TANDAG CITY, Surigao del Sur (11 March 2009) – Some 2,905 household beneficiaries had recently started to enjoy PGMA’s “Pantawid Pamilyang Pilipino Program” (4Ps) coming from 18 barangays of the interior municipality of San Miguel, in this province.
Rey A. ParreΓ±as, Department of Social Welfare Development (DSWD)-Caraga representative revealed that there are 3,329 potential households in the said municipality, but after the final validation, only 2,905 households had qualified in the program.
According to him, the qualified beneficiaries received P500.00 a month for health and Nutrition for those who are pregnant mothers, and P300 for each child for their education assistance. Only children below 14 years old can avail the program with a maximum of three children each household.
Meanwhile, Florisa S. Jamin, another representative of DSWD said, the municipality of Marihatag has 1,685 potential household who can avail the program but subject to final validation.
According to Jamin, the distribution of cash assistance to the potential beneficiaries is still going on at Tandag City Gymnasium, it was learned.
The distribution was spearheaded by DSWD-Caraga in collaboration with the Land bank of the Philippines (LBP), and the Provincial Government of Surigao del Sur.

CDA celebrates 19th anniv
BUTUAN CITY (11 March 2009) – The Cooperative Development Authority (CDA) celebrated recently its 19th anniversary with the theme: “Kooperatiba: Tugon sa Pandaigdigang Kagipitan”.
In commemoration of the agency’s anniversary, CDA-Caraga conducted a consultation on cooperative legal cases. A legal officer from the CDA-Central Office, Atty. Danilo Segobre personally handles queries of the participants.
Administrator Salaman Mangca for Mindanao also graced the occasion with his colorful recollections of how CDA started as a government agency.
To show support to the region’s cooperatives, the agency also conducted an open house showcasing the cooperative’s products.
Among the exhibitors are United Furniture Makers Multipurpose Cooperative, Caraga Golden Products Mutipurpose Cooperative, Federation of Agrarian Reform Cooperatives, Philippine Federation of Credit Cooperatives Caraga Region, Panamaon Consumers Cooperative, Sta. Maria ARB Multipurpose Cooperative, Nickel Island Women’s Multipurpose Cooperative, Mabua Fish Vendors and Housekeepers Multipurpose Cooperative, San Isidro Upland Farmers Multipurpose Cooperative, Gigaquit Agra Multipurpose Cooperative, and A and M Multipurpose Cooperative.

RAITF conducts photo, video documentation on migratory birds
BUTUAN CITY (11 March 2009) – Members of the Regional Avian Influenza Task Force (RAITF) chaired by Animal Health Committee Chairman John Gamboa, Sr. of the Department of Agriculture (DA)-Caraga recently conducted the two-day photo and video documentation of wild and migratory birds in Masao, this city and in Lake Mainit, Kitcharao, Agusan del Norte.
The activity served as a venue to expose the task force members in observing the presence of migratory birds in the hotspot areas in the region and help the members identify these birds in actual view.
Josephine Araojo, Chief of Coastal and Marine Management Division of the Department of Environment and Natural Resources (DENR) Caraga led the familiarization of migratory birds and assisted the RAITF members in the provision of high-end binoculars from DENR.
According to Araojo, bird migration refers to the regular seasonal journeys undertaken by many species of birds.
She also said that bird movements include those made in response to changes in food availability, habitat or weather. “Also, birds that are non-migratory are known as resident birds”, she said.
One of the migratory bird species seen in the areas as identified by Araojo is the “Great Egret” which can be distinguished from other white egrets through its yellow bill and black legs and feet, though the bill may become darker and the lower legs lighter in the breeding season.

On Women’s Month Celebration
GADCC conducts “Kalandrakas sa Kababaihan”
BUTUAN CITY (11 March 2009) - The Regional Development Council - Gender and Development Coordinating Committee (RDC-GADCC) recently conducted another activity in time with the Women’s Month Celebration this month dubbed as "Kalandrakas sa Kababaihan V" held in one of the hotels here.
The activity serves as a venue for technology transfer for livelihood opportunities and skills development; trade fair; ukay-ukay; GAD film showing; beauty and massage parlors, parlor games; and creates a venue for information dissemination on GAD issues and concerns.
As the GADCC Chair, Atty. Marilyn Pintor, Regional Director of the Commission of Human Rights (CHR)-Caraga welcomed and thanked all the members of the committee and the partner agencies who participated in the month-long celebration.
Also, DTI-Caraga Regional Director Brielgo Pagaran congratulated all the women for its active participation and involvement in all the activities and for continuing its advocacy on gender equality and development.
Among the activities conducted highlighting the event include: Presentation of bread with veggies (Pandesal with Squash) Technology by the Department of Science and Technology (DOST) Caraga; Milkfish deboning, Cake decorating and Body massage demonstration by the Technical Education and Skills Development Authority (TESDA) Caraga; Perfume making, Fabric conditioner making and Dishwashing liquid making by the Department of Trade and Industry (DTI) Caraga.
In the presentation of bread with veggies (Pandesal with Squash), DOST-Caraga Regional Director Lyndo Villacorta said “Buns with squash is made more nutritious since squash puree is added to the traditional ingredients of the dough such as yeast, skimmed milk, shortening, sugar and salt. One piece (45grams) of the bun will help meet 21% of the recommended nutrient intake for vitamin A and 27% for iron of a 7-9 year old child”.
LPG Dancers of the Department of Health (DOH) Caraga and DASUG dancers of the Department of Agrarian Reform (DAR) Caraga also performed during the program.

Surigao Norte farmers get fertilizer aid
SURIGAO DEL NORTE (11 March 2009) – A total of 500 boxes of Free Grow Liquid Seaweed Fertilizer were recently distributed to the farmers of the different municipalities in this province.
The distribution was part of Gov. Robert Ace Barbers’ Fertilizer Assistance Program to the local farmers as well as the national government's aid scheme to boosts rice production in the countryside.
A total of 20 municipalities benefited under the said program and each of these municipalities was given 100 gallons of liquid fertilizer, the ratio is one gallon per hectare.
Reports revealed that this liquid organic fertilizer is applicable to rice, corn, flowering and ornamental plants, shrubs, vegetables and other crops.
Also, a total of 200 sacks of rehab palay seeds were handed out to farmers who were greatly affected by the incessant rains experienced last January that triggered the rise of the flood water which caused damaged to their respective rice fields. The distributed certified palay seeds are classified as RC 18 and RC 128 varieties.
Meanwhile, the office of the Provincial Agriculturist revealed the distribution of IEC materials to the farmers recently under the Palay Check Program which they recently launched to each of the municipalities of this province. The said program aimed at educating the farmers as to what is the right and suited farming method of palay they will use in their rice field.

Report on shooting incident
On March 10, 2009 at 8:00 in the morning in Barangay Caromata, San Miguel, Surigao del Sur, a certain Wilson Maquiling, 34 years old, married, farmer and resident of said place was shot by the suspect identified as Democrito Acevedo, 22 years old, married, farmer and resident of said place with the used of cal .22 airgun rifle.
Responding elements of San Miguel Municipal Police Station brought the victim who sustained two gunshot wounds on his body to San Miguel District Hospital for medical treatment but was pronounced dead by the attending physician.
Motive of the incident was personal grudge due to land dispute. PNP elements of San Miguel Municipal Police Station is now conducting manhunt operation for the arrest of the suspect. (PNP-13/ PIA-Caraga)
Report on loose firearm
On March 10, 2009 at 12:30 afternoon in Purok-1, Barangay Sacol, Buenavista, Aguasn del Norte, PNP personnel of Buenavista Municipal Police Station led by SPO2 Victor S Laurente, conducted operation “kapkap/bakal” which resulted to the apprehension of the suspect identified as Virgilio Lanchenebre, 54 years old, resident of said place.
Confiscated from the suspect’s possession was one unit cal .38 revolver (paltik) without serial number and ammunition.
Suspect and confiscated item were brought to Buenavista Municipal Police Station for proper disposition while appropriate charges is being prepared for filing in court. (PNP-13/ PIA-Caraga)
Report on illegal fishing
On March 8, 2009 at 11:00 in the morning at the Municipal Seawaters of Sitio Punta, Barangay Balite, Bayabas, Surigao del Sur, suspects identified as Diego Averio, 34 years old; Daniel Galgo, 28 years old; and Igancio Galgo, 49 years old, married and all are residents of Barangay Latucadn, Cagwait, Surigao del Sur were apprehended by PNP elements of Cagwait Municipal Police Station led by PINSP Abersalon R Rivera for violation of Municipal Ordinance Number 22, series of 2002, otherwise known as regulating entry of non-resident fisher folks in the municipal waters of Bayabas, Surigao del Sur.
Suspects were released on March 29, 2009 at 10:00 am after paying fines amounting to Php 2,500.00 each as prescribed in the ordinance. (PNP-13/ PIA-Caraga)

On March 9, 2009 at 9:30 in the morning at MJ Santos Hospital, Butuan City, Tracker team of Butuan City Police Station 2 led by SPO3 Advincula served warrant of arrest (WOA) to the suspect identified as PO1 Lyndon Perez, 24 years old, single and resident of Purok-16, Poblacion, La Paz, Agusan del Sur issued by Hon Judge Francisco F Maclang of Regional Trial Court (RTC) Branch 3, Libertad, Butuan City, dated March 6, 2009, docketed under CC Number 13326 for attempted murder with recommended bailbond amounting to Php 180,000.00.
Subject person presently confined at MJ Santos Hospital for medical treatment and will be turned over to the court after discharge from said hospital.
Also, around 3:10 in the afternoon on the same date at Barangay Pagantayan, Cantilan, Surigao del Sur, PNP elements of Cantilan Municipal Police Station led by SPO4 Paquito Plaza, arrested the suspect identified as Benhur Fragas, 40 years old, married and resident of said place by virtue of WOA issued by Hon Judge Rufo U Naragas of MCTC Cantilan, Surigao del Sur under CC number 25551 for the crime of reckless imprudence resulting to homicide and damage to property with recommend bailbond amounting to Php 24, 000.00.
Arrested person was brought to Cantilan Municipal Police Station for proper disposition.
Meanwhile, around 4:00 in the afternoon at Purok-3, Barangay Tagbongabong, RTR, Agusan del Norte, PNP personnel of RTR Municipal Police Station led by PSINSP Edmund F Montillano arrested the suspect identified as Ignacio Pesedas, 34 years old, married and resident if said place by virtue of WOA issued by Hon Judge Merlyn B Pacaro-Canedo of RTC Branch 29, Bislig City, docketed under CC number 2008-3-3009 for double murder with no bailbond recommended.

“Tulay ng Pangulo”: Connecting yesterday, today and tomorrow

For around three years now, residents in remote barangays in Agusan del Sur, enjoy the pleasure, convenience and safety in discharging their daily routine. Most of all, children will never again risk their lives especially during bad weather in going to school, crossing the rushing current of rivers while riding in bancas.
This situation changed after the “Tulay ng Pangulo” were constructed specially in remote barangays in the 12 municipalities and the city of Bayugan in Agusan del Sur.
“I can still recall the danger several years ago when the people of San Luis used to ride in bancas, crossing the strong current of the 131 meter-wide Agusan River from Barangay Dona Flavia to Barangay Dona Maxima where our municipal hall is located. I thought we, the people of San Luis, will never get out of that miserable way of living, until the time when we connected Dona Flavia and Dona Maxima with a foot bridge, with the help of the provincial government under the administration of then Governor Valentina Plaza”, recalled Mayor Jose Chua.
“But I feel the utmost joy in my heart when we became one of the recipients of the “tulay ng Pangulo” which the national government started to construct in August of 2005 and was completed in a matter of one year! I cannot also explain the joy painted in the faces of my constituents the first time they set foot on a bridge made of steel that promise stability and progress. I thought to my self, this is a dream come true! And as I look up in the sky, my mind said, “How God and President Arroyo love us”, Mayor Chua added.
According to Agusan del Sur Gov. Maria Valentina “Tina” Plaza, the “Tulay ng Pangulo” connected the seven-point program of her administration to all the people in the province, especially the lumads (indigenous peoples).
“Our brothers and sisters who survive in the hinterlands that were driven away from civilization by false programs of some unscrupulous people were denied of government services because of distance and impassable roads and bridges. Many of them died because it was impossible for them to reach the hospitals and clinics and be attended by trained medical personnel,” Gov. Tina Plaza said.
Gov. Plaza added that with the “Tulay ng Pangulo”, local government units are now encouraged to conduct medical mission even in the most remote barangays without the risk of drowning when they cross rivers along the way. Parents are also encouraged to send their children to school knowing that they are safe even during bad weather.
“I myself have gone in almost all the remote areas in the province and I personally witnessed how hard are the way of living our brothers and sisters were experiencing. That is the reason why the provincial government designed a whole year round medical mission in order to deliver the medical services to our people that were denied of the services long before. Now, it is also easy for the government to construct the most needed classrooms in remote areas because it is easy for us to bring the materials needed for the construction of these classrooms, and provide them with school facilities like books and desks. I also ordered the technical people in the provincial government to design water facilities so that the people in the remote areas will have safe drinking water and will be spared from waterborne diseases. But aside from ensuring good health for our people, the provincial government also provided good planting materials for the farmers to ensure good yields of their farm produce because it is now easy for them to transport their products to the market,” Gov. Tina Plaza said.
There are 60 “Tulay ng Pangulo” constructed in the entire province of Agusan del Sur. The municipality of Prosperidad has the most number reaching to a total of 11 bridges, with a total length of 271.272 linear meters, followed by the farthest municipality of Loreto with 10 bridges with a total length of 225.552 linear meters.
San Luis has only three, but with the longest bridge that connects Dona Flavia to Dona Maxima where the municipal hall is located, totaling to 216.408 linear meters.
According to Engr. Adelaida Padilla, Project Development Officer of the Provincial Planning and Development Office, the 60 “Tulay ng Pangulo” cost some P799 million, where the provincial government shared a total of P9.8 million, apportioned to recipient municipalities.

1,500 expected to attend workers' congress
The Congress, with the theme "Public Sector Unions (PSU): Towards the Institutionalization of Citizen's Charter", highlights the key role of government employees' organizations in the implementation of anti-red tape measures, particularly in the crafting of agencies' service standards or Citizen's Charters. It also seeks to evaluate the current state of public sector unionism thru dialogues between representatives of PSUs and management.
This major event is organized by the Civil Service Commission (CSC) together with the Public Sector Labor-Management Council (PSLMC) and government employees' associations. The PSLMC is composed of CSC Chair Ricardo L. Saludo as chair, the Labor and Employment Secretary as vice-chair, and the Finance, Justice and Budget Secretaries as members. The CSC serves as the Secretariat to the Council.
Activities to be held during the Congress include Regional Workers' Consultation by sector, election of eight sectoral representatives, parallel sessions/training programs on various concerns for the workers and management groups, presentations by PSLMC members, and a keynote speech of the PSLMC Chair on "The Partnership in Government and Advancement of Morale, Efficiency, Responsiveness, Courtesy and Integrity (MERCI) in the Government Service".
The 1987 Philippine Constitution grants government employees the right to self-organization, or to form unions, associations or societies that would serve as the unified voice of employees toward the advancement and protection of their interests. PSUs can be a partner of management in policy-making, implementation and monitoring, as well as a "watchdog" for graft and corruption in government.
Harnessing public sector unionism is part of CSC's major thrusts based on the principle that a solid partnership between employees and the management is one of the prerequisites of effective public service delivery and good governance.
Those who wish to participate in the Congress may register until March 13 at the nearest CSC Regional Office or at the Personnel Relations Office, CSC Building, Diliman, Quezon City. Participants may also register on March 23 at the Congress venue. Registration fee is P2,700.00.
Attendance to the event earns an equivalent of four hours of training credited to each participant. Separate training credits will be given to those who attend the training programs.

Escape of prisoners
Thereafter, the two inmates were noticed to have been missing prompting the desk officer to conduct physical inventory and head count of all the inmates. The two inmates were discovered to have escaped allegedly passing through the back perimeter fence taking advantage of the MRF Structural facility installed in close proximity.
Immediately, jail authorities initiated tactical plans for immediate manhunt operation for the possible arrest of the two inmates and four teams were being dispatched.
At around 3:00 in the afternoon on March 9, 2009, escapee Carlito Dagaas was intercepted somewhere at Barangay Bad-as, Placer, Surigao del Norte by the pursuing team while on his way to unknown destination onboard the Bachelor bus.

On March 9, 2009 around 12:30 in the afternoon along National Highway in Purok-2 Barangay Del Carmen, Bayugan City, personnel from Bayugan City Police Station led by SPO4 Gilbert Lumacad apprehended the following suspects identified as Jubert Logronio Felicilda, 27 years old, single and resident of Purok-6 Poblacion, Bayugan City; and Filfrancislao Oropa Germo, 25 years old, single and a resident of Purok-8 Poblacion, Bayugan City.
Suspects were arrested thru entrapment operation for Violation of RA 9165 (Illegal Possession of Dangerous Drugs).
Confiscated from the possession of the suspects were one cellophane of dried marijuana leaves with estimated market value of Ph 3,000.00 and one unit Chunlan motorcycle bearing plate number KP 1157.

Report on illegal logging
On March 8, 2009 around 1:30 in the afternoon, PNP personnel from Butuan City Police Station 1 led by PSI Ave Mario Romero, Police Officer of the Day together with the Alert Team conducted checkpoint at the foot of Magsaysay bridge, M Calo Street, Butuan City which resulted to the confiscation of one unit Isuzu jeepney bearing plate number LYA-906 loaded with assorted sawn lumbers with estimated volume of 2,771.74 board feet.
Said vehicle was driven by a certain Edwin Pacot Dionson, of legal age, married and a resident of Purok-4 Barangay Afga, Sibagat, Agusan de Sur.
Upon verification said lumbers have no pertinent papers to prove its legality. Confiscated forest products were brought to Butuan City Police Station 1 for recording and proper disposition in coordination with CENRO Butuan. (PNP-13/ PIA-Caraga)

On March 8, 2009 around 3:00 in the morning at Purok-4 Poblacion Barobo, Surigao del Sur, a certain Myrna Virtudazo Calim, 38 years old, married, fish vendor and a resident of Barangay Liatimco, Lianga, Surigao del Sur was apprehended by PNP elements of Barobo Municipal Police Station led by SPO3 Jemar Credo for having been caught in her possession and custody of more or less 35 kilos of dynamited fish locally known as "sagoysoy" and "dinggit" species.
Calim was brought to Barobo Municipal Police Station for documentation and further investigation while confiscated fish was brought to Municipal Agriculture Office for examination and proper disposition. (PNP-13/ PIA-Caraga)

Confiscated from the suspect’s possession were one unit caliber .45 (PARA CARRY) with serial number 125622 and one magazine loaded with six live ammo.

Subject person is now detained at said station for proper disposition.
On same date around 5:30 in the afternoon at Barangay Quirino, Madrid, Surigao del Sur, PNP personnel of Madrid Police Station led by PO3 Azarcon, arrested a certain 'Macmac" Gruyal, of legal age, single and a resident of the above mentioned place by virtue of WOA issued by Hon Judge Rufo G Naragas, Presiding Judge 2nd MCTC 11th Judicial, Surigao del Sur, docketed under Criminal Case nr 3676 charged for the crime of attempted homicide.
Subject person is now detained at said police station for proper disposition.
On same date around 11:00 in the morning, personnel of Bunawan Municipal Police Station led by PSInsp Romeo A Villalobos Jr, COP arrested a certain Fortunato Magbanua, 39 years old, married, farmer, a resident of Sobong, Purok-7 Barangay Mambalili, Bunawan, Agusan del Sur by virtue of WOA issued by Hon Judge Patricio Balite of branch 6, RTC 10th Judicial Region dated 5 Dec 2002 for the crime of Acts of Lasciviousness docketed under Criminal Case number 5355 with bail bond recommended in the amount of Php 12,000.00 for his temporary release.

Report on attempted robbery
On March 6, 2009 around 2:15 in the morning at corner Narciso and Burgos Street Barangay Washington, Surigao City, a certain Marlon Ayag, 18 years old, single, out of school youth, a native of Purok-3 Barangay Kamanggahan, Bato, Leyte and presently residing at P. Reyes Extension, Barangay Taft, Surigao City was arrested by residents of the above mentioned place when he was about to enter the house of a certain Manuel Alipao Edera.
Initial investigation revealed that Marlon Ayag removed the plywood being used to cover the unused outlet of the air-conditioning machine of the victim's house when he was noticed by the daughter of Mr Edera.

Report on shooting incident
On March 6, 2009 around 8:45 in the evening at Purok-Perlas, Nueva Extension, Surigao City, a certain Francisco Patiga, 51 years old was shot once by unidentified person with the use of caliber .45 hitting his neck.
He was rushed to Miranda Family Hospital for medical treatment. Recovered from the crime scene is an empty shell for caliber .45 gun and Surigao City Police Station is conducting an investigation regarding the case. (PNP-13/ PIA-Caraga)

On March 6, 2009 at 5:30 in the afternoon at the National Highway, Barangay Dayoan, Tago, Surigao del Sur, one Honda XRM, color blue, bearing plate number MP 4844, driven by a certain Leonito Morales, 35 years old, married, company driver of Puyat Logging Company and resident of Barangay San Antonio, Madrid, Surigao del Sur together with his backrider identified as Emilyn Morales collided with the other one Yamaha L2 motorcycle, color black, without plate number driven by Lolito Madelo, 55 years old, married, Barangay Kagawad of Barangay Victoria, Tago, Surigao del Sur.
Kagawad Madelo died on the spot while Leonito and Emilyn Morales sustained injuries on the different parts of their body and presently confined at Adela Serra Ty Medical Center for medical treatment.
The two motorcycles are now under the custody of Tago Municipal Police Station for proper disposition.
Also, around 8:45 in the evening at National Highway, Barangay Del Carmen, Bayugan City, one Mitsubishi Flatform fish carrier, bearing plate number GDZ 814 driven by a certain Ernesto Maghinay Jr, resident of Barangay Simboco, Kolambogan, Lanao del Norte collided with the other one isuzu jeepney bearing plate number KBL 285 driven by a certain Marcelino Dionson.
Both drivers died on the spot while fish carrier helpers identified as Flaviano Estopa, 30 years old, married and resident of Gusa, Cagayan de Oro; Sherwin Suganob, 29 years old, married and resident of Balingoan, Misamis Oriental and jeepney conductor identified as Jerry Nopal, 32, married and resident of Poblacion, Sibagat, Aguasn del Sur were rushed to the hospital for medical treatment. The lights will go off for one hour on March 28, starting at 8:30 pm in key cities in the Philippines and all over the world. This is called Earth Hour.
The lights-out initiative, which began in Sydney in 2007 as a one-city environmental campaign, has evolved into a grassroots action that has attracted worldwide attention. In 2008, 371 cities across 35 countries turned their lights out in a united call for action on climate change and energy conservation.
The World Wide Fund for Nature (WWF) is joining hands with the Department of Energy (DOE) and the Green Army Philippines Network to spread public awareness of the Earth Hour message to cities and communities all over the country.
“2008 is a destiny year for the entire planet,” declared Lory Tan, President and CEO of WWF-Philippines. “This is the year that we decide the future of humanity. Earth Hour is a message of hope and action and we hope it sends a powerful message to both local and world leaders. It is a global movement that proves that each one of us can make a difference. Imagine what we can do if we act together.”
Recognizing the vital role of the energy community – particularly in terms of sustainable electric power generation, clean transport fuels, and best energy practices across sectors – DOE Secretary Angelo T. Reyes expressed full support for Earth Hour. “This grassroots initiative is an opportunity for individuals from all corners of the globe to unite and, in a single voice, make it known that their collective action can correct the precarious trajectory of the planet,” he said. “this is a cause that should unite us as Filipinos and as citizens of the world.”
To build on the powerful symbolic value of Earth Hour, Secretary Reyes explained that top-tier corporate sponsorships by national partners will be linked to initiatives of the SWITCH Movement, the social mobilization platform of multi-sector energy stakeholders spawned by the 2008 Philippine Energy Summit. These initiatives cover community-level switches to efficient lighting; cleaner transport fuels and technologies for jeepneys and tricycles; and area-based renewable energy (RE) groundwork-setting and promotion.
“We are positioning Earth Hour 2009 among potential national partners not as a one-time event but as window to longer-term involvement in climate change response and sustainable energy programs,” he said. “Through this alignment with SWITCH, we have the opportunity to use the switch-off as a springboard to highlight the urgent need for dramatic lifestyle changes and best energy practices to save our planet.”
“We fully support Earth Hour 2009, and urge companies, non-governmental organizations and communities in our network to take advantage of this opportunity to promote more efficient energy practices and technologies,” remarked Ambassador Francis Chua, Chairman of the Green Army.
Last year, Earth Hour realized savings of 58 MWH of electric power in Luzon and 16 MWH in Metro Manila, equivalent to the output of a small coal-fired power plant. An estimated one million Filipinos were involved. Over 400 establishments participated by turning off their signs and non-essential lights. In Manila, Roxas Boulevard became the focal point of the celebration since it cuts across the cities of Manila, Pasay, and ParaΓ±aque, but Quezon City, Makati, and Mandaluyong also joined in the energy efficiency-promoting activity.
Earth Hour 2009 aims to reach one billion people in 1,000 cities all over the world. To help reach this goal, a global sign-up campaign and competition is again being launched worldwide. Nat’l awareness campaign on realities of International migration and Intermarriages set in Surigao Norte, Dinagat Islands
Surigao del Norte (9 March 2009) – The Commission on Filipinos and Overseas (CFO) will conduct its annual Community Education (CEP) with its theme “Pangingibang bansa: Handa ka na ba?” in this province and in Dinagat Islands from March 8 to 18, 2009.
The CEP will be undertaken in the areas of Surigao City on March 8-9, Placer, Surigao del Norte on March 10, San Jose and Libjo, Dinagat Islands on March 11-13 and Gen. Luna and Dapa, Surigao del Norte on March 14-15.
The CEP seeks to raise public awareness on various issues concerning migration, intermarriages and existing government policies and programs directed against illegal recruitment, documentation fraud, and human trafficking, among others.
CFO Officers will conduct activities such as school symposia, pulong-pulong/dialogues with NGOs, religious leaders/members, local government units, community leaders/members, press briefings and radio interviews.
Approximately 2,000 attendees are expected to take part in this leg of the CEP activities. Based on CFO records, there are about 1,563 Filipino emigrants and 622 Filipino partners of foreign nationals from Surigao del Norte from 1989 to 2007. There are 3,293 OFWs from Surigao del Norte who were deployed from 2004-2007.

Senator Escudero cites views on CARP extension
TANDAG CITY, Surigao del Sur (March 9) – Senator Francis “Chiz” Escudero visited this city recently and conducted dialogue with members and officials of the Rotary Club and the International Bar of the Philippines (IBP)-Surigao del Sur Chapter headed by Atty. Gerardo M. Maglinte, Business Community, LGU officials headed by Mayor Alexander T. Pimentel and other personalities in the province.
Consultation to different sectors was the major purpose of visit, it was learned, in which addressing problems and in some ways extending help to the constituents not only in the city but the whole province of Surigao del Sur, in general.
This rare opportunity was a great privilege to the Tandaganons to express their aspiration in any means of assistance like livelihood or infrastructure projects to be benefited by the people here.
When asked by Provincial Agriculture and Resources Officer (PARO) Mataksil regarding the status of the Senate Bill No. 2666 or the CARP extension itself, Senador Escudero said in tagalog “sa ngayon pending sa Senado” (At present, it’s still pending at the Senate).

On March 5, 2009 around 11:50 in the morning at Mujica Acoustic Videoke Bar located at Esperanza Road, Barangay Poblacion, Bayugan City, Agusan del Sur, personnel of Bayugan City Police Station led by PInsp Jomark Q CaΓ±a conducted “Oplan Kapkap/Bakal” which resulted to the apprehension of a certain Narciso Opalla Jr, 38 years old, married and a resident of Purok-6 Barangay Saguma, Bayugan City.
Confiscated from the suspect’s possession were one unit caliber .45 (PARA CARRY) with serial number 125622 and one magazine loaded with six live ammo.

Subject person is now detained at said station for proper disposition.
On same date around 5:30 in the afternoon at Barangay Quirino, Madrid, Surigao del Sur, PNP personnel of Madrid Police Station led by PO3 Azarcon, arrested a certain 'Macmac" Gruyal, of legal age, single and a resident of the above mentioned place by virtue of WOA issued by Hon Judge Rufo G Naragas, Presiding Judge 2nd MCTC 11th Judicial, Surigao del Sur, docketed under Criminal Case nr 3676 charged for the crime of attempted homicide.

Report on attempted robbery
On March 6, 2009 around 2:15 in the morning at corner Narciso and Burgos Street Barangay Washington, Surigao City, a certain Marlon Ayag, 18 years old, single, out of school youth, a native of Purok-3 Barangay Kamanggahan, Bato, Leyte and presently residing at P. Reyes Extension, Barangay Taft, Surigao City was arrested by residents of the above mentioned place when he was about to enter the house of a certain Manuel Alipao Edera.
Initial investigation revealed that Marlon Ayag removed the plywood being used to cover the unused outlet of the air-conditioning machine of the victim's house when he was noticed by the daughter of Mr Edera.

Joint team from Butuan City Police Station 5 led by PO1 Ronnie Andreres and DENR personnel led by Forester Claro L Licayan, conducted operation against illegal logging which resulted to the confiscation of 93 pieces lawaan and falcata species with an estimated volume of 24.71 cubic meters.
