Peace body cites DENR’s role in development of Caraga Region

BUTUAN CITY - The DENR’s participation in the local peace and security assembly in Caraga Region has been acknowledged by the participants at the 2nd Founding Anniversary celebration of the Caraga Conference for Peace and Development (CCPD) held at a convention hall in Butuan City over the weekend.

The conference which is headed by Bishop Juan de Dios Pueblos of the Butuan City Diocese Center is also participated in by multiple sector representatives from the Philippine Army, Philippine National Police, different national government agencies, local government units, indigenous people, non-government organizations, academe and other sectors.

The celebration also recognized the achievements made by the CCPD over the past two year with the theme “Empowering and Mobilizing Local Communities towards Genuine Peace and Holistic Development”.

It’s main guest of honor was National Security Adviser Secretary Norberto Gonzales who represented President Gloria Macapagal Arroyo. The other honored guests who came to join the celebration were Archbishop Fernando Capalla of Davao City, Maj.Gen. Ricardo David, Commanding General of the 4th Philippine Army Infantry Division, PNP Regional Director for Caraga Region Police Chief Superintendent Jaime E. Milla, Agusan del Sur Provincial Governor Valentina G. Plaza, and Surigao del Sur Governor Vicente Pimentel.

The DENR was recognized for its major contribution in “Caraga Action Agenda” of the CCDP notably in the sustainable and judicious use of natural resources.

The delivery of basic services by DENR along this category is actually one of the top priority programs being pursued by the DENR Secretary Jose Lito Atienza, Jr. in the provinces.

DENR Regional Executive Director for Caraga Region Edilberto S. Buiser said the agency has been active in the reforestation and the anti-illegal logging campaign in the region.

The CCPD has cited the contributions of the DENR in the following.

1. To ensure that logging, large scale mono-crop plantations, commercial fishing and mining operations do not affect the watershed areas, the appropriate forestry practices consistent with the Sustainable Forest Management Concept has been applied. This included the conduct of timber resource inventory within Gibong Watershed in Prosperidad, Agusan del Sur to determine the existing forest vegetation, the rehabilitation activities of different watersheds in the region resulting to the accomplishment of 1,363 hectares agro-forestry; reforestation of 581 hectares of denuded portions of watershed using different tree species; the conduct of assessment to determine the present status of eight watersheds namely Mt. Mayapay in Butuan City, Lake Mainit in Surigao del Norte , Ihaoan , Maasam , and Agdawan in Agusand del Sur and Del Carmen and Ihawan Springs in Surigao City.

2. The CCPD has also looked into the alleged illegal or irresponsible mining and logging operation in the region. However, RED Buiser in his report said the DENR has conducted regular monitoring of timber harvesting operations of TLA, IFMA and CBFMA holders, reactivated 38 multi-sectoral forest protection committees at the provincial and municipal levels and confiscated a total of 7,753.87 cubic meters of old cut logs and 768,021.70 board feet of lumber products.

The DENR has also conducted operations, which resulted to the closure of 96 illegally-installed mini-sawmill factories. (Herzon F. Gallego, DENR-13/PIA-Caraga)




Filing of applications for fire, penology officer exams extended

The filing of applications for the Fire Officer and Penology Officer examinations has been extended to October 27, 2008, the Civil Service Commission (CSC) announced. The filing period, which supposedly should run until October 22 only, is extended in the light of requests from parties concerned.

The Fire Officer Examination (FOE) and the Penology Officer Examination (POE) will be simultaneously conducted on November 9, 2008.

Qualified to take the FOE are incumbent personnel only of the Bureau of Fire Protection (BFP) who have not yet acquired any second level eligibility. The POE, on the other hand, is open to incumbent personnel of the Bureau of Jail Management and Penology (BJMP) who have not yet acquired any second level eligibility, as well as to non-BJMP personnel who are interested to join the jail and penology service.

Applicants for both examinations must be Filipino citizens; physically and mentally fit; of good moral character; have not been convicted of an offense involving moral turpitude; and have not been dishonorably discharged from military service or dismissed for cause from any civilian position in the government. In addition, applicants who are non-BJMP personnel should be Bachelor's degree holders, not more than 30 years old, at least 5'4" in height for male and 5'2" for female, and have not yet been granted any second level eligibility or its equivalent.

Application requirements are: Properly accomplished application form (CS Form No. 100-F, Revised 2008); four pieces of latest and identical 1.5" x 2" I.D. pictures with full name tag; and original and photocopy of two valid I.D. cards. Examination fee is P350. Application forms may be secured from the BFP, BJMP, any CSC Regional or Field Office, or from the CSC website www.csc.gov.ph.

Applications may be correspondingly filed at the BFP and BJMP head offices or at any of their respective regional offices. The CSC Regional Offices concerned shall accept applications only of non-BJMP personnel. The CSC Central Office in Batasan Hills, Quezon City is not accepting applications for both examinations. 2008 Consumer month celebration winds up with ConsumerNet meets the public

With the month of October coming to a close, the consumer welfare month winds up with a consumers’ forum dubbed “ConsumerNet meets the Public” on October 29, 2008 at the Luciana Convention Center, Butuan City.

ConsumerNet is a network of consumer-oriented government agencies and service utility companies that facilitates the flow of information and speedy resolution of consumer complaints.

The forum will have these agencies discussing topics not only limited to energy conservation tips in line with this year’s theme of “Leading the Consumers Toward Efficient Lighting for a Brighter Future” but other consumer issues as well.

Other topics for discussion include the new LTO guidelines for the use and operation of motorcycles on highways; new Pag-ibig services, Palit Ilaw, NFA rice and contaminated milk products.

More importantly, the consumers and general public will have the opportunity to directly ask these agencies their other pressing concerns.

The forum is a culmination activity of this year’s consumer welfare month celebration, which have as other highlights the awarding of the 2008 Regional Consumer Quiz Bowl winners, the awarding of three bronze-level DTI Certified Establishments and the destruction of substandard construction materials confiscated from hardware in this city.

Caraga ConsumerNet was established last 1998 and is one of the more active consumer networks in the country today. Caraga GADCC to organize MOVE

In line with the celebration of the 18-Day Campaign to End Violence Against Women or VAW, the Caraga Regional Development Council- Gender and Development Coordinating Committee (RDC-GADCC) is set to organize the Caraga MOVE or Men Opposed to Violence Everywhere.

The organization of the Caraga MOVE will be one of the highlights of the 18-day celebration in the region. It is expected that groundwork for the organization of the Caraga MOVE will be done during this time.

Initial activities includes a Gender Sensitivity Training (GST) for active and potential male GAD advocates from the government, private sector, academe and non-government organizations (NGOs) to form the core MOVE in Caraga.

The organization of Caraga MOVE is expected to increase men’s sense of ownership over new initiatives that promote gender equity, equality and women empowerment. It is meant to increase men’s comfort with seeing themselves as responsible, caring and non-violent partners.

The organization of the MOVE is based on a research cited by the United Nations Population Fund (UNFPA) showing a growing interest among men to get involved in the issue of gender equality.

MOVE is an organization of principled men whose members have dedicated themselves to be actively involved in eliminating all forms of discrimination against women particularly VAW.

MOVE recognizes that gender roles and relations are dependent on social contexts in which cultural, religious, economic, political and social circumstances are intertwined.



Caraga GADCC to commemorate 18-day campaign to end VAW

The Regional Development Council-Gender and Development Coordinating Committee (RDC-GADCC) meets recently to discuss as well as plan activities to commemorate the 18-Day Campaign to End Violence Against Women (VAW).

Proposed activities for the 18-day campaign in the region includes walk for a cause, hanging of streamers, press conference, film showing cum forum on violence against women, and jail and home for girls visitation. The culmination of the 18-day campaign will also serve as a Christmas party of the GADCC focal persons.

The 18-day campaign is a commemorative event marking the International Day for the Elimination of VAW on November 25, the International Human Rights Day on December 10 and the signing of the United Nations Convention against Transnational Organized Crime including the Protocol to Prevent, Suppress, and Punish Trafficking in Persons Especially Women and Children on December 12.

This year’s theme is “CEDAW ng Bayan: ReMOVE VAW!”.

The 18-day campaign to end Violence Against Women (VAW) starts on November 25 to December 12 of every year.
