2012 Women’s Month celeb highlights disaster risk reduction as everyone’s responsibility

BUTUAN CITY, Feb. 17 (PIA)
-- This year’s celebration of the women’s month in March with the theme “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility,” underscores the role of women as powerful agents of change in relation to disaster risk reduction (DRR), according to Gender and Development Coordinating Committee chairperson Atty. Marylin Pintor.

“The theme is also in consonance with the continuing national and local efforts to advocate for the implementation of the Magna Carta of Women and the Millennium Development Goals (MDGs) which started in last year’s Women’s Month celebration. For this year, the focus is on MDG7 on ensuring environmental sustainability,” Pintor added.

The general objective of said celebration is to help build gender-responsiveness resilient communities that are responsible and accountable, and prepared for any disaster that may come their way.

Pintor further said that this year’s celebration is also to generate commitment of local government units for the preparation and implementation of their gender-responsive DRR and climate change adaptation plans; and encourage women’s participation in government programs geared towards disaster preparedness and building resilient communities using government’s budget.

The celebration will kickoff on March 1, 2012 with the Women’s Concert and a Sky Lantern Light-up at the Agusan del Norte Provincial Covered Court, this city.

Other government agencies and partner stakeholders are also encouraged to initiate their own activities for the month-long celebration.

With this, GADCC hopes for the full support and participation of the public in the various activities for this celebration especially all the women in the region. (JPG/PIA-Caraga)

NDRRMC issues guidelines for the selection of CSO reps to nat’l, local DRRMCs

-- The National Disaster Risk Reduction and Management Council (NDRRMC) on Wednesday issued guidelines for the selection of representatives from the Civil Society Organizations (CSOs) to the national and local disaster risk reduction and management councils.

As per NDRRMC memorandum circular no. 3, series of 2012 signed by Executive Director and Office of Civil Defense (OCD) Administrator Usec. Benito T. Ramos, the guidelines is issued to fulfill the NDRRMC’s commitment to strengthen democratic institutions through people empowerment, particularly through citizen participation in disaster risk reduction and management, as a vital means of promoting good governance.

The crafting of the guidelines also create an enabling environment for substantial and sustainable participation of CSOs, private groups, volunteers and communities, and recognize, their contributions in the government’s disaster risk reduction efforts and encourage voluntary commitments on social responsibility.

Further, it engages the participation of CSOs, the private sector, and volunteers in the government’s risk reduction programs towards complementation of resources and effective delivery of services to the citizenry.

The memorandum covers the selection of four representatives from the CSOs and one from the private sector to the national and local DRRM councils.

To be eligible to sit at the National and Local DRRM Councils, a CSO must be indorsed by the majority of the members of the NDRRMC.

The CSO shall also be of recognized standing within its particular field of competence. It must have a proven track record in DRRM plans, programs, and activities. For CSOs seeking accreditation to sit at the NDRRMC, such proven track record must be national in scope, and for CSOs aspiring for local accreditation, local in scope and preferably corresponding to the jurisdiction of the LGU of the local DRRMC, it was gathered.

Also, the CSO shall have an institutional structure for managing its own affairs according to its mandate including appropriate mechanisms for effectively participating in the NDRRMC and holding its officers accountable to its members

Further, in the evaluation of the CSOs, preferential consideration will be given to CSOs that provide the NDRRMC audited and updated financial reports of its past operations, which reports are indicative of its ability to deliver its expected deliverables in sustained manner.

Prospective applicants for membership in the NDRRMC/LDRRMC shall formally manifest their willingness to support and participate in NDRRMC/LDRRMC activities.

The CSO council members shall participate in all activities of their respective councils such as, but not limited to meetings, conferences, trainings, and capacity building programs, advocacy campaigns, response, and monitoring, among others.

They must also provide updates on their activities to the other members of the council during their meetings, as well as to disseminate information on their activities to its members.

CSOs shall also provide the council a copy of reports on its operations, plans, and financial conditions rendered by its executive officers to its members during its annual general assemblies.

The CSOs and private sector council members shall have a term of two years subject for review and evaluation by the NDRRMC-TMG/LDRRMC-LC at the end of two-year period. A maximum of two consecutive years only shall be allowed for a council member coming from the CSO and the private sector. (PIA-Caraga)

Double voters' registration can be traced through the NLRV - Comelec

BUTUAN CITY, Feb. 17 (PIA)
-- Voters who have registered more than once even in different places can now be traced by the Commission on Elections (COMELEC) through the National List of Registered Voters (NLRV), a computer-based system whose centralized database is stored in COMELEC Central Office, Manila.

According to Jeffrey Callo, computerized voter’s technician of COMELEC-Agusan del Norte, a qualified voter who will register in their office will be registered after verifications were made through the system.

“Ang National List of Registered Voters o NLRV usa ka system kung diin atong ma-trace ang mga nagparehistro nga doble bisan og sa laing lugar sila nagparehistro (The National List of Registered Voters or NLRV is a system where we can trace double registration even voters will register from one place to another.),” Callo said.

He added the name of the voter will be entered into the system and the program will determine if said voter had already registered.

Through this, Callo said the system will trace and warns the user should the name entered is already stored in the database.

The official said after verifications found that said voter had really registered twice or more, COMELEC will advise the voter to transfer his/her registration, or his/her current application for registration will not be considered.

The NLRV is a solution to double registration as experienced by the commission during the previous conduct of national and local elections. This will also deter flying voters who are allegedly rampant during the previous elections. (PIA-Caraga)

Gov receives 24 Million for PAMANA projects

BUTUAN CITY, Feb. 17 (PIA)
-- Agusan del Sur Gov. Adolph Edward Plaza today received from the Office of the Presidential Adviser on Peace Process (OPAPP) Sec. Teresita Deles P24 million fund for the Payapa at Masaganang Pamayanan (PAMANA) program for two municipalities in Agusan del Sur.

According to provincial public information officer Alfredo Plaza, the first check worth P20 million is the 80 percent counterpart of OPAPP for the rehabilitation of the national road junction of Sta. Cruz in Bayugan City that will connect Barangays Osmena, Magkiangkang, Villa Undayon, New Salem, Mount Carmel, Pinagalaan and Sta. Teresita. The remaining 20 percent or P5 million will be shouldered by the provincial government.

On the other hand, according to Plaza, the P4 million check will be for the municipality of San Luis where some P3.4 million will be used to finance the repair of the provincial road connecting Barangay Don Alejandro, Mahayahay, and Binicalan. The remaining P500,000 is intended for the construction of the tribal house while the P100,000 will be spent for medicines.

This is not the first time that Agusan del Sur received funds from OPAPP for the PAMANA projects.

In August last year, the governor received two checks amounting to P14,216,000 as part of the P18 million intended for the rehabilitation of farm-to-market roads in San Francisco, Bayugan and Prosperidad, rehabilitation of Andanan Baily bridge in Sibagat, livelihood projects like rubber-based farming (rubber plus banana plus fruit trees), abaca production, cacao production, handicraft production, and the part of the water supply system particularly in Sibagat town.

According to ASEC Howard Cafugauan, the PAMANA, a flagship program of Pres. Noy Aquino, is different from other usual development projects undertaken by other national line agencies. FREEDOM to facilitate certification of a coop in ComVal through CU Phl

-- Foundation for Rural Enterprise and Ecology Development of Mindanao (FREEDOM) will facilitate the certification of Kapatagan Banana Growers Cooperative in Compostella Valley province through the Control Union Philippines.

In an interview with PIA, FREEDOM Exec. Dir. Antonio Peralta emphasized the need for every cooperative or organization to be certified by a certifying body to obtain quality products.

Peralta said by obtaining quality products, this would mean development in the economic aspect of the organization as more consumers will patronize the product.

“In this way, the income of the people working in the company will also improve… more income from the company will also give workers high earnings… and if people have good income, then economic boom is seen in the area,” Peralta said.

The official also said the process of development in every cooperative always starts with the crafting of a good business plan. He added it is through this that direction-setting will be properly established that will result to successful undertakings.

With this, Peralta said the organization will really strive for excellence if its products are already certified by a credible certifying body, as products must pass with the standards set by a certifying organization such as the Control Union (CU) Philippines.

Peralta added, by facilitating the certification process, this means that FREEDOM Inc. will bring the representatives of CU Philippines to the area for assessment and evaluation.

“All the cooperative will have to do is just to follow the requirements set by the certifying organization, in order to comply with the required standards,” Peralta said.

Control Union Philippines is a subsidiary of CU, one of the oldest companies in the world that provides product certification for commodities, including agricultural products, minerals and chemicals as well as the upstream oil and gas industry.

Gensan to host 7th EAGA friendship games in December

GENERAL SANTOS CITY, Feb. 17 (PIA)
-- General Santos city will play host to this year’s 7th Brunei-Indonesia-Malaysia-Philippines – East ASEAN Growth Area (BIMP-EAGA) Friendship Games slated on December 8-12 as agreed during a meeting held here recently.

The upcoming sports event shall be spearheaded by the Philippine Sports Commission (PSC) in partnership with Mayor Darlene Antonino-Custodio of General Santos City and Gov. Miguel Rene Dominguez of the Province of Saranggani.

“Among the games to be played are lawn tennis, athletics (track and field), badminton, sepak takraw, swimming and table tennis”, said Joaquin Loyzaga, PSC commissioner.

He added that each country will have separate teams for boys and girls, except for sepak takraw which will be exclusive for boys.

The event is open to all athletes aged 21 years old and below and must come from the BIMP-EAGA member countries.

During the meeting, a roadshow covering the four participating countries was proposed by the General Santos City Tourism Office to help promote culture, tourism, sports and trade, and improve linkages and ties between the delegates and their respective countries along with the event itself.

Commissioner Loyzaga said they are hoping to bring more sports programs outside of Manila especially to Mindanao and schedule more of such programs as possible.

Moreover, Mindanao Development Authority chair Luwalhati Antonino said that the BIMP-EAGA friendship games affords opportunity not just for sports development but also for tourism promotion and improvement of the ties among the focus areas of EAGA.

"We are advancing our BIMP-EAGA initiatives in this particular area of cooperation to promote the sub-region as a melting pot of sports talents and world class athletes while showcasing our great culture" said Antonino who is also the Philippine Signing Minister to EAGA.

BIMP-EAGA is an economic cooperation formally created in 1994 covering the entire Brunei Darussalam; 10 provinces in the Indonesian islands of Kalimantan, Sulawesi,
Maluku and Irian Jaya; Sabah, Sarawak and Labuan in Malaysia; and Mindanao and Palawan in the Philippines.

The ASEAN sub-grouping is a mechanism primarily intended to spur development in the lagging sub-economies of the member countries by boosting intra-EAGA trade, tourism and investments. (MinDA)

‘PRC on wheels’ goes to Surigao City

SURIGAO DEL NORTE, Feb. 16 (PIA)
-- The Professional Regulation Commission (PRC) will have its extension delivery program services "PRC on wheels" on Surigao City on February 16-17, 2012.

City Public Information Officer (PIO) Annette Villaces said PRC will be accepting renewal of professional identification cards of various professions, processing of applicants for examination, request for certification and authentication, among others in Surigao City, “which has been identified by the agency as one of the strategic location in Region XIII to avail the PRC on Wheels.”

Villaces said the agency has already coordinated with the Office of the City Mayor to carry out their extension services between 9:00 am to 5:00 pm on Feb 16 and 9:00 am to 12:00 noon on Feb. 17 at Brgy. Washington Gymnasium.

Villaces said PRC will be accepting applications for the March 2012 for Criminologists and Midwives and September 2012 for LET.

First time examinees must bring the following requirements: birth certificate from National Statistics Office; marriage contract from NSO for married female applicants only; and latest three copies of identical passport size colored pictures with complete name tag, white background and in proper attire (with sleeves).

For the school documents, the applicants must prepare original and authenticated photocopies of Transcript of Records bearing remarks such as "For Board Examination Purposes Only," "Graduated or Conferred," date of graduation and Special Order (SO) number if applicable. The other requirements are: certificate of exemption from S.O. (for applicants from accredited schools); separate copy of CHED SO with signature of approving authority; and diploma.

For repeaters, the applicants must bring photocopies of any of the following documents used in the previous examination if available: application stub, report of ratings, or official receipt. (PIA-Surigao del Norte)

Number of flood-affected persons up as water level rises in Lake Mainit

BUTUAN CITY, Feb. 16 (PIA)
-- Due to the continuous rise of water level in Lake Mainit in the municipality of Jabonga, Agusan del Norte, the number of persons affected now reached 9,390 as of 10:00 a.m. today, according to the report of the Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC).

Southern Mindanao is currently affected by a low pressure area.

A total of 13 barangays with 9,390 persons are now affected, of which 9,100 came from Agusan del Norte and 290 from Surigao del Norte.

In Agusan del Norte, the RDRRMC reported that only 253 individuals or are housed in the evacuation centers; while in Surigao del Norte, 153 individuals have been evacuated.

Lake Mainit is situated between the provinces of Agusan del Norte and Surigao del Norte.

The RDRRMC through council chair and Office of the Civil Defense Regional Director Dr. Blanche T. Gobenciong has constantly coordinating with the local DRRMCs for the status of their area of responsibility and alerted them for possible landslides and flashfloods.

Also, the Department of Social Welfare and Development (DSWD) is on standby for relief operation and ready for possible augmentation to the local government units affected with the flooding.

The RDRRMC Operations Center maintains its 24/7 monitoring and continues to disseminate warnings and advisories through text blasts or SMS to member agencies, local DRRMCs, and local media in the region.

Meanwhile, the Philippine Information Agency is also assisting the RDRRMC round-the-clock in the dissemination of information in the form of warnings and advisories to its significant number of recipients in the region. (PIA-Caraga)

Pilipinas Natin Balangayan forum held in Butuan

BUTUAN CITY, Feb. 16 (PIA)
-- In support of the transparency and good governance agenda of the government, the National Youth Commission (NYC) Commissioner-at-Large Gio Tingson and EDSA People Power Commission Project Officer Justin Arnold Gunnaccao graced today’s Pilipinas Natin Balangayan Forum as guest speakers.

Presidential Communications Operations Office (PCOO) – Office for Special Concerns sent the two guest speakers to discuss the significance of EDSA Revolution to the lives of Filipinos especially the youth, who are now enjoying the freedom which our good leaders fought during the dictatorial presidency of Ferdinand Marcos.

Students from the San Vicente National High School and Sunrise Christian College in Butuan participated in the forum and asked several questions not only on the events during the EDSA Revolution but also how they can better contribute in nation-building.

The said conduct of the Balangayan Forum here was also initiated by Rex Ybañez, CEO of the Caraga Youth Leaders’ Network, Incorporated.

According to Tingson, this year marks the 26th anniversary of the EDSA People Power Revolution in the country.

“EDSA reminds us how Filipinos from different walks of life got united and fulfilled its one common goal, and that is to have democracy over the dictatorship of the late former president Marcos. This is because we want to do the things which we think can be good to ourselves and to others without someone controlling us,” he said.

Tingson added that the government and citizens must work side by side to genuinely pursue change and development.

Also, Gunnaccao shared that Filipinos should not forget EDSA Revolution for the following reasons: 1) Filipinos share the same past, present, and future; 2) it is already part of our being Filipinos; and 3) EDSA signifies hope and courage of the Filipino people.

Pilipinas Natin is a campaign to build a volunteerism movement that thrives on the peoples’ continuing response to the call for change. It is a call for active involvement of the citizens, empowering a nation that imbibes, and cultivates the Filipino culture of caring, sharing and bayanihan.

With this, the NYC, EDSA People Power Commission and CYLN encourages the youths from different schools in the city to get involved in the activities in the community and of the government as part of their contribution to nation-building. Flood alert level 1 up in Butuan City

BUTUAN CITY, Feb. 16 (PIA)
-- Following the low pressure area which continuously affects Southern Mindanao, the City Disaster Risk Reduction and Management Council (CDRRMC) has declared flood alert level 1 here as water level in Agusan River has risen to 2.05 meters.

In a radio interview with Eugene Boco, operations officer of CDRRMC-Butuan, he said as of 8:00 a.m. today, water level in Agusan River measured 2.05 meters, prompting the city government through CDRRMC to declare flood alert level 1 or the code blue alert.

Boco further said this is probably because of the high tide which occurred at 5:04 a.m. and measured at 0.4 meters.

The official added that according to their sources, since flooding also occurred in some portions in Agusan del Sur, Compostella Valley Province and in Davao del Norte, it is expected that water level in Agusan River will rise.

With this, the official warned the public to be vigilant for possible flashflood, as the local government is aiming for a zero casualty.

Meantime, an unconfirmed report revealed that a certain Danilo Logramonte, 38 years old from Brgy. Maon here hewed wood in the neighboring barangay of San Vicente and accidentally fell on the Agusan River.

The official said they have already conducted ocular inspection on the surface of the river, particularly along the river bank in Brgy. San Vicente but as of press time, the victim is still nowhere to be found.

However, he said the Butuan Search and Rescue Team (BUSART) will continue the search and rescue operations today.

In a related development, water level in Lake Mainit within the boundary of Agusan del Norte and Surigao del Norte has also risen prompting residents in the low-lying barangays in the said area to evacuate.

According to Regional DRRMC chair Dr. Blanche Gobenciong, Office of Civil Defense (OCD)-Caraga Regional Director, 24 familes or 140 individuals have already evacuated in the municipality of Jabonga. (PIA-Caraga)

28 families evacuated in Jabonga

-- Twenty-eight families were evacuated from Jabonga, Agusan del Norte as water level in Lake Mainit rose due to the continuous rains brought about by the Low Pressure Area being experienced in Caraga.

According to Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC) chair and Office of the Civil Defense (OCD) Regional Director Dr. Blanche T. Gobenciong, four barangays in the municipality of Jabonga located in low-lying areas were already affected. These include the barangays of Poblacion, Colorado, Tagbuyawan, and Bonga.

Gobenciong reported 28 families or 140 individuals have already been evacuated in the two barangays: Poblacion – 16 families or 80 persons, and Bonga with 12 families or 60 persons.

DRRMC in Jabonga has already activated and prepared their evacuation centers such as the municipal gym, the senior citizens building, and the old municipal building.
Barangay Bonga, on the other hand, is using the Bonga Elementary School as an evacuation center.

Also, the RDRRMC is constantly in touch with the local DRRMCs for the status in their areas of responsibility and to alert them for possible landslides and flashfloods.

The RDRRMC Operations Center maintains its 24/7 monitoring and continues to disseminate warnings and advisories through text blasts or SMS to member agencies, local DRRMCs, and local media in the region.

Meanwhile, the Philippine Information Agency is also assisting the RDRRMC round-the-clock in the dissemination of information in the form of warnings and advisories to its recipients in the region. (PIA-Caraga)

AgNor PDRRMC assures availability of needed equipment during calamities

BUTUAN CITY, Feb. 17 (PIA) --
Provincial Disaster Risk Reduction and Management Council (PDRRMC) of the province of Agusan del Norte assured the public that equipment needed during calamities are up and available.

During the Provincial Peace and Order Council (PPOC) meeting held recently here, Gov. Erlpe John Amante solicited suggestions from the Philippine National Police, Philippine Army, and local chief executives of the different municipalities in the province in identifying other necessary equipment to be used during calamities so that PDRRMC can effectively respond to the public.

The council identified the need for more portable toilets in the designated evacuation centers in every municipality to ensure good health of the Agusanons especially the children. PDRRMC will also provide more rubber boats.

Also, Gov. Amante reiterated that municipal mayors should establish their own MDRRM Plan where flow of its disaster-response operations are identified.

“A clear early warning system must also be indicated in the plan/flow of operations, so everybody will be informed and be cautious,” said Amante.

The chief executive of the province also emphasized the need to intensify advocacy campaigns in every municipality so that the public will know what to do and where to go in times of calamities.

PCOO to hold Pilipinas Natin Balangayan Forum today in Butuan

-- In celebration of the 26th anniversary of the EDSA People Power Revolution, the Presidential Communications Operations Office (PCOO) – Office for Special Concerns will hold the Pilipinas Natin Balangayan Forum in two different schools here today.

According to PCOO Undersecretary for Special Concerns Jose Mari Oquiñena, this is part of the activities set for the month-long celebration.

Usec. Oquiñena also said the forum, dubbed “Pilipinas Natin Balangayan Forum: Anong taya mo para sa Pilipinas Natin?” (Our Philippines Balangayan Forum: What is your bet for our country?), the activity hoped to inspire as much audience all over the country in two weeks time, leading to the February 25 celebration.

The official added the event highlights the importance of our shared democracy that the Filipinos benefit today and challenges the participants to rekindle the spirit of People Power through volunteerism and bayanihan (cooperation).

Pilipinas Natin is a campaign to build a volunteerism movement that thrives on the peoples’ continuing response to the call for change. It is a call for active involvement of the citizens, empowering a nation that imbibes, and cultivates the Filipino culture of caring, sharing and bayanihan.

The campaign creates an enabling environment where every Filipino is given the chance to contribute to the work of nation building through concrete and grounded activities that promotes township development and people empowerment.

Pilipinas Natin will be in different cities and municipalities all over the country. Through massive formation and service activities, the goal is to form the army of volunteers group into Balangays - the basic unit of Pilipinas Natin. Composed of 7-10 volunteers, the Balangay follows a monthly life cycle where they learn and nurture the Pilipinas Natin values and virtues.

Target groups to be invited to join the movement include the Student Government and Organizations in universities and colleges; Student Government and Organizations in high schools both public and private Youth organizations; out of school youth groups in communities, parishes and churches; Sangguniang Kabataan (SK); Fraternities, Sororities and Confraternities; Local government offices; Civic organizations, peoples organizations, and special interest groups. MinDA Board cites urgency for Mindanao waters program

-- With the threats of flooding and related environmental incidents due to the changing climate, Mindanao leaders leaders agreed to have an integrated watershed and river basin programs

In a recent meeting here of the Mindanao Development Authority (MinDA) Board, consisting of all Regional Development Council (RDC) chairs, LGU officials , and Congress and sectoral organizations in Mindanao, it unanimously pushed for the implementation of Mindanao Nurturing Our Waters (MindaNOW) as one of its flagship programs.

Secretary Luwalhati Antonino who convened the 5th MinDA Board meeting said that the program adopts the “ridge-to-reef” approach in integrating interventions for the development, protection and conservation of the watersheds and river basins in Mindanao.

“Mindanao has been suffering from massive deforestation and unsustainable agricultural practices”, said Antonino, adding that these contributed to major disasters including the recent flashfloods.

The MinDA chair noted that prior to the flashfloods that hit Cagayan de Oro City and Iligan City last December, massive siltation and riverbank migration along the Pulangi river have caused flooding in the Allah Valley in North Cotabato.

She added that forest denudation along the Pantaron range in Bukidnon has also increased the water flow down to Agusan and Compostela Valley province, causing soil erosions and floods during rainy season.

With only 10 percent forest cover left, Antonino said that Mindanao must catch up with the national greening program which aims to plant 1.5-billion trees covering about 1.5-million acres nationwide.

Antonino stressed that the remaining forests especially those in the watershed buffer zones are no longer capable of holding rainwater during storm and heavy rains.

The National Disaster Risk Reduction and Management (NDRRMC) has recorded a total of 11 landslides and 43 flooding incidents in Regions 10, 11, 12, Caraga, and ARMM which affected 172,798 families in 283 barangays from January to July 2011.

“The flashfloods brought by Typhoon Sendong in December accounted for the loss of more than 1,000 lives and P1.45-billion damage to infrastructure and agriculture”, said Antonino, citing a report of the NDRRMC.

Antonino said that while Mindanao economy is projected to grow even more in the next decades, she emphasized that economic growth need not come at the expense of the environment.

She added that the MindaNOW program is anchored on President Benigno Aquino’s Social Contract with the Filipino People which promotes responsible use of the country’s natural resources.

“Economic and ecological integration as well as inclusive wealth creation must be anchored on planning Mindanao’s sustainable development based on its rich ecosystems”, she said, adding that these are the twin thrusts of the Mindanao 2020 Peace and Development Framework Plan (Mindanao 2020), the island-region’s peace and development roadmap for 2010-2030.

The MindaNOW program takes cognizance of the carrying capacity of Mindanao’s ecosystem including its archipelagic nature as the basis for planning the future of the island-region.

Antonino said there is a lot of work ahead for MinDA but she is grateful for the overwhelming support of the President, her fellow cabinet secretaries, Mindanao congressmen, and the private sector.

”We’ve been roaming around Mindanao and successfully forging partnerships with various organizations”, said Antonino.

Meanwhile, local city officials here welcome the MindaNOW program and pointed out the need to take action against illegal logging.

Mayor Lawrence Cruz said the flashfloods that hit the two neighboring cities were aggravated by hundreds of ‘hot logs’ that came with it.

Cruz said they are just waiting for results of the investigation which President Aquino directed following the devastation of tropical storm Sendong.

“With careful planning and strategic interventions such us infrastructure, only then can we prevent this kind of disaster”, said Cruz. (MinDA)

Alert level 1 raised in Surigao City, Surigao Norte, Dinagat Islands due to LPA

SURIGAO CITY, Feb. 15 (PIA)
-- An alert level one was raised early today, Feb. 15 in the city, and the provinces of Surigao del Norte and Dinagat Islands following continuous rains brought about by an active low pressure area (ALPA) in East of Mindanao.

In a radio announcement, the Disaster Risk Reduction and Management Council (DRRMC) of Surigao City said an alert level one was hoisted upon recommendation from the local PAGASA.

“A suspension of classes in the pre-school and elementary levels both from private and public will be enforced as the ALPA is fast approaching to Eastern Mindanao,” it said.

Surigao del Norte Vice Gov. Carlos Egay, Jr., in an announcement sent to PIA, said an alert level one was also hoisted in the entire province including Siargao Island upon recommendation from PAGASA. “But the suspension of classes will only be for Pre-school following the new guidelines (EO 66) which was recently signed by Pres. Benigno S. Aquino III.”

Egay, however, said to those flood/landslide prone elementary schools, “the principal concerned can implement a localized cancellation or suspension of classes.”


On the other hand, Dinagat Islands PDRRMC through Provincial Administrator Benglen Ecleo has also raised an alert level one in the entire province.

Ecleo advised all his constituents situated at the steep slope and low lying areas to take precautionary measures for possible landslides and flashfloods.

He also directed the local MDRRMCs to take preparedness action on this concern.

PAL cancels Manila-Butuan-Manila flights today

BUTUAN CITY, Feb. 15 (PIA)
-- Philippine Airlines (PAL) Manila-Butuan-Manila flights have been cancelled today due to zero visibility.

The announcement was made by PAL Butuan Manager Paolo Diaz De Rivera in a text message sent to PIA-Caraga this afternoon.

Rivera said flights PR477 and PR478 were cancelled due to terminal weather, causing a “zero visibility”.

He added affected PAL passengers were provided with a special flight that is scheduled to depart from Manila on Thursday, February 16, 2012 at 9:15 a.m. and is expected to arrive here at around 10:55 a.m.

Same aircraft will depart Bancasi Airport here at around 11:25 a.m., and will arrive at Manila at around 12:55 a.m.

Meanwhile, Cebu Pacific has also canceled their flight for Manila this afternoon while their morning flight has already departed at 8:00 a.m. bound for Cebu.

In a related development, according to Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), as of 8:00 a.m. today, the active low pressure area was estimated based on satellite and surface data at 400 km East of Mindanao (5.5oN, 130.0oE).

Southern Luzon, Visayas and Mindanao will experience cloudy skies with scattered rain showers and thunderstorms with widespread rains over Easter Visayas and Eastern Mindanao which may trigger flashfloods and landslides. The rest of Luzon will have mostly cloudy skies with light rains.

PAGASA also reported that moderate to strong winds blowing from the East over Luzon and coming from the East to Northeast over Visayas and Mindanao will prevail, while coastal waters through the archipelago will be moderate to rough. (PIA-Caraga)

BIR-Surigao del Sur exceeds tax goal for January

TANDAG CITY, Surigao del Sur February 15 (PIA)
-- The Bureau of Internal Revenue (BIR) District Office 106 in Surigao del Sur got off to a good start by continuing its streak from the preceding year by hitting the tax collection target here at the beginning of the year.

According to Revenue District Officer (RDO) Amanoding Esmail, they have already exceeded their tax goal for the month of January.

Esmail said they have posted up to P48,472,995.82 or an excess of P1,958,995.82 which is equivalent to 4.21 percent of change for the collection target of P46,514,000.

MinDA says PHL to endorse accord on EAGA Non-Convention Sized Ships

DAVAO CITY, Feb. 15 (PIA)
-- The Mindanao Development Authority (MinDA) today announced that the Philippines will formally endorse the proposed Memorandum of Understanding (MOU) on Non-Convention Sized Ships (NCSS) when the Sea Linkages Working Group of the Brunei Darussalam-Indonesia-Malaysia-Philippines - East ASEAN Growth Area (BIMP-EAGA) meets next month.

“The MOU aims to formalize intra-EAGA movement of non-convention sized ships through mutual recognition and monitoring of safety standards, security requirements, environmental protection, and ship manning,” said MinDA chair Luwalhati R. Antonino.

According to Antonino, whose office also serves as the Philippine coordinating office for the BIMP-EAGA, there have been some informal intra-EAGA voyages going on, but concrete data about these operations cannot be collected yet.

NCSS are traditionally not permitted to sail international voyages, but once the MOU is approved, these existing operations within EAGA borders can be readily legalized, regulated and tracked.

Antonino, who also serves as the Philippine Signing Minister to BIMP-EAGA, added that the agreement seeks to facilitate negotiations for a harmonized BIMP-EAGA non-convention sized ships standards.

In an inter-agency meeting by Philippine members of the working group, representatives reviewed the draft MOU and identified improvement areas to be presented in the BIMP-EAGA Sea Linkages Working Group meeting slated in Jakarta, Indonesia on March 1.

The group agreed to have a pilot test of the MOU results in the country through the Tawi-tawi – Malaysia route.

“The finalization of the MOU will greatly benefit our small traders, specifically in the ARMM areas as most of them are using wooden vessels for their merchandise trading in the neighboring countries,” Antonino shared.

The Maritime Industry Authority, the Philippines’ lead agency for the Sea Linkages Working Group, along with the Philippine Ports Authority, DOTC, and Philippine Coast Guard will be leading the in-country formulation of the implementing rules and regulation (IRR).

They will also carry out port state control inspection on the NCSS of the other Participating Parties entering its national waters to verify if the condition of the NCSS meets the standards set in the IRR.

“Safety is the main concern of the MOU, specifically of the passenger vessels,” said Ma. Concepcion Arbolario of MARINA.

Arbolario added each country already has distinct regulations for NCSS operations, but these need to be standardized along with relevant national certificates in order to create mutual benefits for the participating countries.

“A harmonized regulation for the intra-EAGA NCSS operation will truly help our coast guards in implementing safety policies and necessary sanctions for those that fail to oblige,” Arbolario said.

BIMP-EAGA is an economic cooperation formally created in 1994 covering the border areas of Brunei Darussalam, Indonesia, Malaysia and the Philippines. Its goals are spawning increased investments, trade, and tourism within this ASEAN sub-region. (NCLM/MinDA)

Rotary clubs of midtown Butuan, Cubao extend help to Sendong victims

BUTUAN CITY, Feb. 15 (PIA)
-- The rotary clubs of midtown Butuan and midtown Cubao together with the Rotaracts of the Agusan Business and Arts Foundation, Inc. (ABAFI) have extended help to tropical storm Sendong victims in Iligan city recently.

The team went to Tent City, in Tambo, Iligan City and proceeded to Barangay Hinaplanon and endorsed the truckload of goods to Barangay Captain Veronico Echavez, for distribution to Barangays Hinaplanon, Tambo and Bayug.

Victims received relief packs containing basic commodities such as rice, canned goods, noodles, among others.

Meanwhile, the Butuan Midtowners is grateful to its sister club, the Rotary Club of Midtown Cubao, through its past President Fidel Marcelo and its President Dr. Ayong for the cash donations of P 50,000.00 which helped realize this joint project dubbed ‘OPLAN TINABANGAY’.

Further, Rotary Club Downtown Butuan, Rotarian Dani Jomonong, Rotarians John and Kerwin Uy’s Three Star Noodles, Fatima Commercial and Marject Food Corporation also donated rice and grocery goods.

Siargao Island to host 5th International Game Fishing Tournament

SURIGAO DEL NORTE, Feb. 15 (PIA)
-- Siargao Island, the surfing and game fishing (SurFishing) capital of the country, is set to host the 5th Siargao International Game Fishing Tournament in Pilar town this April.

In a report posted on www.siargaoislands.net, organizers said the tournament will be participated by anglers from all over the world.

“The town is expecting more than eighty anglers from the different countries in the world such as Japan, Singapore, Russia, United States, Germany, Switzerland and China to join the tournament,” the report said.

The tournament is the largest game fishing event in the country which has gained full support from both government and fishing clubs all over the Philippines.

The international event, which is expected to boost the tourism industry of the island, is organized by the Office of Cong. Francisco T. Matugas (1st District of Surigao del Norte), Office of Gov. Sol F. Matugas (Province of Surigao del Norte), Office of Pilar Mayor Lucio T. Gonzales, and Department of Tourism (DOT).

Butuan City bags Agri-Pinoy Rice Achiever Award

BUTUAN CITY, Feb. 15 (PIA)
-- Butuan City was awarded as one of the Top 50 Outstanding Municipalities/Cities of the Agri-Pinoy Rice Achievers Awards for 2011 in a ceremony held last Friday, February 10, 2012 at the Philippine International Convention Center (PICC) in Manila with Agriculture Secretary Proceso Alcala as guest of honor.

According to Mayor Ferdinand M. Amante Jr, who received the award, the P1 million cash award will be spent on the city’s Organic Farming Program to further enhance rice production.

Butuan City’s rice production rose drastically from 2.6 metric tons in 2010 to 5.1 metric tons in 2011.

Joining Amante at the awarding ceremony were DA-13 Regional Executive Director Edna Mabeza, City Agriculturist Alberto Buca, and Gertrudes Fortun of the City Agriculture Office who also received an award as one of the Outstanding Agricultural Extension Workers. Fortun received P20,000.

“Sendong” has the most number of deaths – NDRRMC of the 10 destructive tropical cyclones for 2011 in Phl

BUTUAN CITY, Feb. 15 (PIA)
-- According to a report from the National Disaster Risk Reduction and Management Council (NDRRMC), of the 10 destructive tropical cyclones that hit the Philippines in 2011, tropical storm “Sendong” had the most number of deaths, with the cities of Cagayan de Oro and Iligan in Region 10 suffering the brunt.

This, after the NDRRMC has accounted the total number of casualties during last year’s tropical cyclones for which out of 1,541 total dead, there are 1,257 dead bodies have been accounted during the “Sendong” tragedy or an equivalent of 82 percent.

NDRRMC reported that while Sendong ranked first, typhoon Pedring which hit the country on September 24-28, 2011 followed, leaving at least 85 persons dead.

Also, typhoon Pedring was reported to have the most number of affected families/persons with 667,602 families or an equivalent of 3,105,355 persons, followed by tropical storm Falcon on June 21-25, 2011, having 389,348 families affected or an equivalent to 1,792,376 persons.

Meanwhile, out of 38,088 totally damaged houses, Sendong caused damages to 13,337 houses which ranked first, followed by tropical storm Juaning (July 25-28, 2011) with 11,196 houses.

As to the damage to properties, typhoon Pedring had incurred the biggest amount of P15,552,586,957.49, followed by tropical storm Juaning with a total cost of P4,441,798,208.89.

From January to December last year, 19 tropical cyclones have entered the Philippine Area of Responsibility (PAR), and ten of them were destructive namely: Tropical Storm Bebeng (May 8-11); Typhoon Chedeng (May 20-28); Tropical Storm Falcon; Typhoon Juaning; Typhoon Kabayan (July 28-Aug 5); Typhoon Mina (August 21-29), Typhoon Pedring; Typhoon Quiel (September 29 –Oct 2); Tropical Depression Ramon (October 10-14); and Tropical Storm Sendong on December 15-18, the NDRRC reported.

These tropical cyclones affected Regions I, II, III, IV-A, IV-B, V, VI, VII, VIII, IX, X, XI, XII, XIII, CAR and NCR left in their wakes the aforementioned effects. (PIA-Caraga)

NEDA-Caraga grateful for 37% budget increase of the region

-- With the 37 percent budget increase of the region for 2012 as compared last year, officials and personnel of the National Economic and Development Authority (NEDA)-Caraga are grateful to the national government for this development.

According to Ian Miculob, NEDA-Caraga Economic Development Specialist in a radio interview recently, the increase of budget approved by the national government for Caraga Region indicates that the present administration is determined to achieve poverty alleviation since the region is considered the poorest in the country.

“Mapasalamaton kita sa atong nasudnong panggamhanan tungod sa paghatag og prayoridad sa atong rehiyon aron sa pagpalambo niini, tungod kay ang atong rehiyon mao man ang pinaka-pobre nga rehiyon sa atong nasud,” Miculob said.

(We are thankful to the national government for giving our region priority development because our region is the poorest in the country).

It may be recalled that when the regional budget consultation was conducted here during the second quarter last year, Budget Secretary Florencio “Butch” Abad vowed to increase the region’s budget so that plans and projects for the development of the region will be implemented.

During the consultation, Abad also said if development projects will be implemented, this also means development of livelihood opportunities for the people that will lead to poverty alleviation.

It was also noted that the country’s budget chief pointed out that since Caraga Region is the poorest among the 17 regions, the national government should give priority to the region’s poverty alleviation projects and programs.

Butuan City gov't tasks CSU to design plans to make Brgy. Pagatpatan a tourist destination

-- The city government here has tasked the Caraga State University (CSU) to design and craft plans to make Barangay Pagatpatan a tourist destination of the city.

According to a report, this developed after the city officials visited the area and found its potential to be the new tourist destination here.

With this, the city government is optimistic that developing the area to be a tourist destination will mean development in the economic condition of this city, being the regional center of Caraga Administrative Region.

Among the potential tourist attractions found in Barangay Pagatpatan include an enchanted garden where water that flows on the water pipe glows because of its pressure.

Also, it was recently observed by the city government that migratory birds coming from other places in the country and even in other countries are found in the barangay.

DSWD-Caraga to award P2.9M to SEA-K beneficiaries in Siargao Island

-- The regional office of the Department of Social Welfare and Development (DSWD) in Caraga Region is set to award some P2.9 million check to beneficiaries of Self-Employment Assistance-Kaunlaran (SEA-K) on February 16, 2012 in three towns in Siargao Island, Surigao del Norte.

According to Roy Serdeña of DSWD-Caraga Livelihood Unit, 16 organizations from Dapa, del Carmen, and Pilar towns in Siargao Islands will benefit from this financial assistance.

Serdeña added these organizations are composed of some 325 members who will benefit from this project of the national government in an effort to alleviate poverty.

The official said beneficiaries will use the financial aid in venturing livelihood opportunities.

During the awarding ceremony, the “Guaranteed Employment” program of the national government will also be offered where recipients of the SEA-K and the Pantawid Pamilyang Pilipino Program (4Ps), otherwise known as Conditional Cash Transfer (CCT) are given opportunity to be employed in public and private agencies and establishments through the intercession of DSWD-Caraga.

SEA-K aims to provide the poor and disadvantaged sector of the society with timely access to credit and development opportunities. This project was realized during the previous administration and is continuously implemented by the present administration. (PIA-Caraga)

Committee hearing on Caraga 2013 budget set

-- A committee hearing to discuss the 2013 budget of Caraga Region is set on February 21, 2012, to be spearheaded by the Regional Development Council (RDC) through the National Economic and Development Authority (NEDA)-Caraga as secretariat of the council.

According to Ian Miculob of NEDA-Caraga in a press statement, during the hearing, agency regional offices (AROs), state colleges and universities (SUCs) and special development authorities will prepare anew their respective annual budget for FY 2013 after the Department of Budget and Management (DBM) released the National Budget Memorandum (NBM) 112 on December 29, 2011.

Miculob said under NBM 112, the National Economic and Development Authority (NEDA) – Caraga as the secretariat of the Regional Development Council (RDC) will formulate the guidelines in budget preparation in consultation with the DBM regional office.

The official added the RDC, which serves as the venue for budget consultation, is slated to review and deliberate the agency budgets in March during its Full Council Meeting prior to endorsement to the agency’s respective central offices.

Miculob further said sectoral meetings are scheduled to conduct the initial budget review on the following dates: February 21 (Social Development Committee Meeting), February 22 (Economic Development Committee Meeting), and February 24 (Development Administration Committee and Infrastructure Development Committee Meeting).

“Last year, the RDC endorsed the P21.8 billion 2012 budget of 20 AROs and four SUCs for the different programs and projects in Caraga Region. The Aquino administration, on the other hand, through Congress, approved a 37.9 percent increase which amounted to PhP30.2 billion budget for Caraga in 2012,” Miculob said.

The committee will likewise assess the plans and programs of the regional line agencies if it aligns with the five key result areas of the Aquino administration such as Anti-Corruption, Transparent, Accountable and Participatory; Poverty Reduction and Empowerment of the poor and Vulnerable; Rapid, Inclusive and Sustained Economic Growth; Just and Lasting Peace and Rule of Law; and Integrity of the Environment and Climate Change Mitigation and Adaptation.

For 2012, budget of Caraga Region increased by 37 percent as compared last year, following the regional consultation held here during the second quarter last year where Budget Secretary Florencio Abad vowed to increase the budget this year in an effort to alleviate poverty in the region. Remains of OFW killed in Lebanon arrives in Butuan City

BUTUAN CITY, Feb. 14 (PIA)
-- The remains of an OFW who worked in Lebanon arrived Monday in Bancasi Airport here.

Juvelyn Numeral Concon from Brgy. Sibulan, Esperanza, Agusan del Sur was working as a household service worker. She was among the three OFWs who were killed when a commercial establishment in Lebanon collapsed on January 15, 2012 at around 6:00 p.m.

The names of her two companions were withheld due to their undocumented status in Lebanon.

According to report, the three were attending worship at God’s Divine Love Worship Hall located at the third floor of the said building when the incident happened.

The report also revealed that the building was constructed in 1960s and was considered dilapidated.

In a phone-patch interview with Irish Antonette Destriza, family welfare officer of the Overseas Workers Welfare Administration (OWWA)-Caraga here, she said the Philippine Embassy has facilitated the transport of the victim’s cadaver on February 11, 2012 from Beirut to Bahrain.

Destriza added that on Feb. 12, the body was brought to Manila, Philippines and on Monday, Feb. 13, the body was brought here via Philippine Air Lines (PAL) at around 12:20 p.m.

The official further said that since Concon is a member of OWWA, her family will receive insurance benefits amounting to some P200,000 and a burial assistance worth P20,000.

Since the victim is single, her brother who is currently a fourth year high school student is her beneficiary, aside from the educational assistance which he will be receiving as soon as he will be enrolling in college, amounting to some P10,000 annually or P5,000 per semester.

Meanwhile, the mother of the victim will also receive livelihood assistance through the “Nego (from the word negosyo meaning business) Cart”. (PIA-Caraga)

25 school heads in Agusan del Sur to take up master's degree

-- Twenty five school heads from elementary and secondary schools in Agusan del Sur will take up masteral degree in education and administration in Ateneo de Davao University (ADDU) in order to attain the thrust of the provincial government of Agusan del Sur (PGAS) to give quality education to Agusanon children.

Representing Gov. Adolph Edward Plaza and Vice Gov. Santiago Cane signed a Memorandum of Agreement with ADDU President Fr. Joel Tabora signifying their partnership in enhancing the capability of the school heads in teaching and school management at Trento West Central Elementary School where the MOA signing took place.

Tabora said very few in the entire country had entered into such agreement with their university and it is a noble deed of the government to upgrade and enhance the capability of the teachers. Fr. Tabora also expressed his joy being partner of the DepEd and the provincial government of Agusan del Sur in the development of quality education in the province of Agusan del Sur.

“Gov. Plaza and the officials of Agusan del Sur has really given importance to education because of our mission to give quality education for better and brighter future of the Agusanon children. In this manner, we can be assured that our children will become productive and good Filipino citizens in the future,” Vice Gov. Cane said.

The tuition fees and other expenses of the scholars will be shouldered by the PGAS, while the salary and other allowances will be shouldered by the DepEd during the duration of their studies for three months.

The sending of 25 school heads to ADDU is already the second time around. The first time was in the year 2009 and according to Vice Gov. Cane, the program will already be yearly starting this year.

Boat capsizes off Surigao City, 43 rescued

SURIGAO CITY, Feb. 14 (PIA)
-- A motorized boat, carrying at least 37 passengers including 6 boat crew members from Surigao City en route to Basilisa, Dinagat Islands, capsized Monday afternoon at Sitio Panomboyon, Brgy. Buenavista in Hikdop Island, this city.

Initial report from the Philippine Coast Guard (PCG) revealed that the boat, identified as M/B Venjun-II, left around 1:30 p.m. Monday at Surigao City port en route to Basilisa town. Upon reaching at the seawater of Sitio Panomboyon the boat’s starboard bow accidently hit a floating object causing it to crack.

All 37 passengers and 6 boat crew members were safely rescued late Monday afternoon by M/B LQP-1, Philippine Coast Guard, Philippine Navy, PNP-Maritime and Quick Action Response Team (QART) of Surigao City.

PCG Station Commander Lieutenant Joel Simo-ag added that they have also tried to recover the boat but it totally dipped into the seawater at around 6:00 p.m.
The ill-fated boat, owned and operated by Narciso Caban, Sr., was skippered by Efren Dayoc.

Amante, Jr. is scheduled to take his oath as new Regional Peace and Order Council Chairman of Caraga Region before Department of the Interior and Local Government Secretary and Chairman of the National Peace and Order Council, Jesse M. Robredo, on Friday, February 17, 2012 in Almont Hotel Inland Resort, this city.

Mayor Amante has been appointed by President Benigno S. Aquino III early this year to head the Peace and Order Council of the Region to address major issues and concerns affecting peace and order in Caraga including insurgencies and recommend measures which will improve or enhance the peace and order situation in the Region, said DILG XIII Regional Director Rene K. Burdeos.

A meeting is also scheduled to take place after the oathtaking to discuss the peace and order situation in Region XIII and to stress the importance of the role of government agencies’ in attaining lasting peace in Caraga. Regional flood advisory for Caraga issued

BUTUAN CITY, Feb. 14 (PIA) -- A flood advisory has been issued anew today by the Regional Disaster Risk Reduction and Management Council (RDRRMC) following the continuous downpour that is being experienced by majority of areas in Caraga Region.

The advisory was issued at 9:00 a.m. today where accordingly, for the past 24 hours of monitoring, it has been observed that the rainfall ending at 8:00 a.m. are as follows: Surigao = Trace; Butuan = 5.0 mm; and Hinatuan = 6.0 mm.

The advisory also warned the people living near the mountain slopes and those in low-lying areas of the river systems to be alert at all times.

Local DRRMCs concerned are also advised to be alert for possible flashfloods and landslides.

Waterways still likely to be affected are rivers and streams, as well as its tributaries in Surigao del Sur, Surigao del Norte, Agusan del Sur, and Agusan del Norte.

Meanwhile, as of weather advisory of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued at 6:00 a.m. today, easterlies affecting the Eastern section of the country, and the low pressure area was estimated at 1,200 kilometers East Southeast of Southern Mindanao (4.0oN, 138.0oE) and it is expected to enter the Philippine Area of Responsibility within the next 26 hours.

The entire archipelago will experience mostly cloudy skies with scattered rainshowers and thunderstorms.

Moderate to strong winds blowing from the East will prevail throughout the entire archipelago and the coastal waters will be moderate to rough.

In a related development, local DRRMC of Tago in Surigao del Sur reported that the Tago River came near spilling level, while Kalinawan River and Lake Mainit, both in Jabonga, Agusan del Norte are closely being monitored due to continuous rise in water level affecting large areas of rice field and some residential structures.

New PhilHealth website unveiled

MANILA, Feb. 14 (PIA)
- The Philippine Health Insurance Corporation (PhilHealth) today unveiled its new corporate website in ceremonies at the Discovery Suites in Ortigas, Pasig City.

The new website, www.philhealth.gov.ph, now includes online services that range from electronic registration, claims eligibility verification, and online mapping, to electronic premium reporting and payment for employers.

“The site welcomes our visitors to three major sections that are of primary interest to our stakeholders. These are Members, our Corporate Partners, and our Online services,” said PhilHealth President and CEO Dr. Eduardo P. Banzon.

He added that snippets of bulletins and issuances can be seen on the upper right-hand corner of the page.

The members panel leads the site visitor to PhilHealth’s five member categories. Each sub-section opens to a standard heading of who are qualified under each category, what the registration procedures are and what benefits are in store for the member. Each sub-section also has a set of frequently-asked questions that are specific to a particular member-category.

On the other hand, the Corporate Partners panel features PhilHealth’s key partners in the implementation of the National Health Insurance Program. These include the Health Care Providers, the Employers, the Collecting Partners, and Private Sector Partners.

Among the online services is the E-Claims through which accredited institutional providers may now verify the eligibility status of members and dependents prior to benefits availment. The Institutional Health Care Provider System will enable accredited providers to check on the membership status of Sponsored Program Members under the National Household Targeting System for Poverty Reduction (NHTS- PR) during benefits availment.

For employers, PhilHealth offers the Electronic Premium Remittance System (EPRS) which facilitates reporting of their remittances; the E-Payment System which they can use when remitting premium contributions; and the DepEd Textfile Uploader System, a special application for the Department of Education which has thousands of employees nationwide. The E-Group System facilitates registration and billing of organized groups.

Another important feature of the new website is the Mobile Mapping Service, a facility for viewing the locations of health facilities and provides a visualization of various corporate data using maps. Office Locations shows the locations of PhilHealth’s Regional and Branch offices. Once the link is clicked, the Google map of the Philippines will be displayed. Overlaid on the Google map are the locations of the Regional and Branch Offices shown using the PhilHealth logo as the symbol.

Under the Health Facilities Locations, the Google map will show by default all health facilities that are already mapped. This facility will enable the site visitor to see the location of a specific health facility on the Google map and its photograph. At the same time, the PhilHealth GIS Application System (PhilGIS) can show statistical data on accreditation, claims, collections, and membership data in map forms or statistical maps. POPCOM to youth: Be sexually responsible

The campaign on responsible sexual behavior among the youth has been intensified by the Commission on Population on the alarming incidence of teenage pregnancies in the whole country.

The Young Adult Fertility and Sexuality Survey (YAFSS)
 revealed that 29 percent of 15 – 24 years old have had their first sex encounter before the age of 18, about 2.72 million among males and 1.18 million among females, in which 57 percent of the first sex experiences reported by young people were unplanned.

POPCOM Director Camilo S. Pangan is reminding young people to be sexually responsible not only on Valentine’s Day but throughout the years.

He also emphasized that the youth should take advantage of all opportunities that may come in order to prepare themselves for adulthood because this will ensure a healthy life for themselves and their future family, including their capability to fully realize their potentials.

“Our campaign slogan: Ang pag-aaral ay para sa hinaharap, huwag ipagpalit sa sandaling sarap.. truly captures our advocacy to stay away from early sexual involvement as this would hamper in reaching their dreams in the future," Pangan stressed.

In its various advocacy activities, POPCOM encouraged parents to give quality time to their children so that sensitive matters like sexuality can be dealt with accordingly instead of getting unreliable or wrong information from friends or other sources, which will destroy the future of their children and their children’s children.

Meanwhile, according to the National Demographic and Health Survey (NDHS), 33.9 percent of women age 15 – 24 in Caraga Region began childbearing. Births among this age group will likely to exceed one million annually by 2020 in the Philippines.

Further YAFSS revealed that early pregnancy and childbearing endanger the health of the woman and her child. Biologically and psychologically, the young adolescent is still unprepared for pregnancy and childbirth considering that her reproductive system is still immature to take on such functions. Surigao City holds Pre-Valentine Kasalan

-- In line with the celebration of Civil Registry Month and Valentine’s Day, the city government of Surigao successfully held its Annual Pre-Valentine Kasalan last February 10, 2012 at the city auditorium, this city.

The said activity was organized yearly by the city government through the Office of the City Local Civil Registry.

City Mayor Ernesto T. Matugas officiated over the mass wedding ceremony.

This year’s Pre-Valentine Kasalan recorded the highest pairs over the years with around 208 pairs, according to Mayor Matugas on his message.

The youngest couple to participate in the wedding rites were both 19 years old, Remon Yurtas of Brgy. Catadman and Resa Plaza of Brgy. San Isidro while the oldest couple to wed were Priscila Garcia, 63 and Pedro Pernada, 69 both are residents of Brgy. Washington, this city.

RDRRMC-Caraga continues to warn public on the effects of LPA

BUTUAN CITY, Feb. 13 (PIA)
-- The Regional Disaster Risk Reduction and Management Council (RDRRMC) continues to warn the public on the effects of low pressure area which is affecting Caraga Region.

According to the report of the National Disaster Risk Reduction and Management Council (NDRRMC), Operations Center of RDRRMC-Caraga maintains a 24/7 monitoring. It also disseminates 24 hour public weather forecast.

The region’s disaster risk reduction and management council is also continuously issuing general flood advisory and gale warning through short messaging service (SMS) to RDRRMC member-agencies, local DRRMCs, and local radio and TV stations in the region.

RDRRMC-Caraga also highlighted in their report the text blast operation of Philippine Information Agency (PIA)-Caraga.

Furthermore, DRRMCs of Surigao City and Tago in Surigao del Sur are closely monitoring all flood indicators and advised all residents to be alert for possible landslides and flashfloods. LDRRMC of Jabonga in Agusan del Norte has declared alert level one and readied their evacuation centers for possible evacuation.

It was also reported that other LDRRMC in the cities, provinces and municipalities of the region are on blue alert (level 1) but no evacuation was issued.

Meanwhile, the Department of the Interior and Local Government, Department of Social Welfare and Development, Department of Health, Department of Public Works and Highways, as well as the 36th and 29th Infantry Battalions of the Armed Forces of the Philippines are on stand-by and monitoring the areas.

In a related development, the city DRRMC here has issued Alert Level 1 following the rise of the water level in Agusan del Norte on Sunday which measured at 2.1 meters.

In a phone-patch interview with Eugene Boco, CDRRM Office Operations Officer, as of 12:00 noon today, alert level was already lifted following the decrease of the river’s water level to 1.9 meters.

The official said the water level of the longest river here in Caraga Region is considered normal if it measured 2.0 meters and below. Above this scale, Boco said people are already warned to be cautious and be alert for possible evacuation especially those living in low-lying areas and those who are settling along the river bank.

However, CDRRMC here warned the public to be cautious in case the river’s water level increases this afternoon or tonight during high tide.

Report of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) revealed that as of 2:00 a.m. today, LPA was estimated on satellite and surface data at 70 kilometers East of Dipolog City (8.5oN, 124oE). (PIA-Caraga)

-- The provincial government of Agusan del Sur has started the construction of the new Philippine Red Cross Agusan del Sur Chapter (PRC-AdS) building near the D.O. Plaza Memorial Hospital for easy access of people who need the services of both the PRC and the DOPMH.

On the first week of November 2011, the soil filling of the site will begin. According to Engr. Pamela Yucosing of the Provincial Engineering Office, she ordered the early filling up of the area so it will be tamped naturally for better soil foundation.

According to PRC Agusan del Sur administrator Cristyll Basan, the main building alone with the floor area of 134.17 sq. meters will cost P5 million while the total costs of the two soil filling of the 2,000 sq. meters area is P2 million.

At present, the PRC- AdS is occupying a temporary office at the F.O. Asis building at the provincial capitol in Patin-ay, Prosperidad for 11 months now. The PRC-Ads has given up its old building in order to give way for the expansion of the D. O. Plaza Memorial Hospital with 50 beds capacity and funded by the European community amounting to P37 million, while the provincial government will give P3 million counterpart.

As replacement of the old PRC-AdS old building, the provincial government has identified the area for the relocation of the PRC-AdS building and donated the area to the PRC-AdS thru Sangguniang Panlalawigan Resolution No. 620 series of 2011, authorizing the provincial governor to execute Deed of Donation.

“In three months time, we may already transfer to our new building, which is very accessible to our patients and donors because it is located just beside the D. O. Plaza Memorial Hospital. Once we transfer, we are optimistic that our blood collection will also increase because the new site is just walking distance from the national highway, unlike the place that we temporarily occupy at present, where our donors will still spend for tricycle fares,” Basan said. Tight police security in Surigao Sur gets nod in Tandag City

TANDAG CITY, Surigao del Sur, Feb. 13 (PIA)
-- The tight security being imposed by police in Surigao del Sur gets favorable approval from Tandag City Mayor Alexander Pimentel.

Pimentel particularly lauded the putting up of choke and checkpoints at any entry and exit roads here.

Since his reign as provincial director, Police Senior Superintendent Arthur Sanchez directed his men to always do their job including the conduct “Operation Kapkap-Bakal” against gun-toting and “No plate, No travel policy” for motorcycles, which some, are reportedly used for criminal purposes like transport of illegal drugs.

City gov’t to push housing for state workers

BUTUAN CITY, Feb. 13 (PIA)
-- The city government here is pushing housing for city hall employees, said Engineer Lorden Vismanos of the City Housing Development Office.

In a radio interview recently, Vismanos said Mayor Ferdinand Amante Jr. included in his priority the welfare of the employees for them to avail housing loans through the Home Development Mutual Fund (HDMF) or Pag-Ibig Fund.

Vismanos said the present administration is not only giving the informal settlers here the opportunity to own houses but also those in the government service, particularly those working in the city hall.

The official added that local officials have already made studied and discussed this matter.

With these development, the city government is pushing for infrastructure developments through these housing grants to the state workers who have been working for quite some time, yet were not able to have their own houses.

This housing loan program grants opportunities to Pag-IBIG Fund members to avail of housing loans to finance any one or a combination of the following: 1) Purchase of a fully developed lot not exceeding 1,000 square meters, which should be within a residential area; 2) Purchase of a residential house and lot, townhouse or condominium unit, inclusive of a parking slot; 3) Construction or completion of a residential unit on a lot owned by the member; 4) Home improvement, i.e. any alteration in an existing residential unit intended by a homeowner to be a permanent integral part thereof, which will enhance its durability and material value; 5) Refinancing of an existing mortgage with an institution acceptable to the Fund, provided that the loan is not in default within 12 months prior to the date of application and that the said loan has a repayment history of at least two years with the original mortgagee.

Combination of loan purposes, which shall be limited to the following: 1) Purchase of a fully developed lot not exceeding 1,000 square meters and construction of a residential unit thereon; 2) Purchase of a residential unit, whether old or new, with home improvement; 3) Refinancing of an existing mortgage with home improvement; 4) Refinancing of an existing mortgage, specifically a lot loan, with construction of a residential unit thereon. -- Giablihan sa mga opisyales sa probinsya sa Surigao del Norte ang timan-anan kun road marker sa Governor Jose C. Sering Road nga kanhi Capitol Road niadtong nakalabay’ng Domingo.

Gipangulohan ni Governor Sol Matugas ang maong seremonya, ug kini gitambongan nila Surigao del Norte 1st District Representative Francisco Matugas, Surigao City Mayor Ernesto Matugas, Vice Governor Arturo Carlos Egay Jr., Board Members Simeon Castrence, Cesar Bagundol, Mamerto Galanida, League of Municipalities President Sheila May Orquina-Cebedo ug Prov’l Secretary Rudolf Sering.

“We name this road in honor of the late Gov. Jose Sering as a strong manifestation of our gratitude to a dedicated political leader who served 21 long years in our province as provincial board member, vice-governor and then governor from 1965 to 1980,” si Matugas miingon.
