Gov’t prioritizes infra, agri development in Butuan: Bong Go


BUTUAN CITY, October 12, 2018 — Special Assistant to the President (SAP) Christopher Lawrence “Bong” Go today assured the Butuanons that the Duterte administration prioritizes the infrastructure and agricultural development of the city.

“May planong gawin na ang Mindanao Railway Project na kokonekta sa Butuan at Tagum at sa buong Mindanao, isa ito sa ating prayoridad sa gobyerno ni Presidente Duterte," said Go in an ambush interview.

"Pangalawa, itong free wifi sa Butuan na para sa 127 areas,” Go added. 

(We are planning to build the Mindanao Railways that connects Butuan and Tagum to the rest of Mindanao, as this is one of the priorities of the Duterte administration. Second, the free wifi project in Butuan that targets 127 areas.)

“(Meron din) pautang sa mga farmers at fishermen na tinatawag nating Production Loan Easy Access. At maraming  pa ang (mga projects) na nasa ilalim ng Build, Build, Build program,” he added.

(This loan for the farmers, for the fishermen, which we call Production Loan Easy Access [is also one of the projects]. There are more projects lined up under the Build, Build, Build program.)

Go launched the 13th Malasakit Center in the city to give easier access to financial and medical assistance, in line with President Rodrigo Roa Duterte’s commitment to provide quality health services to all Filipinos.

“Gusto namin na sa lalong madaling panahon ay magiging libre na ang mga serbisyong pang-medikal para sa lahat. Kaya pinupursige naming maiparating sa inyo, lalong-lalo na sa mahihirap, matatanda at mga persons with disabilities, ang Malasakit Center,” Go said in his speech.

(We want the free medical services for all to be accessible right away. That’s why we are extending, especially to the poor, senior citizens, and persons with disabilities, the Malasakit Center.)

After delivering his speech, Go headed to the hospital wards and gave immediate assistance to the patients. 

He also emphasized the role of Malasakit Centers in helping the community in addressing the medical needs of the Filipinos.

The Malasakit Center is a one-stop shop program of President Duterte to hasten the delivery of medical services and give poor patients access to free medicines. A fast lane prioritizing the senior citizens and persons with disabilities (PWDs) is also available.

Under the program, patients are assisted in availing services and financial assistance provided by the Philippine Charity Sweepstakes Office (PCSO), the Philippine Amusement and Games Corporation (PAGCOR), Department of Health (DoH), and the Department of Social Welfare and Development (DSWD).
Pooled together, the assistance can push the patient's medical bill, including medicines, to the lowest possible amount. 

Go is scheduled to launch two additional Malasakit Centers this weekend in Zamboanga and Legazpi.

DAR distributes CLOA to Caraga farmers

BUTUAN CITY, Oct. 11 -- A total of 2,097 agrarian reform beneficiaries (ARBs) of Caraga region received their certificates of land ownership (CLOAs) from the Department of Agrarian Reform (DAR) on Friday, October 5 at the Agusan del Norte provincial capitol covered court here.

Agrarian Reform Secretary John R. Castriciones, with Agusan del Norte governor Ma. Angelica Rosedell M. Amante-Matba, led the distribution of the titles to the farmers from the different municipalities of the region.

The CLOAs covered a total land area of 2,878.4621 hectares of agricultural land with 2,310 CLOAs or the documents evidencing their ownership of the land granted to the beneficiaries.

Castriciones challenged the farmers to make their land productive and use them to uplift their living condition.

Of the 2,097 ARBs, 221 come from the province of Agusan del Norte, which covered 318.5105 hectares (Buenavista, 20 with 12.4969 hectares; Butuan City, 58 with 61.8962 hectares; Carmen, 17 with 42.2024; Jabonga, 77 with 111.2423; Kitcharao, 8 with 11.1638; Las Nieves, 10 with 17.3322; RTR, 19 with 41.0879; Santiago, 12 with 21.0888).

The province of Agusan del Sur had 796 ARBs who received CLOAs covering 1,257.2320 hectares (Bayugan, 28 with 35.6501 hectares; Bunawan, 25 with 35.2787 hectares; Esperanza, 39 with 62.5291 hectares; La Paz, 129 with 263.6930 hectares; Loreto, 57 with 95.9301 hectares; Prosperidad, 168 with 268.4935 hectares; Rosario, 9 with 13.5980 hectares; San Francisco, 138 with 155.1285 hectares; San Luis, 23 with 34.5592 hectares; Sibagat, 15 with 25.1401 hectares; Sta. Josefa, 13 with 21.5642 hectares; Talacogon, 14 with 19.0034 hectares; Trento, 93 with 151.8592 hectares; and Veruela, 45 with 75.3449 hectares).

The province of Dinagat Islands had 242 ARBs who received their CLOAs comprising 293.1693 hectares (Basilisa, 45 with 58.8562 hectares; Cagdianao, 10 with 15.0967 hectares; Dinagat, 59 with 63.0884 hectares; Libjo, 11 with 10.5871 hectares; Loreto, 13 with 17.4370 hectares; and Tubajon, 104 with 128.1309 hectares).

Surigao del Norte had 575 ARBs with CLOAs covering 600.2643 hectares (Bacuag, 31 with 24.6429 hectares; Claver, 21 with 26.7909 hectares; Dapa, 13 with 15.7133 hectares; Del Carmen, eight with 9.7219 hectares; Gen. Luna, nine with 17.2532 hectares; Gigaquit, one with 2.4702 hectares; Mainit, 36 with 38.0438 hectares; Malimono, 314 with 318.6064 hectares; San Benito, six with 13.4505 hectares; San isidro, 14 with 21.3371 hectares, Sison, 81 with 60.4033 hectares; Surigao City, 40 with 49.2212 hectares; Tubod, one with 2.6096 hectares).

Surigao del Sur had 263 ARBs with CLOAs comprising of 409.2590 hectares (Barobo, eight with 14.5292 hectares; Bislig City, 26 with 58.0000 hectares; Cagwait, 10 with 13.0348 hectares; Hinatuan, 44 with 71.3658 hectares; Lianga, one with 0.9313 hectares; Lingig, four with 8.7298 hectares; Marihatag, 22 with 21.4565 hectares; San Miguel, 32 with 36.2222 hectares; Tagbina, 85 with 134.0359 hectares; Tago, 26 with 49.4884 hectares; Tandag City, five with 1.4651 hectares).

Also, during the distribution of CLOAs, Secretary Castriciones distributed farm machineries and equipment under its Agrarian Reform Community Economic Support Services (ARCESS) and Climate Resilient Farm Productivity Support Project (CRFPSP) to farmers.

Under the ARCESS, the Southern Agusan Seed Producers Cooperative (SASEPCO) in the municipality of Trento, Agusan del Sur received one unit of Combined Harvester and one unit of Mechanical Rice Transplanter.

In the province of Surigao del Norte, the Alipao Multi-Purpose Cooperative (ALMUCO) in the municipality of Alegria received one unit Combined harvester and one unit Mechanical Rice Transplanter. The San Isidro Multi-Purpose Cooperative (SIMPUCO) in the municipality of Gigaquit and the Rural Improvement Club Producers Cooperative (RIPROCO) of Surigao City also received one unit Mechanical Rice Transplanter each.

The Combined Rice Harvester is worth PhP1,859,520 while the Mechanical Rice Transplanter is PhP247,520.

The JAMAFO Agrarian Reform Beneficiaries Cooperative of Kitcharao, Agusan del Norte; Oil Palm Growers Multi-Purpose Cooperative of Butuan City; Magaud Agrarian Reform Beneficiaries Cooperative of Loreto and Gamao Multi-Purpose Cooperative of Bayugan, both from the province of Agusan del Sur; Cantapoy Agrarian Reform Beneficiaries Cooperative of the municipality of Malimono and Ima Agrarian Reform Beneficiaries Association of Sison from Surigao del Norte; Balilaycar Farmers Marketing Association of Tago and Bayabas Agrarian Reform Beneficiaries Association of Bayabas in the province of Surigao del Sur all received one unit each of 4WD Tractor under the CRFPSP of DAR.

Former rebels receive E-CLIP benefits in Surigao del Norte

SURIGAO CITY, Surigao del Norte, Oct. 11 (PIA) - Five former rebels (FRs) were awarded with various benefits under the enhanced comprehensive local integration program (E-CLIP) during the Barangay Development Forum on October 5, 2018 at the Provincial Convention Center, this city.

The FRs received livelihood and immediate assistance amounting to PhP65,000 and firearms remuneration of PhP116,000 for AK47 and PhP100,000 for M16 from the Department of the Interior and Local Government (DILG).

In addition, DILG Assistant Secretary Jonathan E. Malaya, the event's guest of honor and speaker, handed-over a check worth PhP5-million to the provincial government intended for the establishment of a halfway house.

A halfway house is a temporary shelter for the former rebels while they are on the process of transitioning from rebel life to a peaceful civilian life for their eventual reintegration to the community.

Earlier, the FRs also received PhP100,000 each from Governor Sol Matugas during the launching of Peace and Development Zones on August 28 this year at Brgy Sico-sico in Gigaquit town. (30IB-Phil. Army/PIA-Surigao del Norte)


Caraga Region vies for 2018 national quality corn achievers award

BUTUAN CITY, Oct. 11 --  In a bid to bag the most coveted 2018 National Search for Corn Achievers Award, four local government units (LGUs) in the region are eyeing this year for the prestigious award.

In the municipal and city category, DA-Caraga has endorsed four LGUs for the search namely: Butuan City, Las Nieves of Agusan del Norte and Prosperidad, Agusan del Sur while the Province of Agusan del Sur is vying for the provincial level category.

A national team has already conducted its validation and assessment.

Minimum requirements for LGU category includes the level of aflatoxin from the samples taken during the contest period not to exceed the maximum aflatoxin level of 20 parts per billion (pbb) for white corn and 50 pbb for yellow corn, and with average corn yield for the past three years shall be at least four metric tons (MT) per hectare for yellow and 1.5 MT for white corn based on the latest data from the Philippine Statistics Authority (PSA).

Melody Guimary said that big prizes are at stake for the winners wherein the awarding ceremony has been scheduled to take place in Davao City during the National Corn Congress slated on November 13-15, 2018.

“President Rodrigo Duterte is expected to hand-in the awards for the winners,” Guimary said.

The winning provincial local government unit will receive Php 3 million worth of monetary incentives to be used to purchase farm inputs, farm machinery or equipment or any other needs of the farmers. Its respective provincial agriculturist, provincial corn coordinator will also receive a cash prize and plaque of recognition.

For the city and municipal level, the LGU will receive Php 1 million worth of monetary incentives for the same purpose with the provincial level winners, while its city or municipal agriculturist, city or municipal corn coordinators including its agricultural extension workers (AEW) will also receive a cash prize and a plaque of recognition.

The respective regional corn team of the winning LGU will also be recognized as outstanding regional corn team who will receive non-monetary recognition such as plaque and medals.

Guimary is optimistic that Caraga Region’s entry would yield a positive result.

“This year’s award will choose top 5 provinces, top 5 provincial agriculture officers, top 5 provincial coordinators, top 25 city and or municipal agriculture officers, top 25 city and or municipal corn coordinators and top 100 AEWs,” Guimary enumerated.

For the past years, Agusan del Norte was adjudged as the top province for three consecutive years hence it was awarded a Hall of Famer.

PRRD shares "origin story" of Bong Go, says he believes aide will run in 2019

MANILA -- President Rodrigo Roa Duterte today opened up about the 'origin story' of his most trusted aide, Special Assistant to the President (SAP) Christopher Lawrence “Bong” Go during his press briefing in Malacanang.

“Ang istorya niyan, my original aide de camp was a military man. This was when I was a mayor. While they were playing basketball, yung aide ko, na-stroke, namatay. 

Doon sa hospital nag-abot kami (ni Bong Go). He offered, ‘kung gusto mo mayor, ako na lang muna, for the mean time.’"

But, Duterte added, he was already close to Go's family through the latter's grandfather. 

"Yung kabarkada ko, lolo niya. ‘Yung may-ari ng Tesoro printing. That’s the biggest printing company in Davao,” Duterte said. 

(He has been a faithful assistant. The story here is that when I was a mayor, my original aide de camp was a military man. While they were playing basketball, my aide had a stroke and died. In the hospital, we (Bong Go and I) met each other. He offered, ‘If you want, mayor, I can be your aide for the meantime.’ But I was already a close friend of his grandfather - the one who owns the Tesoro printing. That’s the biggest printing company in Davao.)

During the same press briefing, President Duterte said that Go should run in the 2019 senate race, adding that he will be a "friend" in the senate.

"You’ll have a friend there sa senate, makakabiruan ninyo. Miski yung biscuit at pangkape, mayroon siya sa opisina,” President Duterte said.

(You will have a friend there in senate, someone to joke around. Even if it's just biscuits and coffee, he will have it for you in his office.)

For his part, whenever Go is  asked about his plans for 2019, he has been consistent in saying that it is only President Duterte who can make him decide to run.

“Unang-una kailangan ko pa mag-dasal. Pangalawa, syempre ang desisyon po ng ating Pangulo,” Go said in a recent radio interview.

(First, I have to pray. Second, we have to wait for the decision of the president.)

But if you ask the President, he believes it is a forgone conclusion. "I think Bong is running. Anything can happen, but I believe that he is really running."

President Duterte assures to protect performing soldiers

BUTUAN CITY, Oct. 10 (PIA) -- “If it is in the performance of your duty and you face charges, criminal and all, you need not worry. I will take the blame personally and I will protect you. And I would never, never allow you to go to jail,” said President Rodrigo R. Duterte as he addressed the officers, enlisted men and other personnel of the 401st Infantry Brigade (IB) and 402nd IB, Philippine Army.

This he conveyed during the traditional “Talk to Troops” held on September 29 at the covered court of Camp Datu Lipus Makapandong, 401st Infantry Brigade, Brgy. Awa in Prosperidad, Agusan del Sur.

“We have accomplished a lot since I started this journey more than two years ago. Yet there is still much to do. I assure you that you are not alone in this fight as long as you perform your mandate in accordance with law, this admin  remains steadfast in supporting your organization and provide you with the necessary tools and resources that would enable you to perfectly fulfill as defenders of the nation,” said the President.

President Duterte also noted that he has seen the hard work, dedication and bravery of the men and women of the Eastern Command in maintaining law and order in their operations and for their wonderful performance.

"Maganda ang pinakita ninyo sa bayan and I give you my salute,” said President Duterte.

President Duterte further enumerated the relentless efforts of these soldiers for they have neutralized, apprehended, and facilitated the surrenders of the regulars, Militia ng Bayan members, Sangay ng Partido Lokal members, and more than 500 underground mass organization members that led to the recovery of hundreds of firearms and explosives and the discovery of enemy encampments.

“Your steadfast support in the campaign against illegal drugs has not only resulted in the confiscation of shabu worth over PhP11 million but also led to the neutralization of drug personalities, securing the provinces of Agusan del Sur and Surigao del Sur,” the President said.

Also, President Duterte acknowledged the cooperation of the troopers with the concerned government agencies especially in the implementation of martial law in Mindanao.

“These accomplishments, however came at a price. Many have been wounded and lives have been lost. I share my grief with you. I, together with the Filipino people are truly grateful for the gallantry of our wounded and fallen comrades, and encourage our troops to continue to make great sacrifices to defend our land, uphold peace, and secure the freedom we now enjoyed,” said the President.

As mentioned further by the President in his speech, he emphasized that performing a duty for the nation is a noble job.

“I will not allow a single soldier to stay in prison even for one day. That is my promise to you. We will see to it that the nation that we hand over to our children is one that is more stable, harmonious and progressive. I therefore, ask each of you to continue doing your part so that we may soon realize our aspiration for a lasting peace and stability across the nation. Maraming salamat at mabuhay ang 401st Brigade. Saludo ako sa inyo!” the President added.

Upon the arrival of the President at the 401st Infantry Brigade, he was ushered by Philippine Army officials to view the 196 recovered firearms by the 401st IB and 402nd IB.

Meanwhile, the President also personally led the donning of ranks to the newly promoted uniformed personnel to next higher rank. Gold Cross and Silver Wing Medals were also awarded to deserving servicemen.

Army troopers seize propaganda materials in SurSur town

TANDAG CITY, Surigao del Sur, Oct. 10 -- The Army troopers have confiscated several propaganda materials of the New People’s Army (NPA) terrorists in Carmen, Surigao del Sur, an official said.

Captain Francisco P. Garello Jr., civil military operations officer of the 36th Infantry Battalion (IB), said that 28 books espousing Mao Ze Dong thoughts, 392 news magazines of “Ang Bayan”, and 195 news magazines of Lingkawas were seized at Sitio Igis-igis, Brgy. Cancavan, Carmen on October 8.

Garello said they received a tip from a concerned citizen in the barangay that a contraband supposedly coming from the Communist Party of the Philippines (CPP)-NPA was dropped-off and ready for pick up.

“These reading materials coming from the CPP-NPA Terrorists (CNTs) are vital indicators that they are recruiting in the barangays. They used these materials to shape the heart and minds of the people so that they could entice them to join their group,” he said.

Meanwhile, 36IB commanding officer Lt. Colonel Xerxes Trinidad said the discovery of the contraband reading materials is a manifestation that the community does not want the CNTs in their community. (PIA-Surigao del Sur)

Tagalog News: DOST, siniguradong hindi maaapektuhan sa pagbabawas ng budget ng 2019 ang mga proyekto sa Caraga

BUTUAN CITY, Okt. 10 (PIA) - Bagamat may pagbawas sa budget na nakalaan sa Department of Science and Technology (DOST) sa taong 2019, binigyang diin ni Secretary Fortunato Dela Peña na hindi maaapektuhan ang anumang ongoing scientific research projects ng departmento.

Ito ang nilinaw ni Secretary Dela Peña sa isang press conference sa lungsod ng Butuan kamakailan.

Dagdag pa ni Secretary Dela Pena, bumaba sa P19.8-billion na budget para sa taong 2019 mula sa P21.23-billion na budget nito sa 2018. Paliwanang ni Secretary Dela Peña, ang research projects ay madalas na multi-year, at nakalaan na ang budget para dito.

Positibo rin si Secretary Dela Peña na mas mapapaigting pa ang kanilang partnership kasama ang Commission on Higher Education (CHED) bunsod ng pagtaas din budget para sa scholarship grants.

Ipinahayag naman ni DOST Caraga regional director Dominga Mallonga, na patuloy ang implementasyon ng kanilang mga programa at proyekto kabilang na dito ang Starbooks – ang kauna-unahang science digital library sa bansa; Set Up – S&T Innovations for Micro-Small and Medium Enterprises (MSMEs); Project STORRM; at Eco-Sep Technology. President Duterte’s in “tip top shape,” says Bong Go to critics

MANILA, October 9, 2018 -- Special Assistant to the President (SAP) Christopher Lawrence ‘Bong’ Go today said President Duterte is in “tip-top condition,” as he continues to fulfill his responsibilities. This despite rumors being spread by his critics that he is suffering from a serious illness. 

“Kita mo sobrang sipag at very healthy ang Pangulo. Sa mga kritiko na gustong magkasakit siya, eh wala kaming mahanap na sakit eh,” he said.

He added, “nasa mabuting siyang kalagayan, huwag kayong mag-alala. Kaya niyang tapusin ang kaniyang termino hanggang 2022, and even live beyond that. Mahaba pa ang buhay ng ating Pangulo. Sigurado ako diyan. Malakas pa siya sa kalabaw,” he said.

(You don’t have to worry because our President’s health is good. He can finish his term until 2022, and live beyond it. I’m sure of that. He is as strong as an ox.)

Tomorrow, Go and President Duterte are scheduled to head to Bali, Indonesia to attend the ASEAN (Association of Southeast Asian Nations) leaders gathering. The event will be attended by various leaders from the region, who are expected to affirm ASEAN’s commitment to support the role of the International Monetary Fund (IMF), the World Bank, and the United Nations in addressing development challenges. 

President Duterte will also highlight the Philippines’ efforts to achieve its Sustainable Development Goals and improve its economic performance amidst global uncertainties.

Go said that prior to their flight to Indonesia, he and President Duterte will first fly to Cotabato to condole with the bereaved families of the five Philippine Drug Enforcement Agency (PDEA) agents who were ambushed and killed in the line of duty.

“Walang pagod talaga, walang pinipiling oras (ang Pangulo). Kapag trabaho, trabaho talaga.” he said.

Bong Go fulfills promise to Kapampangans, launches tenth Malasakit Center

PAMPANGA, October 8, 2018 — Special Assistant to the President (SAP) Christopher Lawrence “Bong” Go today fulfilled his promise to establish a Malasakit Center to give Kapampangans easier access to financial assistance, in line with President Rodrigo Roa Duterte’s commitment to provide quality health services to all Filipinos.

Together with the officials from the different government agencies and the local government officials of Pampanga, Go led the formal opening of the Malasakit Center at the Jose B. Lingad Memorial Regional Hospital (JBLMRH) in San Fernando City, Pampanga.

Following the program, Go proceeded to the Emergency Ward of JBLMRH where he visited some patients and extended assistance to them.

The Malasakit Center is a one-stop shop program of President Duterte to hasten the delivery of medical services and give poor patients access to free medicine. A fast lane prioritizing the senior citizens and persons with disabilities (PWDs) will also be available.

Go has been instrumental in putting up Malasakit Centers throughout the country. Currently, there are also Malasakit Centers in the cities of Cebu, Tacloban, Iloilo, Bacolod, Puerto Princesa, Maasin, Dumaguete, Davao, and in Manila (Philippine General Hospital).

By the end of the month, the government eyes to put up at least five more Malasakit Centers in various cities like Tagbilaran, Zamboanga, Cagayan De Oro, Legazpi, and Butuan, to name a few, according to Go. 

In his visit to Pampanga, Go said the Duterte administration will also provide more projects to further develop  and address problems in Central Luzon. 

“Maraming proyekto ang nakalaan para sa Pampanga. Tomorrow po may ground breaking ceremony para sa Integrated Disaster Risk Reduction and Climate Change Adaptation Measures ang DPWH sa Minalin, Pampanga,” Go said in an ambush interview.

(There are numerous projects for Pampanga. A ground breaking ceremony for the Integrated Disaster Risk Reduction and Climate Change Adaptation Measures in Minalin will be held tomorrow through the efforts of DPWH.)

During an earlier visit of Go in Pampanga last August 28, he promised that he will talk to the Department of Public Works and Highways (DPWH) to address the problem of flooding in the area. 

The PhP6.15-B project is a flood-control facility of DPWH that targets to reduce the damage brought by perennial flooding in southern Pampanga. It is expected to finish in March 2022.

Go enumerated several other infrastructure projects that are lined up for the Kapampangans under the Duterte administration.

“Ang new Clark International Airport ay matatapos sa 2020. Ongoing po ito para dumami pa ang kapasidad para sa airport na ito (para maka-accommodate) ng additional 8 million na passengers. Naumpisahan na rin itong New Clark City Food Processing Terminal and International Food Market natin. At next ‘yung Subic-Clark railway, under the ‘Build, Build, Build’ program,” he added.

Meanwhile, when asked about the upcoming 2019 senatorial elections, Go said he is still not considering the possibility of running.

Caraga security guards receive workers’ entitlement pay

BUTUAN CITY, Oct. 8 — About eight security guards from AB Security Services have recently received their work entitlement fee held at the Department of Labor and Employment (DOLE) Caraga Regional Office, this city.

Each of the guard received a cheque that totaled to Php295,000.00.

The affected workers were from Surigao del Norte, namely Audie T. Baslot, Mar E. Baja, Jonathan P. Nepomuceno, Richard C. Estrera, Roldan Eupnilde, Ben Alexis T. Rosalin, Marjun P. Aguilar, and Vermie C. Parao.

According to them, they were underpaid of their minimum wage, unpaid of their night shift differential, holiday pay and service incentive leave.

The checks were released after the management of AB Security Services represented by the Security Director Yulie M. Yap showed willingness to comply with the order issued by DOLE Caraga Regional Director Chona Mantilla from the complaint inspection of Labor Inspector Romelyn Bactol on March 7.

The checks were released in the presence of the DOLE Caraga Assistant Regional Director Naomi Lyn Abellana, the Officer In-Charge of the Technical Support Services Division Annie Tangpos, and the DOLE Caraga Cashier Ana Delos Reyes.

When ARD Abellana asked the recipients what they are going to do with the money, some responded that they will use the money for the school fees of their children, some for house repairs while others will use it for daily expenses.

In 2017, there were at least 3,433 workers in Caraga who benefitted from work entitlement with a total amount of Php10.8-M and as of August 2018, 442 workers received their claims totaling Php11.9-M.

Under the general labor standards, the workers are bound to receive wages and other benefits as stipulated under existing laws, rules and regulations.

The benefits that a worker may avail are, but not limited to, overtime pay, night shift differential, service incentive leave, 13th month pay and the minimum wage. (DOLE-13/ PIA-Caraga)

Family healing stressed in DSWD-Caraga's parent-child encounter

BUTUAN CITY, Oct. 8 - Themed “Healing Within the Family,” the recently held parent-child encounter of the Department of Social Welfare and Development (DSWD)-Caraga’s Home for Girls (HFG) focused on the restoration of family relationships as part of furthering the department’s aim in bringing “vulnerable” children close to their homes.

Parents and guardians of HFG residents coming from different provinces of Caraga attended the one-day encounter, which is anchored on the celebration of the National Family Week.

Resource person Rev. Fr. Dandy Marababol started his talk by underscoring parents’ role in molding their children’s character “which many tend to look over because of the struggle to provide for their children’s basic needs.”

“Kasagaran sa mga ginikanan makalimut na sa ilang relasyon sa ilang mga anak tungod kay mas nafocus sila sa pagpaningkamot nga mahatag ang ilang mga kinahanglanon (Most of the parents have forgotten the importance of their relationship with their children as they are very much focused on providing their needs),” Marababol said.

Marababol said that part of the many problems of young people today is their relationship with their parents because a lot of them seem to feel distant from their families as they do not feel happy inside their homes.

“Ang balay nga ang haligi gianay, lisod dyud mulampusay. Kung ang gihatag sa ilaw ng tahanan kangitngit, aha man padulong ang mga anak (A house whose pillars are weak will hardly survive.. where will a burnt out light of a home take the children)?” added Marababol.

He also pointed out that parents should help their children in learning to love others.

“Maningkamot kita nga ang atong pamilya naa dyud kabag-ohan (work on bringing change to your family),” Marababol reminded the parents.

A parent said in a testimony that “maningkamot kita makahatag og kalamboan ug kaayohan sa mga hiwi nga kinaiya ug tabangan usab nato ang DSWD nga maporma ang atong mga anak (Let us strive to develop our children and change their unpleasant traits; let us help the DSWD in molding them).”

After Marababol’s talk, parents and children were given time to write each other letters which they personally read on a private dialogue.

“Nalipay ko nga makauban akong pamilya karung adlawa ug maistoryahan ang mga gusto namo isulti sa ila (I am happy to be spending time with my family today and tell each other what we wanted to),” said one of the residents.

Also featured in the encounter are testimonies of successful discharged clients, tribute to parents and participants’ sharing of learnings.

The parent-child encounter is an annual activity of the HFG done every September.

This year, the activity has commenced right after the groundbreaking of the two-story dormitory for the center, which is set to be completed in January next year.

PSA enjoins agencies to support, participate in 29th NSM celebration

BUTUAN CITY, Oct. 8 - The Philippine Statistics Authority (PSA) - Regional Statistical Services Office Caraga, in coordination with the Regional Statistics Committee (RSC), invites all agencies of the government, local government units, academic institutions, state universities and colleges, and the private sector to participate in the month-long 29th National Statistics Month (NSM) celebration.

This year’s 29th NSM with the theme “Exploring Philippine Wonders in Numbers:  Statistics Towards Sustainable Tourism Development” reflects the relevance of statistics in achieving a sustainable and progressive tourism growth for the country and emphasizes the need for statistics to identify potential tourism havens and areas which require intervention.

All participating organizations, universities/colleges and units of the government are also requested to display the 29th NSM streamer/tarpaulin in their building facade throughout the month of October.

Recently, the PSA led the kick-off activity on October 2, 2018 through an opening program held at the Robinson’s Place Butuan.

The NSM is annually observed nationwide pursuant to Presidential Proclamation No. 647, declaring the month of October of every year as the National Statistics Month.

It aims to promote, enhance, and instill awareness and appreciation of the importance and value of statistics to the different sectors of the society as well as elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country. DILG trains Caraga cities to streamline construction permitting

BUTUAN CITY, Oct. 8 - Building officials, fire marshalls and local government unit departments involved in the issuance of construction permits of the six cities of Caraga Region were recently given a training on Streamlining Building Permits and Certificates of Occupancy held at the Butuan Grand Palace Hotel, this city.

The said event is in response to the President’s call to streamline all government transactions and contribute to improve the country’s ranking in global competitiveness survey.

 The DILG through the Bureau of Local Government Development (BLGD), in collaboration with Department of Public Works and Highways (DPWH) Department of Information and Communications Technology (DICT) and Department of Trade and Industry (DTI), issued Joint Memorandum Circular (JMC) No. 2018-01: Guidelines in Streamlining the Processes for the Issuance of Building Permits and Certificates of Occupancy, dated January 04, 2018.

This year’s target in Caraga for the implementation of the JMC are the cities of Bayugan, Bislig, Butuan, Cabadbaran, Surigao and Tandag and will be expanded to include all municipalities in subsequent years.

Among the reforms instituted in the JMC is the use of a unified form, the establishment of a One-Stop Shop for Construction Permits, and setting of the standard number of steps at 4 steps, and standard processing time at five days.

It is to be noted that the processing time assumes that all requisite documents are complete.

The JMC covers simple applications for building permits and certificates of occupancy.

It refers to applications for structures not exceeding 1,500 square meters: single dwelling residential buildings of not more than 2 floors or storeys; commercial buildings of not more than 2 floors/storeys; renovation within a mall with issued building permit; and warehouses storing non-hazardous substance.

The One-Stop shop concept implores the One-Government and Accessibility of Government Services principles.

For this, the co-location of LGU departments involved in the application for these permits have been recommended.

It is envisioned that the applicants will only submit all required documents to one receiving officer and every process pertinent to the application of the permit are incorporated, such as the verification by the Assessor over the tax declaration, the Treasurer over tax clearances, and the zoning officer over the locational clearance; the evaluation by Office of Building Official as to technical requirements such as line and grade, architectural, structural, plumbing/sanitary, electrical, etc., joint inspection and verification by building inspectors and BFP; fire safety evaluation/inspection by the BFP, and a one-time assessment including barangay fees, then payment of fees and release of all documents.

“This training is very timely because just this May, the president signed into law the Ease of Doing Business (EODB) Law or RA 11032 which includes the streamlining of all LGU permits, including construction permits. We are here to help capacitate the LGUs to know the standards and the guidelines in achieving these standards so that we are compliant to the law which imposes severe sanctions to those culpable of violations,” said DILG Caraga Regional Director Lilibeth A. Famacion.

“But more than just avoiding sanctions, streamlining our construction permitting processes improves our rankings in the Doing Business report of the international committee where we severely lag behind other countries, and will redound to the benefit of our investors and business communities as well as the general public,” Famacion added.

Meantime, the DILG will continue to capacitate LGUs in the endeavor to make LGUs more business friendly and competitive among the other major sectoral outcomes targeted by the Department. (DILG-13/PIA-Caraga)

Go to launch 10th Malasakit Center in Pampanga

MANILA, October 7, 2018 — Special Assistant to the President (SAP) Christopher Lawrence “Bong” Go is set to launch the tenth Malasakit Center in Jose B. Lingad Memorial Regional Hospital in Pampanga tomorrow, October 8, 2018. 

On August 28, 2018, Go visited Pampanga to provide relief operations to those affected by the flooding. He promised to put up a Malasakit Center in Pampanga during his last visit.

Go eyed to put up a Malasakit Center in Pampanga to give Kapampangans easier access to financial assistance, in line President Rodrigo Roa Duterte’s commitment to provide quality health services to all Filipinos.

Go has been instrumental in putting up Malasakit Centers throughout the country. The Malasakit Center is a one-stop shop program of President Duterte to hasten the delivery of medical services and give poor patients access to free medicine.

Under the program, patients are assisted in availing themselves of the services and financial assistance provided by the Philippine Charity Sweepstakes Office (PCSO), the Philippine Amusement and Games Corporation (PAGCOR), Department of Health (DoH), and the Department of Social Welfare and Development (DSWD).

Pooled together, the assistance can push the patient's medical bill, including medicines, to the lowest possible amount.
