News Feature : CARPer DAY: A call for CARP extension

SURIGAO DEL SUR – Another historical event marked December 3, 2008. Hundreds of farmers marched to call for CARP extension. It was indeed a significant undertaking by the Provincial Agrarian Reform Coordinating Committee (PARCCOM) together with the representatives of the different Peoples Organization, ARBs and other stakeholders of the municipalities of Tandag, Tago and San Miguel as their way of manifestation of support for the continued implementation of the Comprehensive Agrarian Reform Program.

It all started with a Street Parade around 8:30 in the morning from Tandag Town Plaza going to the Capitol lobby to have dialogue with the Provincial Governor Vicente T. Pimentel, Jr. He (Gov. Pimentel) gave his message with strong commitment and support, in fact, in all projects being implemented by CARP, the provincial government has always been a partner to all the endeavors especially for the welfare and benefit of the poor farmers.

After the parade, the group visit the Congressional Office of the 1st District Representative, Cong. Philip A. Pichay to know updates on the status of the extension of CARP. Chief of Staff Manuel Acosta read the message of Cong. Pichay with important points.

“I am one with you in the CALLING for the extension of the implementation of the Comprehensive Agrarian Reform Law of 1988. In fact, I am one of the co-author of the bill proposing the same in order to boost our agricultural sector. As of now the bill still in the unfinished business at the house of representatives…initial interpolation were previously made before the approval of the bill or law,” it said.

A short program was being facilitated by the POs in front of the DAR Provincial Office lobby here. Agrarian Reform Beneficiaries have spoken and gave their testimonies on the different services they have acquired through the comprehensive agrarian reform program.

From the several infrastructure projects, irrigation systems, solar home packages, scholarship grants and other benefits, they were all thankful and very optimistic that there actions will serve as a way for the legislators will hear their anguish and that by end of the year a bill or law will be approved for the extension of the Comprehensive Agrarian Reform Program.

The whole duration of the program was covered live by DXJS Radyo ng Bayan Tandag. Other press people from Philippine Information Agency and Periodico news paper were also present during the occasion.

As a closing part of the program PARO Benjamin Mataksil gave his words of commitment that by the time the program will be extended, reassured of the continued implementation and giving of support services to the constituents of Surigao del Sur.

The parade started at the City Hall Ground at exactly 8:30 am and passed through Capitol Compound Avenue all the way to Montilla Boulevard and ended at Rizal Park for a short program. To give meaning to the event and in order to fully hear the voices of the farmers, it was graced and given life by the inspiring message of our Most Reverend Juan De Dios Pueblos, D.D., Bishop of Butuan City. He said that “we are very thankful here in Agusan del Norte because we are having a very supportive Congressmen who always showed their efforts to extend CARP”.

He further said “we have to continue our unity for the benefits of the poor; (ang kalambuan sa atong nasud naga-agad sa kabaskog sa mga yano na mga mag-uuma), the progress of our nation depends on the health of our poor farmers.”

Around 1,000 people lined up on the streets without minding the scorching heat of the sun just to send their sentiment to remind legislators to enact House Bill 4077 or the Comprehensive Agrarian Reform Program (CARP) before the end of the season.

Aside from the parade, press conference was also conducted being presented by the selected farmers, PARCCOM members, FEDARCCO Officials and PO Leaders before the local tri-media of this city.


BCBMPC ensures PhilHealth coverage of members

Baug CARP Beneficiaries Multi-Purpose Cooperative, Popularly known as BCBMPC is presently facilitating the health insurance coverage of members through a memorandum of agreement with PhilHealth with their National Health Insurance Program (NHIP) or likewise known as Kalusugang Sigurado at Abot-kaya sa PhilHealth Insurance, (KASAPI), in 22 Agrarian Reform Communities, (ARCs) throughout Agusan del Norte before the year ends.

Sometime in June 2006, ExeCom and formerly BOD Chairman Jimmy L. Beray and PhilHealth Regional Assistant Vice President Johnny Y. Sychua, discussed about the basic social protection mechanism, specifically on health insurance. As a result, KASAPI was jointly implemented to reach out the quality health care services for underprivileged members per Memorandum of Agreement (MOA) signed on November 13, 2006.

Signing of MOA between BCBMPC and the PhilHealth will enable to ensure the continuous access to quality health care benefits of BCBMPC members under the National Health Insurance Program (NHIP). Shown in this photo is PARO II Andre B. Atega officially signs the MOA.

The MOA between BCBMPC and the PhilHealth will enable members to enjoy access to quality health care services in the PhilHealth-accredited health care institutions in the province. This initiative was facilitated by DAR Regional Director Felix B. Aguhob.

As stipulated in the MOA, BCBMPC, as an organized group, undertakes PhilHealth programs in the expansion of its social health insurance scheme: to carry out marketing strategy by way of education & communication campaign & advocacy; collection and monitoring for the coverage of the Agrarian Reform Beneficiaries (ARBs) and informal sector under the individually paying program (IPP); at least 700 enrolees is required; and in the distribution of PhilHealth cards.

The agreement aims to provide the workers from informal sector an access to basic social health care services in quality and affordable scheme, and to sustain in their wellness resulting to improve their productivity and greater income as well as in realization of the mandate of DAR in providing accessible, affordable, quality health care services for the Agrarian Reform Beneficiaries, (ARBs) as only chance out poverty is in their health.

With the excellent teamwork of the BCBMPC and PhilHealth officials, they found out that the program gives positive impact to the cooperative and to their members and brought it to its current status. One that can be relied on by the members and one that they are proud of.

At present, the recruitment of ARB-members and other workers are still on-going. PhilHealth, Inc. handed-over one (1) unit computer with genuine copy of KASAPI Membership Information System, (KMIS) software installed on it. The cooperative sent the concerned staff to undergo a comprehensive training in Manila for the smooth and proper implementation of the partnership with PhilHealth.

The Board of Directors of Baug CARP Multi-Purpose Cooperative are very optimistic and had always been a dreamed not far from the horizon to open up other intervention for the benefits of its members.

PNP probes shooting incident

On December 2, 2008 (Tuesday) at 8:00 in the evening at Little Baguio, Barangay Crossing Kitcharao, Agusan del Norte, initial investigation disclosed that the victim identified as Rodeny G. Ibay, 25 years old, married and resident of Milagrosa, Tampakan, South Cotabato boarded the Bachelor Express Bus with bus number 3186 from Barangay Timamana, Tubod, Surigao del Norte heading towards Butuan City, while the suspects boarded from Barangay Magpayang, Mainit, Surigao del Norte, and upon reaching at the abovementioned place, the two suspects drew their caliber 45 pistol and shot the victim hitting the left side of the victims head which resulted to his instantaneous death.

After the incident, suspect disembarked from the bus and brought the pack bag of the victim. Upon receipt of said report, elements of Kitcharao Municipal Police Station immediately proceeded to the area and recovered three empty shells of caliber 45 pistol and one slug. The suspects were wearing black jacket and maong pants; age MOL 30-35 years old; height-between 5'5" to 5'6". Investigation is still going on to determine the motive of the incident and to possibly identify and arrest the suspects.

Meanwhile, at Barangay Banban, Taganaan, Surigao del Norte, elements of Taganaan Municipal Police Station led by PINSP Danrevel Etac, recovered one caliber .38 revolver with Serial Number 736016 loaded with three live ammos and one sharp long bolo.

The team responded to a report that a group of men armed with short firearms is harassing the gold panners. While the operatives were approaching the area and moving toward a small nipa hut, two unidentified persons ran towards forested area leaving behind the recovered firearm. Recovered items are now under the custody of Taganaan Municipal Police Station for proper disposition.

Also, on December 3, 2008 (Wednesday) at 7:00 in the evening at Purok-1, Barangay Del Monte, Talacogon, Agusan del Sur, a victim identified as Felix Infiesto Jr, of legal age, businessman, married and resident of said place was shot inside their store by unidentified suspect using cal .45 pistol.

The victim was hit at the different parts of his body. Victim was rushed to DO Plaza Memorial Hospital, Patin-ay, Prosperidad, Agusan del Sur but was pronounced dead on arrival (DOA) by the attending physician, while suspect fled to unknown direction.

Responding team from Talacogon Municipal Police Station recovered at the crime scene two pieces slugs and one spent shell of cal .45. Another team led by SPO2 Raul A Francisco, together with Barangay Captain Dahunos and some Barangay Tanods of Barangay Del Monte, conducted hot pursuit operation that led to the apprehension of one Jessie Molihon, a resident of Barangay Cecelia, San Luis, Agusan del Sur.

Subject is the driver of motorcycle used as get away vehicle of the suspect. Arrested person is now detained at Talacogon Municipal Police Station for proper disposition. Progress report to follow.


Arrest of illegal gambling suspects

On December 1, 2008 (Monday) at 7:00 in the evening at the Crossing Road, Barangay Puyat, Carmen, Surigao del Sur, a certain Rovito Ornita, 53 years old, married, alleged usher/collector of illegal gambling locally known as “suertres”, and a resident of Barangay Manga, Madrdid, Surigao del Sur was apprehended by elements of Carmen Municipal Police Station for having caught in the act engaged in illegal gambling activity. Confiscated from his possession were tally sheets, illegal gambling paraphernalia and bet money amounting to P200.00. Subject person was brought to Carmen Municipal Police Station for proper disposition.

Also, on December 2, 2008 (Tuesday) at Langihan Road, Barangay Holy Redeemer, Butuan City, elements of Butuan City Police Station-2 led by PINSP Nestor Taganahan, Deputy Station Commander, conducted operation against illegal gambling known as "cara Cross" which resulted to the apprehension of the following persons: Ronaldo Ranese Ladan, 18 years old, single, a resident of Purok-7, New Asia, Barangay 17 Fort Poyohon, Butuan City; Ronald Lobon Saranggote, 18 years old, single, a resident of Langihan Road , Butuan City; Ferdinand Timbal Lagapa, 33 years old, Married and resident of Purok-4A, Barangay Lower Doongan , Butuan City; Rolly Walo Pepe, 45 years old, married and resident of Purok-2A, Barangay Holy Redeemer, Butuan City.

Confiscated during the operation were six pieces of 25 cents coins used as a "Tsapa" and bet money amounting to P145.00. A certain Rommel Gallaga alias “Bolaw”, a resident of Barangay 23 Holy Redeemer, Butuan City was able to evade arrest from the operatives. Arrested suspect were brought to Butuan City Police Station-2 for proper disposition and filing of appropriate case in court.


Apprehension of wanted persons

On December 2, 2008 (Tuesday) at 4:10 in the afternoon at Purok-6, Maraville Village, Tabon, Bislig City, elements of Bislig City Police Station led by SPO3 Elmer Dela Cruz arrested the suspect identified as Jamely Gambo Veras, 25 years old, single, jobless and resident of abovementioned place by virtue of warrant of arrest (WOA) docketed under criminal case number 4310 dated June 8, 2008 for the crime of Frustrated Homicide issued by Judge Ambrocio Moleta of MTCC, 11th Judicial Region, Bislig City with recommended bailbond amounting to P12,000.00.

Arrested suspect is now detained at Bislig City Police Station for proper disposition.

On December 3, 2008 (Wednesday) at 2:30 in the afternoon at Barangay Pilaring, Pilar, Surigao Del Norte, PNP elements of Pilar Municipal Police Station led by PINSP Joseph Geofrey P Lim, arrested the suspect identified as Abner Dotillos alias “Titing”, 24 years old, single and resident of said place by virtue of WOA dated September 18, 2008 for the offense of malicious mischief docketed under CC number 4231 issued by Hon Judge Ignacio Macarine of MCTC General Luna, Surigao del Norte with recommended bailbond amounting to Php 2,000.00.

Arrested person now temporarily detained at Pilar Detention cell for proper disposition.
Also, at 4:00 in the afternoon at Barangay Sampaguita, Veruela, Agusan del Sur, PNP elements of Veruela Municipal Police Station led by SPO1 Benjamin arrested the suspect identified as Rogelio Uayan, 45 years old, married and resident of said place by virtue of WOA issued by Hon Judge Eduardo Casal of Regional Trial Court (RTC) Branch 1, Libertad, Butuan City, docketed under CC number 12806 for violation of Republic Act (RA) 9262.

Arrested person now detained at Veruela Municipal Police Station for proper disposition.

At about 5:00 in the afternoon at Barangay Maasin, Pilar, Surigao del Norte, PNP elements of Pilar Municipal Police Station led by PINSP Joseph Geofrey P Lim arrested the suspect identified as Alvin Penera, 30 years old, single and resident of Purok-3, Maasin, Pilar, Surigao del Norte by virtue of WOA issued by Hon Judge Evangeline Yuipco Bayana of RTC Branch 31, Dapa, Surigao del Norte, docketed under CC Number 100-08 for murder.

Arrested person now detained at Pilar Municipal Police Station for proper disposition.


Report on foiled bank robbery

On December 4, 2008 (Thursday) at 1:00 in the afternoon at Poblacion, Bayugan City , Agusan del Sur, the First Consolidated Bank (FCB) was entered by three suspects identified as Michael Sopera alias “Dodong Tisoy”, 29 years old, married and resident of Barangay Ampayon, Butuan City; Christopher Perez alias “Bobong”, of legal age, married, and one alias “Junjun”, both resident of Santis, Obrero, Butuan City.

The incident was noticed after the alarm system installed at the bank was heard by personnel of Bayugan City Police Station. Alert team led by SPO4 Gilbert Lumacad immediately responded which led to the apprehension of Michael Sopera, while the other two suspects evaded the arrest. Recovered from the possession of the arrested suspect are the following items: one cellphone sony ericson; one battery charger; one scissor; one make-up kit; one headphone; one flashlight; one CCTV; cash money (coins) worth Php 1,486.15.

Investigation conducted disclosed that the suspects gained entrance by cutting the aircon grill. However, the suspects activated the alarm system and failed to open the bank safety vault. Estimated cash stolen by the suspects amounted to Php 3,000.00.

Follow-up operation conducted by Bayugan City Police Station led by PSINSP Warren Ejem Dablo, Chief of Police, resulted to the apprehension of one Francis Palima Jr alias “Junjun” at Barangay Obrero, Butuan City. The team also recovered one unit armscor shotgun with SN 754512 with five live ammunition issued to security guard Jessie V Tabanao of Tamblot Security and General Services.

The immediate response of Bayugan City Police Station was due to the installed alarm system of the bank that resulted to the arrest of the suspects. Suspects now detained at Bayugan City Police Station while case against them now being prepared for filing in court. Progress report to follow.

A4P-PTWG spearheaded “Week of Peace” celebration in Surigao del Sur

TAGO, Surigao del Sur (December 4, 2008) – The Act for Peace - Provincial Technical Working Group (A4P-PTWG) of Surigao del Sur spearheaded the conduct of the Mindanao Week of Peace celebration in the province.

Among the highlights of the celebration is the turn-over of potable water supply system to local officials of Barangay Caras-an here. It was learned that potable water supply is one of the priority concerns of the local officials and the local residents.

Aside from the potable water supply system, carabao dispersal was also conducted where seven recipients received one carabao each totaling at about Php122,000.

Moreover, 25 local residents received one thousand pesos each to avail the sustainable development program of the abaca plantation which is one of the means of income of the local residents.

Meanwhile, local residents of the barangay benefited the medical consultation, tooth extraction, and circumcision initiated by the technical working group in cooperation with the Provincial Government Office here, the Provincial Health Office, the Adela Serra Ty Memorial Medical Center (ASTMMC) medical practitioners-volunteers and the 401st Brigade, 4th Infantry Division of the Philippine Army.

As part of animal services, Mr. Higino Ganate of the office of the Provincial Veterinarian performed livestock and poultry deworming, giving of vitamins supplements, and preventive dose of anti-biotics treatment.

News Feature: 14th Caraga Business Conference: No Politics, Purely Business

Surigao City, Surigao del Norte - This year’s 14th Caraga Business Conference held last November 28, 2008 at Hotel Tavern Surigao, Surigao City was a success notwithstanding the absence of the host governor, Hon. Robert Ace Barbers and mayor, Hon. Alfonso S. Casurra, who were both on official business in Manila.


BIR Director Braves Caraga Businessmen

In a full-packed convention hall of this upscale hotel in Surigao City, Atty. Marcelinda Yap, Caraga BIR Regional Director appeared cheerful and admirably collected throughout the conference hosted by the Surigao Chamber of Commerce and Industry, recipient of PCCI’s 2008 Most Outstanding Chamber in Mindanao award, and attended by the dynamic mix of trade and industry leaders, young and old, from the region and elsewhere in the country. Aiming to resolve standing disagreements, key businessmen-attendees from the five provinces of Caraga unanimously chose to invite the Caraga BIR regional executives to the conference. The much publicized conflict between Northern Mindanao BIR Director Mustafa Gandarosa and the Cagayan de Oro businessmen preceded the Caraga conference.


Atty. Marcellina Yap, who assumed office last September of this year, led the Caraga BIR delegates. Flustered at the opening of her speech, she soon overcame nervousness and recovered her timbre as she proceeded to eloquently present her office’s past performances and current programs. Yap said that while the BIR remains to be the most maligned agency in government, it still continues to diligently collect taxes for the national coffers. Yap added that for Caraga she has full control over her people and their actions, and encouraged everyone to report any malfeasance in office directly to her.

The businessmen stood up to the challenge and reaffirmed their vigilance against official misconduct of the BIR representatives by the first question asked in the open forum. This came from a businesswoman based in Tandag City who exposed a bribery attempt from one of the local revenue district officers. The succeeding questions were kinder and focused more on the BIR’s audit schedules and revenue targets for several cities in Caraga. The volley of ideas proved very enlightening and unifying as it was evident that the parties came to dialogue and not to argue.

Johann Jake Miranda, Conference Chairman and President of Surigao Chamber of Commerce and Industry, was credited for getting the BIR executives and their staff to attend the affair. Miranda did not fail to commend the regional director for honoring the Chamber’s invitation noting that there were previous instances in other parts of the country where the BIR executives were invited and no one came.

Miranda also emphasized to the audience the importance of dialogue and seeing one another face to face was the first step in opening lines of communication between government offices and the business community in the Caraga region.

Philex Mining Keynotes Conference in Surigao

The conference also featured a keynote speech from Dr. Walter Brown, Chairman of Philex Mining Corporation, who spoke about socially-responsible mining. Dr. Brown lamented the fact that certain mining companies in the past chose to forget their responsibilities to surrounding communities and that this has contributed to the negative image of mining in the country. Dr. Brown added that Philex Mining Corporation remains to be committed to responsible mining. Philex has an ongoing full-scale feasibility project in Boyongan, Surigao del Norte, not far from Surigao City.


Resolutions Get Fast-Tracked to PCCI

At the end of the conference Miranda together with Mr. Juanito Mendoza, PCCI Regional Governor for Caraga formally turned over resolutions to Ms. Elena Haw, Vice President of PCCI for Mindanao and Mr. Crisanto Frianeza, PCCI Secretary General. Noteworthy resolutions were the Caraga businessmen’s request for Bangko Sentral to establish an regional office in Caraga to be based in Butuan City, a prayer to proclaim Caraga as a retiree-friendly region towards ultimately opening a partnership with the Philippine Retirement Authority, and creating a regional convention and visitors bureau under the auspices of the Caraga Regional Tourism Council.


Businessmen Visit Dinagat Island

The next day, participants boarded a Philippine Navy gunboat, BRP Felix Apolinario (PG395) under the command of Cdr. Rommel Anthony Reyes, and visited nearby Dinagat Island province for a tour of San Jose, its municipal capital. Governor Jade Ecleo-Villaroman and her tourism officials welcomed the delegation and accepted the challenge to host the Caraga Business Conference in 2011. Gov. Villaroman also introduced the tourism potentials and investment opportunities of the newly-created province.


350 Delegates Pack Convention Hall

Although regional in scope and compacted to a one-day affair, the conference was able to gather more than 350 official participants with delegates from as far as Dipolog and Pagadian cities. Growth with Equity in Mindanao, a co-sponsor of the event, also sent a delegation from Cagayan de Oro. The convention hall remained packed all throughout the day as the organizers maintained a high level of interest from the audience with short speeches and efficient programming. Another interesting presentation was made by Metro Naga Chamber of Commerce president Alberto Bercasio who introduced the Naga Citizen ID which is now being fully implemented there.


Miranda enthused that there was a large number of business students from four major educational institutions in the region. He further commended the students for taking a proactive stand in learning, taking it upon themselves to participate and listen attentively to the resource persons.

Miranda added, “While remaining to be one of the poorest regions in the Philippines, Caraga has the greatest potential for economic success. We have vast natural resources in agriculture, logging, mining and fisheries primed for development. BCWD’s rep wins NorMin-NRMC reg’l oratorical contest

Butuan City Water District’s (BCWD) representative won in the Northern Mindanao Natural Resources Management Council (NorMin-NRMC) regional oratorical contest held recently during the 26th NorMin-NRMC Forum at the Pearlmont Inn, Cagayan de Oro City.

Raphael Victor R. Villanueva, representing BCWD, bested the other orators of the other water districts within Caraga Region in the 22nd NorMin-NRMC Regional Oratorical Contest.

Villanueva, 16 years old, a senior high school student of Angelicum Montessori School in Butuan City was unanimously adjudged as the best orator by the Board of Judges. He gained the judges’ nods because of his sterling performance.

He was so natural on stage with his precise and graceful body movements, fitting facial expression to every word uttered, proper diction, fine voice quality, and moderately good voice projection that was enough to be heard by the judges and the audience.

Villanueva used paradoxical approach in his interpretation of the theme “Water and Sanitation for Life’s Preservation” and conversational method in his delivery, far from being conventional orator, which made him distinct from among the contestants. All other contestants employed monotonous high tone and shouted at the top of their lungs most of the time, as if they were orators of the ancient Greece and Rome.

“We are modern oratorical judges, so we prefer conversational method than the conventional way of delivering oratorical pieces,” declared Rolando Romblon, chairman of the contest’s Board of Judges.

Villanueva, before the contest proper, was very confident to win even if he knew that his opponents are the region’s great orators. In fact, during his delivery, there was no sign of anxiety on his part and he did not falter. He, indeed, fulfilled his promise to his sponsor, BCWD, and his school to “bring home the bacon.” Likewise, he was able to reach his goal of representing BCWD and NorMin-NRMC in the 14th PAWD National Oratorical Contest on February 11, 2009 at the Waterfront Hotel in Cebu City.

It can be recalled that Villanueva won in the 22nd Local Oratorical Contest at the Luciana Convention Center, Butuan City, making him to qualify in the regional contest. Proclaiming him as the winner in the local contest created a little controversy as the camps of some other contestants voiced out discontentment in the result of the judging. They questioned why the judges chose him whose voice volume was much lower than that of the second placer. But the board of judges was firmed with its decision.

Joie Ceballos, one of the judges, defended their decision. She said voice volume or voice projection is just only one part of a criterion, and there are still other parts of the criteria that has equal or even higher percentage than voice.

“Shouting at the top of the lungs alone cannot make an oratorical contestant win. It shall be his or her total performance that matters. And in this case, it happened that he (Villanueva) scored higher than the others in almost all the criteria,” Ceballos clarified.

Now that Villanueva made it in the regional level, the judges in the local contest are vindicated. It only means that they made the right choice.

Villanueva, trained by Mary Jane Racho-Ty, took home cash prize and trophy. He is now the official representative of the BCWD and NorMin-NRMC to the national contest. Butuan City Water District’s (BCWD) representative artist-painter bagged the top prize in the Northern Mindanao Natural Resources Management Council (NorMin-NRMC) regional poster-making contest during the 26th NorMin-NRMC Forum held recently at the Pearlmont Inn, Cagayan de Oro City.

Judy Franchette A. Serapio, representing BCWD, won over the contestants who represented other water districts within Caraga Region in the 14th NorMin-NRMC Regional Poster-Making Contest (High School Level).

Serapio, 16, a senior high school student of Father Saturnino Urios University in Butuan City, was chosen winner because of her art interpretation of the theme “Clean Water for Life’s Sustenance.” Her work stood out among the works of her opponents who are the region’s finest artists.

Serapio’s performance in the regional contest really surprised the BCWD management, especially the people in the Public Relations Office who monitored her progress during her practices few weeks before the contest proper. It was a surprise because her artistry – color scheme and workmanship, interpretation ability and speed were tremendously improved in the contest proper as compared to her performances during the practice sessions at BCWD. Her success in the regional level made BCWD proud and enabled it to maintain its reputation as the undisputed producer of winning contestants in the poster-making contest, may it be regional level or national level.

Serapio, who is under the tutelage of Leonidos Quistado, gained the right to represent BCWD in the regional contest for winning in the 19th Local Poster-Making Contest last March 28, 2008.

As champion in the regional poster-making contest, Serapio was able to bag cash prize and trophy. She is now the official representative of the BCWD and NorMin-NRMC to the 14th PAWD National Poster-Making Contest to be held on February 11, 2009 at the Waterfront Cebu City Hotel. Both BCWD and NorMin-NRMC hope that Serapio’s artistry will stand out in the national level.

Report on Ambush incident

On December 2, 2008 (Tuesday) at 4:40 in the afternoon at Sitio Bantalinao, Barangay Ganayon, Lianga, Surigao del Sur, the PROMEX Team from APMC under Capt Allan G Espella (INF) PA while onboard an Isuzu Canter from 36IB Headquarters enroute to 401st Brigade, PA was ambushed by the Communist Terrorists (CTs) using landmines.

The incident resulted to five KIA, four WIA and loss of five firearms (one M14 and four M16 rifles) on the government side. The KIA were SGT Otero, MSGT Banag, TSGT Tela, all from APMC; CPL Jalain of 36IB and CAA Julmadi of 23IB.

Meanwhile, the WIA were PFC Pactor, CPL Jabibon of 36IB, CAA Simbahon of 23IB and SGT Mamucay of APMC. The armed CTs also flagged down a Bachelor bus and used it as barricade at the highway of Sitio Kansilad, Barangay Ganayon, Lianga, Surigao del Sur more or less one kilometer away from the ambush site. Reinforcing PA troops proceeded to the area and conducted pursuit operations while police units within the area had been alerted to beef up security and the reinforce the beleaguered PA troops if necessary.


Arrest of wanted person

On December2, 2008 (Tuesday) at 9:00 in the morning at Buenavista Municipal Police Station, Buenavista, Agusan del Norte, the subject person who has a standing Warrant of Arrest (WOA) for the crime of seven counts of Rape under criminal case number 12971 to 12977 voluntarily surrendered at Buenavista Municipal Police Station.

He has a recommended bail bond of Php 120,000.00 each case and one case under criminal case number 12970 for acts of lasciviousness with recommended bailbond of Php 40,000.00, all issued by Hon Judge Eduardo Casals of Regional Trial Court (RTC) branch 1, Hall of Justice, Libertad, Butuan City. Bolongaita is now detained at Buenavista Municipal Police Station for proper disposition.


Apprehension of illegal possession of firearm suspect

On November 30, 2008 (Sunday) at 10:05 in the evening at the vicinity of Rutonda, Barangay Poblacion, Bayugan City, elements of Bayugan City Police Station led by PI Jumark Q CaΓ±a, DCOP arrested the suspect identified as Reynaldo Arcite Loreto, 24 years old, resident of Purok-5 Barangay Duangan, Esperanza, Agusan del Sur during the conduct of "Operation Kapkap".

Confiscated from the suspect's possession is one unit COLT Cal .45 with SN 932841 and one magazine with two live ammos.

Suspect is now detained at Bayugan City Police Station for proper disposition.


PNP probes vehicular accident

On December 2, 2008 (Tuesday) at 2:45 in the afternoon at Barangay Quezon, Tagbina, Surigao del Sur, a black TMX single motorcycle owned by a certain Larry Sabatin of Barangay Poblacion, Tagbina, Surigao del Sur and driven by alias "Joyjoy" Lucero with two backriders identified as "Loklok" Gemino and Jerry Alarm, both of legal age and residents of Barangay Soriano, Tagbina, Surigao del Sur while running at top speed rammed into the right side railings of Barangay Quezon bridge.

Driver (Lucero) died on the spot while the two companions suffered serious injuries and was immediately brought to DO Plaza Memorial Hospital at Patin-ay, Properidad, Agusan del Sur for medical treatment.

Search is on for the best barangay

The Provincial Assessment Team is right now assessing nominated barangays all over the province vying for the Agusan del Norte’s Best Barangay 2008 award.

The assessment will be based upon the following criteria: the number of authored resolutions/ ordinances passed; number of committee meetings conducted; filing system of the barangay; the attendance of the barangay officials during sessions and during special events; community involvements and initiatives with proper documentation; the vision and mission of the barangay; how the segregation of waste materials is being done; the individual household sanitary type of toilet used; potable water supply; presence of communal garden in the area; drainage and pathways; records of the assets and liabilities; list of real property tax payers; the posting of income and expenditures in the barangay hall; barangay budget; the management of barangay facilities like the health ccenters, day care centers, recreational centers and others.

For this year, only the municipalities of Carmen, Nasipit, Buenavista, RTR, Magallanes, Tubay, Jabonga, Santiago and Las Nieves were able to join.

Other categories in the search include the Best Barangay Chairman, Best Kagawad, Best Secretary, Best Treasurer, Best Sangguniang kabataan (SK), Best Purok, both Urban and Rural, and the Best Purok Chairman.

The Provincial Assessment Team (PAT) is composed of the representatives from the different government agencies concerned including Mr. Edgar M. Palarca, Jr., Information Officer-III of PGO-CAD, Mr. Fermin C. Antenorio, Community Affairs Officer II, PGO-CAD, Mr. Gerry Joey S. Laurito, Project Development Officer-III under the office of the Vice Governor, Mr. Conrado Berdin, LGOO-V of the DILG Provincial Office, Major Floriano Salang Ravelo, Jr., Police Chief Inspector of the PNP Provincial Office, Ms. Florita Magdayao from the Department of Education, Agusan del Norte, Ms. Fortunata S. Atega, Supervising Midwife of the Provincial Health Office, Ms. Violeta C. Jamito from the Community Solidarity Against Poverty Organization (CSAPO), a non-government organization, and Ms. Myra R. Ganot, Local Legislative Staff Officer-I, representing the Office of Board Member Raymundo M. Beluan, Jr., Chairman of the Committee on Barangay Affairs.

According to Mr. Antenorio, “the search is conducted every year to evaluate the nominated barangays and puroks on their annual accomplishements and to help them improve more.

This is also the drive of Governor Erlpe John M. Amante to bring the provincial government closer to the people of Agusan del Norte.”

The search for the best barangay is conducted annually since the early 90’s with a yearly modification of the specific guidelines or criteria to perfectly select the worthy winners. This year’s search is conducted recently and the awarding will be done in December this year.

Butuan City won 3rd place in 2008 Search for Best Implementer of the Renal Disease Control Program

The City of Butuan under the governance of Mayor Democrito D. Plaza II through the City Health Office (CHO) headed by Dr. Josephine Chua received an award as 3rd placer in this year’s nationwide “Search for 2008 Best Implementer for Training and Advocacy Activities of the Renal Disease Control Program” held recently at the Manila Pavilion, Manila Hotel from the National Kidney Institute of the Department of Health (DOH).

Representing Butuan City Mayor Plaza II was Ms. Evelyn Tiu, accompanied by Dr. Josephine Chua and Ms. Sandra Lingad, supervising Nurse II received the award from Dr. Francisco T. Duque III, DOH Secretary.

In the 25 Yearlong Anniversary Celebration of the National Kidney and Transplant Institute (NKTI) outstanding key players of the program are recognized for exemplary implementation of the Training of Trainers and Advocates on the Prevention of Renal Diseases, lectures on renal complication of diabetes mellitus, renal replacement therapy and on the regional profile of kidney disease.

Butuan City through the City Health Office played a vital role in effective and efficient advocacy of Renal Disease Prevention particularly in the 86 Barangays in coordination with the Barangay Officials, Barangay Health Workers, Midwives and most especially the non-government organizations (NGOs). This year’s pilot area is Barangay Libertad.

Among the many reasons making Butuan worthy of such award is simply through its commendable, consistent and focused health program advocacies including kidney disease control which is integrated in its day to day operations. To mention some of the approaches made by the city government are focused group discussions, conferences, household teaching classes, assemblies and more. In addition to this, the city government’s call was genuinely supported by private organizations and NGOs in the form of various kidney related activities like the regular blood screening of sugar, cholesterol count, urine screening, dip stick urine screening, and distribution of free medicines to indigents among others.

It was learned that kidney problem is the 7th of the ten leading causes of mortality in Butuan City reflecting more or less .015% or 45 deaths in 2007 which could be alarming. However, judging from the all over activities conducted by the concerned office, there is a remarkable decline in 2006 registering 51 deaths at 17.55 %.

According to Sandra Lingad of Butuan City Health Office that kidney disease can be avoided if detected early.

Report on illegal possession of firearm

On November 30, 2008 (Sunday) at 9:30 in the morning at Purok Thomas Claudio, Barangay Maguinda, Butuan City, elements of Philippine Army MICO led by PFC Danilo Castociano apprehended the suspect identified as Felix Toyco, 23 years old, single and resident of Purok-2, Barangay Maguinda, Butuan City after caught in his possession the one unit cal rev (paltik) loaded with five live ammos. Suspect was turned over to Butuan City Police Station 4. A case for illegal possession of firearms was already filed at City Prosecutors Office for proper disposition.


Arrest of illegal discharge of firearm suspect

On November 30, 2008 (Sunday) at 9:00 in the morning at Royo Corner Palapuz St, Purok 2, Barangay Consuelo, Cantilan, Surigao del Sur, a suspect identified as Geofrey Del Rosario, of legal age, married and resident of Port Area, Barangay Consuelo, Cantilan, Surigao del Sur, allegedly fired once his cal .45 pistol.

Initial investigation conducted disclosed that the suspect under the influenced of liquor arrived at said place, allegedly pointed his gun to a certain Jushua Gabunada, 20 years old, married, employee of Norsophhil Metal Resources Incorporated with permanent address at Bulacao, Talisay City, Cebu.

Suspect then fired his cal .45 pistol to the air. PNP elements of Cantilan Municipal Police Station responded the incident and recovered one spent shell of cal .45 at the scene. Appropriate charges now prepared for filing in court against the suspect. Progress report to follow.


Arrest of illegal gambling suspect

On November 28, 2008 (Friday) at 8:25 in the evening, elements of Butuan City Police Station-1 led by PINSP Ronaldo Plaza conducted operation against illegal gambling which resulted to the apprehension of a certain Rey Orgonio (alleged coordinator), 35 years old, married and a resident of Lopez Jaena Extension, Barangay Tandang Sora, Butuan City.

Confiscated from the suspect’s possession were ten pieces filled-up “suertres” tally sheets; one piece calculator; one stapler; two pieces ballpen and P1,005.25 bet money in different denomination. Subject person is now at the custody of Butuan City Police Station-1 for proper disposition.

On November 27, 2008 (Thursday) at 10:00 in the morning at Barangay Alegria, Santa Monica, Surigao del Norte, a certain Marlito Millana, 30 years old and a resident of said place was arrested by elements of Santa Monica Municipal Police Station led by SPO1 Ermerito Conjurado by virtue of warrant of arrest (WOA) issued by Judge Evangeline Yuipco, Presiding Judge, RTC 10th Judicial Region, Branch 31, Dapa, Surigao del Norte docketed under criminal case number 110-08 for the crime of Frustrated Homicide with recommended bailbond of P24,000.00.

Subject person was turned-over to the issuing court for proper disposition.

At around 2:00 in the afternoon of the same date at Barangay 2, San Francisco, Agusan del Sur, elements of Trento Municipal Police Station led by PO2 Arnold Tucong arrested the suspect identified as alias Meyo, 43 years old, married and a resident of Purok 10, Divisoria, Barangay Langkilaan, Trento, Agusan del Sur by virtue of warrant of arrest issued by Judge Dante Luz Viacrusis, Presiding Judge, RTC 10th Judicial Region Branch 6, Patin-ay, Prosperidad, Agusan del Sur, docketed under criminal case number 6589 for violation of Republic Act (RA) 7610 with recommended bailbond of P16,000.00 for his temporary liberty.

Subject person is now detained at Trento Municipal Police Station for proper disposition.

At 10:45 in the evening at Purok 2, Santa Cruz, San Jose, Dinagat Islands, elements of San Jose Municipal Police Station led by PINSP Dionelle Edep Brannon, COP arrested one Dexter Masigal, 26 years old, single, employee of Green Bank and a resident of abovementioned place by virtue of warrant of arrest issued by Judge Evangeline Yuipco Bayana, Presiding Judge, RTC 10th Judicial Region, Branch 32, Surigao City dated July 12, 2007 docketed under criminal case number 1077 for violation of RA 9262 with recommended bailbond of P24, 000.00.

Subject person is now detained at San Jose Municipal Police Station for proper disposition.

Meanwhile, on November 28, 2008 (Friday) at 10:30 in the morning at Purok 5, Barangay Canlanipa and Magallanes Street, Barangay Washington, all of Surigao City, elements of Surigao City Police Station led by SPO1 Johnson Juanite arrested one Joselito Abis Jr. aka “Kidong”, 35 years old, driver and a resident of Purok 5, Canlanipa, Surigao City and one Sandra Dalan, 20 years old, single, jobless and a resident of Loreto Surigao del Norte by virtue of warrant of arrest issued by Judge Victor Canoy, Presiding Judge, RTC 10th Judicial Region, Branch 30, Surigao City docketed under criminal case number 8105 for the crime of robbery with recommended bailbond of P24,000.00.

DOH orients Tandag for a “Smoke-free City”

TANDAG CITY, Surigao del Sur -The Department of Health (DOH) Caraga and Caraga Anti Smoking Team (CAST) conducted recently an orientation-forum dubbed as “Working for no-smoking zone in Tandag” held at Seasons Park Apartelle, this city.

The objective of which is to ensure the efficient and effective implementation of the Tobacco Prevention and Control Program in this city and entire province of Surigao del Sur through the concerted efforts of the local government units.

The forum was participated by City Vice Mayor Rosario Ninfa Dumagan II, City Councilors Eleonor D. Momo, Andrie Andresan and Alfredo Cantalejo.

Stakeholders from the different government agencies also took part in supporting this health-awareness campaign of DOH. Among them are Police Inspector Galo Martinez of PNP-Tandag City, and representatives from the Land Transportation Office (LTO), Philippine Information Agency (PIA) and other national-line agencies, as well as in different organizations.

On Tuesday (November 25) at 5:00 in the afternoon at Barangay Cancawan, Carmen, Surigao del Sur, elements of Carmen Municipal Police Station led by PO3 Glen Uriarte Orzales apprehended the suspect identified as Pedro Salipuran Baguis, 66 years old, single and resident of said place.

Suspect was arrested by virtue of Warrant of Arrest (WOA) docketed under CC number 08-0891 dated August 21, 2008, issued by Hon Judge Bibiano G Colasito of MTC ParaΓ±aque, Branch LXXVII (77), ParaΓ±aque City for the crime of Malicious Mischief. Arrested person is now temporarily detained at Carmen MPS for proper disposition.

On Wednesday (November 26) at 9:00 in the morning at Barangay 3 Poblacion, Cabadbaran City, PNP elements of Cabadbaran City Police Station led by PCINSP Rolando Cuya Jr apprehended the suspect identified as Isabelo Monel, 34 years old, married and resident of Barangay 1, Cabadbaran City.

Suspect was apprehended by virtue of WOA docketed under CC number 17 dated October 1, 2008, issued by Hon Judge Dax Xenos Gonzaga of the Regional Trial Court (RTC) Branch 34, Cabadbaran City for the crime of rape with recommended bailbond amounting to Php 120,000.00. Subject person is now presently detained at Cabadbaran City Police Station for proper disposition.

Meanwhile, on the following day, Thursday (November 27) at 9:00 in the morning at Purok-1, Barangay Bading, Butuan City, PNP elements of Butuan City Police Station 2 led by SPO2 Jerry Advincula arrested the suspect identified as Florencio EspaΓ±ola, 55 years old, married and resident of said place.

The said suspect was arrested by virtue of WOA docketed under CC number 39128 and 39129 for the crime of simple slander dated November 19, 2008, issued by Hon Judge James V Go of MTCC Branch 2, Libertad, Butuan City with recommended bailbond amounting to Php 6,000.00. Arrested person is now presently detained at Butuan City Police Station 2 for proper disposition.


Arrest of illegal gambling suspect

On Thursday (November 27) at 7:45 in the evening at the Sidewalk area of G. Flores Avenue, Butuan City, PNP elements of Vice Control Section of Butuan City Police Station 1 led by PSINSP Ronaldo Plaza conducted operations against illegal gambling which resulted to the apprehension of the suspect identified as Arturo Calooy (runner/collector), 43 years old, married and resident of Purok-4, Barangay Humabon, Butuan City.

Confiscated from the suspect’s possession were 10 pieces of filled-up “swertres” tally sheets, two pieces of “swertres” tips, three pieces of ballpen and cash bet money amounting to Php 608.00 in different denominations. Arrested suspect and confiscated items were brought to Butuan City Police Station 1 for recording and proper disposition.


Spot Report on Robbery of surveying equipment

On Thursday (November 27) at 11:45 in the morning at Barangay Caras-an, Tago, Surigao del Sur, a team of surveyor led by Engr William Toca Mirabel, Chief Engr/Team Leader of RASA Surveying Company based in Quezon City, together with other members of the team namely: Jaime Orillaneda; Michael Consigna; Dodoy Aboa and Glen Aboa, all were residents of Tandang Sora, Quezon City were held by 10 unidentified men armed with high powered firearms clad in fatigue uniform believed to be members of Communist Terrorists (CTs) and confiscated equipment like one Top Con Model 329 Transit Equipment; two labeling bubbles; two battery Top Con with case.

Said surveyors were released unharmed by said armed men. The surveying team was hired by PNOC to conduct area survey at Sitio Badjangan, Caras-an, Tago, Surigao del Sur for coal mining. PNP personnel of Tago Municipal Police Station were dispatched and coordinated Barangay Captain of said place to recover said equipments and 58 IB Phil Army to conduct follow-up operation against the suspect. Report on entrapment operation

On Thursday (November 27) at 1:45 in the morning at Purok-6, Baranagay Taligaman, Butuan City, composite team of Butuan City Mobile Group led by PCINSP Manuel Jimenez and Butuan City Police Station 4 led by PSINSP Ferdinand B Dacillo conducted entrapment operation, which resulted to the apprehension of the suspects identified as Pepito Abayata, 49 years old, married and resident of Agusan PequeΓ±o, Butuan City; Alberto Pejules, 38 years old, married; Carlito Paler, 41 years old, married, both were residents of Lopez Jaena extension, Butuan City; Ruffy Baguio, 26 years old, married and also a resident of Lopez Jaena extension, Butuan City; and Rolando Gajudo, 27 years old, married and resident of Lopez jaena extension, Butuan City.

Said suspects were extorting money from the escort of the truck loaded with falcate logs. The apprehending team impounded one unit Delica Van with plate number GNG 180 and one logbook color blue. Further recovered from the suspects were five pieces
Of One Hundred Peso Bill as marked money.

Suspects and marked money were brought to PNP Crime Laboratory Office 13 for ultra violet examination. Case of robbery extortion now prepared for filing in court in an inquest proceedings. Suspects and confiscated items are now at Butuan City Police Station 4 for proper disposition.


58IB conducts joint MEDCAP at San Agustin, Surigao del Sur

SAN AGUSTIN, Surigao del Sur - The 58th Infantry (Dimalulupig) Battalion, 4th Infantry Division of the Philippine Army recently conducted a joint medical and civic action program in Barangay Janipaan, in this municipality with the collaboration of Surigao del Sur Provincial Government Office, Philippine National Red Cross (Surigao del Sur Chapter), Surigao del Sur Provincial Police Office, and in coordination with the local government unit of San Agustin.

The humanitarian mission resulted and benefited 113 constituents for medical consultation, 51 patients for tooth extraction, 27 for circumcision and 250 for mass feeding.

The collaboration made by this unit of the Philippine Army with the Provincial Governor’s Office and the close coordination with other agencies made the activity possible and successful.

Indeed, both approach and convergence of efforts are key factors in waging war against the CPP/NDF/NPA that will not only complement the combat and intelligence operations in addressing and dismantling of guerilla fronts but as well as winning the trust and confidence that the Armed Forces of the Philippines (AFP) have established with the people whom the entire government military force sworn to serve and protect. AMRECO holds workshop to Mindanao ECs Info. Officers

TANDAG CITY, Surigao del Sur – The Association of Mindanao Rural Electric Cooperative, Inc. (AMRECO) recently conducted directional workshop participated by Information Officers of Mindanao Electric Cooperatives at Chali Beach Resort in Cugman Cagayan de Oro City.

This workshop serves as the venue for Information Officers to refresh their knowledge in their field of work because the speakers were doing their efforts to impart their knowledge regarding the principles of being an effective communicator that might be useful for them and to their respective electric cooperative and the association, in general.

The seminar workshop also aimed to strengthen the AMRECO and the member Electric Cooperatives (ECs) for whatever problems that may arise.

The seminar tackles the creation of AMCAD or AMRECO Media & Communication Affairs Desk which envisions to be the association’s information development and distribution arm that will advocate the group and its members’ significant policies, programs and success stories geared towards promoting and protecting the welfare and interests of member ECs and their respective consumers in Mindanao.

The two-day activity was formally opened by the Executive Director of AMRECO, Mr. Clint DG Pacana. He also welcomed the participants of the different electric cooperatives in Mindanao.

Mr. Pacana also emphasized the reasons why AMRECO holds the directional workshop for Information Officers of Mindanao ECs.

On the other hand, Atty Conchito Oclarit, legal counsel of AMRECO, told the participants of the updates of the action taken by AMRECO and other advocates to counter attack the campaign of Cooperative Development Authority (CDA) with NASECORE regarding the ECs conversion.

Atty. Oclarit also shared the events of what was transpired during the lobbying activity in the Bicameral Conference Committee in the House of Congress regarding the proposed amendments of Cooperative Development Act, specifically the House Bill No. 4312 and Senate Bill No. 2264 which originally envision to transfer the registration of Electric Cooperatives under the CDA which all the programs of the National Electrification Administration (NEA) will be at risks.

Also, Dir. Noel Tarrazona of ZAMCELCO in Zamboanga City emphasized to the participants the principles of effective communication which was been called to be the important tools in dealing some issues of their respective ECs, particularly the present issue of conversion and others.

On the second day, Mr. Allan Lariba, the Institutional Services Department Manager of DANECO, imparted the modern approach in dealing a customer.

During the open forum, the group decided to organize an association named as Rural Electric Cooperative Communicators Association of the Philippines or RECCAP in which first election for the Interim Officers was made.

Elected into office are Mr. Eric Barillas of FIBECO in Bukidnon as President, Mr. Wilfredo Evangelista of SUKELCO in Sultan Kudarat as Vice-President, Ms. Sherly Retanal of SURSECO I in Bislig City as Secretary, Mrs. Lydia De La PeΓ±a of LANECO in Lanao del Norte as Treasurer, Mr. Aguinaldo L. Jaluag of SURSECO II in Tandag City as Auditor and Mr. Daniel De La Cerna of ANECO in Butuan City as PIO.

The association will also elect one Board of Director in every region in Mindanao who will later represent their respective region.

Cebu Pacific now flies to 19 destinations from Cebu

The country's leading domestic airline, Cebu Pacific (CEB), begins its direct flights from Cebu to Ozamiz and Surigao earlier this month.

The former has a thrice weekly (Monday, Wednesday, Friday) service with the lowest all-inclusive Go Lite fare starting from P688. Meanwhile, the latter has a four times weekly (Tuesday, Thursday, Saturday and Sunday) service, which can be availed at the lowest year-round Go Lite Fare starting from P588. Passengers simply add P200 if they have check-in luggage.

Agusan Norte to purchase 6 brand new heavy equipment

The provincial government of Agusan del Norte is set to purchase six brand new heavy equipment to enhance its capability in infrastructure support facilities and various agro-industrial development programs, projects and activities under the Executive Legislative Agenda for 2007-2010.

These equipment include two units brand new 10-wheeler dump truck, one unit brand new motor grader, one unit brand new wheel loader, one unit brand new excavator, and one unit brand new vibratory road roller.

All the heavy equipment cost US $759,200.00 or close to P35 million pesos.

To materialize the said purchase, Gov. Erlpe John Amante was authorized recently by the Sangguniang Panlalawigan of Agusan del Norte through Sanggunian Resolution No. 312-2008 to open a letter of credit with Land Bank of the Philippines (LBP)-Butuan Lending Center for the importation of the equipment in favor of Main Empire Company Limited from Singapore. PAMB reviews management style to save Agusan Marsh

BUTUAN CITY - Members of the Protected Area Management Board (PAMB) in Caraga Region have reviewed anew its management strategy on lakes in protected areas throughout the region to avert the conversion of marshland into a landscape of agriculture.

The PAMB which is headed by the DENR Regional Executive Director Edilberto S. Buiser has made the move during its last en-banc session held in Patin-ay, Prosperidad, Agusan del Sur on Monday last week following public knowledge that the Agusan Marsh Wildlife Sanctuary is slowly changing its landscape because many residents prefer to adopt palm oil, rice fields and fast-growing tree plantations rather than a wet land.

PENRO Sixto Badua of Agusan del Sur in his capacity as Protected Area Superintendent of Agusan Marsh Wildlife Sanctuary said the onslaught of agricultural crop plantation in some parts of the marshland may affect the ecological system of the existing environment in that area. He urged his colleague to make positive steps while options for improvement are still open for consideration.

“ Let us be guided by the lessons taught us by the destruction of the environment that resulted in floods and landslides that killed many lives of people in Ormoc, Leyte several years ago “ PENRO Badua told his fellow members.

He said that the people must appreciate the importance of the Agusan Marsh to their daily lives to protect it and preserve the biodiversity in it. ‘ It would cost billions of pesos to rehabilitate the marsh” Badua said.

In the en-banc meeting presided over by the Regional Technical Director of Protected Areas Wildlife and Coastal Zone Management Services Mario Eludo on Monday last week, the board members have sought for a regular operation fund to support its enforcement, advocacy and education campaign in all protected areas in the region

Eludo said the board is resolved to impose fees for movement of forest products passing through the tributaries of the Agsuan Marsh to raise funds for operation.

The PAMB has also reported that several livelihood projects are being considered for approval to generate employment and improve the income of the people in the area.

Eludo also reported the accomplishment of the PAMB this year in which 21 resolutions were made which were mostly focused on prevention, control and protection.

But the most remarkable resolution passed by the board members is the request to Congressman Rodulfo G. Plaza to work on the immediate passage of the House Bill 176 and 1071 which established Agusan Marsh as Protected Area and Wildlife Sanctuary.

Search is on for the best barangay in Agusan del Norte

The Provincial Assessment Team is right now assessing nominated barangays all over the province vying for the Agusan del Norte’s Best Barangay 2008 award.

The assessment will be based upon the following criteria: the number of authored resolutions/ ordinances passed; number of committee meetings conducted; filing system of the barangay; the attendance of the barangay officials during sessions and during special events; community involvements and initiatives with proper documentation; the vision and mission of the barangay; how the segregation of waste materials is being done; the individual household sanitary type of toilet used; potable water supply; presence of communal garden in the area; drainage and pathways; records of the assets and liabilities; list of real property tax payers; the posting of income and expenditures in the barangay hall; barangay budget; the management of barangay facilities like the health ccenters, day care centers, recreational centers and others.

For this year, only the municipalities of Carmen, Nasipit, Buenavista, RTR, Magallanes, Tubay, Jabonga, Santiago and Las Nieves were able to join.

Other categories in the search include the Best Barangay Chairman, Best Kagawad, Best Secretary, Best Treasurer, Best Sangguniang kabataan (SK), Best Purok, both Urban and Rural, and the Best Purok Chairman.

The Provincial Assessment Team (PAT) is composed of the representatives from the different government agencies concerned including Mr. Edgar M. Palarca, Jr., Information Officer-III of PGO-CAD, Mr. Fermin C. Antenorio, Community Affairs Officer II, PGO-CAD, Mr. Gerry Joey S. Ganot, Local Legislative Staff Officer-I, representing the Office of Board Member Raymundo M. Beluan, Jr., Chairman of the Committee on Barangay Affairs.

According to Mr. Antenorio, “the search is conducted every year to evaluate the nominated barangays and puroks on their annual accomplishements and to help them improve more.

This is also the drive of Governor Erlpe John M. Amante to bring the provincial government closer to the people of Agusan del Norte.”

The search for the best barangay is conducted annually since the early 90’s with a yearly modification of the specific guidelines or criteria to perfectly select the worthy winners. This year’s search is conducted recently and the awarding will be done in December this year.

Gawad Probinsiya sa Kapaligiran bares winners

TANDAG CITY, Surigao del Sur - The Gawad Probinsiya sa Kapaligiran (GPK) Assessors released the most awaited result after conducted the evaluation to all the municipalities and cities of the province last September 16-26, 2008.

The Department of the Interior and Local Government (DILG) is the lead agency of the annual activity whose program was established under Executive Order number 03-2007 of the Provincial Government of Surigao del Sur, to sustainably implement the program locally in recognizing the positive impact of such program to the component cities and municipalities that institutionalize the value of saving the environment as a way of life among the Surigaonons.

In Category “A”, composed of first to third class municipalities, Hinatuan wins for this year’s race, while Cantilan got the second place, followed by Barobo as the 3rd placer.

For Category “B” in the fourth to sixth class municipalities, Lanuza still grabs the highest tilt followed by Carrascal and Carmen who both tied the second spot.

Meanwhile, in the component city category, Bislig got the highest rank, followed by the newly proclaimed city of the province, Tandag.

PNP investigates traffic incident

On Tuesday (November 25) at Barangay Pag-antayan, Cantilan, Surigao del Sur, a red Kawasaki Bajaj motorcycle with plate number MT9889 driven by Jonathan Andoy, 32 years old, single and a resident of Poblacion Carrascal of same province with one still unidentified passenger collided with another single motorcycle a black Yamaha Crypton without plate number, driven by Benhur Bragas, 40 years old, married and a resident of Purok-3 Barangay Pag-antayan, Cantilan with one passenger identified as PO1 Homer Guillen.

Both motorcycles were heavily damaged during the incident also seriously injuring both drivers and passengers who were brought to Madrid District Hospital immediately for medical treatment. The motorcycles were both brought to Cantilan Municipal Police Station for safekeeping while the investigation is ongoing.


Spot report on shooting incident

Around 9:30 in the evening of November 25, 2008 (Tuesday) at Purok-2 Barangay 16 Ong Yiu Road, Butuan City, three persons were shot to death by four unidentified armed men. Victims were identified as Maritez Crisostomo, 26 years old, female, married and a resident of Purok-7 Barangay 16 Ong Yiu, Butuan City; Julieto Carumba, 34 years old, Barangay Kagawad of Kulambugan, Sibagat, Agusan del Sur; and one male victim more or less 35 years old, 5'7" in height, medium built.

Victims sustained multiple gunshot wounds resulting to their instantaneous death. Responding personnel from Butuan City Police Station-2 together with Scene of the Crime Operatives (SOCO) Team recovered at the crime scene the items such as 15 empty shells of caliber .45 pistol; one red Crypton Yamaha motorcycle with plate number KT-4181; digital camera; calculator; one cellphone; cash money Php 1,000.00; a ring and some personal documents.

Motive is still to be determined while remains of the victims now lies at Raniel Funeral Homes, Butuan City. A follow-up investigation still ongoing.

Solar dryer to boost seaweeds industry

Governor Jade B. Ecleo recently turned-over one unit elevated multi-purpose solar dryer to the seaweeds growers of Barangay New Mabuhay, municipality of Dinagat Islands. The project is initiated by the Office of the Provincial Agriculturist, Fisheries Division, under the supervision of Senior Aquaculturist Zenda S. Elago.

In an interview with the Provincial Agriculturist Oswaldo T. Borja, the P33,480.00 worth of solar dryer is one of the priority projects of Governor Jade’s administration in her aim of making Dinagat Islands the seaweeds capital of Caraga Region. He added that this is in support to the promotion of seaweeds production as an alternative livelihood for the fisherfolk. The equipment would ensure quality-dried seaweeds that are fast becoming a lucrative business for both the local and international market. (Lito A. Dinagat supports organic farming

The Provincial Government of Dinagat Islands under the leadership of Governor Jade B. Ecleo is now pushing for organic farming in this water-locked province to intensify production and mitigate hunger.

A Five Million Pesos (P5M) worth of organic liquid fertilizer is now being distributed by the Office of the Provincial Agriculturist (OPAg), headed by Oswaldo T. Borja. This project is part of the Provincial Government’s effort to enhance our land resources through organic farming.

The Crops Division Chief Alan S. Azares earlier said that the fertilizer has been procured by the Provincial Government of Dinagat Islands to augment the basic services intended for the farmers. He added that the Crops Division is now on the process of promoting organic farming in every municipality through information caravans. Gov. Jade gives away personalized notebooks to 5,573 Grade II and III pupils

Pursuing a legacy endeavor to grade schools, the provincial governor, Hon. Geraldine “Jade” Ecleo, gives away 9,000 pieces of personalized and made-to-order notebooks to all grade 2 and 3 pupils of Dinagat Islands. A total of 105 elementary schools comprising from the seven school districts of Albor, Cagdianao, Dinagat, Loreto, San Jose, Rizal and Tubajon, have benefited from the governor’s generosity.

Dr. Teofila Cabatuan, School Division Superintendent, has provided data that about 2,745 Grade II pupils and 2,809 Grade III pupils within the province have acknowledged and acquired said notebook.

Governor Jade has personally distributed these notebooks to the pupils of such recipient schools as: San Jose Central, Aurelio, Sta. Cruz, Mahayahay, Dinagat Central, DoΓ±a Helen, and Edera Elementary Schools.

In response, the administrators, teachers, and beneficiary pupils showed their warm welcome to the Governor during her visits to their respective schools, and gave her due appreciation and support for her genuine legacy endeavor to the underprivileged pupils of the province of Dinagat Islands. Php180,000 provincial grant kicks-off People Organization’s livelihoods

Quite good enough to start a community-owned trade, a total of P180,000.00 livelihood assistance were successfully granted by the Provincial Government to two People’s Organizations here in San Jose, Dinagat Islands. Spearheaded by the Provincial Social Welfare and Development Office (PSWDO), Governor Jade B. Ecleo graced the awarding of P125,000.00 worth of check to Jacquez Women SKA and P55,000.00 worth to Golden Apple Association, (a group of persons with disabilities based here in San Jose) to finance their income generating projects. Present to witness the program were San Jose Mayor Benglen B. Ecleo and Vice-Mayor Mario Bagunas together with Barangay Captain Rodrigo Reponte of Barangay Jacquez, and Assistant PSWD Officer Zenaida Lerma Escopete, all shared gladness of the beneficiaries.

The Jacquez Women SKA has become the recipient of the Self-Emplyment Assistance – Kaunlaran (SEA-K) Program, a national program created by Executive Order No. 123 in 1994 which was adopted and replicated by the Provincial Government of Dinagat Islands during the program launching held December, last year. The Provincial Government entered into a Memorandum of Agreement (MOA) with DSWD-Field Office XIII agreeing that both agencies shall allocate P500,000.00 each in support to the program.
