CSC-Caraga slated first CSE-PPT for 2009

BUTUAN CITY (January 9) – The Civil Service Commission (CSC)-Caraga Regional Office, announces the conduct of CAREER SERVICE EXAMINATION, Paper and Pencil Test (CSE-PPT) for Professional and Subprofessional levels on March 29, 2009, the first of its three series of exams for 2009.

In a written statement sent to PIA by CSC-Caraga Regional Director Adams Torres, three examinations are scheduled for this year. The other two will be held on July 26 and in November 15.

Requirements of admission are as follows: 1. At least 18 years of age on the date of filing of application; 2. Must be Filipino citizens; 3. Must be of good moral character; 4. Have not been convicted by final judgment of an offense or crime involving moral turpitude, or of disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs.

Also, qualified applicants must have not been dishonorably charged from military service or dismissed for cause from any civilian positions in the government. Applicants with pending administrative and /or criminal cases may take the examination and will be conferred the eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty of grave offenses, their eligibility shall be forfeited based on the penalties stated in the decision and pursuant to Section 58(a) of the Uniform Rules on Administrative Cases in the Civil Service and CSC Resolution No. 010659, dated March 22, 2001.

Finally, the applicant must not have taken the same level of CS Examination in less than 3 months or has not failed the same examination for four (4) consecutive times.

Those who have already passed the same or a comparable level of examination (i.e. licensure examinations given by the Professional Regulation Commission, and the Bar Examination need not to apply.

For interested applicants, the following are required for the application: 1. Applicants must accomplish the prescribed examination application form (CS Form No. 100-A, Revised 2007) and duly subscribed by any authorized Administering Officer.

Applicants must also submit four (4) latest and identical passport size (1 ½ inches x 2 inches) I.D pictures with full name tag that includes the surname, first name and middle initial taken within three (3) months before the date of filing of the application. Pictures that are scanned, photocopied or computer-enhanced are not accepted. Nametag should not be computer generated.

The applicants must also submit a photocopy of any Valid Identification Card such as Driver’s License, SSS ID, current Office ID, Postal ID, BIR ID or Valid Passport which contain the applicant’s picture, signature, birthdate, and the signature of authorized head of issuing agency.

More importantly, the applicant must pay an examination fee amounting to Php 350.00.

Meanwhile, CSC warns the applicants that the acceptance of applications shall be on FIRST-COME-FIRST-SERVED basis and that, mailed applications are discouraged.

Deadline of filing and acceptance of applications is on February 13, 2009. However, acceptance of applications may be closed before the deadline when a sufficient number of applicants shall have been accepted.

All efforts to rescue kidnapped bank exec now in place, Casurra assures Surigaonons

Surigao City (9 January) - Mayor Alfonso Casurra of this city assured Surigaonons that the local authorities are making their earnest efforts to rescue the Bank president who was abducted Wednesday night (January 7) in his residence at Ceniza Heights Subdivision.

Mr. Johnson Cuiting, president of Rural Bank of Placer was kidnapped by four armed men around 10:00 pm that barged into Cuiting’s home, tied him up and his wife, seized away a number of valuables and used his Toyota Hi-Lux car with license plate KDL-692 as the culprits’ get-away vehicle.

“The city government as well as the members of the Philippine National Police is taking all necessary measures for the safe return of Mr. Johnson Cuiting,” Casurra said in a radio interview this morning.

Mayor Casurra also updated the Surigaonons that they have already recovered the vehicle used in the abduction.

PGMA orders rehab in Siargao Island

Surigao del Norte (9 January) - President Gloria Macapagal Arroyo has directed officials of the Regional Disaster Coordinating Council (RDCC) in Caraga region to start immediately the rehabilitation of Siargao Island in Surigao del Norte and other areas in the region that were hit by heavy flooding last Saturday brought about by the typhoon Auring.

The order was made after Siargao has been placed under a state of calamity due to flash floods causing the damage of the island’s agriculture and livestock.

The President issued the directive during the meeting with the RDCCs of Regions 10 and 13 which she convened Wednesday evening (January 7) at the Camiguin Highland Resort, Barangay Soro-Soro, in Mambajao, Camiguin.

The Department of Social Welfare and Development (DSWD) here said hundreds of families in the towns of Sta. Monica and San Benito were greatly affected by the typhoon.

Meanwhile, DSWD assured of an ongoing relief operation and that their office is exerting all efforts in ensuring that all affected families will be given appropriate assistance.

Earlier, the Sangguniang Panlalawigan passed a resolution declaring the island of Siargao under state of calamity.

The declaration was agreed upon after Board Member Simeon Vicente Castrence sponsored a resolution declaring the island under the state of calamity. The resolution was unanimously approved. All of the members of the legislative body are present except for Vice Gov. TransCo bares cause of power outage in the region

The National Transmission Corporation (TransCo) announced recently that four substation facilities of Northeastern Mindanao Area (NEMA) simultaneously tripped off at 8:21 on Tuesday, January 6 due to a strong lightning surge along Aplaya-Butuan 138-kilovolt transmission line brought about by the tail end of the Inter-tropical Convergence Zone.

The incident affected the Nasipit, Butuan, Placer, and San Francisco Substations serving power to electric cooperatives of MORESCO II, ANECO, ASELCO M2 and M3, SIARELCO, SURNECO, SURSECO II and industrial plants/offices of PACEMCO, ITC, WILMAR Edible Oils Philippine, Incorporated and NIA.

Areas affected were the cities of Gingoog, Butuan, and Surigao and the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and part of Misamis Oriental and Surigao del Sur.

Power was restored back on the same night starting at 8:50, 8:51, 8:53, 8:58, 9:16, 9:05, 9:15, 9:22 in the evening, respectively to the above-mentioned substations and areas.

During the partial black-out, San Francisco Substation experienced abnormalities compelling to re-tap power supply for ASELCO and SURSECO II to Bislig Substation via an installed air break switch (ABS) at Barobo, Surigao del Sur.

Moreover, on Wednesday, January 7 at 5:37 in the morning, power delivery to ASELCO and SURSECO II was sourced back from San Francisco Substation. Subsequently, said substation resumes to its normal operation.

Meanwhile, TransCo’s power transmission service to Surigao del Norte I Electric Cooperative, Incorporated was also briefly interrupted on January 6 and 7 to facilitate re-tapping and sourcing back of power supply from San Francisco to Bislig Substation and vice versa.

Further, for these service interruptions, there were no findings of any line fault along the transmission lines within the CARAGA Region and part of the provinces of Misamis and Davao Oriental, which are within the area coverage of TransCo-NEMA based in Butuan City. PNP arrests illegal possession of firearm suspect

On January 8, 2009 at 3:35 in the morning at the Sidewalk of JEG Convenience Store, E Luna Street, Barangay Urduja, Butuan City, suspect identified as Oliver Andagan alias “Jongjong”, 24 years old, single and resident of Purok-4, Madasigon, Barangay Agusan PequeΓ±o, Butuan City was apprehended by the responding Police Officers of Butuan City Police Station 1 led by SPO1 Roldan Manilag for having caught in his possession one unit .38 cal revolver “paltik” snub nose type with serial number 128077 loaded with five live ammos.

Suspect failed to show legal document to carry the said firearm. Initial investigation disclosed that subject person and his companion, while having drinking spree outside JEG Store, threatened a certain Roche Reyes, prompting the said person to call for Police assistance.

Case for violation of PD 1866 as amended by RA 8294 has already been filed at City Prosecutor's Office, Butuan City on Thursday, January 8, 2009.


Confiscation of illegal gambling machines

On January 7, 2009 at 4:00 in the afternoon at Roy's Video and Huiso residence at Purok 2, San Vicente Street, Market Site District, Mangagoy, Bislig City, PNP elements of Bislig City Police Station led by PSUPT Ronelo Dungo Jaurigue conducted search and seizure operation against a certain Ige Olario and one Daday Huiso at said place.

Suspects were arrested by virtue of Search and seizure warrant number 09-35 and 09-36 respectively, issued by Hon Judge Merlyn Pacaro-Canedo of Regional Trial Court (RTC) Branch 29, Bislig City dated January 6, 2009 for violation of Republic Act (RA) 9287 (Illegal numbers game otherwise known as last two digits/swertres).

Seized from the premises of Mrs Daday Huiso were bet money amounting to Php 14,670.75, tally sheets/records of remittances, stubs for last two/swertres, calculator and other illegal gambling paraphernalia.

Persons arrested during the operation were Daday Huiso, married, and resident of said place; Riche Caballes, 25 years old, married, bet recorder of one Ige Olario, resident of Purok 6, John Bosco District, Mangagoy, Bislig City; and Jovie Tase, caretaker, 41 years old, married and resident of Purok-1, John Bosco District, Mangagoy, Bislig City.

Arrested suspects were brought to Bislig City Police Station for custodial investigation and filing of appropriate charges in court.

Also, at 8:45 in the evening at Purok 10, Barangay Obrero, Butuan City, elements of Butuan City Police Station 1 led by PSINSP Ronaldo V Plaza together with personnel from IDM and Intel Section and a team from Patrol Section, Butuan City Police Office conducted operation on illegal gambling which resulted to the confiscation of one fruitgame machine from the possession and control of a certain Bongshaw Makinano (caretaker), of legal age and resident of said place.

The team proceeded to Purok 10, Barangay Obrero, Butuan City and confiscated one unit fruitgame machine from the possession and control of one Rosanna Getigan (caretaker), 47 years old, married and resident of said place.

Confiscated units were brought at the Office of Vice-Control Section, Butuan City Police Office for proper recording and disposition.

Meanwhile, on January 8, 2009 at 1:00 in the afternoon at Barangay Limaha, infront of Fishlanding, Langihan, Butuan City, personnel of Butuan City Police Station 1 led by PSINSP Ronaldo V Plaza, Chief Vice Control Section conducted operation against illegal gambling which resulted to the confiscation of two units fruit game machines from the possession and control of a certain Wilson Dorico (caretaker), of legal age, married and resident of Resurrection, Barangay Holy Redeemer, Butuan City.

Said machines were brought to Butuan City Police Station 1 for proper disposition.

Regional stakeholders discuss effects of financial crisis

BUTUAN CITY (January 8) - “The effects of the global financial crisis are already felt in the region.”

This was openly disclosed by the business community during a public consultation on the Effects of Global Financial Crisis on Employment, Wages and Productivity hosted by the Regional Tripartite Wages and Productivity Board (RTWPB) held recently in one of the local hotels here.

During the consultation, the Department of Labor and Employment (DOLE), Bureau of Agricultural Statistics (BAS), Department of Trade and Industry (DTI), and the National Economic and Development Authority (NEDA) presented the economic trends/indicators on labor and employment, prices of basic agri-fishery commodities, prices of prime commodities, investment, and macro-economic state of the region. The presentations revealed a slackening regional economy of the region.

Industry representatives also expressed concerns on how the crisis affected their operations. They disclosed that many of them, like the Agusan Plywood Corporation, Filipinas Palm Oil Plantation Inc. etc., are resorting to cost-cutting measures like no overtime and no hiring of casual employees, among others.

A city-wide survey conducted by the Butuan City Chamber of Commerce and Industry Foundation, Inc, revealed that many businesses are wary of the effects of the crisis on their business operations. Some are either filing for bankruptcy or seeking capital assistance to stay liquid.

Industry leaders called for strong government policies and political will among local chief executives. While they acknowledged that no amount of economic policies could protect businesses from the crisis, they are advocating for unity of all sectors in mitigating the impact of the crisis.

The global financial crisis adversely affects the most vulnerable sectors of the country and may impact in the economic growth. NEDA Director General Ralph Recto already stressed the need to downscale growth target in 2009 between 4.1 and 5.1 percent.

To weather the effects of the crisis, the government is taking on strategies to boost growth. These include continued strong assistance for agriculture, more support to small and medium enterprises, and expansion of trade, investment, and tourism with countries that continue to have strong economies. Just recently, President Arroyo approved the P100-billion fund to pump-prime infrastructure projects in 2009 to create the best multiplier effects in generating jobs. (NEDA-Caraga/PIA-Caraga)



Cebu Pacific flies to Catarman, Calbayog, Virac, and Cauayan; offers P500 all-in seat sale and Manila-Osaka Zero promo fare

Cebu Pacific (CEB) is set to take delivery of its seventh brand-new ATR 72-500 aircraft which it will use to fly to Catarman and Calbayog in Samar, Virac in Catanduanes, and Cauayan, Isabela starting next month.

CEB will also mount additional flights for Manila-Naga from daily to 10 times weekly starting on February 14 and Manila-Busuanga from daily to 11 times weekly starting on February 15.

The new service to Catarman, Samar and Virac, Catanduanes will start on February 14; flights to Calbayog, Samar and Cauayan, Isabela will start on February 18.

Butuan hikes funding for social programs

The Integrated Social Development Assistance Program (ISDAP) started by Butuan City Mayor Democrito D. Plaza II in 1991, during his first term as Chief Executive, has now attained an allocation of 2.1 Million Pesos, which is eight times more than its initial annual budget of 250,000 pesos when it began. The funding has been increased constantly since its first implementation in 1991 to cater more indigents endorsed by the Barangays and further the program’s mission of providing assistance to the poor.

The budget for the said program comes mainly from the 20% Development Fund of the City Mayor. In addition to this, Mayor Plaza was able to tap other fund sources such as the Philippine Charity Sweepstakes Office (PCSO) that provides medical assistance to indigents. Both Regional and National PCSO has extended financial support to the City amounting P500,000.00 this year.

For medical assistance, however, ISDAP only covers indigents who are non-barangay officials because there is a separate medical assistance/hospitalization benefit given by the City for barangay officials through a Sangguniang Panlungsod Resolution 3288-2007 in compliance to Section 393 of Republic Act 7160.

ISDAP is catering to the indigents of Butuan City who are in need of the following services: assistance for medicines, blood, hospital bill, laboratory bills, transportation, and burial.

Mayor Plaza allocates P15-M budget for livelihood projects

Poverty alleviation is a prime concern under the administration of Butuan City Mayor Democrito D. Plaza II. During his Mayor’s Forum, a monthly press conference, he stressed that the city’s thrust is to give the people the chance to access livelihood programs to augment family’s financial resources.

The City Government of Butuan through the City Cooperative and Enterprise Development (CCED) has allocated funds of Fifteen Million (15M) Pesos as livelihood assistance fund to Barangay cooperatives.

This endeavor is part of the poverty alleviation program, wherein, every bonafide cooperative with doable proposal submitted will be thoroughly evaluated and an initial capital of P150,000.00 will be released to them to fund their identified project.

This project covered by Executive Order No. 163-2008, and to date there are 51 barangay cooperatives who has successfully complied all documentary requirements awaiting release within this year.

Malnourished children in Butuan City's 46 barangays are now healthy

Some 46 barangays in Butuan City show great decrease of malnourished children at age six years and below within a period of one year. This is the recent report of the City Nutrition Office.
53.5 percent of malnourished children in the 46 barangays improved their nutritional status to normal as a result of the Fresh Milk Feeding which is done house to house for two consecutive months, mass feeding, nutrition education to mothers, campaign on food production, and livelihood skills training for mothers conducted by the CNO together with the barangay health workers.

The feeding of malnourished children at Barangay Halls and Day Care Centers is done daily for one month. After such period, the weight of malnourished children is evaluated to determine result.

If a child, one to six years old is malnourished, the child is allotted eight liters of milk in two months to ensure that the child becomes normal.

One the major causes of malnutrition is low family income. The City Nutrition Office makes interventions and helps equip the parents to become responsible and knowledgeable on the effect of malnutrition to growing kids.

In 2008, the city government allotted One Million Pesos for the Milk Feeding Program. 3,474 liters of milk were purchased for the target barangays. Report on illegal gambling

On January 5, 2009 (Monday) at Purok-6, Montilla Boulevard, Butuan City around 6:00 in the evening, composite team from Vice Control Section led by PSINSP Ronaldo Plaza together with Intelligence branch and City Mobile Group of Butuan City Police Office conducted operation against illegal gambling which resulted to the confiscation of one fruit game machine (kulalong) from the possession and control of a certain Nora Umpoco (caretaker), of legal age, and resident of said place.

Same personnel proceeded to Barangay Obrero, Butuan City and confiscated one unit fruit game machine from the possession and control of a certain Romeo Lomeru (caretaker), 46 years old, married and resident of said place.

The team proceeded to Purok-5, Villanueva Village, Barangay Bading, Butuan City and confiscated one unit Video Karera Machine from the possession and control of a certain Felimon Magallano (caretaker), 43 years old, married and resident of said place.

Confiscated units were brought to the Office of Vice Control Section of Butuan City Police Office for proper disposition and documentation.


PNP arrest wanted person

On January 5, 2009 (Monday) at 5:30 in the afternoon at Purok-5, Barangay Bay-ang, Cabadbaran City, joint team from 143rd RMG Company led by PINSP Darwin Dura and personnel of Cabadbaran City Police Station conducted operation against wanted person which resulted to the arrest of the suspect identified as Gerald Dumpas Paniamogan, 20 years old, single and resident of said place.

Suspect was arrested by virtue of warrant of arrest (WOA) issued by Hon Judge Orlando F Doyon of Regional Trial Court (RTC) Branch 34, Cabadbaran City, dated April 15, 2005, for the crime of qualified theft docketed under CC number 2005-08 with recommended bailbond amounting to Php 30,000.00.

Arrested person is now temporarily detained at 143rd RMG Coy for documentation prior to turnover to the issuing court.


Report on illegal logging

On January 4, 2009 (Sunday) at 8:00 in the evening at the National Highway of Barangay Tagongon, Tagbina, Surigao del Sur, PNP elements of 1406th PPMG led by PSINSP Ramonito S Bajala, Officer-in-Charge, intercepted one unit Mitsubishi Fuzo truck bearing plate number XHG 239, driven by a certain Ceasar Sa Pedro, 49 years old and resident of 43 VP Cruz, Purok-5A, Lower Bicutan, Metro Manila, loaded with 163 pieces assorted illegal logs with an estimated volume of 37.26 cubic meters with market value amounting to Php 50,300.00.

Subject failed to present necessary documents of transporting said logs.

Allegedly, the logs are owned by Rodrigo Perry, 28 years old, resident of Ugoban, Tagbina, Surigao del Sur.

Confiscated logs together with the hauler truck were placed under the custody of 1406th PPMG for documentation and prior turn over to DENR. Progress report to follow.


Report on CTs initiated incident

On January 5, 2009 (Monday) at 6:45 in the morning at Barangay Villa Undayon, Bayugan City, Agusan del Sur, undetermined number of armed communist’s terrorists (CTs) led by an unknown Commander of Front Committee 21 and FC 8 harassed and fired upon Patrol Base of 23rd IB, PA, located at said place.

Exchange of firefight lasted for five minutes and after which the enemy withdrew towards unknown direction.

No casualties reported on both sides. Government troops are presently conducting hot pursuit operation against the withdrawing enemy. Progress report to follow.

Report on robbery

On December 31, 2008 (Wednesday) at 1:30 in the morning at P-1 Brgy San Isidro, Santiago , Agusan del Norte, Santiago Municipal Police Station received a text message from a concern citizen informing a robbery incident in Barangay San Isidro, Santiago Municipality.

Immediately a team led by SPO4 Paterno Magdula went to the area and conducted investigation and pursuit operation. Initial investigation conducted by Santiago Municipal Police Station disclosed that Maximo Latunan of legal age, farmer and a resident of above place while inside the Gold Mining Compound owned by Merlie Quiaman was allegedly robbed by seven unidentified suspects wearing bonnets, armed with two M16 riffles and handguns.

Latunan was held at gunpoint by the suspects and forcibly took from him 150 grams of milled gold. Suspects then fled on foot towards the mountainous part of Barangay San Isidro.

No one was reported hurt during the incident and Santiago Municipal Police Station is now conducting follow-up investigation for the possible identification and arrest of the suspects.

Meanwhile, On January 1, 2008 at 1:00 in the morning at Purok-20 Barangay Poblacion, Bayugan City, the Free Methodist Church building located at the above-mentioned place was reportedly ransacked by unidentified robber just right after the new year.

The incident was reported to Bayugan City Police Station 3:15 in the afternoon of the same day and immediately a team led by PO3 Melvin Dandasan went to the crime scene for investigation.

The police learned that the suspect gained entrance by destroying the padlocks of one of the building's doors. Suspect carted one unit electric guitar (Gibson brand); one unit Type Writer; 20 pieces plastic chairs; one sack of rice and other undetermined valuable items.

A follow-up investigation and operation were made that resulted to the identity and arrest of the suspect identified as Robert Lee Nalam, 22 years old, single and a resident of Purok-10A Barangay Poblacion, Bayugan City who was arrested by a team from Bayugan City Police Station led by SPO4 Arturo Ambray Crizaldo at the above-mentioned place around 6:20 in the evening of same day.

Another team led by PO3 Dandasan also recovered some of the stolen items such as one electric guitar and ten pieces Ruby plastic chairs.

Suspect is now detained at Bayugan City Police Station while recovered items also kept at the same station for proper disposition.


Report on shooting incident

On December 31, 2008 (Wednesday) at 2:10 in the morning at Purok-10 Barangay Poblacion Sibagat, Agusan del Sur, a certain Erwin Balais, 20 years old, single, laborer and a resident of Barangay Perez, Sibagat was shot by Ronald Karl Quipanes, 24 years old, single and a resident of Barangay Afga, Sibagat using a cal .22 pistol hitting Balais' upper left knee.

Sibagat Municipal Police Station, after being informed of the incident, immediately sent a team led by SPO2 Sozimo Tadulan to conduct on scene investigation at the crime scene.

Suspect voluntarily surrendered to Barangay Captain Aurillo Dacera Jr of Barangay Afga, Sibagat together with the firearm used in the shooting. Suspect was then turned-over to Sibagat Municipal Police Station by the said barangay official for proper disposition of the case.

However, both the respondent and the complaining parties were able to agree for an amicable settlement.

Meanwhile, on January 1, 2008 (Thursday) at 7:50 in the evening at Barangay Taruc, Socorro, Surigao del Norte, a certain Cresencio Sanico alias "Kering", 63 years old, married, and resident of same place while inside his owned Sari-sari store was shot to death by Erenio Savandal alias "Niyong", 62 years old, widower, farmer, and resident of abovementioned place.

Savandal with the use of an undetermined caliber of firearm, Sanico who was hit below his right armpit was rushed to Socorro District Hospital for medical treatment but was pronounced dead on arrival (DOA) by the attending physician.

Elements of Socorro Municipal Police Station led by PSI Jose Inhaynes immediately responded on the report and conducted operation which resulted to the arrest of Savandal at his house.

Savandal was brought to Socorro Municipal Police Station for custodial investigation and learned that he shot Sanico due to personal grudges.

Suspect is now temporarily detained at Socorro Municipal Police Station while appropriate charges are being prepared to be filed in court.
Report on mauling incident

On December 29, 2008 (Monday) at 8:00 in the evening at Purok-8 barangay Salvacion, Trento, Agusan del Sur, Three CAA members of Salvacion CAA Patrol Base were suspects of the mauling incident to the victim identified as Nelson Navarro of legal age, single and a resident of Barangay Pangyan, Trento.

Suspects were identified as Paterno Bucane of legal age, single, resident of Purok-8 Barangay Salvacion, Trento Agusan del Sur; Paul Santigan of legal age, married, resident of New Visayas, Trento Augusan del Sur; and alias “Etik Abarquez” of legal age, married, resident of New Visayas, Trento Agusan del Sur.

Alert Team of Trento Municipal Police Station conducted an on scene investigation and disclosed that during the incident while Navarro was waiting for a motorcycle to ride with going to his residence, came the three CAA members who were already drank and mauled him without apparent reason causing him to sustain serious physical injuries.

Navarro was rushed to DOP Memorial Hospital for medical treatment but died around 5:00 in the afternoon of the following day. Trento Municipal Police Station made a follow-up investigation and learned that the three were being held under custody of the Army Cadre of Salvacion CAA Patrol Base.

A case of Murder is being prepared for filing in court by Trento Municipal Police Station against the suspects.


Report on shooting incident

On December 31, 2008 (Wednesday) at 9:45 in the evening at Barangay La Suerte, Prosperidad, Agusan del Sur, Three residents of Barangay La Suerte were shot by an unidentified suspect while playing "tong-its" outside a store owned by Marisa Juntilla, one of the victims.

The victims were identified as Barangay Captain Ely Allan Dy Angchangco, 46 years old, married; Marlon Carillo Legonas, 25 years old, farmer and resident of Barangay La Suerte; and Marisa Sibliro Juntilla, 35 years old, married and resident of Barangay La Suerte.

PNP members of Prosperidad Municipal Police Station led by SPO3 Samson Oscar Besin responded to the crime area. Initial investigation made disclosed that the victims were playing "Tong-its” when an unidentified person appeared and without apparent reason shot them several times who then immediately fled using a getaway motorcycle after the shooting.
Victims were brought to DOP Memorial Hospital but Barangay Captain Angchangco was pronounced dead on arrival while the two were confined for treatment.

Police were able to recover ten empty shells of a carbine riffle at the crime scene. Prosperidad Municipal Police Station is still unclear as to the motive of the incident.


PNP probes vehicular accident

On January 2, 2008 (Friday) at 7:30 in the evening at Barangay Tagbuyacan, Santiago, Agusan del Norte, a bus and a single motorcycle collided head-on along the National Highway of Barangay Tagbuyacan, Santiago, Agusan del Norte.

A yellow Bachelor bus plate number LYC 850 and body number 3124 accidentally collided and ran over a single red Yamaha Crypton motorcycle plate number MT 5960. Motorcycle driver Richard Morado, 23 years old, married and resident of Santiago, Agusan del Norte sustained serious physical injuries during the incident while his backrider Jocel Culicado of legal age, a resident of Barangay Bangonay, Jabonga Agusan del Norte died on the spot.

Initial investigation revealed that the bus was traveling along the national highway heading towards Butuan City when it accidentally collided and ran over the single motorcycle traveling in the opposite direction.

Injured motorcycle driver Morado was rushed to a hospital for medical treatment while PNP elements of Santiago Municipal Police Station immediately responded to the accident area and conducted follow-up investigation.

Both vehicles were brought to Santiago Municipal Police Station together with the bus driver Sol Cabanting, 33 years old, married who voluntarily surrendered to the police after the accident.

Santiago Municipal Police Station is now preparing for filing of appropriate charges in court.


Confiscation of illegal gambling machines

On January 3, 2008 (Saturday) at 2:00 in the afternoon at Barangay Pinamangculan, Butuan City, PNP personnel of Butuan City Police Station 3 led by PI Nestor Delin conducted operation against illegal gambling which resulted to the confiscation of two units Fruit Game machine (Kulalong) with undetermined peso coins inside from the possession of Diana Adormio Cutay of legal age, married; and Sergio Adormio Bokingo, 53 years old, married, both residents of Purok-5B and Purok-1A Barangay Pinamangculan, Butuan City respectively.

Confiscated machines were brought to Butuan City Police Station 3 for proper recording and disposition.

Meanwhile, on January 3, 2008 (Saturday) at 7:00 in the evening at Barangay Garcia, Sta Monica, Surigao del Norte, PNP elements of Sta Monica Municipal Police Station led by PSI Lumacang apprehended a certain Marilyn Lin Jeluban, 41 years old, a resident of Barangay Garcia town of Sta Monica.

Jeluben was caught in the act engaging in Illegal gambling known as "Suertres".

Confiscated from her possession were “suertres” tips, stubs and cash money amounting to Php 50.00 as bet money. Jeluben and confiscated items were brought to Sta Monica Municipal Police Station for proper disposition and filing of appropriate charges in court.


TransCo explains cause of power outages in Caraga region

TransCo’s three sub-transmission lines were shut off temporarily last Monday December 29, 2008 as a measure to reduce loading due to an outage of the Abaga–Agus 2 line 1 and 2 138-kilovolts transmission line, according to TransCo Top Officials.

The line shutdowns were simultaneously implemented at 11:09 in the evening tripping off the Anislagan-PACEMCO-Surigao, Butuan-Bayugan and Nasipit-Butuan 69-kilovolt subtransmission lines.

The power outages resulted from an automatic action of Transco’s underfrequency relay system installed at the different substations of TransCo where these three lines connected.

Areas affected were Surigao City, the municipalities of Taganaan and Sison, Surigao del Norte and the PACEMCO cement plant, part of Butuan City, Gaisano Mall, NIA Bit-os, Bayugan City, the municipalities of Sibagat & Esperanza, Agusan Sur, the municipalities of Buenavista, Nasipit & Carmen, Agusan del Norte, Agusan Plywood Corporation and the International Port of Nasipit.

However, these three lines were energized starting at 11:09:10p.m. 11:18p.m. and 11:20p.m. Respectively on the same night restoring back power to the above mentioned areas.

Further, for these power outages, there were no findings of any line fault along the transmission lines within the CARAGA Region and part of the provinces of Misamis and Davao Oriental, which are within the area of responsibility of TransCo-NEMA based in Butuan City.
