Davao Oriental's experiences on Typhoon Pablo shared during MindaComNet Congress

ZAMBOANGA CITY, Nov. 13 (PIA) - Davao Oriental’s experiences on Typhoon Pablo were shared during the Day-2 of the 12th Mindanao Communicators Network (MindaComNet) Congress held on Thursday at Grand Astoria Hotel, this city.

Representing Davao Oriental Gov. Corazon Malanyaon, Dolores Valdesco, Provincial Natural Heritage Center Head shared the rehabilitation efforts of Davao Oriental.

“When Typhoon Pablo hit our place, 457 lives were lost; 3,020 were injured; 64,032 families affected; P5.846-billion in government infrastructure, private structures and properties were destroyed; and millions of trees fell, crops and livelihood laid to waste. P8.5-billion damage to agriculture, tourism, trade, industry, and services; 30 percent of coral resources were lost; and 132,105 hectares of forest lands destroyed,” cited Valdesco.

Valdesco also emphasized that as part of their preparation for the anticipated typhoon, the provincial government has conducted series of Early Warning Advisories/Information Dissemination through tri-media. “We have prepared emergency logistics such as food packs, ferry vehicles/rescue equipment, and emergency utilities/materials. Rescue teams and volunteer groups were mobilized; conducted forced evacuation to designated centers; and established Incident Command Posts,” she said.

“Our long term goal is to reconstruct and develop the municipalities of Baganga, Cateel and Boston in Davao Oriental. We also aim for spiritual transformation as cornerstone of rehabilitation,” Valdesco added.

It was also learned that the provincial government of Davao Oriental implemented the reconstruction and development framework to address several concerns. Among the stages include the following: Emergency Humanitarian Response (relief operations); Early Recovery (rehabilitation and provision of livelihood); and Building-back-better (land use and sectoral re-planning, resettlement and permanent housing).

“As part of our efforts for building-back-better, we continue to attain the following tasks: revisiting the approved Provincial Development and Physical Framework Plan (PDPFP); re-planning of the Municipal Comprehensive Land Use Plan (MCLUP); pursuing appropriate legislative actions; project development; and provision of goods and services for Agricultural, Industry, and tourism development,” highlighted Valdesco.

She further mentioned that on Housing and Shelter, the first wave of assistance was the provision of temporary shelters and emergency shelter kits containing basic construction tools and materials to 6,729 affected families. These were provided by convergence of various local and international agencies under the Shelter Cluster.

On Health, Nutrition and Sanitation, the provincial government also made strides in their response to health, such as provision of emergency tent hospitals and deployment of health personnel to the areas. Safe drinking water was provided as well as installation and repair of deep wells. Other interventions on health include supplementary feeding to school kids in support to nutrition and augmentation of the supply of medical and non-medical supplies to health facilities.

On Education, with the assistance coming from different humanitarian agencies and the Department of Education (DepEd) around 326 tents were provided as make-shift classrooms during the emergency and recovery phase.

“One year and 11 months seemed too short to regain some  semblance of normalcy and heal from our Pablo experience. Yet, we have done and achieved so much. But all these would not have been possible without the unstinting and dedicated support of our partner agencies, both national and international, government and private. Our’building-back-better’ agenda is still a long way to go. But having a solid support from the national government and other development collaborators, and having put in place operational mechanisms, we are positive that we can harness more resources and partners. We can do more and we can do better in the coming years. Always with that undaunted spirit to move on and to move up as our mantra goes,” she stressed.

Davao Oriental is a province of the Philippines located in the Davao Region in Mindanao. Its capital is Mati and borders Compostela Valley to the west, and Agusan del Sur and Surigao del Sur to the north. Davao Oriental is the easternmost province of the country with Pusan Point as the easternmost location. The Philippine Sea, part of the Pacific Ocean, faces Davao Oriental to the east. DOH Caraga conducts “Electronic Field Health Service Info System Refresher’s Training’

SAN JOSE, Dinagat Islands, Nov. 13 (PIA) - The Department of Health (DOH) Caraga Region Office through the Provincial Health Office of Dinagat Islands has conducted a 3-day Electronic Field Health Service Information System Refresher's Training on November 5-7, 2014 held at the Provincial Guest Center, this province.

DOH Caraga focal person Kronryl Arroyo said, the training is about how to operate an Electronic Medical Record which will be used by the health centers in order to provide expedient accommodation of the patients and at the same time to generate a reliable report for the DOH's evidence-based planning.

Butuan City, well on its way for “Malaria-free” declaration

BUTUAN CITY, Nov. 13 (PIA) - Butuan City is well on its way for the “Malaria-free” declaration by 2016, said local health officials here on Tuesday.

In a press forum, Dr. Casmerlita Yu, Department of Health (DOH)-13 regional health coordinator said that for four years now Butuan City has been able to maintain its “zero malaria” case status. Yu said in her presentation that should the city continue to be in this state at the end of this year which is but a month away, then it should be ready for evaluation on 2015.

Butuan City will then be ready for the “malaria-free” declaration by 2016, Yu added.

Butuan City Health Office (CHO) malaria coordinator nurse Erlinda Milloria said that the city health officials, together with the barangay officials and health workers, are intensifying surveillance in support for Butuan City’s bid for “malaria-free” status.

Milloria said that they are now focusing on the 22 considered endemic barangays in Butuan City which are barangays: Anticala, Pianing, Bilay, Don Francisco, Florida, Maibu, Maguinda, Sumile, Tungao, Camayahan, Nongnong, Florida, Mandamo, Amparo, Bit-os, Dulag, Manila de Bugabos, San Mateo, MJ Santos, Dangkias, Bitan-agan and Bugsukan.

Meanwhile, Marisol D. Tuzo who was representing the Pilipinas Shell Foundation, Inc. (PSFI) initiated the Movement Against Malaria (MAM) and discussed on the foundation-assisted interventions and programs in the prevention of malaria in the city and in the region.

BSP conducts learning outreach activities in Butuan City

BUTUAN CITY, Nov. 13 (PIA) - The Bangko Sentral ng Pilipinas (BSP) will conduct the fifth leg of its Economic and Financial Learning Program (EFLP) for 2014 which consolidates the learning outreach activities of the BSP under one flagship program on November 18-20, 2014, this city.

The BSP-EFLP includes a series of learning sessions that aim to promote greater public awareness and understanding of key economic and financial issues. The EFLP also embodies the goal of the BSP to promote economic and financial education among its stakeholders, who can then become more effective partners of the BSP in safeguarding price stability and in ensuring a stronger and safer banking and payments system.

On the 18th of November, a module for professionals Information Campaign on the Role of the BSP in the Economy dubbed “Be up to SPeed on BSP” will be conducted, and the module for students and Financial Education Expo for the working sector on the following day.

The Financial Education Expo offers various financial education activities for students, professionals and others from the public and private sectors. It features learning booths with audio-visual presentations, graphic displays and interactive activities that will help participants become self-reliant in promoting their financial welfare.

There will also be a “Paghahanda sa Kinabukasan” Financial Learning Campaign for overseas Filipinos and their beneficiaries on November 20 and a Financial Education Expo for students and members of the academe. It aims to educate participants on the importance of using remittances to build up savings and directing these into investments in financial products and business ventures.

Two separate sessions of the Financial Empowerment Course, which is an integral part of the Expo, will be conducted for students and members of the work force. The learning sessions will present the importance of financial education, the Philippine financial system, basics of budgeting, saving, investing and borrowing, financial planning for life-cycle events, and credit card awareness.

The “Be up to SPeed on BSP” information campaign will cover recent economic developments and the role of the BSP in the economy, with emphasis on the three pillars of central banking - price stability, financial stability, and efficient payments and settlements system.

Through this learning advocacy, the BSP hopes to help overseas Filipinos and their beneficiaries achieve financial security, bring them into the fold of the formal financial system, and enable them to participate more meaningfully in the country’s economic development. Officials from the BSP, as well as from the Department of Trade and Industry and the Department of Agriculture will give briefings on topics such as the importance of remittances, financial planning, investment/business options and agri-business opportunities.

Caraga’s entry to 2014 Natl Search for Brgy with Best Sanitation Practices named

TANDAG CITY, Nov. 13 (PIA) – Surigao del Sur Integrated Provincial Health Office (IPHO) chief Dr. Algerico Irizari has named Brgy. Poblacion, San Agustin and Brgy. Panikian in Carrascal as the official entries of Caraga region to the “2014 National Search for Barangay with Best Sanitation Practices” (NSBBSP).

His announcement came during their hosting of the regular flag ceremony program on Monday at the capitol lobby, which highlighted his report on Healthy Lifestyle: an Approach to Prevention of Non-Communicable Diseases.

Both barangays placed first in the municipal, provincial and regional levels of the NSBBSP tilt - Barangay Poblacion for Category I and Barangay Panikian for Category III.

During the occasion, officials of the said barangays led by their respective chairs received the plaques of recognition plus a corresponding P150,000 cash award.

Governor Johnny Pimentel personally led the awarding rites together with Dr. Irizari and Dr. Eric Montesclaros.

It was learned that Category I barangays have 250 households and below; Category II with 250 -500 households; and Category III with 500 and above number of households.

Water concessionaires push for privatization of Tandag Water District

TANDAG CITY, Nov. 13 (PIA) – A signature campaign meant to privatize the operation of Tandag Water District (TWD) is expected to gain momentum in this city of more than 6,000 water concessionaires due to the worsening water supply crisis.

With a position paper seeking legislative action from the Sangguniang Panlungsod to declare a local “water crisis” and to rise up against its management and Board of Directors (BODs) for allegations of incompetence, the move has kicked-off last week among affected residents, it was learned.

An individual or group has yet to come out into the open to claim responsibility for the initiative but more and more concessionaires have already expressed support due to the inconvenience being brought about by the crisis situation that has surfaced for quite some time already.

In August, this year, TWD, headed by General Manager Engr. Ruben Elpa, has received a check amounting to P500,000 from the provincial government through Governor Johnny Pimentel as financial aid for the installation of power line solely to run the new pumping station built in Purok Agridulce, Barangay Awasian that was expected to boost the low water supply, according to Engr. Gerry Bernadas, water utilities management development officer B.

The new water source was said to pump out some 25 liters per second (LPS) additional supply.

However, the plan did not come out as envisioned, since water from the new source contains high element of iron based on the series of laboratory testing taken, prompting the management to discontinue its use in the meantime, Bernadas admitted.

TWD is back to 'square one' with the same old problem of relying on its old source in Ihawan creek with 13-14 LPS apart from its main pumping station in Barangay Quezon that provides 43 LPS of water and 32 LPS when using turbine, he lamented.

Meanwhile, Bernadas said that TWD is looking for ways and means to find a solution, saying that the management is planning to apply the conventional system of getting rid of the iron content using the 'technology' in Panabo City.

He added that it will take about three to four months to install or set up the whole iron filter and iron removal treatment systems.

Bernadas also bared that TWD has applied for P20,000,000 loan yet to be released by the  Development Bank of the Philippines (DBP), where funding allocation for such installation will be taken simultaneous with some other projects to be built.

NIA-SurSur bares updates on irrigation projects

TANDAG CITY, Nov. 13 (PIA) – The Surigao del Sur Irrigation Management Office (IMO) here bared the monthly progress report showing the status of General Appropriations Act (GAA) funded projects covering the span of three years starting from calendar year (CY) 2012 up to 2014, including that of the projects covered by the Quick Response Fund (QRF) due to Typhoon Pablo.

Engr. Dexter Sablaon, IMO acting division manager, cited substantial physical accomplishment for the irrigation projects.

In sum, the total amount earmarked for irrigation projects was posted at P1,241,897,362.52 apart from the QRF amounting to P50,000,000; plus the fund intended for Repair and Rehabilitation Irrigation System (RREIS) at P3,621,000.

For CY 2012, which carries a total cost of P704,543,362.52, the report showed 76.59 percent physical completion; for 2013—which amounted to P337,640,000, the physical accomplishment was posted at 87.84 percent; while that of 2014—the physical completion was placed at 28.17 percent.

Likewise, on QRF, the said office has indicated a 100 percent physical completion and so with the RREIS.

Besides, Sablaon also bared the status of so-called three “variance projects” for CY 2012 which had a total cost of P41,911,132.81, citing 33.95 percent physical accomplishment. These are yet on-going.  Variance projects are taken from “savings,” he explained.

On the other hand, Sablaon admitted about some backlogs in project implementation, which are due to mutual termination and other work/site-related problems.

Also, financial releases gleaned from the report have always fallen short as regards the physical completion.

The irrigation system in Surigao del Sur are generally classified into two:  National Irrigation System (NIS) and Communal Irrigation System (CIS).

Data in July, this year, have shown that the potential irrigable area in the whole province is estimated at 26,778 hectares; 13,346 hectares of which or equivalent to 49.84 percent have already been irrigated.

Zamboangueños welcome participants of this year’s 12th MindaComNet Congress

ZAMBOANGA CITY, Nov. 12 (PIA) – With all smiles, the Zamboangueños welcomed all the participants coming from the different regions of Mindanao Island during today’s opening ceremony of the three-day Mindanao Communicators Network (MindaComNet) Congress held at Grand Astoria Hotel, this city.

The said congress will run until November 14, 2014 with invited speakers who will discuss relevant topics relative to the Climate Change Advocacy of the Philippine Information Agency (PIA) and partners, which include the Rehabilitation and Reconstruction of Mindanao.

The entrance of colors signaled the start of the program with the parade of the regional directors of PIA from the five regions in Mindanao: Dir. Abner M. Caga of region 13 (Caraga); Dir. Efren Elbanbuena of Region 11; Dir. Noemi Edaga of Region 9; Dir. Thelma Oliver of Region 10; and Dir. Olive Sudaria of Region 12.

“As the pride of Mindanao, it is our delight to see each one of you actively participating in this congress. PIA-9 as the host of this year’s congress would like to express our heartfelt gratitude for your effort in coming here,” expressed Dir. Edaga of PIA-11 and President of MindaComNet-Zamboanga Peninsula

Edaga further clarified that there is no truth over rumors that Zamboanga is the most dangerous city in Mindanao. “This place is not as dangerous as what the media has projected. If that was true, I believe you wouldn’t take chance to travel this far and be here for this congress,” added Edaga.

Also, representing Zamboanga Mayor Maria Isabelle Limaco-Salazar, Christian Olasiman, executive assistant stressed that “Build-Back-Better Zamboanga” is their campaign as the city was one of the most typhoon affected areas.

“Communication is essential in the humanitarian response. It is equal to that water and food. Communication will also improve if we converge and talk together. Let’s work this out for God, our country and people,” emphasized Olasiman.

Meanwhile, Dir. Elbanbuena of Region 11 and MindaComNet President highlighted that PCOO Sec. Sonny Coloma recognized that MindaComNet is the only consistent organization in Mindanao conducting the annual congress in different areas.

“Zamboanga is really a beautiful city. It was here when we conceived the idea of organizing the Mindanao Communicators Network… We will tour the city on Friday for you to witness Zamboanga’s best tourist spots,” revealed Elbanbuena.

Elbanbuena also bared that the theme ‘Building-Back-Better Mindanao’ is nationally adopted. “We have to emphasize the efforts of the government in addressing the rehabilitation of the typhoon hardly-hit areas and regain its peace and order. We will also discuss different strategies in our promotion to our Climate Change advocacy,” he said. 

Zamboanga was formerly known as Jambangan in Subanon language and the center of Subanon tribe and culture during the pre-Hispanic times. After independence from Spain on May 1899, Zamboanga became the Republica de Zamboanga with Zamboangueno Chavacano as its official language and Spanish as its co-official language. After American intervention, the republic incorporated into the Philippines and became the capital of the former Moro Province, now Mindanao, from 1903 to 1913. On October 12, 1936, Zamboanga became a chartered city under Commonwealth Act No. 39. It was formally inaugurated on February 26, 1937, which was declared a local holiday.

AgSur vows to end violence against women, crafted strategic plan for 2014-2016

AGUSAN DEL SUR, Nov. 12 (PIA) - The Provincial Council for the Welfare of Women and Children (PCWWC) convened here Friday to discuss the 18–day campaign to end violence against women (VAW), increase awareness of stakeholders, increase commitment of right to protect the victims of violence against women and to forge partnership among stakeholders in addressing the VAW.

The start of the 18-day campaign to end violence against women will be on November 25 until December 12, 2014 but the advocacy activities will start on November 24 where members of the PCWWC will be joining the Monday Flag Raising Ceremony at the Naliyagan Plaza and share the activities lined-up for the duration of the campaign. Hanging of streamers will also start on that same day including the opening of radio program at DXDA with representatives from Department of Interior and Local Government (DILG), Philippine National Police (PNP) and the Department of Social Welfare and Development (DSWD) regional office as guests.

Loida Antonio, Provincial Social Welfare and Development (PSWD) focal person also presented to the members of the council the Provincial Strategic Action Plan that will address gender-based violence (GBV) including trafficking in person from 2014 to 2016.

“There are four major programs,projects and activities that the PSWD has prepared for the two-year plan. Among these four are the Advocacy and Prevention; Protection, Recovery, Rehabilitation and Reintegration; Prosecution and Law Enforcement; and the Partnership and Networking,” Antonio said.

“Under the advocacy and prevention, we will be conducting trainings of trainers of the Provincial Council against Trafficking – Violence Against Women Council (PCAT- VAWC) on the local government units (LGUs) guidelines in the establishment and management of a referral system on VAWC and Trafficking in Person (VAWC and TIP); advocacy on RA 9208, RA 10364, RA 9262, RA 7610 and other related gender-based violence issues using the quad media; institutionalization of Local Council against Trafficking (LCAT- VAW) at the provincial and municipal level; production and distribution of tarpaulins and billboards; the preparation of the local emergency preparedness plans with protection concerns of women and children incorporated and; Capability building on Gender Sensitivity Training,” Antonio added.

On the Protection, Recovery, Rehabilitation and Integration program, activities include provision of transport, medicines, food and other basic commodities to gender-based violence survivors and families; Mapping and Monitoring of PCAT-VAWC to C/MCAT- VAWC as to the level of functionality in coordination with DILG; the conduct of psychosocial intervention to GBV survivors and the provision of livelihood assistance.

On the Prosecution and Law Enforcement, the conduct of capacity building, training of law enforcers are on top, then the establishment of inter-agency task force on trafficking in person (TIP) for monitoring, surveillance and rescue/interception operation specially in vulnerable areas and the provision of incentive awards system to top performing local law enforcers.

On Partnership and Networking, collaboration with partner agencies, NGOs, FBOs, CSOs, Pos, NGAs comes on top, followed by GAD Planning and Budgeting, Gender mainstreaming and establishment of harmonized database and management information system on GBV/TIP.

“Some of these programs were already done during the past years but because of the willingness and cooperation from our partner agencies and NGOs, we are expanding our activities while budget will be provided of ourpartner agencies and NGOs,” Antonio said. (DMS/PIA-Caraga)


Surigao Sur provincial LGU, organic agriculturist bag achievers award

TANDAG CITY, Nov. 12 (PIA) – The Provincial Local Government Unit (PLGU) of Surigao del Sur led by Governor Johnny Pimentel and the focal person for organic agriculture (OA) Marcos Quico of the Office of the Provincial Agriculturist (OPAG) bagged the respective top awards for this year’s "Regional Organic Agriculture Achievers Award” in Caraga region held on Thursday at the Almont Hotel Inland Resort in Butuan City.

“The PLGU-Surigao del Sur, which was adjudged as the CY 2014 Outstanding Province in the implementation of the OA Program in Caraga region, received a prize of P500,000 worth of project fund and a plaque of recognition,” Edna Mabeza, acting director IV of the Department of Agriculture (DA) Regional Field Office XIII said in her invitation letter  to Gov. Pimentel.

Likewise, Provincial Agriculturist Marcos Quico was awarded a cash prize worth P25,000 and a plaque of recognition being the Most Outstanding Provincial OA Focal Person region-wide.

PhilPost launches Bislig City’s Tinuy-an falls stamp

TANDAG CITY, Nov. 12 (PIA) – The Philippine Postal Corporation (PhilPost) launched on Thursday the postal stamp bearing the Tinuy-an Falls in Bislig City.

Postmaster General and CEO Maria Josefina Dela Cruz led the historic event at 11:00 a.m. in Bislig City, where the popular tourist spot can be found, Caridad Ronquillo, senior tourism operations officer of the province said.

Ronquillo likewise said that some personnel of the Provincial Tourism Office headed by its new chief, Nicolas Sonsona attended the special occasion.

Army seized NPA regional headquarters

SIBAGAT, Agusan del Sur, Nov. 11 (PIA) - The Regional Headquarters of the New People’s Army (NPA) Northeastern Mindanao Region was seized by Special Forces after a 30-minute running gun battle on November 2 at 1:30 pm.

The elements of the Regional Sentro de Grabidad (RSDG) of Communist NPA under Northeastern Mindanao Regional Command were caught in a surprise when attacked by a platoon of the Special Forces under Captain Elpidio B de Castro of 9th Special Forces Company, 3rd Special Forces Battalion while encamped having a ceremony “tribute for their fallen comrade” at So Hebron, Brgy New Tubigon, Sibagat town Agusan del Sur.

The enemy camp has estimated land area of 15,000 sq. m. with 81 bunkers made out of tent and wooden bedsteads, along with five multi-purpose halls that serve as their kitchen and lecture room which can accommodate 30 people. Local college honors LET- passer visually impaired student

BUTUAN CITY, Nov. 11 (PIA) - A local college here honored one of their visually-impaired student who graduated and passed the recent licensure examination for teachers (LET).

The Holy Child Colleges of Butuan (HCCB) President Rodulfo P. Esteves announced in a press forum on Monday afternoon that the college accepted the services of Ms. Fritzie Ann Binega, a 31-year old visually impaired former student who now became a professional teacher, to be the coordinator of the College Center for the Visually Impaired.

The forum held to honor the person with disability (PWD) board passer was attended by Dr. Gerry Tabugon, HCCB Quality Assurance Manager, Dr. Felomino A. Gargar, HCCB Vice President for Administration/Dean College of Education, Dr. Joanna Cuenca, HCCB Vice President, Dr. Rodulfo P. Esteves, HCCB President, faculty members and local media practitioners.

The honoree Binega graduated the Bachelor of Elementary Education, Major in Special Education last school year, took the professional regulation commission licensure examination for teachers (LET) on August 17, this year at Cagayan de Oro City. She accordingly knew she had passed when the result of the examination came out on October 27, 2014.

According to Dr. Estevez that he remembered that sometimes four years ago, Binega went to his office and narrated her woes after two local educational institutions here denied her enrollment as they accordingly do not have special programs befitting her. “We accepted her here at Holy Child Colleges as we have special education program for people like her and even for those who have other impairments,” Esteves said. The college president also said that though it was costly, they constructed a ramp from the base of their building until the fifth floor for easy access to those students who have physical impairments. “We did not even have a gate to be open and be easily accessible to everybody,” Esteves said.

Dr. Gargar also said that Beniga used to be under his classes and the student, minus her impairment shows no much difference from the rest of his students. “She used to be assertive that at times, I have to advice her to tone down,” said Gargar. But she had a lot of good qualities as a student, optimistic and an achiever. According to him that she even won the “discuss throw,” an event during an abilympic (a competition for those who have impairments) national competition.

He also narrated that during a mock board examination, the college prepared a reviewer in braile, and even had it upgraded at a braile center based in Davao City just for Beniga. Only to find out, accordingly, that during the actual LET examination, the professional regulations commission has no braile questionnaire. The questions accordingly were read to the examinee audibly.

With this success through Beniga, according to Esteves they will exert more efforts to institutionalize and upgrade their special education center and programs.

Beniga, Esteves said was a Dr. Rodulfo Esteves awardee during her graduation. Because of that, she was given a job order right after she graduated at the college and was given her remuneration based on the minimum wage of a worker. But now after passing the LET examination, she will be receiving and enjoying all the benefits, remuneration and privileges due her as a board passer based on the professional and the labor laws, Esteves said. DA-13 implements 1.9 billion plus worth of MRDP2 projects in Caraga region

BUTUAN CITY, Nov. 10 (PIA) – The Mindanao Rural Development Program 2 (MRDP2) projects implemented in Caraga region through the Department of Agriculture (DA)-13 has a total regional portfolio of more than P1.9 billion worth of subprojects under the Rural Infrastructure (RI), Natural Resources Management (NRM), and Community Fund Agricultural Development (CFAD) Components

Based on the figures revealed during the Mindanao MRDP2 Culmination Program held on Friday in one of the convention centers in this city, CFAD was able to address 226 livestock subproject; 111 fisheries; 106 crop production; 104 pre and post harvest facilities (PPHF); and 55 small infrastructure subprojects catering a total number of 36,340 beneficiaries.

These subprojects per category amounted to P282,250,000 were accomplished in the following five provinces: Agusan del Norte (P40,000,000); Agusan del Sur (P95,000,000); Surigao del Norte (P62,500,000); Surigao del Sur (P70,000,000); and province of Dinagat Islands (P15,000,000).

For the Rural Infrastructure component, an amount of P861,510,230 has supported the 56 (197.12 km) farm-to-market roads (FMR); 10 (353.4 lm) bridges; 7 (1,440 ha) communal irrigation systems/projects (CIS/CIP); 13 units potable water systems (PWS); and five other infrastructure subprojects including four concrete footbridge and one warehouse.

“Projects in four municipalities with P7M allocation each or a sum ofP28M worth of projects were also completed. An additional P1.5M was also implemented in the municipality of Nasipit, Agusan del Norte as prize for being adjudged as outstanding Agro-forestry project in Mindanao during the People's Organization Congress in Davao. Another P28M worth of projects were also implemented on the so-called NRM-Global Environment Facility (GEF),” disclosed DA-13 regional director Edna Mabeza.

NRM projects were categorized as Agroforestry (805 hectares covered); Riverbank Stabilization (114 hectares); Mangrove Rehabilitation (183 hectares); and Marine Sanctuary and Fishery Reserve (225 hectares).   

Mabeza thanked the stakeholders for their cooperation in the implementation of MRDP2 which will soon culminate on December 2014.

Meanwhile, DA Secretary Proceso Alcala who graced the event congratulated all the active partners in the implementation of the MRDP2. “The 40% counterpart shouldered by the DA has increased local government units’ participation of the program. DA will always be there for you to assist and find ways to respond to your needs,” he said.

As announced and promised by Sec. Alcala, all municipal mayors who were present during the MRDP2 Culmination Program will be provided with hand tractor while the province of Dinagat Islands will be given 1M for livestock project.

In a response message, Mayor Enrico Corvera of Nasipit, Agusan del Norte expressed his gratitude in behalf of his constituents to DA for its assistance through the MRDP2 and other programs & projects offered by the national government. He said that in their municipality, they encouraged the 4Ps beneficiaries to get involve in livelihood programs in order to give them the opportunity to uplift their state of living.

The MRDP2 continues to implement poverty-reducing interventions in more poor communities across Mindanao as it expands in scope of coverage (225 towns in 26 provinces). It is implemented under the DA, MRDP1 accomplished various projects and provided significant learning experiences on which MRDP2 takes off.

Alcala expressed his sincere appreciation to the awardees for their exemplary accomplishments and cooperation as partners in the implementation of the MRDP2 in their respective towns. “I congratulate the LGU leaders and other participating individuals for their remarkable contribution in the successful implementation of the MRDP2,” he said.

Earlier on that same day, Sec. Alcala graced the Turn-over Ceremony of Barobo Municipal Fish Port and Ice Plant to the LGU and the Farmers and Fisherfolks’ Forum in Barobo, Surigao del Sur wherein people’s organizations composed of farmers and fisherfolks got the opportunity to raise questions and concerns to the good secretary.

Jointly funded by the World Bank, DA, and Local Government Units (LGUs), MRDP2 seeks to further improve rural incomes and achieve food security through agri-fisheries infrastructure, livelihood enterprise, and biodiversity conservation projects.

ULAP, GIZ to hold Conference on Alternative Dispute Resolution, Environmental & Customary Laws

DA-13 receives recognition in support for climate change mitigation campaign

BUTUAN CITY, Nov. 10 (PIA) – Recognizing the extraordinary efforts of the Department of Agriculture (DA)-13 personnel in undertaking climate-focused activities and increasing adaptation and mitigation awareness on some of the more precarious impacts looming over vulnerable communities particularly in rural areas, the Philippine Information Agency (PIA) Caraga led by regional director Abner Caga presented a Certificate of Recognition to DA-13 regional director Edna Mabeza during a press conference with DA Secretary Proceso Alcala on Friday.

The certificate is a special acknowledgment for heeding the call of Pres. Benigno Aquino III to intensify the climate change adaptation and mitigation campaign.

“It is high time that we grant due recognition to DA-13 for taking an extra mile in strengthening its advocacy. Their support is greatly appreciated for extensive campaign to reduce vulnerability to climate change especially in the field of agriculture,” said Caga.

RD Mabeza greatly appreciated the gesture afforded to their department by PIA Caraga.

Secretary Alcala lauded DA-13 for putting much regard to farmers’ need to enhance adaptive capability on climate change that would help sustain economic development. “If you equip the community with knowledge about how to handle the perils of climate change, they can achieve resiliency over time and will ensure sustainability of Philippine agriculture,” remarked Alcala.

During the press conference proper, the secretary answered without hesitation each of the media representative’s queries on the department's new programs and projects for Caraga region.

"Phil. importation has reduced, however, the percentage of insufficiency still demands to import goods from other countries. We need to increase production and regulate the cost," emphasized Alcala.

As part of the long term solution to the barriers in transporting farm produce, Sec. Alcala relayed that the national government has included in its target the concreting of farm-to-market roads in all areas in Mindanao.

“With these projects, marketing of products will be more competitive, and with consolidated efforts of farmers, their source of livelihood will become stable,” he said. (VLG/PIA-Caraga)

DA holds Farmers & Fisherfolks’ Forum in Barobo, SdS

BUTUAN CITY, Nov. 8 (PIA) – From his appointment in Barangay Wakat, Barobo, Surigao del Sur as guest of honor for the Turn-over Ceremony of the Municipal Fishport and Ice Plant, Secretary Proceso J. Alcala of the Department of Agriculture (DA) on Friday met the farmers and fisherfolks and addressed their issues and concerns, and guaranteed for more projects.

In a forum held at Barobo Gymnasium, Surigao del Sur, Sec. Alcala expressed his thanks to all the people’s organizations composed of farmers and fisherfolks for patiently waiting for his arrival in Barobo, Surigao del Sur as his flight from Manila to Butuan on Friday morning was delayed. He also acknowledged all the local officials of said municipality and DA-Caraga officials for its effort in coming up with the establishment of Municipal Fishport and Ice Plant, and for continuously addressing issues and concerns of the said sector in the region.

Alcala relayed that President Benigno Aquino III instructed him to take good care of the farmers and fisherfolks in Caraga region. "I was clearly directed by Pres. Aquino when we were in Davao City yesterday to take good care of you and address your concerns," he said.

The secretary cited the importance of being registered as farmer in the department and as fisherfolk in the Bureau of Fisheries and Aquatic Resources (BFAR).

"We are asking all our farmers and fisherfolks to register at DA and BFAR so you will receive whatever benefits that the government has provided for you. We are also encouraging you to increase backyard gardening in your community to improve your livelihood," highlighted Alcala.

As he discussed plans for the sector, Sec. Alcala shared that the department will conduct training to the fisherfolks. "The department will teach you how to make fiber glass so you can make your own fiber glassed-boats for fishing. The department with BFAR have allocated budget for this effort," he bared.

"The national government needs the full cooperation and support of the local government to really enforce laws that protect the rights of the farmers and fisherfolks and provide them the benefits they deserved. In the same way, we also need the support and participation of our farmers and fisherfolks so we can work together and plan on how the government can serve you better," Alcala added.

Alcala further mentioned that he will discuss with Surigao del Sur Gov. Johnny Pimentel the establishment of an Agro-Industrial Hub so said sector can have more resources and livelihood.

DA sec visits Caraga, meets farmers & fisherfolks

BUTUAN CITY, Nov. 7 (PIA) – Secretary Proceso J. Alcala of the Department of Agriculture (DA) visited Caraga region on Friday particularly this city and municipality of Barobo in Surigao del Sur for the series of activities with the farmers and fisherfolks.

The secretary and his party arrived the Bancasi National Airport here at 9:15 in the morning and immediately proceeded to Brgy. Wakat, Barobo, Surigao del Sur for the Turn-over Ceremony of Municipal Fish Port and Ice Plant to the local government unit.

Along with the turn-over ceremony is the Culmination Program of DA’s Mindanao Rural Development Program 2 and Philippine Rural Development Project Launching at Almont Hotel’s Inland Resort, this city.

At his arrival at the municipal Fish Port, Sec. Alcala was welcomed by the following officials: Bureau of Fisheries and Aquatic Resources (BFAR) director Asis Perez; Philippine Fisheries Development Authority (PFDA) Asst. Manager Eduardo Chu; DA-Caraga regional executive director Edna Mabeza; BFAR-Caraga regional director Nerio Casil; Surigao del Sur Provincial Gov. Johnny Pimentel; Provincial Vice Gov. Manuel Alameda Sr.; Surigao del Sur 2nd District Cong. Florencio Garay; Carrascal Municipal Mayor Vicente Pimentel; Provincial Agriculturist Marcos Quico; Barobo Municipal Mayor Felixberto Urbiztondo; Barobo Vice Mayor Joey Pama; all Sangguniang Bayan Members; all Municipal Heads of Offices; and all barangay officials.

Sec. Alcala then turned-over the Municipal Fish Port and Ice Plant Project amounting to P44,254,304.13 to the municipality of Barobo in Surigao del Sur thru Mayor Felixberto Urbiztondo.

The municipal Fish Port and Ice Plant Project is being implemented by the PFDA, an attached agency of DA mandated to provide fishery post-harvest facilities and infrastructure for the efficient handling, distribution and marketing of fishery products.

Also, right after the turn-over ceremony, Sec. Alcala headed to Barobo Gymnasium, where he met hundreds of farmers and fisherfolks for a forum. He expressed his thanks to all the people’s organizations present for patiently waiting for his arrival in Barobo. When Sec. Alcala arrived back in Butuan City, he graced the Culmination Program of the MRDP 2 and Launching of the PRDP with the theme “Enabling Communities, Expanding Opportunities”. Around 300 partners from the different sectors participated and witnessed said event.

Moreover, DA-Caraga regional director Edna Mabeza thanked the stakesholders for their cooperation in the implementation of MRDP 2 which will soon culminate on December 2014. "The MRDP-2 has a total of P1,195,330,110 worth of projects in Caraga Region alone and we hope to continue that development through the PRDP which we are launching today," she bared.

During the program, DA officials awarded Plaque of Recognition to Outstanding Provincial Local Government Unit-Implementers for Rural Infrastructure Component, Natural Resources Management Component, and Community Fund Agricultural Development Component, among others.

The MRDP-APL2 continues to implement poverty-reducing interventions in more poor communities across Mindanao as it expands in scope of coverage (225 towns in 26 provinces). It is implemented under the DA, MRDP-1 accomplished various projects and provided significant learning experiences on which MRDP-2 takes off.

The PRDP is a six-year project designed to establish the government platform for a modern, climate-smart and market-oriented Agri-fishery sector. PRDP partners with the LGUs and the private sector in providing key infrastructure, facilities, technology, and information that will raise incomes, productivity, and competitiveness in the countryside.

Agriculture secretary turns-over municipal Fishport, Ice Plant to LGU-Barobo

BUTUAN CITY, Nov. 7 (PIA) – “I’m very happy to see the newly-constructed Fish Port and Ice Plant here in Barobo, Surigao del Sur. These will surely help many people especially our fisherfolks. I am hoping that our strong partnership will continue as the department also continuously promotes the welfare of the sector.”

This was the statement of Secretary Proceso J. Alcala of the Department of Agriculture (DA) during his visit in Barobo, Surigao del Sur for the Turn-over of Municipal Fish Port and Ice Plant to the local government unit.

Along with Sec. Alcala during the ribbon-cutting were director Asis Perez of the Bureau of Fisheries and Aquatic Resources (BFAR); Philippine Fisheries Development Authority (PFDA) Asst. Manager Eduardo Chu; DA-Caraga regional executive director Edna Mabeza; BFAR-Caraga regional director Nerio Casil; Surigao del Sur Provincial Gov. Johnny Pimentel; Provincial Vice Gov. Manuel Alameda Sr.; Surigao del Sur 2nd District Cong. Mayor Urbiztondo also expressed his warm thanks and gratitude to Sec. Alcala and the PFDA for funding the said project. He also assured that said infra will benefit its constituents especially the farmers and fisherfolks.

It was learned that the turned-over municipal Fishport and Ice Plant Project is worth P44,254,304.13.

The municipality of Barobo in Surigao del Sur is graced with one of the best fishing ground as it is endowed with a body of water now known as the Barobo Bay being a part of the greater Lianga Bay, which is rich in marine resources and proximate to Philippine Sea which is home to migratory species of fish being exported to other countries.

SurSur recognized as the second largest Palay producer in Caraga

BUTUAN CITY, Nov. 7 (PIA) - "One of our priorities in the province is really on Agriculture. Surigao del Sur is the 2nd largest producer of Palay in the entire Caraga region."

This was the announcement of Surigao del Sur Governor Johnny Pimentel during the Forum with Farmers and Fisherfolks held on Friday at the Barobo Gymnasium, Surigao del Sur.

It was also learned that the said province won second prize in the national organic farm amounting to P500,000.00. According to DA-Caraga, the national awarding will be held in Davao City.

When it comes to agriculture, Pimentel highlighted that Surigao del Sur has been an achiever and recognized producer. "It can be recalled that the province was also declared as top rice achiever in the entire country," he added.

On the other hand, Pimentel lauded the accomplishments of Secretary Proceso J. Alcala of the Department of Agriculture (DA) that benefited much the Surigaonons and Caraganons.

"Thru the leadership of Secretary Alcala, the Barobo Municipal Fishport and Ice Plant in here in Barobo, Surigao del Sur were realized. Because of his sincere commitment to serve our farmers and fisherfolks, we are assured that we will have more for our province," disclosed Pimentel.

Pimentel also encouraged all the farmers and fisherfolks not only from his province but in the entire region to increase its productivity on agricultural products especially the organic agriculture.

Meanwhile, the governor further revealed that the Philippine Postal Corporation (PhilPost) also launched on Friday the postal stamp bearing the Tinuy-an Falls in Bislig City, Surigao del Sur.

“Postmaster General and CEO Maria Josefina Dela Cruz led the historic event earlier today in Bislig City, the reason why I also came late here… Thank you also to our very dynamic secretary for his overwhelming support to our region when it comes to the promotion of the welfare of our farmers and fisherfolks,” added Pimentel.

Inter-agency ball game tournament opens in San Jose, Dinagat Islands

SAN JOSE, Dinagat Islands, Nov. 7 (PIA) – An inter-agency ball game tournament was recently opened here at the San Jose Municipal Gym, this province.

According to Dinagat Islands provincial information officer Ma. Jane Mayola, the event aims to provide understanding and promote camaraderie among government employees through friendly competitions.

The ball game tournament is one of the highlights of the Silver Jubilee Celebration of the municipality of San Jose with the theme “San Jose @ 25 years and beyond: Celebrating Gains and Progressing Actions towards Good Governance and Economic Developments.”

Among the highlights of the Two-weeklong celebration are the Launching of San Jose Hymn, Contemporary Dance Contest, Bancarera and the much awaited Search for Silver Jubilee Queen 2014. (SDR/PIA-Dinagat Islands)


DILG 13 conducts Regional Forum on Role of Barangays in ASEAN Integration

BUTUAN CITY, Nov. 7 (PIA) - Liga ng mga Barangay Presidents across the region participated the Regional Forum on “Role of Barangays: Way Forward to ASEAN Integration” conducted by the Department of the Interior and Local Government (DILG) Region XIII last October 28-29, 2014 at Samping Avenue, this city.

The forum was called primarily to facilitate understanding among the barangays through their respective Liga presidents on the concept, objectives and ramifications of the ASEAN Economic Integration (AEI) which will be established in 2015. It was presented by the National Economic and Development Authority – Region XIII (NEDA 13) Regional Director Mylah Faye Aurora B. Cariño herself as a show of NEDA’s critical role and support in this move for integration.

The forum also provided an avenue for some of the key government agencies for ASEAN integration to present their preparations thus far as well as to impart the roles that the local government units, especially the barangays, can play to support the AEI.

Presentations were given by representatives of various regional offices of the Department of Tourism (DOT), Department of Agriculture (DA), Department of Labor and Employment (DOLE), Department of Education (DepEd), Technical Skills and Development Authority (TESDA) and Department of Trade and Industry (DTI) on what their agencies are currently involved with in the preparation for the ASEAN Integration. Tourism opportunities; good agricultural practices; job opportunities and salaries and wages; programs for out-of-school youth (i.e. Abot Alam); business and trade; and development, upscaling and certification of skills, among many others were discussed.

To encapsulate the discussion of the various initiatives of the National Government Agencies, DILG 13 Regional Director Lilibeth A. Famacion revisited the role that the barangays need to portray particularly on how they might be able to seize the opportunities that the regional economic community is bringing along with it, and to challenge the LGUs to do what needs to be done to be contributory to the efforts of the entire country to be at par with or even at the forefront of the nine (9) other ASEAN member nations come 2015.

ASEAN or Association of Southeast Asian Nations is the coming together of ten (10) Southeast Asian nations as one economic community, i.e. Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. (DILG-13/PIA-Caraga)
