Sec. Durano cites youths’ role in building a better Philippines

BUTUAN CITY (June 12) – Department of Tourism (DOT) Secretary and Caraga Cabinet Officer for Regional Development Joseph Ace Durano emphasized the role of the youths in building a better country in the future.

In his keynote speech highlighting the opening ceremonies of the “Kalayaan 2009,” commemorating the 111th year of the Philippine Independence here, Sec. Durano pointed out the important role to be played by the youths of today and the future generations, after witnessing the astounding performances of the elementary pupils and high school students.

“Ang performance sa atong mga kabatan-onan karong buntaga naga-aghat kanato ug ato na’ngh makita kung unsa ang mahimong kaugmaon sa atong nasud nga Pilipinas. Mao nga atong ampingan ang atong mga kabatan-onan.” (The performance of our youths this morning tells us what future lies ahead for our country. So, we have to take care of the youths.), Sec. Sec. Durano also led the ceremonial hoisting of the flag assisted by some local officials of the city headed by Mayor Democrito Plaza II who is represented by Vice Mayor Dino Claudio Sanchez. Some regional heads of offices also joined the Secretary.

Prior to the opening ceremonies, a motorcade was conducted with government offices participating. The motorcade started at the city’s Sports Complex – about four kilometers from the city’s Rizal Park – the venue of the Opening Ceremonies.

Special Education (SPED) pupils of Butuan Central Elementary School (BCES) introduced the keynote speaker, DOT Secretary and Caraga Cabinet Officer for Regional Development (CORD) Joseph “Ace” Durano through a Speech Choir performance. Sec. Durano lauded the pupils on the unique way of introducing a keynote speaker. In his speech, Sec. Durano said “This is the most unique way of introducing a speaker. Congratulations and thank you for your introduction. During the program, series of cultural performances were presented by students of Agusan National High School (ANHS) and pupils of Butuan Central Elementary School (BCES).

Sec. Durano was introduced in a “unique” way through a Speech Choir performance of BCES Special Education (SPED) Class, where the Secretary was overwhelmed with the kids’ performance, receiving an overwhelming applause from the crowd estimated at 2,000.

This year’s celebration of the 111th Philippine Independence is anchored on the theme: “Kagitingan, Kagalingan at Kasipagan tungo sa tunay na Kalayaan”.

Mega Jobs Fair highlights Kalayaan 2009 celebration in Butuan

BUTUAN CITY (June 12) – In time with the 110th Philippine Independence Day dubbed as Kalayaan 2009 celebration here, the Department of Labor and Employment (DOLE)-Caraga Region, being the lead agency in the conduct of the celebration, spearheaded a mega jobs fair today (June 12) in one of the local convention centers here.

The jobs fair was categorized into three: Overseas Employment, Local Employment and Employment in Government Agencies.

In the overseas employment, 13 companies participated the activity to hire competent applicants to compliment their manpower needs. These companies are: Concentrix; Kabayan Ko Overseas Manpower Placement; MHHR – Manpower & Placement Recruitment Agency; Pacific Mediterranean Agency; Zontar Manpower Services, Inc.; Fil-H

R; PERT/CPM; Active Works, Inc.; Altaka Manpower Services, Inc; Philquest International Agency; Green World; Ed Frobon; and GBMLT.

DOT Chief leads Butuan CLEEP awarding on Independence Day 2009 celebration

BUTUAN CITY (June 12) – In support to the efforts of the national government in mitigating global financial crisis through the Comprehensive Livelihood and Emergency Employment Program (CLEEP), Department of Tourism (DOT) Secretary and Caraga Cabinet Officer for Regional Development (CORD) Joseph “Ace” Durano led the awarding of CLEEP Projects, Certificates of Employment, and Certificates of Scholarships/Trainings highlighting the Kalayaan 2009 celebration in this city, commemorating the 111th Philippine Independence Day today (June 12) in one of the local convention centers here.

DOT-Caraga awarded a total project amounting to P582,000 under the Grassroots Entrepreneurs for Eco-Tourism (GREET).

Department of Labor and Employment (DOLE) also awarded 35 employment contracts under Executive Orders 782 and 783 directing all government agencies to allocate part of their budgets for employment initiatives to address the global downturn. They also awarded 16 livelihood funding checks amounting to P1.8 million.


The Department of Budget and Management (DBM)-Caraga awarded two employment contracts, the Provincial Government of Agusan del Norte – 200 employment contracts, Department of Agriculture (DA): 2 livelihood projects, Cooperative Development Authority (CDA): 27 employment contracts.

Meanwhile, the Department of Transportation and Communication (DOTC) presented that the regional office has hired 49 new contractual employees.

Moreover, the Housing and Land Use Regulatory Board (HLURB) awarded 39 employment contracts.

The Department of Trade and Industry (DTI) has also hired four CLEEP Augmentation Projects and 20 employment contracts under the CLEEP program. They have also hired five financial analysts.

The Department of Environment and Natural Resources, on the other hand, hired 18 personnel under EO 782. Department of the Interior and Local Government also awarded two employment contracts while Department of Public Works and Highways (DPWH)-Caraga awarded 10 employment contracts.

Other agencies who joined the awarding ceremonies are the Department of Social Welfare and Development (DSWD) with five employment contracts; Commission on Higher Education (CHEd) – 67 scholarships; Department of Education (DepEd) – 48 employment contracts; Technical Education and Skills Development Authority (TESDA) – 15 employment contracts. They also awarded 750 Pangulong Gloria Scholarships; Development Bank of the Philippines (DBP) – 2 employment contracts; and Department of Science and Technology (DOST) with six employment contracts.

Surigao City joins in nationwide celebration of 111th Independence Day

Surigao City (12 June) - The city of Surigao joins today, June 12 with the rest of the cities and provinces all over the country in the observance of the 111th Independence Day Celebration with the theme “Kagitingan, Kagalingan at Kasipagan Tungo sa Kalayaan.”

At exactly 7:00 o'clock in the morning today, the activity started with a unison prayer by different religious sects in the city followed by the singing of the national anthem and raising of the Philippine flag in front of the City Hall with Mayor Alfonso Casurra, Gov. Robert Ace Barbers, Vice-Gov Noel Catre, Vice-Mayor Rico Salvador Sering, Sangguniang Panlalawigan (SP) and Sangguniang Panglusod (SP) Members.

The ceremony was highlighted by a short message of Mayor Casurra as he thanked the Almighty Father for the good weather in Surigao. “Atong pasalamatan ang atong labaw nga makagagahum sa paghatag niining maayo kaayo nga buntag. Kay kagahapon ug niadtong miaging adlaw kung sa inyong mahinumduman, kusog ang habagat, nag-uyan pero kuman, arang kagana an ato adlaw.”

Mayor Casurra gave an overview of the Surigao City Citizens Manual, aimed at curbing the problem of red tape in the local government. This manual, which is the first in Caraga Region, hopes to educate the public on the day-to-day operations and procedures of transacting business with concerned department/offices in the city government.

With this development, Casurra is very optimistic that it will eventually minimize the incidence of corruption as the transaction manual will also accustom the transacting public to government procedures.

Gov. Barbers, in his Independence Day message, said “the Philippine Independence Day marks the day when our forefathers have declared war and independence for our nation.”

He then urged not just the officials but everybody to declare war against poverty, illiteracy and injustice. “Today as we celebrate the 111th Independence Day I urged everybody to declare war starting today. Each and everybody must declare war against the bondage of poverty, war against illiteracy, war against injustice.”

War vs corruption, poverty, illiteracy and injustice call of Independence day observance in Surigao Norte

Surigao City (12 June) – In a brief but meaningful observance of the 111th Independence Day celebration here in the city, local officials called on the people to waged war against corruption, poverty, illiteracy and injustice.

Surigao City Mayor Alfonso Casurra in his short message emphasized the war against corruption as he presented to the Department of the Interior and Local Gov’t and Civil Service Commission the Surigao City Citizens Manual aimed at curbing the problem of red tape in the government.

Surigao del Norte Gov. Robert Ace Barbers, in his opening message recalled the city’s historical event. “Kining atong dakbayan, usa ka lugar diin adunay historical event na nahitabo. Alang sa kasayuran sa tanan, ang Surigao del Norte dihang dapita sa Ipil ug Punta Bilar diha mismo kada tuig atong gisaulog ang commeration of the Battle of Surigao Strait. (Our city is a place where there is a historical event happened. For the information of everyone, the province of Surigao del Norte somewhere in Ipil and Punta Bilar, every year we commemorate the Battle of Surigao Strait.)”

“And that commemoration is our manifestation sa atong (in our) history. The commemoration of the Philippine Independence Day marks the day when our forefathers have declared war and independence for our nation.”

He then urged everyone to declare war against poverty, illiteracy and injustice. “Today as we celebrate the 111th Independence Day I urged everybody to declare war starting today. Each and everybody must declare war against the bondage of poverty, war against illiteracy, war against injustice.”

These are the wars according to Gov. Barbers that the people must have to fight and face today.

He also challenged everyone to prepare a better future for all the children. “For this is our obligation in the next generations to come,” Barbers said.

“As a leader in my own right, I will try my best and to the best of my ability, to fight these wars with our mentor and hopefully these wars that we declare must imbibe in the minds and hearts of every Filipino.”

Surigao del Sur to celebrate 111th Independence Day 

TANDAG, Surigao del Sur - The local government here and the Provincial Government of Surigao del Sur headed by Governor Vicente T. Pimentel, Jr. will join the nationwide celebration of the 111th Philippine Independence Day with the theme, “KAGITINGAN, KAGALINGAN at KASIPAGAN tungo sa TUNAY NA KALAYAAN” tomorrow, June 12 at the Town Plaza, in this municipality. 

The celebration will start with a chant, followed by the singing of the National Anthem and raising of the Philippine flag at Tandag Municipal Hall Ground with Gov. Vicente T. Pimentel, Jr., Mayor Alexander T. Pimentel, Hon. Rosario Ninfa G. Dumagan II, and other public officials of this province. 

Wreath-laying follows at the statue of the country's national hero - Dr. Jose P. Rizal to be led by Governor Pimentel, joined by the Department heads from both local and national agencies and non- government agencies. 

The highlight of the activities is the distribution of Pangulong Gloria Scholarship (PGS) vouchers spearheaded by the Technical Education and Skills Development Authority (TESDA) headed by Provincial Director Maximo Z. Nebrez, Jr. to 150 qualified selected scholars of St. Michael College, Saint Theresa College, Surigao del Sur Polytechnic State College (SSPSC) Main Campus and SSPSC Cagwait Campus. 

Aside from 150 coupons to be given away to the four schools of 1st District, TESDA Tandag had also 150 vouchers and coupon for qualified scholars of this province, composed of the following: 50 scholars for Computer Hardware Servicing (CHS); 50 for Consumer Electronics Servicing NC II and 50 for Building and Wiring Installation (BWI), this was revealed by Mr. Allan Millan, TESDA Supervising TSP Specialist.

Kaibigan ng PCSO Charity Caravan took Butuan by “storm” 
  
BUTUAN CITY– The recent launching of the Kaibigan ng PCSO took Butuan and the neighboring province of Agusan del Norte by storm as it registers hundreds of volunteers, most of them barangay health workers during the registration and orientation of volunteers considered as “kaibigan” (friends) of the Philippine Charity Sweepstakes Office in Dottie’s Place Convention Center here. 
  
A night prior to the launching, a concert was held at the city’s Sports Complex featuring local and national artists led by John Lapus who hosted the show. Amidst the heavy downpour of the rain, Butuanons of all ages came to the concert venue to have a glimpse of entertainment brought by “Moymoy Palaboy” and the rest of the artists. 
  
Hours before the launching proper on Sunday (May 31), PCSO Charity Caravan was conducted, participated by public and private healthcare providers in Butuan City and Agusan del Norte. 
  
In her speech before the crowd estimated at around 2,000 volunteers and stakeholders, PCSO-Caraga Regional Lottery Operations Manager Ms. Gloria YbaƱez acknowledges those who have made the activity possible and successful. She also extended her warmest thanks to all the barangay health workers who volunteered to be partners of PCSO in spreading the “charity virus” in this city and the province of Agusan del Norte. 
  
Meanwhile, a medical-dental mission was held at the covered court of Barangay San Vicente, Butuan City on the afternoon of that same day. Private and public nurses and doctors entertained the people coming from the different barangays of Butuan and municipalities of Agusan del Norte. Also, medical and dental team of the Armed Forces of the Philippines (AFP) offered their services to cater the medical and dental care of the people. 
  
Kaibigan ng PCSO is a program that is pursued through the leadership of PCSO to systematize and rationalize the sourcing of volunteer individuals and organizations in partnership with the private sector to advance the charity agency’s health mandate. By establishing sustainable networks and linkages that will continuously recruit medical and health volunteers as well as generate additional resources, the program will be able to expand the reach of PCSO services that immediately address health concerns of needy Filipinos. 

The program envisions that through this mode of intervention on a nationwide scale the corporate responsibility ethic of private corporations and companies will be enhanced, particularly with regard to health issues. It likewise seeks to promote the volunteerism spirit inherent in every Filipino. 

Kaibigan ng PCSO recognizes the varying capabilities of individuals, groups, and corporate entities in the public and private sector in rendering vital volunteer work that meets the immediate health needs of the poor. It also gives importance to the value of individual and collective civic efforts and of raising these efforts to the level of “unity in volunteerism” to sustain a functioning and efficient health and medical assistance delivery system for poor Filipinos everywhere. 

Kaibigan ng PCSO recruits and organizes volunteers at the provincial, municipal, city, and barangay levels, using primarily the organizational reach of PCSO, the country’s premier charity agency.

DENR Caraga employees receive P3,000 anniversary bonus

BUTUAN CITY – The Employees of the DENR regional and field offices and the Environment Management Bureau, have received P 3,000 anniversary bonus as they celebrated the DENR 22nd anniversary in a simple fun and fanfares at its regional office in Barangay Amabago, Butuan City yesterday June 10,2009 .

In his opening remarks read for him by the Regional Technical Director Virgilio dela Cruz, DENR Regional Executive Director for Caraga Region Edilberto S. Buiser has challenged the DENR employees to work hard with humility and prove their worth as true civil servants of the Filipino people.

He reiterated the instruction of the DENR Secretary Lito Atienza to keep the ” anniversary celebration very simple in keeping with the call of President Arroyo to make wise use of government resources.”

The bonus came from the forced-savings of the DENR Caraga Region for this year.

He said the DENR has proven its mandated functions as the primary caretaker of the environment and natural resources.

The celebration of the DENR Caraga Region has started with a mass followed by the so called” Larong Lahi” sports consists of native games.

DOH-Caraga suspends daily presscon on A(H1N1) to avoid panic to public

BUTUAN CITY – The Department of Health (DOH), Caraga Regional Office suspended its regular press briefing to local media on the updates of A(H1N1) to avoid panic to public.
.
According to DOH Regional Director Dr. Leonita Gorgolon, the holding of press conferences only added fear and panic to the public against the virus and instead announced that DOH Caraga shall hold media briefing twice in a week or as the case arises.
.
Lately, Health Secretary Francisco Duque confirmed 23 more cases of A(H1N1) infection in the country, bringing the total number of infected people to 77, the highest in Southeast Asian Region.
.
However, it was stressed by the Secretary that there is no community spread of the virus and Philippines is still negative from an outbreak.

Undocumented indian immigrant reported abducted solved, BCPO ruled out hoax

BUTUAN CITY – The reported abduction of an undocumented Indian National identified as Hardam Bhullar Singh alyas Romy, 26 years old turned out to be a case of hiding to get away from family problems.
.
Butuan City Police Station 1 Commander Police Supt. Joseph Boquiren as head of Task Force Pangitaa received a phone call on the night of June 9 from Jaswinder Singh, a cousin of the alleged kidnap victim informing the police that Hardam is in Davao unharmed.
.
It was also made clear by Supt. Boquiren that Hardam was not abducted contrary to earlier reports and what was happened in Pangabugan area on June 4 was an orchestrated plot to kidnap.
.
Hardam has yet to be summoned to explain to the police of said incident and accordingly he is due to arrive next week in Butuan.
.
Hardam, will face possible deportation after immigration authorities searched his records and found out his status as an illegal alien.
.
To date, Butuan city do not have any confirmed report on kidnapping and Butuan City Police Office assured foreign nationals that there’s no need to be alarmed after the said incident and Butuan continue to enjoy as the safest city in Mindanao. P18-M Nasipit district hospital fully operational

BUTUAN CITY – The municipality of Nasipit inaugurated the newly constructed Nasipit District Hospital yesterday.
.
The infirmary hospital has a 25 bed capacity and will service the local health zone composed of the municipalities of Nasipit, Carmen and Buenavista.
.
The inauguration of the P18 million hospital was attended by 2nd District Representative Edelmiro Amante, Agusan del Norte Governor Earlpy John Amante, Nasipit Mayor Roy Doyon, doctors, nurses and other staff from the hospital.
.
Construction started after the hospital was gutted down from fire that struck in 2005, since then, health services was limited.
.
The provincial government allocated 17.2 million to rebuild the hospital that caters mostly underprivileged patients.
.
The 1-story building of Nasipit District Hospital can has the availability to perform 4 delivery operations all at the same time, and much improved rooms for male, female, and pediatric patients.
.
Dr. Rubie Toribio, Hospital Administrator reminded its nurses and staff to give the best service to the people, not only those from the municipality of Nasipit but also from the neighbouring towns and assured to maintain proper sanitation of the hospital.

DepEd Secretary to visit Caraga Region next week

SURIGAO DEL NORTE – Department of Education (DepEd) Secretary Jesli Lapus is set to visit Caraga Region to inaugurate the LAPUS School Buildings on June 19-20, 2009.

Sec. Lapus will arrive on June 19 via Butuan City, he will have a luncheon meeting at Dottie’s Place with the administrators of Butuan City, Bislig City, Agusan del Norte, Agusan del Sur and Surigao del Sur divisions.

After which, he will proceed immediately to San Jose, Province of Dinagat Islands to grace the Teachers’ Forum to be attended by the administrators of the divisions of Surigao City, Siargao and Surigao del Norte. Also, Lapus will personally meet the administrators of the newly created division of Dinagat Islands and inaugurate the first LAPUS School building in the province worth P2.3 million under a grant from the government of Spain. 

After his Dinagat visit, Sec. Lapus will then proceed to Cahayagan Elementary School in Carmen town, Agusan del Norte to formally inaugurate the newly constructed LAPUS School building. 

LAPUS, which stands for Learning And Public Use School (LAPUS), is a hazard-resistant and all-concrete school building cum evacuation center that include ample toilet and sanitation facilities that can better withstand typhoons and other future disasters to provide suitable evacuation centers and minimize structure damages during disasters. Accomplishment on anti-illegal drug campaign

On June 9, 2009 around 9:25 in the evening at Barangay 4, Nasipit, Agusan del Norte, joint team of the Philippine Drug Enforcement Agency (PDEA) Caraga led by SO2 Sotero Ibarra and Intel personnel from Nasipit Municipal Police Station led by SPO4 Laureano Sapio conducted a buy-bust operation at the above-mentioned place which resulted to the arrest of one Robert Francis Latorre, 22 years old and a resident of Apagan, Barangay 2, Nasipit, Agusan del Norte.

Confiscated from the suspect’s possession are the following items: four sachet of suspected shabu; one piece of Five Hundred Peso bill; one small pack of suspected dried marijuana leaves; one unit cellphone; one black wallet; and one stick cigarette.

On June 10, 2009 around 3:00 dawn at Barangay Campo, Bacuag, Surigao del Norte, a certain Pedro Ochada Jr, of legal age, married and a resident of Barangay Campo, Bacuag, Surigao del Norte was allegedly struck by a bottle of soft drink perpetrated by one Urcesio Platil, 44 years old, married and a resident of the above-mentioned place.

Ochada was hit three times on his head and was rushed to the hospital for medication while Platil voluntarily surrendered to Bacuag Municipal Police Station after the incident and now under the custody of said police station for proper disposition. (PNP-13/ PIA-Caraga)

Basillo is listed as top 3 most wanted person in Placer, Surigao del Norte with alias warrant of arrest (WOA) issued by Hon Judge Floripinas Buyser Presiding Judge of RTC branch 30, Surigao City docketed under Criminal Case number 7777 for frustated homicide with recommended bail bond of Php 24,000.00.

111th Independence Day to focus on the economic resiliency program of the gov’t

BUTUAN CITY
- The 111th Independence Day celebration dubbed as “Kalayaan 2009” with the Department of Labor and Employment (DOLE) as the lead agency will focus on the economic resiliency program of the government. Director Chona Mantilla of the DOLE-Caraga revealed this during the press conference today (June 10) at the DOLE-Caraga conference room. 

This year’s celebration will be highlighted by the awarding of employment contracts, livelihood funding checks and training vouchers under the Comprehensive Livelihood and Emergency Employment Program (CLEEP) of President Gloria Macapagal-Arroyo.  

“More than the usual flag-raising, this year’s celebration of the independence day will focus on the awarding of employment contracts, livelihood funding checks and training vouchers. We will also have a job, trade and livelihood fair. These are all part of the economic resiliency program of the government,” says Director Chona Mantilla of DOLE. 

The celebration will center on alleviating the impact of the global financial crisis. It will be a venue to respond to the needs of the time by bringing government service closer to the public. 
 
“By showcasing, government services during the Independence Day celebration that goes to say that the government is serious in serving the public and could well do that,” explains Mayette Lumawag, the Officer-in-Charge of the Overseas Workers Welfare Administration (OWWA). 
 
The job fair aims to lessen the impact of the global financial crisis to the Caraganons. It aims to assist displaced workers, the unemployed and underemployed. A livelihood fair will also be included during the celebration to assist the entrepreneurs of Caraga.

“Caraga has not been badly hit by the global financial crisis because of the presence of the large number of informal sector in the region. We have plenty of entrepreneurs and we have the livelihood fair for them,” explains Director Chona Mantilla.  

This year’s theme is, “Kagitingan, Kagalingan at Kasipagan: Tungo sa Tunay na Kalayaan.

“Preparations for the 111th Independence Day of Caraga now 95 percent complete,” says DOLE

BUTUAN CITY – “Preparations for the 111th Independence Day of Caraga is now 95 percent complete.” Director Chona Mantilla of the Department of Labor and Employment (DOLE) Caraga says during the press conference today (June 10) at the DOLE-Caraga conference room. 

The celebration will have three major activities. First will be the opening program and flag-raising to be led by the Butuan City government, DepEd and DOLE. Second will be the awarding ceremony to be led by the Department of Tourism (DOT). Third will be the job/trade/livelihood fair, one stop processing services, promo diskwento, basic health and wellness services, employment counseling services and advisory services to be led by DOLE and the Department of Trade and Industry (DTI). 

The opening program will start 8:00 am on June 12 at the Rizal Park. Prior to the opening program will be a motorcade from the Butuan City Sports Complex to Rizal Park. After the flag raising ceremony is the wreath laying ceremony by Sec. Joseph Ace Durano of DOT. 

After the opening program at the Rizal Park is the awarding ceremony at Almont Inland Resort. The ceremony will include awarding of 9,039 employment contracts, 71 livelihood checks and 900 training vouchers. 

Simultaneous with the awarding ceremony is the job/trade and livelihood fair, also at Almont Inland Resort. 248 government vacancies, 742 local vacancies and 4,100 overseas vacancies are expected to be filled up during the job fair. 

There will also be a one-stop processing services. The National Statistics Office (NSO), Department of Foreign Affairs (DFA), PAGIBIG, Social Security System (SSS), PhilHealth, National Bureau of Investigation (NBI) and NERBAC. 

There will also be basic health and wellness services. Products from organizations and goods offered by suppliers will also be sold at a discounted price during that time.

Feature: OWWA marks migrants workers day in Caraga

BUTUAN CITY – The Overseas Workers Welfare Administration (OWWA) Caraga headed by Dr. Marieta Lumawag, OIC-Regional Director and Chief, Programs and Services, marked the migrant workers day with the theme “Araw ng Pasasalamat, Pagpupugay sa Kakayahan at Talino ng Expat Pinoy”, held recently in one of the hotels here.

Among the highlights of the program is a free medical mission spearheaded by the Philippine Charity Sweepstakes Office (PCSO) Caraga with volunteers from various municipalities in the region.

Several line agencies also participated during the program by catering their office’ services to the members of the OFWs. Some agencies also offered a free massage parlors, beauty services, and demonstration on the making of ice cream and balloons. 

In her opening remarks, Dr. Lumawag relays the message of OWWA Administrator Carmelita Dimzon which says: 

“In all concerns of the globe, our highly-skilled and hard-working OFWs are in the frontlines, projecting the Filipino can-do spirit. On this day, we salute and honor them, the Pinoy Expats – fathers, mother, sons, daughters, aunts, uncles and friends who make the difficult decision to leave home and seek work abroad at great sacrifice. Pinoy expats send back billions of dollars in remittances – remittances that are now a major source of our nation’s foreign exchange. As thousands of them temporarily migrate each year to foreign lands, billions of dollars flow into our nation’s coffers, keeping our economy afloat even in the midst of the global financial crisis…”

Dimzon also stresses that OWWA continue to provide OFWs the social and economic safety nets, through welfare programs and services to improve their well-being. “We help upgrade their skills through scholarship grants, education and skills training to make them more competitive in the global labor market,” Dimzon said.

Meanwhile, Dr. Lumawag also led the giving of certificate of awards and a cash amounting to P10,000.00 to the identified outstanding OFWs in the region. Public Employment Service Office (PESO) managers of different municipalities were also awarded certificates of appreciation.  

Participants also enjoyed the raffle draws with awaiting prizes such as cellphones, home appliances, mugs, umbrellas, and even cash prize sponsored by some private sectors like Globe Telecom, the established partner communication network of the OFWs.

Surigao City unveils activities for June 12 Independence Day Celebration

SURIGAO CITY – The city government of Surigao has identified various activities for the 111th Philippine Independence Day Celebration on June 12, 2009.

With the theme, “Kagitingan, Kagalingan at Kasipagan Tungo sa Kalayaan,” the activity will start with a unison prayer by different religious sects in the city followed by the singing of the national anthem and raising of the Philippine flag in front of the City Hall with Mayor Alfonso Casurra, Gov. Robert Ace Barbers, Vice-Gov Noel Catre, and Vice-Mayor Rico Salvador Sering.

The activity will be highlighted by the awarding of Pangulong Gloria Scholarship (PGS) vouchers through the Technical Education and Skills Development Authority (TESDA) to 150 qualified and pre-selected scholars of Surigao del Norte College of Agriculture and Technology and Prov’l Manpower and Training Center under the Comprehensive Livelihood and Emergency Employment Program (CLEEP).

Also, to make the celebration more meaningful and worthwhile, Mayor Casurra will give a brief presentation of the Surigao City Citizens Manual to the Civil Service Commission.

DepEd Surigao City Division will give a tableau performance on the declaration of Philippine Independence while students of the Caraga Regional Science High School will perform a number of folkdances.

The wreath-laying will be done at the statue of Dr. Jose P. Rizal after the community singing of “Isang Dugo, Isang Lahi, Isang Musika” to be led by the City Chorale Ensemble.

Aside from these, jobs fair will be conducted by the Department of Public Works and Highways (DPWH) Surigao Del Norte - 1st Engineering District. Engr. Linda Uypala, OIC District Engineer said several local construction firms will participate on the said activity. Red tape-free government through the Anti-Red Tape Act

Government offices move a step closer to being red tape-free as over 250 agencies have completed their Citizen’s Charters, set up Help Desks and launched anti-fixer measures in compliance with Republic Act No. 9485 or the Anti-Red Tape Act (ARTA) of 2007. This was reported yesterday by the Civil Service Commission (CSC) as it also reminded other public offices that they have only four months left or until September this year to comply with ARTA.

CSC Chair Ricardo L. Saludo pointed out that over half or 60% of the offices which complied with ARTA were local government units from various parts of the country. The Commission also disclosed that model provinces and cities have been identified in each of the regions to showcase best practices in frontline service delivery. These provinces are La Union, Cavite, Camarines Sur, Bohol, Northern Samar, Bukidnon, Cotabato, Agusan del Sur and Maguindanao. The model cities are Candon in Ilocos Sur, Santiago City in Isabela, San Fernando City in Pampanga, Tanauan in Batangas, Legazpi and Tabaco Cities in Albay, Toledo in Cebu as well as Baybay in Leyte, Zamboanga City, Iligan City, Tacurong City and Butuan City.

The Anti-Red Tape Act aims to improve public service specifically frontline services rendered by client-heavy agencies. It applies to all government offices including local government units and government owned and controlled corporations that provide frontline services. With the Act, lengthy procedures, unreasonable paper requirements and padded fees will hopefully be addressed and stopped.

Administrative Order No. 241, issued by the Office of the President in October 2008 identified priority government agencies in the implementation of the Anti-Red Tape Act in the National Capital Region. These priority agencies, which also have complied with ARTA, are the City Government of Manila, Bureau of Customs, Department of Environment and Natural Resources, Bureau of Food and Drugs, Bureau of Fire Protection, Laguna Lake Development Authority, Bureau of Internal Revenue, and Philippine Health Insurance Corporation. 

Chair Saludo said that the complete list of agencies which have complied with ARTA as of May 25 may be accessed through the Commission’s website www.csc.gov.ph. He also urged the public to call or text CSC at 932-0111 and 0917-8398272 if agencies have been erroneously listed as having implemented ARTA. “The next step is to evaluate agencies’ ARTA compliance, specifically the effectiveness of their charters, help desks and anti-fixer campaigns,” the CSC Chief added.

ARTA requires all government offices to draw up a Citizen’s Charter which identifies the frontline services offered, the step-by-step procedures, the employee responsible for each step, the amount of fees, the documents to be presented by the client and the procedure for filing complaints in relation to requests and applications. Prior to completing their charters however, government offices will have to review and evaluate their respective systems and procedures towards making transactions faster and easier for clients.

The Citizen’s Charter must be posted as information billboards at the main entrance or most conspicuous place and in published materials. The law also requires the setting up of a public assistance and complaint desk and urges agencies to crack down on fixers.

The Anti-Red Tape Act (ARTA) of 2007 took effect on September 5, 2008 following the issuance of the Implementing Rules and Regulations (IRR) by the Civil Service Commission under CSC Resolution No. 081471 dated July 24, 2008. Within one year from effectivity of the IRR, all government agencies should have set up or completed their respective Citizen’s Charters. (CSC-13/ PIA-Caraga)

The Butuan City Police Office with its 5 police stations simultaneously conducted in their respective areas of responsibility the Back to School Program with a theme: “Gamit Pang Eskwela, Alay ng Pulisya.”

Station 1 lead by Police Supt. Boquiren and Women and Children Desk Chief SPO1 Marifel Cortez gave the boys and girls of pre-school and grades 1 to 6 of Maug Elementary School various school supplies including writing notebooks, pencils, writing pads and pencil sharpeners as part of their humanitarian efforts.
The school supplies were donated by examinees from this year’s Civil Service exam and Police Entrance exam conducted by the National Police Commission and police personnel of BCPO.

In his message, Police Supt. Joseph Boquiren said, “The education of these small children is very important for the future of the country. The parents who are here have one priority and that is the needs of their children. When we show them that we care for their children, the same as we would our own, it means more to them than any other thing we could give them.”

On the other hand, SPO1 Marifel Cortez of the Women and Children desk who conceptualize the idea expressed hope that the Back to School Program will be sustained in the coming years and police personnel continue to make a small contribution out of their own meagre salary. Report on found dead body

On June 7, 2009 at 1:20 in the morning at Barangay 9, Buenavista, Agusan del Norte, Hon. Availino Valdueza, Punong Barangay of Barangay 9, Buenavista, Agusan del Norte reported to Buenavista Municipal Police Station thru telephone call of a floating dead female body.

PNP elements of Buenavista Municipal Police Station identified the victim as Victoria Flores, 53 years old and resident of Purok-3, Barangay Sacol, Buenavista, Agusan del Norte.

Report on shooting incident

On June 6, 2009 at 2:00 in the morning in Barangay Masgad, Malimono, Surigao del Norte, a certain Generoso Tiempo, 48 years old, single, farmer and resident of said place was shot using short firearm of unknown caliber by the suspect identified as one Crisente Estrella, 54 years old, married, farmer and resident of said place.

Victim sustained one gunshot wound at the right face portion and immediately brought to Caraga Regional Hospital for treatment.

Suspect who was allegedly under the influenced of liquor fled after the incident. Motive of suspect is still unknown. Progress report to follow. (PNP-13/ PIA-Caraga)

Report on CT encounter

On June 8, 2009 at 9:00 in the morning at the vicinity of Sitio Kibantang Loren, Barangay Sta Cruz, Rosario, Agusan del Sur, a team from Bravo Company, 36 IB, Phil Army led by 2Lt Ryan Perez encountered a group of armed men believed to be Communist Terrorists (CTs). The encounter left one casualty from the CT group and the recovery of one unit m14 rifle with serial number 1374567 at the site of the encounter.

There are no reported casualties on the government side. Hot pursuit operation is still on going against the withdrawing enemies. (PNP-13/ PIA-Caraga)

Report on illegal fishing
On June 7, 2009 at 6:30 in the morning at the Territorial Waters of Baliwon, Carrascal, Surigao del Sur and Lanuza Bay Development Alliance, PNP personnel of Carrascal Municipal Police Station led by PO3 Gerafel Manlangit Ulvida, Bantay Dagat PNCO together with SPO2 Ronnie C Daano, SPO1 Ricky S Bautista and Fish Warden Rufino Escultor Bolabog Jr seized an unmarked white/blue fishing boat allegedly owned by Mrs Aljean Rose Rosas, of legal age, married and resident of Barangay Linintian, Cantilan, Surigao del Sur.
Said Fishing boat locally known as “Liba-Liba” is being used in illegal fishing activities. The crew of said fishing board was also apprehended namely:

On June 5, 2009 at 9:30 in the evening at Purok-2, Barangay Libertad, Butuan City, PNP elements of Butuan City Police Statio 3 led by PINSP Nestro P Delfin apprehended the suspect identified as Lito Inocencio, 38 years old, single and resident of said place by virtue of warrant of arrest (WOA) issued by Hon Judge Dennis Castilla, MTCC Branch 1, Libertad, Butuan City dated January 26, 2009 docketed under CC number 38809 for malicious mischief with recommended bailbond amounting to Php 10,000.00.
Said person now detained at Butuan City Police Station 3 for proper disposition.

Also, on June 7, 2009 at 9:30 in the morning at Barangay Alang-alang, Surigao City, PNP elements of Surigao City Police Station led by SPO4 Ceferino Armadilla Guzman Jr arrested the suspect identified as Cepriano Ibale, 49 years old, single, jobless and resident of said place by virtue of WOA issued by Hon Judge Rowena Apao Adlawan of RTC Branch 2, Tagum City charged for the crime of rape docketed under CC numbers 16611/16612 dated June 2, 2009 with no bailbond recommended.

Subject is under the custody of Surigao City Police Station and waiting for the commitment order of the issuing court.

Meanwhile, on June 8, 2009 at 4:00 in the afternoon at Sitio Casasiman, Barangay Bit-os, Butuan City, a certain Rogelio Labrado, 46 years old, married and resident of said place was arrested by SPO3 Andales of Butuan City Police Station 1 by virtue of WOA issued by Hon judge Emmanuel Escatron of RTC Branch 2, Libertad, Butuan City for the crime of murder docketed under CC number 12680 dated April 18, 2009.

The Naliyagan Festival: Truly Agusanon

Once again, the 17th Naliyagan Festival will unveil the treasures and colorful tradition of the Agusanons for six days.

See the agricultural and industrial Agusanon products proudly displayed at the Naliyagan Plaza while witnessing the various colorful events.

On the first and opening day, the 14 municipalities will converge at the Naliyagan Plaza ground after the caravan to join the Flag Ceremony in line with the celebration of the 111th Independence Day. Then the Agro-industrial fair will be open for the public. The Barangayan sa Naliyagan will highlight the first day’s event and the fireworks display will conclude the night of festive food and drinks while the live band will be playing.

The second Gov. Tina Plaza Invitational Airsoft Tournament will capture your interest on the second day while the football festival will entertain evryone. At 7:00 PM, there will be battle of the bands and the live band will take over at 8:00 PM. The fireworks display will again conclude the night of joy and laughter.

The second Gov. Tina Plaza Airsoft Tournament will continue on the third day, while motorcycle riders will display their breathtaking riding skills starting 9:00 AM. Simultaneously, the fifth Eddiebong Plaza shoot fest will take place at the PNP/PSA shooting range. The first Naliyagan Singing Star Quest will highlight the evening while the live band will again fill the air of the festivity after the singing quest. Then the nightly fireworks display will end the night.

A native ritual called “Panawagtawag” will open up the fourth day and will be followed by the Naliyagan Agri-lympics. Here, everyone will witness “Pinakadakung Agri-produkto while manual rice miller will display their skills. Mudfish relay and piglet catching will fill the air with laughter. The hip hop competition with background from a live band will dominate the Naliyagan Plaza in the evening, followed by the nightly fireworks display.

The Naliyagan Bauto Race will ignite the fifth day. In the afternoon, the first Naliyagan Cheer Dance competition will fill the Naliyagan Plaza with colors and beauty. In the night, everyone will see the real beauty of the Agusanon during “Bai Naliyagan 2009 pageant.

The sixth and the last day will be opened by a thanksgiving mass followed by the Foundation Day caravan. In special recognition to the indigenous people of Agusan del Sur, an activity dubbed as “Adow Tu Kapoon” or worship day will be shown. In the afternoon, awarding of winners will take place while everybody will be busy preparing for the Binaga tu Naliyagan, a record-breaker roasting of mud fish and tilapia. And while everybody savor and enjoy the Binaga, the sky will be decorated with parachutes when skydivers begun to jump. And while the air is filled with the aroma and everybody savoring the Agusan delicacies, non stop music will be played by the live band. Then the final fireworks display will end the six-day Naliyagan Festival in the midnight of June 17.

AdS receives social development funds from “Migs” ng Bayan

A total of P9 million was poured in to Agusan del Sur after Sen. Juan Miguel Zubiri distributed the Statement of Allocation and Release Order (SARO) worth P500,000 to the 13 municipal and lone city mayors of Agusan del Sur while another P2 million was allocated for the provincial government.

“This is not the last, but the first financial aid I will pump in to Agusan del Sur. I will see to it that next year, that half million pesos worth of development fund will become one million, and that Agusan del Sur will become twin province of Bukidnon in terms of progress and development”, Sen Zubiri said.

According to Gov. Maria Valentina Plaza of Agusan del Sur, the P2 million will finance the Tubig Imnonon Natong Agusanon (TINA), a water filter project in order to convert non-potable water into potable, specially in remote areas.

“We have plenty of water here in Agusan del Sur but sad to note, they are not safe for drinking, that resulted to the acquisition of our poor brothers and sisters water-borne diseases. The rest of the money will be spent for the construction of health centers”, Gov. Tina Plaza said.

Sen Zubiri said it is his administration’s policy that his countrywide fund will be distributed evenly to all deserving provinces, and not only in Agusan del Sur. But he added that Agusan del Sur is among the “Firsts” who received.

According to Sen. Zubiri, the initial P500,000 each SARO received by all the 13 municipal and one city mayors will be spent for health centers, improvement of classrooms and water system in depressed barangays. 

“As personal friend of your governor and all the Plazas, I want to tell you this is not my last visit in your province, but the initial. I will see to it that during the launching of your projects, I will be personally here again to witness and will spend at least 2 days here in order to be with you people of Agusan del Sur”, Sen. Zubiri said.

According to Gov. Tina Plaza, she has also invited Sen. Zubiri to join the Agusanons to celebrate the Naliyagan Festival and enjoy the festivity. (David M. Suyao, PIA-Agusan del Sur)


Massive job fair to be conducted in Butuan on June 12

Butuan City – A massive job, trade and livelihood fair will be conducted at the Almont Inland Resort on June 12. The job fair is a simultaneous nationwide activity in line with the Comprehensive Livelihood and Emergency Employment Program (CLEEP) of the government. 

3,500 overseas vacancies, 260 local vacancies and 248 plantilla and job order positions in the government is expected to be filled-up during the job fair. 

Throughout the country, the number of participants to the job fair and the number of individuals who will be hired on the spot will be monitored. 

“We have had several job fairs but this time, the number of individuals who will be hired on the spot will be monitored. We will not just be monitoring the number of participants to the job fair but also those who are actually hired during the fair,” says Director Chona Mantilla of the Department of Labor and Employment (DOLE) Caraga. 

To aid job seekers and future entrepreneurs, a one-stop shop processing service will also be put-up at Almont Inland Resort. The National Statistics Office (NSO), Department of Foreign Affairs (DFA), PAGIBIG, Social Security Service (SSS), PhilHealth and the National Bureau of Investigation (NBI) will each set-up a booth at the resort. 

Basic health and wellness services will also be put up in the resort. Massage clinic and beauty care services will be provided by the Butuan City Manpower Training Center. The Department of Health (DOH) and the management sector will also be providing medical services.

Anti-illegal recruitment and trafficking in persons seminar held in Butuan

Butuan City – To reduce if not entirely eliminate the number of individuals who succumb to false promises of employment abroad, the Philippine Overseas Employment Administration (POEA) conducted an Anti-illegal Recruitment and Trafficking in Persons Seminar, here, in this city, recently. 

The seminar is part of the nationwide series of preventive approach against illegal recruitment and trafficking in persons. 

“Butuan as observed has been the exit point of some of our migrant workers so we hope to educate the populace,” says Atty. Rosemarie Duquez, Officer-in-Charge of the Anti-Illegal Recruitment Branch of the POEA. 

The seminar also serves as the launching of the “IR-Free LGU” program. “IR-free” stands for Illegal Recruitment-Free. The program aims to promote anti-illegal recruitment and trafficking in persons practices at the local level. The program aims to strengthen and expand the local network of agencies and stakeholders to aid in stopping illegal recruitment at the local level. 

The “IR-Free LGU” program includes training of all PESO managers to improve their skills and competence in conveying to the public correct and timely information on overseas employment, and assistance to victims of illegal recruitment. 

The training modules include; POEA services and procedures, realities of overseas employment, illegal recruitment (definition, modus operandi and how to avoid illegal recruitment), and country specific information.

Adventist Relief Agency donates 28 wheelchairs to Surigao City

Surigao City – Some 28 persons with disabilities (PWD) in the city were the fortunate recipients of 28 wheelchairs donated by the Adventist Development and Relief Agency (ADRA) in coordination with the city government of Surigao.

Held at the city’s cultural center last June 5, the distribution was also in line with 2nd quarter meeting of the Regional Committee on Disability Affairs (RCDA).

Rev. Ruel Arrogante, ADRA Director for Northeastern Mindanao Mission said the wheelchairs were originally from the Wheelchair Foundation and the Knights of Columbus. They just channeled their donations through their office, the ADRA Foundation Philippines. 

ADRA Foundation according to Rev. Arrogante is an independent, humanitarian agency established by the Seventh-day Adventist Church with the specific purpose to help people without regard to age, gender, ethnicity, or political or religious association.

Mayor Alfonso Casurra in his short message, could not help but thanked the ADRA Foundation for there enthusiasm in extending their help to the Surigaonons.

“It is really gratifying on my part. The one responsible here is ADRA. They are really eager in coming to Surigao City,” said Mayor Casurra.

Considering the limited resources of the city government, Casurra admitted that the city government cannot afford to buy all these wheelchairs. Every wheelchairs costs about P14,000.00 to P15,000.00. The only counterpart of the city government according to Mayor Casurra is the P500.00 freight and handling fee per wheelchair.

Meanwhile, Mayor Casurra revealed that the city government will be giving a space in the Luneta Park exclusively for the PWDs Surigaonons. The said space according to the good Mayor will be used for their gatherings and entrepreneurship. (Fryan E. Abkilan, PIA-Surigao del Norte)

PDI Municipal Planners train on CBMS – Module III

Dinagat Islands (9 June) – The Municipal Planning and Development Coordinators of the Province of Dinagat Islands are now on training on the Community Based Monitoring System (CBMS) Module III which focused on Data Processing and Mapping. It aims to orient the participants on the appreciation of Statistics Simulator that includes Processing and Tabulation; and the application of CBMS NRDB and Cross-tabulations using CSPro. 

This 3-day training is facilitated by Ms. Charity Agbayani and Ms. Lucita dela Pena, both from DILG Central Office assisted by Ms. Mary Jane Lepiten of DILG Surigao del Norte. Said activity is initiated by the Provincial Planning and Development Office (PPDO) at NEWS-MPC Function Hall, Poblacion, San Jose, Dinagat Islands that has just started yesterday June 8 and will end on June 10, 2009. 

During the opening of the activity, Vice Governor Elvis A. Dela Merced emphasized on his message the importance of the said training as all developmental efforts of the province basically rely on this CBMS output. He further stressed to take this work seriously as the latter’s data would serve as the tool and basis in coming up with the executive and legislative agenda of the province. 

PPDO secretariat disclosed that this CBMS has five (5) modules to be eventually completed by MPDCs of the province. This computer-based information system applies an organized way of collecting information at the local level using a household survey questionnaire for use of LGUs, national government agencies, non-government organizations, and civil society for planning, program implementation and monitoring. CLEEP to go On-High Speed on Kalayaan 2009

BUTUAN CITY – More than 9 thousand employment contracts in addition to livelihood funding checks and certificates of training will be awarded during the Independence Day Celebration this year.

The Department of Labor and Employment will lead other government agencies in the celebration of 111th anniversary of the Philippine Independence at Almont Inland Resort on June 12.

Kalayaan 2009 will carry the theme 'Kagitingan, Kagalingan at Kasipagan: Tungo sa Tunay na Kalayaan which highlights President Gloria Macapagal Arroyo’s Comprehensive Livelihood Emergency Employment Program (CLEEP) with DENR Caraga having the most number of awardees of employment contracts to be given to more than 8 thousand beneficiaries.

Police Regional Office 13 will announce during the ceremony the 300 quota for Police Officer 1 position being processed for 2009 and more than 300 PO1 hiring for 2010.

Other line agencies will also appropriate employment contracts to various awardees.

TESDA Caraga Director Florencio Sunico on the other hand will spearhead the awarding of 15 of the total 750 certificates of training under the Pangulong Gloria Scholarships at Almont Inland. The distribution will also be done simultaneously during the flag raising ceremony throughout the region. 

The Pangulong Gloria Scholarship Program is TESDA’s response to President Arroyo’s directives on government-business-labor initiatives against the global crisis, and is TESDA’s platform to link job training directly to job recruiters, displaced workers and Overseas Filipino workers.

Director Sunico, said the program is aimed at reducing the unemployment and underemployment rate in the country by helping students and the local populace to get immediate employment not only in their localities but even outside the country.
