Incumbent SurSur Vice-Gov, 4 others arrested for estafa  

TANDAG CITY, Surigao del Sur -- Incumbent Surigao del Sur Vice-Governor Librado C. Navarro was reportedly arrested by Surigao del Sur police along with other four (4) wanted persons involved in the alleged investment scheme under the name of D.M.T. DEMETER C. L AGRI-PRODUCTS Corporation on Thursday, June 9.


According to the report from the authorities, the said official was first arrested on March 17 of this  year over two cases of estafa, but he was then freed few days before the May 2022 national and local elections.

Police Regional Office 13 Director Police Brigadier Gen Romeo Caramat Jr revealed the other four identified persons involved in the alleged investment scheme are as follows:

● Letecia T. Navarro, 55 years old, resident of Brgy. Arorogan, Marihatag, Surigao del Sur;
● Estev Cirene M. Macheca, 33 years old, a resident of Purok 2, Brgy. Poblacion, Lianga, Surigao del Sur;
● Suad Asad G. Fayyad, 24 years old, a resident of 1851 A Vasquez St., Heritage Condominium, Malate, Manila; and
● Lafi Asad G. Fayyad, 25 years old, a resident of 1851 A. Vasquez St. Heritage Condominium, Malate, Manila.

The said personalities are the respondents to a Warrant of Arrest issued by Regional Trial Court, 11th Judicial Region, Branch 28 Lianga, Surigao del Sur for Syndicated Estafa under PD 1689 is related to Article 315, 4th paragraph, (2) (A) of the RPC under Criminal Case No. 22-4113 dated June 7, 2022. There is a recommended bail bond of Php120,000.00 that was bared accordingly.

Meanwhile, the government official, along with Suad Asad and Lafi Asad, also faces charges for two counts of violation of Section 8.1 with Section 73 of R.A. No. 8799, otherwise known as "The Securities Regulations Code" under Criminal Case Nos. 2022-8670 and 2022-8671 dated June 7, 2022, issued by Regional Trial Court, 10th Judicial Region, Branch 27, Gingoog City, Misamis Oriental, with Php50,000.00 bail recommended for each case.

Police Brigadier Gen Caramat reminded the public not to be enticed by people or businesses that would  promise big interests. “Those who offer impossible returns are fraud, he said.

This serves as a stern warning to those still involved in scams and who continue to take advantage and deceive others; you will have a place in jail," RD Caramat stressed.

The report said that all the arrested persons are placed in the custody of Lianga police in Surigao del Sur, pending the return of the arrest warrants to the issuing court of origin, it was learned. (NGPB/PIA-Surigao del Sur)
