistic that upon the termination of the last and final gun amnesty on October 31, laws imposing higher penalties and non-bailable offenses shall have been enacted.

Graduated actions against those who will fail to register their guns or renew their licenses include:
1. Confiscation of firearms
2. Legal Action i.e. Application of Search Warrant
3. Prospect of facing the non-bailabe offense of illegal possession of firearms as legislated

The certainty of punishment is fully provided under our justice system that prescribes 1 to 12 years imprisonment of firearms law violators.

To encourage greater citizen participation in the campaign against loose firearms, we are offering monetary reward for information leading to the confiscation of stashes or cache of loose firearm.

I urge all concerned loose firearms holders to avail of this last and final amnesty that the government is offering.

Anticipating the sudden influx and heavy volume of applications, we urge applicants to file their applications early to avoid the rush. All City and Municipal Police Stations as well as Police Provincial and Regional Offices will be available to accommodate and assist applicants.

Finally, we appeal to our concerned sectors for support in this national undertaking to rid our society of the instruments of crime and violence to establish lasting peace in our country. All of the activities and programs as enumerated were proposed and agreed upon by the delegates who represented various concerned sectors of the Philippine society at the National Summit of Firearms Control held last May this year”. DOH-CHD Caraga bares AH1N1 update

BUTUAN CITY (July 22) - Following the increase of A(H1N1) cases in Mindanao, the Department of Health (DOH)-Caraga Region recently bares update of the pandemic flu that first hits Caraga Region in May, 2009.

To date, this is the latest statistical report of Influenza A (H1N1) in Caraga region:

The Center for Health Development Caraga region is strengthening its coordination with the agencies involved especially the Local Government Units to contain or limit the spread of Influenza A (H1N1) through contact tracing, surveillance of influenza-like-illness, early detection and reporting of suspected cases and continued advocacy at the community.

Of these 33 cases under observation (CUOs), 18 are female and 15 are male with the age ranging from 3 months old to 77 y.o. One of the positive cases is from Rainbow school in Butuan City which prompted school authorities to suspend classes for ten (10) days starting tomorrow (July 22, 2009). Ongoing investigation and contact tracing is still being conducted in areas with new confirmed Influenza A (H1N1) cases.

Again, the precautionary measures to prevent the infection or its spread are: make frequent hand washing a habit, practice proper cough manners, avoid close contact with sick people, stay at home if sick, avoid crowded places if possible and boosting your immune system is the best defense against infection.

We reiterate to the public to be vigilant and comply with the precautionary measures recommended by DOH. If you develop flu-like symptoms (or TRANGKASO) such as fever, sore throat and cough immediately consult a medical professional or call the DOH Hotline at (085) 225-3876 especially if you belong to these highly vulnerable groups with uncontrolled diabetes, frank cardiovascular disease, chronic obstructive pulmonary disease, chronic liver and kidney disease. Blasting activity made by Wee-Eng Construction resulted damaged in Cortes Surigao Sur

BUTUAN CITY (July 22) - More or less One Hundred Thousand pesos the estimated cost of damage caused by the blasting activity made by Wee-Eng Construction yesterday afternoon at about 1:30 in the vicinity of Brgy. Balibadon to Matho section in Cortes, Surigao del Sur.

Four poles structures located in the area were damaged when the falling rocky debris hit the Structures after the blasts.

It took seven hours for the SURSECO II maintenance crews to restore the damaged structures. We replaced three (3) new poles and the other one was only being repaired because it still serviceable. The cooperative also replaced the cut and damaged wires measured about 300 meters and other electrical materials.

Our crews from different offices helped our maintenance crews in Main Office in restoring back the damaged structures.

According to GM Iglorio R. Hinayon that it is very hard and difficult for us to restore the damaged structures because it’s already afternoon when the blasting was made by Wee-Eng that’s why it took for many hours before it become serviceable.

The management of SURSECO II is still negotiating to the management of Wee-Eng Construction regarding the costs of damage. The management would like also to ask an apology to its member-consumers which are affected by the service interruption caused by the incident. (Aguinaldo L. SURSECO II set an election for BOD this July in Surigao del Sur

BUTUAN CITY (July 22) - The Surigao del Sur II Electric Cooperative, Inc. (SURSECO II) is conducting District Elections for Board of Directors in different municipalities/districts in its franchise area this month of July, 2009.

The election is in line with the Board Resolution No. 35 series of 2009 approved by National Electrification Administration (NEA) which set the elections of the Districts of Carmen, Bayabas, Tago, Carrascal and Cortes, all of this province.

The election in Carmen was done on July 11, 2009 (Saturday). The former member of the Board, Jilberto C. Tupas was proclaimed by the District Election Committee (DECOM) as the winner against his opponent Brgy. Capt. Pedrito S. Liquit. Director Tupas was a former member of the Board but he resigned last 2007 because he ran for Mayor in Carmen.

While, in Bayabas, the incumbent Director, Maurelio E. Baghari was disqualified to run because he was not able to comply with all the requirements set by NEA. His opponent for directorship Engr, Macedonio L. Andoy, DTI employee was proclaimed by the DECOM as the winner after the election conducted on July 18, 2009 (Saturday).

On the other hand, the incumbent Director of Tago, Cirilo M. Quiñonezs, Jr. defeated by his opponent, Nicolas C. Laurente, MPDO of Tago on July 19, 2009 (Sunday) election.

This coming July 26 & 27, 2009 will be the schedule for elections in the municipalities of Carrascal and Cortes respectively. The incumbent Director of Carrascal, Celso P. Illegal mining and logging in Taguibo Watershed under Fire, Network formed

BUTUAN CITY (July 22) – “Illegal mining and illegal logging activities in the Taguibo watershed area must be stopped now.” Declared by Rev. Fr. John Christian U. Young, President of FSUU and Convenor of the Save Taguibo Watershed Network, during the media forum held recently at FSUU Conference Room-College building East, this city.

The formation of the said network was reportedly triggered by the inability of concerned government agencies to stop these illegal activities.

A ‘Composite Team’, composed of various government agencies and led by NCIP-Caraga, conducted an ocular survey and site visitation to the watershed area last 26 May 2009 and made recommendations for an immediate issuance of ‘cease and desist order’ to the illegal operators in the area. Reportedly, mining operations continue to this day.

Fr. Young, said that the people of Butuan must come forward and make a common stand against these irresponsible actions that endanger our health.

The level of turbidity in Butuan’s water has gone past a tolerable level that increases the propensity for health risks, confirmed by Butuan City Water District (BCWD) based on the agency’s study conducted every quarter.

“The whole idea of this network is to get the broadest number people as possible into a common goal, that is, to press for the immediate stoppage of all illegal activities such as mining, logging and the construction/rehabilitation of 10.6 kilometer road,” emphasized by Fr. Young.

“After these illegal activities been put to halt, we are committed to work alongside other efforts to rehabilitate whatever damage there may be within the watershed area,” Fr. Young concluded.

The Taguibo watershed is a 4,367.44-hectare area declared by virtue of Proclamation 1076 by then President Fidel V. Ramos in 1997. (FSUU/ PIA-Caraga)

Butuan celebrates 31st NDPR week

BUTUAN CITY (July 21) – Parents’ faces light up as their children with disabilities shows off their talents during the opening salvo of the 31st National Disability Prevention and Rehabilitation (NDPR) Week celebration at the Rizal Park, recently.

In that rare moment the city witnesses the untiring hand of parents and teachers as they guide their special children in the day’s activity. It shows the community how far can parents’ love, nurturing and community involvement could go in helping children with disabilities. 

The activity also highlights the capabilities of an empowered person with disability (PWD). It shows how much they can achieve and contribute to the community. The day’s activity proves that with community involvement and proper implementation of programs, the PWDs are assets and contributors to the country’s development. 

Mr. Ritchie Ravelo, President of the differently-abled association of Butuan despite his disabilities has achieved milestones in his life. He has inspired PWDs like him and has steered his organization to the right path. In his closing remarks during the opening ceremony, he implores the local government units and all enforcing agencies of the government to implement the laws pertaining to PWD’s.  

Another PWD, Jonathan Nonan proved that disability is not a hindrance in becoming a good father. Jonathan has six children and according to his wife a very good provider of the family. 

This year’s theme, “Tungo sa Katuparan ng Karapatan ng PWD’s” stresses the importance of enforcing the laws for PWD’s such as the accessibility law.  

To show the government’s support to the PWDs, Vice Mayor Dino Claudio Sanchez together with representatives from the different regional line agencies distributed 14 crutches and two wheelchairs during the opening ceremony. Butuan to commemorate IHL day and 60th anniv of Geneva convention

BUTUAN CITY (July 21) – The city is set to commemorate the International Humanitarian Law (IHL) Day and the observance of 60th Anniversary of the 1949 Geneva Convention on August 12. 

Several activities were lined-up by the inter-agency committee to celebrate the occasion. The committee is headed by the Department of Foreign Affairs (DFA). 

IHL is a set of rules which place restrictions on the use of weapons and methods of warfare. It aims to protect human dignity and to limit suffering during times of war.  

IHL prohibits or limits the use of weapons during war. It requires parties to a conflict to distinguish between combatants and civilians; to refrain from attacking civilians; to care for the wounded and sick; to protect medical personnel; and to ensure that the dignity of prisoners of war and civilian internees is preserved by allowing visits by ICRC delegates. 

The ICRC serves as the “guardian” of IHL, basing its work on the four Geneva Conventions of 1949 and their two Additional Protocols of 1977. These instruments of IHL give the ICRC the right to carry out activities such as bringing relief to wounded, sick or shipwrecked military personnel, visiting prisoners of war, restoring contact between members of families separated by conflict, aiding civilians and ensuring that those protected by humanitarian law are treated accordingly. 

IHL concerns two situations; international armed conflicts, which involve at least two countries and armed conflict that take place in one country such as those between a government and rebel forces. 

IHL applies to all parties to a conflict regardless of who started it. 

IHL protects those who are not, or no longer, participating in hostilities, such as civilians, medical and religious military personnel, wounded, shipwrecked and sick combatants, and prisoners of war. 

Recognizing their specific needs, IHL grants women and children additional protection.

TAGBABAPSA ARC gets P48-M development projects from DAR-ARISP III

BUTUAN CITY (July 21) - Some 14,835 people in five barangays in Remedios T. Romualdez, Agusan del Norte, stand to benefit from more than P48-million worth of projects approved by the DAR-Agrarian Reform Infrastructure Support Project III (DAR-ARISP-III).

Agusan del Norte Provincial Agrarian Reform Officer Andre B. Atega, CEO VI said DAR-ARISP III is set to implement the P40-million farm-to-market road and the P8-million potable water system in Tagbabapsa Agrarian Reform Community comprising barangays Tagbongabong, Balangbalang, Basilisa, Poblacion 1 & 2, and San Antonio.

He also said that the 12-kilometer farm-to-market road and the water system would have far-reaching impact on the economic condition of the farmers.

He stressed that DAR is not only into distributing lands to the landless but is also involved in providing infrastructure projects as assistance to Agrarian Reform Beneficiaries (ARBs).

He revealed that aside from the infra projects, the DAR-ARISP III has also provided training and workshop funds for members and officers of cooperatives for effective coop management.

DENR to stop issuing tree cutting permit 

BUTUAN CITY (July 21) - The Department of Environment and Natural Resources (DENR) will no longer issue tree cutting permit nationwide in an effort to protect and preserve the remaining vegetative cover of the country, while facilitating the issuance of environmental permits. 

DENR Secretary Lito Atienza made the announcement during the multisectoral consultation on streamlining the Environmental Impact Statement (EIS) system procedures held recently at the DENR Social Hall in Quezon City, saying that proponents will no longer be required to secure tree cutting permits so as not to delay the issuance of their environmental permits. But, instead, said Atienza, they will be issued tree balling permit to enable them to transplant the trees in other areas. 

“We are making it clear that we will not allow any cutting down of trees to give way to any development project anywhere in the country, even those covered by environmental compliance certificates (ECCs), mining permits or any other construction and development permits for that matter,” Atienza said. 

“From now on,” explained Atienza, “project developers and proponents must design their projects in accordance with the position of the trees in the area.” However, should clearing the area could not be avoided, Atienza said that the affected trees shall be transferred to other areas through tree-balling. 

In the consultation meeting, Atienza proposed a reduction in the number of days allotted for the processing of ECC and certificate of non-coverage (CNC) by removing the unnecessary requirements and restrictive rules that block the flow of investment into the country. 

At the same time, he also announced the strengthening of the Department’s capability in monitoring environmental compliance of projects by securing the active participation of NGOs, people’s organizations and other stakeholders in multipartite monitoring teams that will be established for each project. 

According to the DENR chief, who is also a staunch supporter of pro-life movement, trees, like human beings, must be preserved and sustained. “For me, the life of a tree is like a life of a human being which must be preserved as long as it can be preserved and sustained. To cut down a tree is similar to executing a human being.” 

Atienza stressed that the move not to issue tree cutting permit is aimed not only to preserve every single tree in the country but also to facilitate the issuance of environmental permits to attract more local and foreign investments. 

“Part of the proposed streamlined procedures, project proponents will no longer be required to secure tree cutting permits so as not to cause any delay in the issuance of environmental permits,” said Atienza. 

During the consultation meeting attended by representatives of industry associations, non-government organizations, academe, media and other stakeholders, Atienza presented the proposed policy reforms that would reduce the processing period for ECC from six months to 20 days to one month, and the CNC from three weeks to one day. 

Atienza was quick to add, however, that the simplification of the EIS procedures was meant not only to reduce the processing time; it was also designed to strengthen accountability, improve efficiency, remove opportunities for corruption and to promote transparency for sustainable development. 

He likewise stressed that the adoption of the policy reform will not in any way sacrifice environmental protection and care. He said, “President Gloria Macapagal Arroyo fully supports the streamlining of DENR procedures but this should not sacrifice environmental protection and care.” (Herzon F. Gallego, DENR-Caraga)

Report on abduction of minor and the arrest of the suspect

On July 16, 2009 at 6:00 in the evening at Purok-2, Barangay Marcelina, Bayugan, Agusan del Sur, a certain Romelyn Hedi alias “Lynlyn”, 8 years old, grade 2 pupil and resident of said place was abducted by the suspect identified as one Reynante Gonzales alias “Wali/Bali”, of legal age, a native of Dapa, Surigao del Norte and presently residing at said place.

After the incident, investigation and hot pursuit operation conducted by PNP elements of Bayugan Police Station led by PCINSP Rudy T Cuyop in coordination with Engineering Brigade, Philippine Army led by Sgt Giovanes Agarin together with Barangay Officials and the CVOs of Brgy. Odiong, Brgy. Labao and Brgy. Aguinaldo, all of Espranza, Agusan del Sur which resulted to the apprehension of the suspect on June 17, 2009 at 5:00 in the afternoon.

On July 19, 2009 at 5:30 in the morning, the dead body of the victim was found by the residents floating at Panaytay River, Purok-2, Barangay Marcelina, Bayugan, Agusan del Sur. 

PNP elements of Bayugan Police Station together with City Health Officer proceeded to the area to take charge of the victim's remain for autopsy. Report on alleged robbery incident 

On July 19, 2009 at 4:00 in the afternoon, one Cantilan Bank Incorporated located at Purok-1, Barangay Barobo, Surigao del Sur was allegedly robbed by unidentified person.

The incident later discovered by one of the employees of said establishment when they reported for work on July 20, 2009.

Upon receipt of the report, PNP elements of Barobo Municipal Police Station led by PSINPS Ramonito S Bajala conducted scene investigation and disclosed that suspect gain entry by passing through the ceiling, adjacent to the concrete wall of another building and destroyed the padlock of the steel cabinet were the cash box was hidden.

Suspect carted away cash in the amount of 3,030.00. It was also revealed that suspect is probably a minor as evidenced by the finger prints lifted at the crime scene. Further investigation is still ongoing for the possible identity and arrest of the suspect. (PNP-13/ PIA-Caraga)

Illegal settlers around Camp Bancasi given till August 31 to vacate homes

BUTUAN CITY (July 21) – Illegal settlers at the Military Reservation area in Bancasi, this city is given until August 31, to vacate their homes. This is revealed by Lt. Col. Efrain Oropel, Camp Commander of the Camp Bancasi Military Reservation during a press conference recently. 
The eviction is prompted by plans of the Armed Forces of the Philippines (AFP) to pursue development in the military reservations throughout the country.

“The eviction is part of the developmental plan of the AFP, the plan could not be pursued without evicting the illegal settlers surrounding the military reservation. This is true to all military reservations throughout the country not just in Bancasi,” says Cpt. Aldrich Uayan of the 4th Infantry Division.

The eviction is covered by AFP Special Order No. 26 dated December 16, 2006. The said order aims to clear military reservations throughout the country of all illegal settlers.

The military reservation in Bancasi was granted to the Philippine Army (PA) through Presidential Proclamation No. 113 dated November 23, 2009. 
.
The eviction of illegal settlers around Camp Bancasi is supposed to be done last January, 2009. For humanitarian reasons the eviction was postponed till May 31, but residents of the area through a Barangay Order asked for another 3-month extension, which the AFP concede.

“As per order from the top, residents surrounding the Camp Bancasi are ordered to vacate the area. The order is supposed to be effective last January 2009 but because of humanitarian considerations, I personally extended the eviction till May 2009. Now, thru a Barangay Order the residents asked for a three months extension till August 31,” explains Col. Oropel.

The military is confident that there will be no resistance during the eviction on August 31. 
.
“I don’t think there will be resistance during the eviction, since they (the illegal settlers) has been given ample time. In fact, four concrete houses in the area has voluntary demolished their homes,” says Col. Oropel.
.
Major Eduardo Abaño of the 4th Infantry Battalion added that, “If they go against the military, they can be charged with direct and indirect assault. And I don’t think, the active military service men in the area will object in anyway because it is a direct order from the headquarters.”

To help relocate illegal settlers in the area the AFP tapped the local government unit of Butuan. There is already a relocation program for the illegal settlers but fund for the purchased of the lot is still unavailable. There are also relocation areas in Butuan where those who will be relocated can apply.

Illegal settlers in the military reservation started through permission by Camp Commanders for military personnel to build houses in the area considering that their job is semi-permanent. But they were not required to build concrete houses, only houses made up of indigenous materials.

Around 500 civilians coming from km. 16, South Han-ayan; km 9; km. 14; km. 15; and km. 18, South Manluy-a of Barangay Diatagon, Lianga, Surigao del Sur have evacuated on Saturday morning, July 18, 2009.

Reliable informant said, based on the information elicited from one of the evacuees, they were coerced to leave their houses by one of the administrators of the Alternative Learning Center of Agricultural and Livelihood Development (ALCADEV) Inc., a tribal school, saying that the military will bomb the school and Indigenous People’s communities due to the presence of Communist Terrorists in the area.

According to Lt. Col. Benjamin Pedralvez, Jr., 58IB Commanding Officer, that the Sangguinang Panlalawigan of this province certifies that ALCADEV has no records for accreditation as one of the registered non-government organizations in this province as required under the rules and regulations implementing Local Government Code of 1991.

This was supported by the Alternative Learning System of the Department of Education (DepEd) saying that this organization (ALCADEV) was organizing classes not in accordance with DepEd’s curriculum. DepEd also claimed that ALCADEV is not in direct control of their department.

Meanwhile, Fred Gonzaga, Lianga Executive Secretary also confirmed that as of July 18, there are 279 families and 1,650 individuals evacuated at Lianga Gym.

He also clarifies that out of the total number of evacuees, 66 families evacuated from Purok 5, Barangay San Isidro since June 18. These civilians evacuated after the Communist Terrorist harassed the Research Team for Peace and Development (RTPD) in the vicinity of Purok 5, as reported earlier.

As of press time, no conflicts were recorded by the Philippine Army in Barangay Diatagon where the new evacuees come from, only the presence of Research Team for Peace and Development who conducted research focusing on the development of this interior Barangay in Km 9 and 16.

Butuan prepares for a week-long 59th Charter Day Celebration

BUTUAN CITY (July 21) – Responding to people’s call, the city government opted to conduct yet another Mega Job Fair in time for the week long celebration of the 59th Adlaw Hong Butuan.
Job seekers can avail of the 2-days Adlaw Hong Butuan Mega Job Fair on July 27 and 28 at the city hall lobby, where more than 20 local and overseas agencies were invited to the event.

The new City Tourism Chief whose appointment has already been approved by the Committee on Tourism recently has drafted the calendar of events and presented the same to City Tourism Council Chairperson Daisy B. Plaza, who promised to make the celebration festive.

One event that could draw attention for those in search of action is the motocross competition to be held at the City Sports Complex on August 2, the Charter Day Celebration.

Organizers hope, that this is not simply an adrenaline rush that draws motocross riders, enthusiasts and their families.

“It's also where friendships made, the family atmosphere, the discipline and sportsmanship learned, and the excitement and fun”, said City Sports Coordinator, Councillor Randolf Plaza.

SONA security up

“Everything is now being put in place,” so said S/Supt. Leonardo Espina, Philippine National Police (PNP) spokesperson, in an interview.

Espina issued the statement in relation to the security plan being implemented by the PNP, including the installation of closed circuit television (CCTV) cameras in strategic areas in Metro Manila in coordination with the PNP – National Capital Region Police Office (NCRPO) for the State of the Nation Address (SONA) of President Gloria Macapagal-Arroyo on July 27, 2009.

The PNP spokesman said that aside from the installation of CCTV cameras, the PNP, the rally organizers and Quezon City Mayor Belmonte will meet on July 22, 2009 to iron OUT matters that may cause security concerns during the event.

He explained that the PNP is doing this to install peace, security and road traffic ease for the general public despite rally groups’ protest actions.

In a related story, Commission on Human Rights (CHR) chair Leila De Lima said that emotions are expected to rise because this is the last SONA of the incumbent President.

She pointed out that protest actions should be given leeway as this is a way for people to express themselves to the government.

PNP arrests wanted persons

On July 16, 2009 at 12:15 afternoon at Barangay Lipata, Surigao City, a suspect charged for murder identified as Joselito Escatrin, 21, single, jobless and resident of Barangay San Pedro, Alegria, Surigao del Norte was arrested by joint team of Alegria Municipal Police Station led by PINSP Rommel S Cacayan and Surigao City Police Station led by SPO3 Eduardo Rendon.

Suspect was arrested by virtue of warrant of arrest (WOA) issued by Hon Judge Victor A Canoy of RTC Branch 29 and 30, Surigao City.

Escatrin is now detained at Surigao City Police Station for proper disposition.

Also, on July 17, 2009 at 7:15 in the morning, at Purok Bayabas, Sitio Hilamon, Barangay Burgos, Cortes, Surigao del Sur, joint team from Provincial Intelligence team of Regional Intelligence Unit 13 and Cortes Municipal Police Station led by PINSP Nelvin Rufon arrested the suspect identified as Danilo Tranquilan, 38, married, farmer and resident of said place.

Suspect was arrested for the crime of frustrated homicide by virtue of WOA dated June 7, 2000 docketed under CC no. 3839, issued by Hon Judge Ermelindo G Andal of RTC Branch 27, Tandag, Surigao del Sur.

PNP arrests illegal fishing suspects

PNP elements of Cortes Municipal Police Station led by PO3 Arnold Cortes in a joint seaborne patrol operation led by Vincent Duenas at Fishing Ground of Barangay Uba, Cortes, Surigao del Sur on July 15, 2009 at 11:30 in the evening apprehended the following persons; Felix Gomez, 33 years old; Vensio Maceda, 48 years old; Joshien Malingin, 40 years old and Solo Eway, 31 years old, all married and residents of Dagocdoc, Tandag, Surigao del Sur.

Suspects were actually caught engaged in illegal fishing using Buso/compressor. Confiscated from their possessions were one unit pumpboat color blue with one ten Horse Power Engine; two pieces paddle; two pieces serviceable flashlight; 2 pieces diving mask; color black container with five liters gasoline; two pieces bow and arrow; four pieces swimming aid (kapay) and three kilograms assorted fish.

Report on illegal gambling

On July 17, 2009 at 4:46 pm, one team from 14th RGM led by PINSP JOEL A BIÑAS together with Butuan City Police Station 1 conducted simultaneous operation within the area of Butuan City against illegal gambling which resulted to the confiscation in plain view of one unit Fruit Game machine at San Pedro, Montilla Boulevard and one unit machine at Rosales Street, Butuan City.

During the confiscation, no one claim as owner of said machines. Said Machines were brought to 14th RMG Headquarters for proper disposition. (PNP-13/ PIA-Caraga)

PNP arrests theft suspect

On July 16, 2009 at 7:35 in the evening at Magallanes Street, Surigao City, suspect identified as Rexson Mendoza, 22 years old, single, jobless, native of Maasin Leyte was apprehended by the responding populace when he was actually caught snatching a wallet containing cash money amounting to Php 10,000.00 and pertinent receipts placed at back pocket of the jogging pants of the victim identified as Jackelyn Muñoz, 21 years old, student of North Eastern Mindanao Colleges.

Suspect was turned over to Surigao City Police Station. A case for theft was filed at Surigao City Prosecutor's Office docketed under NPS nr XIII-05-INQ-09G-00165 in an inquest proceedings. (PNP-13/ PIA-Caraga)
